The practical application of mishap data in Army aircraft system safety programs

The means are discussed by which the the United States Army Board for Aviation Accident Research (USABAAR) now utilizes the vast store of historical accident data in the application of the system safety concept for developmental aircraft. USABAAR serves as the central agency for the Army Accident Prevention Program which includes the receipt, processing, and analysis of all data and information related to Army aircraft accident experience. It is pointed out that methods which served the cause of accident prevention so well in the past are no longer adequate and that traditional parameters used to measure mishap experience have become obsolete. USABAAR has developed, and recently put into use, completely revised accident reporting forms which greatly expand the scope and detail of information provided as a result of investigation. This and other factors which have resulted in an improved data system are discussed in detail.

Study of repeater technology for advanced multifunctional communications satellites

Investigations are presented concerning design concepts and implementation approaches for the satellite communication repeater subsystems of advanced multifunctional satellites. In such systems the important concepts are the use of multiple antenna beams, repeater switching (routing), and efficient spectrum utilization through frequency reuse. An information base on these techniques was developed and tradeoff analyses were made of repeater design concepts, with the work design taken in a broad sense to include modulation beam coverage patterns. There were five major areas of study: requirements analysis and processing; study of interbeam interference in multibeam systems; characterization of multiple-beam switching repeaters; estimation of repeater weight and power for a number of alternatives; and tradeoff analyses based on these weight and power data.

Identification and mapping of coal refuse banks and other targets in the anthracite region

ERTS-1 MSS data covering parts of Pennsylvania's southern and eastern middle anthracite coal fields were studied to determine how well accumulations of coal refuse could be identified and mapped by computer analysis and processing. Spectral signatures of coal refuse targets were similar to water, but had higher reflectances in all channels. Relative reflectances were in the order 4 5 or = 6 7. Although no underflight photography was at hand to judge mapping success, correlation was made, with 1:24,000 scale U.S.G.S. maps dated 1947 and 1948. Coal refuse targets correlated well with existing maps.

Effects of contaminants in CO2 lasers.

A theoretical model which includes the effects of contaminants is developed for the high flow electric discharge CO2-N2-He laser. The model couples the excitation and relaxation processes, CO2 dissociation, and negative ion formation with the flow processes. An analysis of the effects of CO, O2, NO, and N2O impurities on the average small signal gain is presented. CO decreases the gain by collisional depopulation of the upper laser level, and O2, NO, and N2O reduce the gain by decreasing the electron density by forming stable negative ions. In particular, N2O exhibits a strong quenching effect because of its large dissociation cross section for the formation of O(-).

Terrestrial contamination in Apollo lunar samples.

The contamination prevention procedures adopted for controlling the collection, processing, and analysis of the Apollo lunar samples in order to keep them free of significant levels of terrestrial organic matter are described. The organic contaminants actually found in the samples by the various investigators are summarized. It is shown that the program succeeded in providing investigators with samples containing less than 0.1 ppm total contamination.

ERTS-1 Virgin Islands experiment 589: Determine boundaries of ERTS and aircraft data within which useful water quality information can be obtained

The author has identified the following significant results. The boundaries of application of ERTS-1 and aircraft data are established for St. Thomas harbor within which useful water quality information can be obtained. In situ physical, chemical, and biological water quality and benthic data were collected. Moored current meters were employed. Optical measurements of solar irradiance, color test panel radiance and water absorption were taken. Procedures for correlating in situ optical, biological, and chemical data with underflight aircraft I2S data and ERTS-1 MSS scanner data are presented. Comparison of bulk and precision CCT computer printout data for this application is made, and a simple method for geometrically locating bulk data individual pixels based on land-water interface is described. ERTS spacecraft data and I2S aircraft imagery are correlated with optical in situ measurements of the harbor water, with the aircraft green photographic and ERTS-1 MSS-4 bands being the most useful. The biological pigments correlate inversely with the optical data for inshore areas and directly further seaward. Automated computer data processing facilitated analysis.

Kansas environmental and resource study: A Great Plains model. Monitoring fresh water resources

The author has identified the following significant results. Processing and analysis of CCT's for numerous ground truth supported passes over Kansas reservoirs has demonstrated that sun angle and atmospheric conditions are strong influences on water reflectance levels as detected by ERTS-1 and can suppress the contributions of true water quality factors. Band ratios, on the other hand, exhibit very little dependence on sun angle and sky conditions and thus are more directly related to water quality. Band ratio levels can be used to reliably determine suspended load. Other water quality indicators appear to have little or no affect on reflectance levels.

A composite model for a class of electric-discharge shock tubes

A gasdynamic model is presented and analyzed for a class of shock tubes that utilize both Joule heating and electromagnetic forces to produce high-speed shock waves. The model consists of several stages of acceleration in which acceleration to sonic conditions is achieved principally through heating, and further acceleration of the supersonic flow is obtained principally through use of electromagnetic forces. The utility of the model results from the fact that it predicts a quasi-steady flow process, mathematical analysis is straightforward, and it is even possible to remove one or more component stages and still have the model related to a possible shock-tube flow. Initial experiments have been performed where the electrical discharge configuration and current level were such that Joule heating was the dominant form of energy addition present. These experiments indicate that the predictions of the model dealing with heat addition correspond quite closely to reality. The experimental data together with the theory show that heat addition to the flowing driver gas after diaphragm rupture (approach used in the model) is much more effective in producing high-speed shock waves than heating the gas in the driver before diaphragm rupture, as in the case of the arc-driven shock tube.

Computer and photogrammetric general land use study of central north Alabama

The object of this report is to acquaint potential users with two computer programs, developed at NASA, Marshall Space Flight Center. They were used in producing a land use survey and maps of central north Alabama from Earth Resources Technology Satellite (ERTS) digital data. The report describes in detail the thought processes and analysis procedures used from the initiation of the land use study to its completion, as well as a photogrammetric study that was used in conjunction with the computer analysis to produce similar land use maps. The results of the land use demonstration indicate that, with respect to computer time and cost, such a study may be economically and realistically feasible on a statewide basis.

Bistatic radar sea state monitoring field test

Recent advances in understanding the physical phenomena controlling the interaction of electromagnetic energy with the ocean surface have revealed the possiblity of remote measurement of the two-dimensional surface wave height spectrum of the ocean using bistatic radar techniques. The basic feasibility of such a technique operating at frequencies in the HF region (3 to 30 MHz) was examined during previous studies and hardware for an experimental verification experiment was specified. The activities have resulted in a determination of the required hardware and system parameters for both satellite and aircraft systems, the development, assembly, and testing of hardware for an experimental aircraft system, the development and initial testing of data processing procedures, and the conduct of an initial flight test experiment. Activities were devoted to completing the assembly and testing of the experimental hardware, completing the experiment planning, conducting a field test experiment, and the processing and analysis of the experimental data. Even though directional spectrum maps of the test area cannot be generated from the measured data, the hardware concept employed appears viable, and solutions to the problems encountered have been identified.

Laser technology for high precision satellite tracking

Fixed and mobile laser ranging stations have been developed to track satellites equipped with retro-reflector arrays. These have operated consistently at data rates of once per second with range precision better than 50 cm, using Q-switched ruby lasers with pulse durations of 20 to 40 nanoseconds. Improvements are being incorporated to improve the precision to 10 cm, and to permit ranging to more distant satellites. These include improved reflector array designs, processing and analysis of the received reflection pulses, and use of sub-nanosecond pulse duration lasers.
