Initial Development of an Upper Class E Traffic Management (ETM) System for Stratospheric Flight Operations

Advances in technologies across multiple areas have spurred the motivation and development of new entrants and use cases for the national airspace system to accommodate. The stratosphere, encompassing Upper Class E airspace, is of particular interest due to the types of aircraft that can operate there and the unique missions that can be carried out. The diversity of aircraft that plan to operate and the long durations envisioned presents a challenge for the management of that airspace in a manner that does not burden the current paradigm of air traffic service provision. Upper Class E Traffic Management (ETM) is an approach pioneered by NASA and FAA to enable the cooperative management of high-altitude airspace through operations in cooperative areas facilitated by information exchanges and coordination based on common operating practices. NASA has developed, implemented, and commenced initial tests of the underlying systems and architecture to enable ETM operations. The implementation is the first of its kind and meant to serve as a reference for broader adoption. This paper will present the architecture and details of the system components as well as how it has been implemented for the test. Summary results of initial connectivity tests are included to highlight the functionality of the ETM system, which provides the path forward for more complex operations and interactions at a greater scale.

Sequence Impedance Modeling of Grid-Forming Inverters

Grid-forming control of inverter-based resources has been identified as a critical technology for operating power systems with high levels of inverter-based resources. This paper presents the sequence impedance modeling of a grid-forming inverter to evaluate its small-signal stability properties. Droop control structure is implemented to control the inverter in grid-forming mode, and the impact of individual controller on the inverter impedance characteristics is discussed. The developed sequence impedance model is compared with that of the grid-following inverter. It is found from the developed sequence impedance models that grid-forming inverters are less prone to harmonic resonance problems during operation with weaker grids. The developed models are validated using PSCAD simulations.

Caribbean Energy Sector Cybersecurity Forum: Modernizing and Securing the Grid

This presentation on Modernizing and Securing the Grid brought together regional and NREL cybersecurity expertise for USAID's Caribbean Energy Sector Cybersecurity Forum. The presentation's overall purpose was to provide a deep dive into the changes underway in the electric grid, including the greater integration of renewables and distributed energy resources. The presentation also reviewed best practices for building cybersecurity into modern energy systems, including in the areas of vendor assessment and supply chain cybersecurity.

Cybersecurity concerns for the energy sector in the maritime domain

The world has seen a number of high-profile maritime disasters in recent months and years, and has felt the impact of them. At the same time, the world has also seen a number of high-profile cyberattacks. It has felt their impact, as well. And, likely no sector has been more affected by the maritime and cyber incidents than the energy sector, as fuel prices often spike or trough, and access to energy resources can become an instant source of concern, tension, or even conflict. As energy sectors—in all their forms—continue to rely on the maritime domain or even increase that reliance, they must be mindful that traditional maritime threats—like piracy, theft, and weather events—are not the only threats they face today. Maritime cybersecurity concerns are among the most potentially disruptive to energy-sector interests and, yet, are among the least understood and least addressed. This paper identifies nine areas in which the energy sector faces harmful cyber vulnerabilities in the maritime domain, to provide enough insight and examples to allow for action to be taken to reduce the risk of harm from these different vulnerabilities. The paper develops the example of offshore wind energy to model how to assess cyber considerations more fully. Ultimately, it concludes with a series of recommendations that offer policymakers, energy-sector actors, and security and law-enforcement professionals steps to minimize the exposure of the maritime energy sector to harmful cyberattacks.

FET Junction Temperature Monitoring Using Novel On-Chip Solution

A novel junction temperature monitoring sensor is proposed and experimentally demonstrated for application in MOS-gate power devices. The sensor is created using the polycide gate electrode layer of the devices to create a temperature-sensitive resistor without any additional fabrication steps. The resistor is located on the field oxide with one end grounded at the device reference terminal to isolate it from the device current and voltage transients. It allows in-situ monitoring of the device junction temperature during active circuit operation. The technology has been implemented to monitor the junction temperature of Silicon Carbide Junction Barrier Schottky Field Effect Transistors (SiC JBSFETs) with the bi-directional FET (BiDFET).

Collection and Analysis of Telemetry for CyOTE Heuristics (CATCH)

The Collection and Analysis of Telemetry for CyOTE Heuristics (CATCH) provides a framework for augmenting an organization’s existing security controls with CyOTE developed analyses. CATCH collects, stores, analyzes, and creates STIX reports on anomalous data. CATCH connects the CyOTE analysis framework together with the MITRE ICS ATT&CK® patterns and highlights areas of improvement and further research. This tool is designed to enhance an organization’s security controls by providing a structured approach to collecting, storing, analyzing, and reporting anomalous data.

The Army's Use of the Advanced Communications Technology Satellite

Tactical operations require military commanders to be mobile and have a high level of independence in their actions. Communications capabilities providing intelligence and command orders in these tactical situations have been limited to simple voice communications or low-rate narrow bandwidth communications because of the need for immediate reliable connectivity. The Advanced Communications Technology Satellite (ACTS) has brought an improved communications tool to the tactical commander giving the ability to gain access to a global communications system using high data rates and wide bandwidths. The Army has successfully tested this new capability of bandwidth-on-demand and high data rates for commanders in real-world conditions during Operation UPHOLD DEMOCRACY in Haiti during the fall and winter of 1994. This paper examines ACTS use by field commanders and details the success of the ACTS system in support of a wide variety of field condition command functions.

Air Traffic Management Technology Demonstration (ATD-1) - Concept to Operations

In order to enable arrival management concepts and solutions in a NextGen environment, ground-based sequencing and scheduling functions have been developed to support metering operations in the National Airspace System. These sequencing and scheduling algorithms as well as tools are designed to aid air traffic controllers in developing an overall arrival strategy. The research presented provides an outline of the challenge of bringing time based scheduling to the terminal environment and the steps that were taken to bring the technology from concept to testing in an operational environment, and finally acquisition by the FAA. ATM Technology Demonstration-1 (ATD-1), is a set of technologies that provides an efficient solution for managing arrival aircraft beginning from just prior to top-of-descent and continuing down to the runway. The ATD-1 suite of technologies has been tested separately, and each has demonstrated benefits in throughput, delay, and fuel-efficiency. Together, the integration of terminal arrival tools allow arrival aircraft to safely fly closer together on more fuel-efficient routes to increase capacity, and reduce delay, fuel burn, noise, and greenhouse gas emissions.
