Data-driven modeling of municipal water system responses to hydroclimate extremes

Sustainable western US municipal water system (MWS) management depends on quantifying the impacts of supply and demand dynamics on system infrastructure reliability and vulnerability. Systems modeling can replicate the interactions but extensive parameterization, high complexity, and long development cycles present barriers to widespread adoption. To address these challenges, we develop the Machine Learning Water Systems Model (ML-WSM) – a novel application of data-driven modeling for MWS management. We apply the ML-WSM framework to the Salt Lake City, Utah water system, where we benchmark prediction performance on the seasonal response of reservoir levels, groundwater withdrawal, and imported water requests to climate anomalies at a daily resolution against an existing systems model. The ML-WSM accurately predicts the seasonal dynamics of all components; especially during supply-limiting conditions (KGE > 0.88, PBias < ±3%). Extreme wet conditions challenged model skill but the ML-WSM communicated the appropriate seasonal trends and relationships to component thresholds (e.g., reservoir dead pool). The model correctly classified nearly all instances of vulnerability (83%) and peak severity (100%), encouraging its use as a guidance tool that complements systems models for evaluating the influences of climate on MWS performance.

A Novel Method for Setting Meaningful Thresholds for RMS-Energy Oscillation Detectors

Oscillation detection and mitigation is a crucial aspect of reliable power system operation. Several transmission system operators and reliability coordinators use the RMS-energy method of oscillation detection, but the process of setting thresholds is time and labor intensive. The current industry practice in the United States is to set thresholds based on the RMS-energy's value during ambient conditions, which can often lead to nuisance alarms that require thresholds to be manually retuned. In this paper, we propose a method for setting RMS-energy thresholds that directly accounts for oscillation amplitudes specified by the user. A theoretical analysis of the statistical properties of the RMS-energy incorporates these user-specified amplitudes, resulting in thresholds that reliably detect oscillations of interest while avoiding nuisance alarms. Theoretical results are validated with simulated measurements and the real-world practicality of the method is established with publicly available field-measured data from the Grid Event Signature Library.

FSA future directions: Reliability and engineering sciences FY85-FY86 activities and plans

Objectives were listed for four areas: engineering science, reliability physics, module development, and module performance and failure analysis. The engineering science efforts are to develop module design requirements for large-scale photovoltaic (PV) applications and to develop generic module and array design and construction technology to meet the needed performance, safety, reliability, and system interfaces. The reliability physics effort is to develop the technology for 30-year life modules. The module development efforts are to transfer new technology to PV manufacturers and their products, and to evaluate these advanced modules. The module performance and failure analysis efforts are to determine PV module performance, to identify needed development, and to assess suitability for large-scale use.

A high reliability battery management system

Over a period of some 5 years Canadian Astronautics Limited (CAL) has developed a system to autonomously manage, and thus prolong the life of, secondary storage batteries. During the development, the system was aimed at the space vehicle application using nickel cadmium batteries, but is expected to be able to enhance the life and performance of any rechargeable electrochemical couple. The system handles the cells of a battery individually and thus avoids the problems of over, and under, drive that inevitably occur in a battery of cells managed by an averaging system. This individual handling also allow cells to be totally bypassed in the event of failure, thus avoiding the losses associated with low capacity, partial short circuit, and the catastrophe of open circuit. The system has an optional capability of managing redundant batteries simultaneously, adding the advantage of on line reconditioning of one battery, while the other maintains the energy storage capability of the overall system. As developed, the system contains a dedicated, redundant, microprocessor, but the capability exists to have this computing capability time shared, or remote, and operating through a data link. As adjuncts to the basic management system CAL has developed high efficiency, polyphase, power regulators for charge and discharge power conditioning.

Common-Reliability Cumulative-Binomial Program

Cumulative-binomial computer program, CROSSER, one of set of three programs, calculates cumulative binomial probability distributions for arbitrary inputs. CROSSER, CUMBIN (NPO-17555), and NEWTONP (NPO-17556), used independently of one another. Point of equality between reliability of system and common reliability of components found. Used by statisticians and users of statistical procedures, test planners, designers, and numerical analysts. Program written in C.
