Mapping Support for Targeted Critical Minerals Exploration and Extraction

The United States’ dependency on imported minerals poses significant risks to economic stability and national security due to potential supply disruptions. Recognizing the strategic importance of critical minerals, the Department of Energy (DOE) emphasizes the need for a secure and resilient supply chain to support emissions reduction, technology development, and capitalization on clean energy opportunities. The DOE’s Office of Manufacturing and Energy Supply Chains (MESC), in collaboration with the Office of Policy (OP), addresses these vulnerabilities by focusing on upstream domestic critical minerals production, balancing extraction with social and environmental goals, including conservation, environmental justice, and respect for Tribal sovereignty. This report showcases a collaborative effort involving Idaho National Laboratory (INL), Argonne National Laboratory (Argonne), National Renewable Energy Laboratory (NREL), and the U.S. Geological Survey (USGS) to map mineral development potential along with key social and environmental datasets. A geographical information system (GIS)-based web map application was developed as a preliminary tool for environmental analysis, integrating 158 geospatial data layers such as critical habitat, land ownership, economic indicators, and environmental concerns. Data were sourced from agencies like the Bureau of Land Management (BLM) and USGS and processed using GIS technology to enhance visualization and analysis. The proposed analysis framework categorizes areas into high, mid, and low concern based on withdrawn lands, special status species, the Economic Development Capacity Index (EDCI) Mining Composite Index, and the Climate and Economic Justice Screening Tool (CEJST). While the application provides broad visualizations, it is not a substitute for detailed environmental reviews required under the National Environmental Policy Act (NEPA). Users must conduct further analyses and engage with tribal entities and other stakeholders for comprehensive planning. A case study of the Idaho Cobalt Belt (ICB) in Lemhi County, Idaho, has been provided in the report to illustrate the tool's practical use. This report introduces a GIS application and framework to support stakeholders in identifying and prioritizing areas for critical mineral exploration, promoting secure supply chains, and advancing the nation's energy independence through responsible resource stewardship.

Bipartisan Infrastructure Law (BIL) – Illinois Rare Earth Novel Extraction and Supply (IRENES) - Report on Technology Down Select No. 1 - Acid Baking vs. Heap Leaching

An essential step for recovering rare earth and critical minerals from coal mine waste is one that achieves adequate dissolution of the target elements into a pregnant leachate solution. The simplest technical approach was thought to be heap-leaching that could proceed using mild acid dosing or naturally generated acid from biological activity. For this reason, the University of Kentucky at Lexington (UKY) undertook two efforts to evaluate feasibility, including a laboratory column leaching evaluation and a pilot heap-leaching demonstration. Later, the UK evaluated a pyrometallurgical approach using roasting combined with acid baking and tank leaching at elevated temperatures to improve extraction efficiencies. This report surveys the previously reported leaching yields and calculates the gross value of rare earth oxides as a basket in the pregnant leachate solution.

Using DAPPER to extract the photon strength function of 58Fe using the inverse Oslo and shape methods

The photon strength function of 58 Fe has been extracted using both the Oslo and Shape methods from particle-γ coincidence data measured using the Detector Array for Photons, Protons, and Exotic Residues, which probes nuclei utilizing (d,p) reactions in inverse kinematics. Four particle-γ coincidence matrices, each constructed with different treatments of the γ-ray energies, are explored in order to observe the impact on the resulting nuclear level density and photon strength. The final photon strength function reported is found to agree well with previous Oslo measurements of other iron isotopes. Systematic uncertainties are included, using different model parameters and their reported errors to perform the Oslo method normalization. The model-independent Shape method is explored and the functional form of the photon strength function obtained is in agreement with the Oslo method results. A low-energy enhancement is not reported for 58 Fe in this work given possible subtraction issues originating from strongly populated states.

Bipartisan Infrastructure Law (BIL) – Illinois Rare Earth Novel Extraction and Supply (IRENES)

This report presents the physical and chemical characterization of breaker and sorter reject materials sourced from the Prairie State Generation facility, as part of the Illinois Rare Earth Novel Extraction and Supply (IRENES) project. Key analyses include particle size distribution, density, angle of repose, proximate and ultimate composition, mineralogy, and elemental content. Breaker reject material was found to be coarser and higher in ash content (~80%) with lower calorific value, while sorter reject showed finer distribution, lower ash (~68%), and higher carbon and energy content. XRD and XRF analyses confirmed the presence of REE-bearing minerals and relevant oxides, supporting process design and beneficiation strategy development for critical mineral recovery.

Vertical Characterization of Flow and Contaminant Concentration in New Hanford Extraction Wells

Effective groundwater remediation should focus on high-concentration, low-permeability zones within the aquifer, as these areas often present significant challenges to contaminant removal. Characterizing the vertical distribution of contamination in an aquifer is therefore critical for optimizing and monitoring pump-and-treat (P&T) systems to meet target cleanup timelines. Flow patterns driven by hydraulic gradients and variations in permeability are described to provide insight into contaminant mass removal from long-screened wells. The objective of this multi-phase work is to provide actionable recommendations for improving remedy performance monitoring and P&T operations, which ongoing evaluations will address. This report summarizes the preliminary results of vertical flow and contaminant distribution monitoring in new extraction wells at the Hanford Site.

Fast Adaptive Neural Control of Resonant Extraction at Fermilab

We present the development of a machine learning (ML) based regulation system for third-order resonant beam extraction in the Mu2e experiment at Fermilab. Classical and ML-based controllers have been optimized using semi-analytic simulations and evaluated in terms of regulation performance and training efficiency. We compare several controller architectures and discuss the integration of neural control into an adaptive framework. We also present progress on surrogate models that predict the controller response given a spill intensity and controller action history. To enable real-time deployment, we report progress on implementing low-latency, edge-based inference suitable for hardware-constrained environments. Our results demonstrate the feasibility and advantages of ML-based control in managing complex, time-varying physical systems, with broader implications for accelerator operations and other domains requiring fast, adaptive regulation.

Fast Adaptive Neural Control of Resonant Extraction at Fermilab

We present progress on the development of a machine learning (ML) regulation system for third-order resonant extraction of the beam delivered to the Mu2e experiment at Fermilab. We consider classical and ML-based controllers optimized on semi-analytic simulations and provide perfor- mance comparisons for several models. Additionally, we discuss the efficiency of each model in training, which has implications for future work on adaptive control. We also discuss progress on developing optimized implementations of ML models for edge-based inference.

Analytic Expressions for Extracting Far Scrape-Off Layer Transport Coefficients from the Plasma-Wall Interaction of Divertor Tokamaks

Magnetic-confinement DT pilot plants and DEMO-class devices will employ thin breeding blanket first walls with substantially lower steady-state power-handling margins than ITER-like thick walls, making reliable prediction of main-chamber particle and heat loads increasingly critical. This report addresses that need by developing analytic tools to interpret far scrape-off layer (far-SOL) plasma–wall interaction measurements in divertor tokamaks, with the goal of extracting effective cross-field transport coefficients from “window-frame” experiments and related diagnostics.

Evaluation of Hardware and Software Bill of Materials (HBOMs/SBOMs) Extraction Methods

Hardware and software bills of materials (HBOMs and SBOMs) provide important visibility into the components, dependencies, and supply chain relationships within programmable digital devices. This visibility is critical for advanced nuclear reactor applications, where use of common or shared hardware components, software libraries, suppliers, or manufacturing processes may create common cause failure (CCF) vulnerabilities despite apparent diversity. This paper evaluates current approaches for obtaining and analyzing HBOMs and SBOMs in support of CCF, diversity and defense-in-depth (D3) assessments, and begins to explore potential methods for artificial intelligence/machine learning-based analysis. The availability of BOM information from advanced reactor manufacturers and vendors, representative hardware and software categories found in advanced reactor systems continues to limit research [13]. This paper compares commonly used BOM formats, including CycloneDX, SPDX, and SWID. It also surveys publicly available tools for generating BOMs from source code, compiled binaries, and hardware-related information, noting limitations in language coverage, system age, and format interoperability. Finally, this paper evaluates methods for correlating BOM data with vulnerability and exploitability information, including VEX, CVE, and CWE resources. The findings indicate that publicly available nuclear-vendor BOMs are limited, making third-party extraction and research into novel analysis techniques necessary.

Extraction of the worm-gear TMD g1t from COMPASS , HERMES and JLab data on semi-inclusive DIS

Transverse momentum dependent parton distributions (TMDs) are an important class of functions required to understand the 3D structure of hadrons in terms of their underlying partons. One of the least known TMDs in terms of a global QCD analysis is the worm-gear TMD g1t . It carries the probabilistic interpretation of finding longitudinally polarized quarks inside transversely polarized hadrons. In this proceedings, we present the first-ever global QCD analysis of the semi-inclusive DIS $A^ {cos(φ_h-φ_S)}_{LT}$ data using Monte Carlo techniques to extract the worm-gear TMD g1T . The relevant data are available from COMPASS, HERMES and JLab. We compare our results for g1T with different theoretical approaches, including the large-N c approximation, the Wandzura Wilczek-type approximation, and lattice QCD.

Resonant Extraction and Extinction Measurement for the Mu2e Experiment

The Mu2e experiment, currently under construction at Fermilab, will search for coherent neutrinoless muon to electron conversion, extending the sensitivity of searches for charged lepton flavour violation by four orders of magnitude in 3-5 years of data-taking. This improved sensitivity is made possible by using a pulsed beam structure that is optimized for reducing prompt backgrounds when muons are stopped on an aluminium target. Producing a high-rate pulsed beam is achieved using resonant extraction of a circulating proton beam, an “AC dipole” with a time-varying field to deflect out-of-time protons, and a system to measure the extinction of out-of-time beam particles incident on the muon production target. These proceedings summarize the systems that have been designed to achieve the required level of extinction and to continuously place limits on the presence of out-of-time beam hitting the production target with a sensitivity of <1e-10.
