Enabling Secure and Resilient XFC: A Software/Hardware-Security Co-Design Approach

Extremely fast charging (XFC) has the potential to reduce the charging time of battery electric vehicles (BEV) to be equivalent to the filling time of internal combustion engine vehicles (ICEV), thus eliminating one of the few advantages ICEV still poses for light- and heavy-duty vehicles. Enabling XFC will, however, require coordination and cooperation between the grid, charging stations, and the vehicles themselves, which leads to an inevitable increase in the attack surface for all systems combined. In securing the overall system, we must not only embrace traditional cybersecurity, which is chiefly concerned with communications and the operation of digital systems, but also cyber-physical systems security as the proper operation of XFC is critically dependent on systems’ abilities to know about (sense) and interact with (actuate) the physical world. The project team consists of academic and industry researchers with backgrounds in cybersecurity, cyber-physical systems security, learning in adversarial environments, transportation security, grid security and resilience, wireless power transfer, converter design, and battery management systems.

Resilient Operation of Networked Community Microgrids with High Solar Penetration

This project, funded by the US Department of Energy’s Solar Energy Technologies Office (SETO), focused on the operation of microgrids as a coordinated network. The primary objective, which was successfully achieved, was to develop both control strategies and hardware solutions to support the resilient and efficient operation of networked microgrids with high solar penetration. The work was structured around the following four main tasks: • Development of distributed and scalable optimization algorithms for AC-coupled networked microgrids. • Design and implementation of a novel DC interconnection hardware to enable precise power exchange between microgrids. • Laboratory operational validation of the developed technologies using 480 V testbeds and commercially available hardware. • Field operational validation of the complete solution in Adjuntas, Puerto Rico, interconnecting two kW-scale, split-phase microgrids of Casa Pueblo’s microgrids. This project addressed multiple technical challenges across the domains of optimization, control, hardware interconnection, and protection. One of its key contributions was delivering tangible, real-world solutions for networking microgrids. In contrast to purely theoretical or simulation-based work, this project included full-scale hardware operational validation both in the lab and in the field. The work conducted as part of this project—in collaboration with the University of Puerto Rico; the University of Tennessee, Knoxville; the University of Central Florida; and Casa Pueblo—has advanced the state of the art in networked microgrids. Key contributions include the development of distributed control strategies, practical solutions for real-world implementation challenges, and the introduction of a novel DC interlink approach for microgrid interconnection. The project featured both laboratory and field validation using commercial off-the-shelf components. The field deployment successfully validated that a group of microgrids can operate in a coordinated manner, enabling precise power flow between systems and mutual support during extreme events. This project resulted in 15 journal publications and 15 conference papers; 5 graduate students and 15 undergraduate students were supported. The codes of distributed optimization and forecasting were made open-source through OSTI.gov for distributed optimization and forecasting. All the publications are available in the ORNL-hosted project landing page. The DC interlink with state-of-charge balancing control was operationally validated in Adjuntas by interconnecting two real-world, 240 V split-phase microgrids. To the best knowledge of the team, this represents the first operational validation of AC microgrids interconnected via DC-interlinks. As a culmination of this project, a follow-on grant was awarded to support the technology transfer of the distributed optimization framework to a commercial microgrid controller, Stellar Edge, developed by the California-based company New Sun Road.

DRE: Designing for Resilience through Emulation

Threats to cyber- and cyber-physical systems have continued to increase over the past decade. Now more than ever, it is vital that cyber-physical system stakeholders have the tools to deeply understand their systems and the threats they face. High-fidelity modeling capabilities are powerful tools to support system understanding and decision-making, but they currently lack scientifically rigorous experimentation practices and infrastructures. The purpose of the project Designing for Resilience through Emulation (DRE) was to bring together past research and existing tools into a new pipeline to improve our ability to quantitatively evaluate future cyber scenarios. DRE offers new integrated capabilities for large dataset collection, noise studies, sensitivity analysis, uncertainty quantification, and surrogate modeling using a cyber-physical system emulation environment. These new capabilities significantly improve our ability to establish the credibility of the answers derived from emulation environments, ultimately leading to better critical decision support.

Project Planning for Community Resilience: Aquinnah and Chilmark, Massachusetts

This report presents the findings of an energy system planning study for the towns of Aquinnah and Chilmark, MA, on the island of Martha’s Vineyard, conducted under the U.S. Department of Energy ETIPP program. The study used the DER-CAM model to optimize the deployment of PV and battery microgrids to enhance energy resilience against power outages, particularly winter storms. Key findings show that PV is highly cost-effective and delivers net annual savings. However, due to limited rooftop space and low winter solar output, PV and battery storage alone cannot support the full critical load during outages. Solutions incorporating conventional backup generators were found to be more economically viable for achieving 100% critical load support.

Building Resiliency into Grand Canyon West Micro-Grid

The objective of the project was to improve the resilience of the non-regional-grid-connected electrical generation system at Grand Canyon West (GCW) to withstand short-term disruptions and rising energy costs by installing an 885-kW solar photovoltaic (PV) array and 750-kilowatts (kW)/2,145-kilowatt hour (kWh) battery energy storage system (BESS). The system is designed to provide 50% of the annual energy needed for the essential facilities at GCW, supplementing the existing diesel generators, saving approximately $\$$463,339 per year and an estimated $\$$11,583,475 over the 25-year life of the system. The project aligns with the Tribe’s conservation ethic and self-determination in the area of energy development.

Advancing Manufacturing Water Resilience: Addressing Risks through New Approaches and Technologies

Water is indispensable in manufacturing operations, and many manufacturers operate on the assumption that water of sufficient quality and quantity will be available whenever and wherever needed. As such, the importance of water to this sector has been overlooked, despite its critical importance for operations and meeting production demands, due to perceived sufficient availability and low cost of water to manufacturers. However, the situation is changing as water-related risks are markedly increasing due to aging infrastructure, changing climate, and resource extraction, which alter global and regional water cycles and characteristics. These changes are occurring against a backdrop of intensifying competition from other sectors for scarce and/or unevenly distributed water resources and changing trends in water needs. Section 1 of this report explores those risks in the U.S. context, while the remaining sections detail the work needed to advance the resilience of manufacturing water supplies to these changing risks by filling critical data gaps, re-evaluating the value of water to manufacturers, and advancing opportunities for novel technologies and analyses. The intended audience for this report is broad, including manufacturers, decision makers, researchers, and policymakers.

TASTI-GRID: Improving Electric Grid Resilience across the State of Tennessee

Residential, industrial, and large load data center facility expansion have exacerbated management backlogs. Additionally, as newer technologies emerge in larger utility providers, a chasm between urban and rural resilience grows – creating segmentation across the state. With new development, industries, and large load additions to the electric grid across the Volunteer state, utilities must contend with these new connections, management backlogs, and technology gaps – while addressing an increase in major outages with more frequent extreme weather events, such as Hurricane Helene in 2024. This issues, in turn, have given way to greater vulnerabilities in adjacent infrastructure – including transportation and emergency management services, among others.

Recovery Simulator and Analysis Formulation: Mathematical Framework for Enhanced Resilience and Resource Allocation

This report introduces recovery simulator and analysis (RSA), a framework aimed at enhancing the resilience of electrical grids post-disruption. The RSA model leverages an optimization problem formulation that focuses on maximizing the load served (or optionally customers served) through a coordinated and cooptimized recovery of non-black start generation, transmission lines, feeders and substations subject to labor budget constraints. By integrating advanced linear programming techniques, the simulator selects efficient reocovery pathways, optimizing both short-term and long-term grid recovery strategies. The mathematical framework guides decision-making through a comprehensive evaluation of potential recovery actions, factoring in the trade-offs between labor constraints and load (or optionally customer) restoration efficacy. This enables grid operators to simulate diverse outage scenarios and delineate optimal recovery pathways, thereby prioritizing critical repair tasks and ensuring resource allocation is both economical and effective. The intended use case of RSA is to allow planners to explore many recovery scenarios quickly and determine assets most critical across a wide range of scenarios, and therefore strong candidates for hardening or additional investment. RSA might also be used in an operational setting, following a single event, for exploring efficient recovery pathways.

Ultracoherent SRF Cavity-Based Multi-Qudit Platform with Error-Resilient Control

Superconducting radio-frequency (SRF) cavities offer a promising platform for quantum computing due to their long coherence times, yet integrating nonlinear elements like transmons for control often introduces additional loss. We report a multimode quantum system based on a 2-cell elliptical shaped SRF cavity, comprising two cavity modes weakly coupled to an ancillary transmon circuit, designed to preserve coherence while enabling efficient control of the cavity modes. We mitigate the detrimental effects of the transmon decoherence through careful design optimization that reduces transmon-cavity couplings and participation in the dielectric substrate and lossy interfaces, to achieve single-photon lifetimes of 20.6\,ms and 15.6\,ms for the two modes, and a pure dephasing time exceeding 40\,ms. This marks an order-of-magnitude improvement over prior 3D multimode memories. Leveraging sideband interactions and novel error-resilient protocols, including measurement-based correction and post-selection, we achieve high-fidelity control over quantum states. This enables the preparation of Fock states up to $N = 20$ with fidelities exceeding 95\%, the highest reported to date to the authors' knowledge, as well as two-mode entanglement with an estimated coherence-limited fidelities of 99.9\% after post-selection. These results establish our platform as a robust foundation for quantum information processing, allowing for future extensions to high-dimensional qudit encodings.

TASTI-GRID: An Overview of West Virginia’s Grid Resilience Challenges

West Virginia’s legacy as a top power producer with a legacy of mining and natural gas is well-known across the country. A state with historic underinvestment, vulnerability to natural hazards, and a large rural population – much of West Virginia’s critical energy infrastructure is beyond its recommended lifecycle at 75+ years old. West Virginian’s are feeling the effects of neighboring Virginia’s data center growth, as its grid interconnectedness with neighboring states have impacted energy affordability as power supply has not kept up with demand. The state aims to attract data centers to improve economic development, however, the age of infrastructure, utility reliability, weather-induced major outages, and cost of proposed improvements compound West Virginia’s resilience challenges.

Small Hydro Power Plants with Integrated BESS for Enhance Resiliency

Battery energy storage systems (BESS) are an important asset for power systems with high integration levels of renewable energy, and they can be controlled to provide various services to the grid. This paper presents the hardware demonstration and characterization of using a utility-scale BESS with grid-following (GFL) and grid-forming (GFM) controls and a run-of-river (ROR) hydropower plant to perform a bottom-up power system black start that enhances power systems' resiliency. ROR hydropower plants are generally not used for power system restoration due to their frequency instability during islanded operation; however, BESS with droop control can provide critical damping to convert a ROR hydropower generator into a black start- capable unit. To demonstrate this, we carry out hardware experiments at the megawatt-scale integrating a synchronous generator driven by a dynamometer, an actual GFL/GFM BESS, a medium-voltage impedance network, and a load bank. The demonstration shows the different roles of BESS with GFL and GFM control in power system restoration. GFL BESS can suffer from high-frequency oscillations, even instability, depending on the droop control gain and loading condition. The results provide further insights for system operators on how GFL- or GFM controlled BESS can enhance grid stability and how hydro-BESS hybrids can operate as a black-start-capable unit. The presented experimental results are also a valuable resource to understand the different stability characteristics of real-world BESS with different control modes.

Resilient Crop Production for the Bioeconomy: Frontier Science for the Bioeconomy Workshop Series

A bioeconomy based on energy, chemicals, and bioproducts derived from nonfood crops promotes U.S. prosperity, energy independence, and national security. Crop productivity (i.e., yield) affects profitability for farmers, whereas biomass and seed oil quality affects profitability for biorefineries through the conversion efficiency of feedstock crops into energy, chemicals, and bioproducts. Scientific breakthroughs in plant genetics and genomics, ecological processes, bioprocessing, microbial engineering and design, and conversion technologies have improved the potential market viability of products derived from nonfood crops specifically cultivated as biomass and seed oil feedstocks. Improving understanding of a plant’s complex responses to withstand or recover from stress is crucial to maintaining feedstock yield and quality, particularly in challenging production zones. Stress may be related to biotic or abiotic (i.e., nonliving) environmental conditions that negatively affect plant growth, development, and productivity. Research and development to enhance the environmental resilience of feedstock crops will enable improved production by minimizing losses during stress and improving production on currently economically nonviable marginal lands.

Grid Resiliency using Hydro-based Microgrids During Wildfires

The primary objective of this project is to assess the techno-economic viability of hydropower resources with supplementary investments, including microgrid controllers, storage solutions, load banks, additional generation like diesel generators, communication links, and transmission infrastructure. The aim is to enable these systems to operate autonomously (in islanded mode) and ensure grid resiliency during and after wildfire events. The project seeks to establish a comprehensive framework for setting up hydropower-based microgrids, from risk estimation to final investment decisions. These microgrids can provide critical support during emergencies and offer additional grid stability and revenue opportunities during regular operations and other system contingencies.
