Post-Closure Report for Closed Resource Conservation and Recovery Act Corrective Action Units, Nevada National Security Site, Nevada, For Calendar Year 2021 (Revision 1)

This report serves as the combined annual report for post-closure activities in compliance with the requirements listed in Resource Conservation and Recovery Act (RCRA) Permit Number NEV HW0101 associated with the following closed corrective action units (CAUs): CAU 90, Area 2 Bitcutter Containment; CAU 91, Area 3 U-3fi Injection Well; CAU 92, Area 6 Decon Pond Facility; CAU 110, Area 3 WMD U-3ax/bl Crater; CAU 111, Area 5 WMD Retired Mixed Waste Pits; and CAU 112, Area 23 Hazardous Waste Trenches. This report will address all monitoring requirements noted in the RCRA Permit NEV HW0101, except groundwater monitoring. Groundwater monitoring is documented in the Nevada National Security Site Data Report: Groundwater Monitoring Program Area 5 Radioactive Waste Management Site.

Post-Closure Monitoring Letter Report for Corrective Action Unit (CAU) 97: Yucca Flat/Climax Mine; CAU 98: Frenchman Flat; and CAU 99: Rainier Mesa/Shoshone Mountain, Underground Test Area, Nevada National Security Site, Nevada, for Calendar Year 2020 (Rev. 1, May 2021)

This letter serves as the annual post-closure letter for Corrective Action Unit (CAU) 97, Yucca Flat/Climax Mine (YF/CM); CAU 98, Frenchman Flat (FF); and CAU 99, Rainier Mesa/Shoshone Mountain (RM/SM) for calendar year (CY) 2020. This letter will discuss the post-closure monitoring activities that occurred during CY 2020, identify any triggers reached, and summarize water usage on the Nevada National Security Site (NNSS) and surrounding hydrographic basins at the three CAUs.

Post-Closure Report for Closed Resource Conservation and Recovery Act Corrective Action Units, Nevada National Security Site, Nevada: For Calendar Year 2020 (Rev. 2)

This report serves as the combined annual report for post-closure activities in compliance with the requirements listed in Resource Conservation and Recovery Act (RCRA) Permit Number NEV HW0101 associated with the following closed corrective action units (CAUs): 1) CAU 90, Area 2 Bitcutter Containment; 2) CAU 91, Area 3 U-3fi Injection Well; 3) CAU 92, Area 6 Decon Pond Facility; 4) CAU 110, Area 3 WMD U-3ax/bl Crater; 5) CAU 111, Area 5 WMD Retired Mixed Waste Pits; 6) CAU 112, Area 23 Hazardous Waste Trenches The locations of the sites are shown in Figure ES-1. This report covers calendar year 2020. The post-closure requirements for these sites are described in RCRA Permit NEV HW0101 and are summarized in each CAU-specific section of this report. The results of the inspections, a summary of maintenance activities, and an evaluation of monitoring data are presented in this report. Site inspections are conducted annually at CAUs 90, 91, and 112; semiannually at CAUs 92 and 110; and quarterly at CAU 111. Additional inspections are conducted at CAUs 92 and 111 if precipitation occurs in excess of 1.0 inch in a 24-hour period. Inspections include an evaluation of the condition of the units, including covers, fences, signs, gates, and locks. At CAUs 110 and 111, soil moisture monitoring and subsidence surveys are conducted in addition to the visual inspections. At CAU 110, the site fence, gate, lock, and use restriction signs are evaluated. At CAU 111, an ecological survey, direct radiation monitoring, air monitoring, radon flux monitoring, and groundwater monitoring are also conducted. This report will address all monitoring item notes above except groundwater monitoring. Groundwater monitoring is documented in the Nevada National Security Site Data Report: Groundwater Monitoring Program Area 5 Radioactive Waste Management Site. All required inspections, maintenance, and monitoring were conducted in accordance with the post-closure requirements of the permit. Revision 6 of RCRA Permit NEV HW0101 was issued effective December 10, 2015, and remained in effect until December 10, 2020. At the time of this report submittal, the new RCRA permit application was in review.

Corrective Action Decision Document/Corrective Action Plan for Corrective Action Units 101 and 102: Central and Western Pahute Mesa Nevada National Security Site, Nevada (Rev. 1)

This corrective action decision document (CADD)/corrective action plan (CAP) has been prepared for the Central and Western Pahute Mesa (PM) Corrective Action Units (CAUs) 101 and 102. Corrective action is needed because underground radioactive contamination exists in these areas resulting from historic underground nuclear testing. The PM CAUs are located in the northwestern portion of the Nevada National Security Site and comprise 82 corrective action sites. A total of 85 underground nuclear detonations took place within the area covered by the PM CAUs between 1965 and 1992 and resulted in the release of radionuclides (RNs) in the subsurface in the vicinity of the test cavities.

A section 110 evaluation of the 10,500-foot blast line civil effects structures and military trenches associated with the apple-2 test, area 1, nevada national security site, nye county, nevada

The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) has tasked Desert Research Institute (DRI) with identifying and evaluating additional resources that contribute to the significance of the Apple-2 Historic District as part of a Section 110 effort. Apple-2 was a 1955 atmospheric test in which the Federal Civil Defense Administration (FCDA) conducted an extensive civil effects program named Operation Cue. The objective of Operation Cue was to understand the blast and thermal effects of the test by using a simulated community of residential buildings, industrial structures, utilities, and commercial equipment arranged at various distances from ground zero (GZ). Military operations conducted by the Department of Defense (DoD) as part of the Desert Rock VI exercise were also associated with the Apple-2 test. The Apple-2 Historic District was originally defined in 2000 by Johnson and Edwards as 15 highly visible contributing elements dispersed across the landscape. Since its original recording, DRI has conducted additional archival research and this report details the identification and evaluation results of testing-related material remains at a distance of 10,500 ft from the Apple-2 GZ. Between 2017 and 2020, DRI conducted fieldwork at 10,500 ft from the Apple-2 GZ, revisited previously recorded contributing elements, and identified and evaluated newly recorded resources associated with Operation Cue as well as DoD operations. In total, DRI revisited or newly identified 15 principal resources. Of these, 13 are located within the historic district and contribute to the district’s significance. A set of military trenches and the associated material remains are discontiguous from the district, but also contribute to the district’s significance.

Nevada Wildland Fires: Mapping Historical Burned Areas and Identifying Drivers of Fuel Load Growth to Inform Desert Tortoise Habitat Management in Southern Nevada

Wildfire frequency and intensity in the Mojave desert are increasing, driven by invasive grasses that outcompete native vegetation not well-adapted to wildfire. These grasses, primarily cheatgrass (Bromus tectorum) and red brome (Bromus rubens), and the wildfires that occur when the grasses ignite, are a serious threat to the critically endangered Mojave desert tortoise (Gopherus agassizii). Declining Mojave desert tortoise populations are of great concern to project partners, the Bureau of Land Management Southern Nevada District Office, the US Forest Service’s Rocky Mountain Research Station, and the US Department of Agriculture Agricultural Research Service’s Arid Lands Ecology Lab, who currently lack the resources for fire recovery studies essential for informed fire and invasive grass management. To address this gap, the team utilized NASA Earth observations including Aqua Moderate Resolution Imaging Spectroradiometer (MODIS), Terra MODIS, Landsat 5 Thematic Mapper (TM), and Landsat 8 Operational Land Imager (OLI), to analyze trends in burned areas over the past 20 years through historic burn maps and to examine fuel load growth drivers, with a focus on invasive vegetation. These historical burn maps revealed a pattern of precipitation anomalies that strongly correlate with higher Normalized Difference Vegetation Index (NDVI) values. Years with significant precipitation and NDVI spikes led to greater fuel load in the dry season and larger burns. Additionally, El Niño years correlated significantly with precipitation anomalies which may provide our partners with insights into burn trends and enable better allocation of fuel load treatment practices. However, while identifying drivers of fuel load growth proved feasible, a lack of in situ data hindered attempts to analyze pre-fire growth of invasive grasses compared with native grasses. Despite this limitation, the project demonstrated the feasibility of using Earth observations for wildfire and habitat management, ultimately benefiting conservation efforts for the Mojave desert tortoise.

Assessing the Potential for Inadvertent Human Intrusion at the Area 3 and Area 5 Radioactive Waste Management Sites on the Nevada National Security Site, Nye County, Nevada

This paper recommends an approach to inadvertent human intrusion (IHI) at the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) on the Nevada National Security Site (NNSS). IHI analysis uses the consequences of an individual inadvertently contacting buried waste to set waste concentration limits for near-surface disposal of low-level radioactive waste (LLW). Regulatory agencies are increasingly applying risk-informed decision-making to LLW waste management (NRC 2006). Risk-informed decision-making combines scientific risk assessment with stakeholder values and perceptions to determine a level of acceptable risk. Risk considers not only the consequences of an event, but also its probability of occurring.
