State Technical Assistance - New Mexico Energy and Conservation Management Division Report [Slides]

The New Mexico Energy and Conservation Management Division (ECMD) sought technical assistance to enhance their ability to evaluate program impacts using the Low-Income Energy Affordability Data (LEAD) tool. NLR assisted ECMD in leveraging the LEAD tool to calculate and analyze energy burden across electric utility service areas, enabling them to assess program outcomes more effectively. To meet ECMD's goals, NLR developed a customized methodology to calculate utility-specific energy burden metrics using census tract data and available utility service area information from the Energy Information Administration (EIA). While acknowledging some limitations in the EIA dataset, NLR estimated the percentage of households within each service territory and incorporated relevant filters such as income, housing characteristics, and other demographics from the LEAD tool. The analysis provided ECMD with a new capability to evaluate program success based on energy savings, reductions in energy burden, and other performance indicators. The data and methodology also support discussions with utilities to improve the accuracy of service territory datasets. ECMD can use the outputs to track program effectiveness and plan future initiatives. NLR offered the possibility of follow-on work, including capacity-building for ECMD to repeat the analysis independently and the option to refine the analysis with updated service.

Cybersecurity and Infrastructure Security Agency (CISA) Infrastructure Security Division (ISD) Assessment Prioritization Project

The Cybersecurity and Infrastructure Security Agency’s Infrastructure Security Division (CISA ISD) manages a diverse portfolio of assessments across the nation’s critical infrastructure sectors. These assessments—ranging in type, scope, and complexity—are essential for identifying vulnerabilities and strengthening national security. However, the wide variation in assessment offerings and the increasing demand for limited resources have highlighted the need for a transparent, structured approach to prioritizing assessment activities. To address this challenge, CISA ISD partnered with Lawrence Livermore National Laboratory (LLNL) to review current assessment methodologies, analyze existing prioritization practices, and develop a comprehensive, national-security-focused prioritization framework. This report summarizes the project’s approach, key findings, and actionable recommendations for enhancing ISD’s assessment program.

Particle Physics Division Lifting Fixture Database Restructure

The Particle Physics Division (PPD) at Fermilab needed to modernize its outdated lifting fixture database. Many fixtures lacked identification or had incomplete information. During a summer internship, I cross-referenced existing data, photographed and measured fixtures using standardized tools, and updated their locations and details in a modern Excel format. Some fixtures were identified as belonging to other departments, like the Applied Physics and Superconducting Technology Directorate (APS-TD). This effort significantly improved the accuracy and utility of the PPD database, streamlined other departmental inventories, and potentially saved hundreds of thousands of dollars. The work concluded with a clear, organized record of all verified lifting fixtures.

Recommendation for Limiting Conditions for ASME BPVC Section III Division 5 Allowable Stress Criteria

Section III, Division 5 of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC) specifies rules for elevated temperature nuclear reactors. Time dependent allowable stresses are an important aspect of the high temperature design models and are related to the time to 1% strain, time to rupture, and time to onset of tertiary creep. The time to onset of tertiary creep criterion has an overly strong negative influence on the allowable stresses for some structural materials, likely due to very limited datasets and misidentification of microstructural changes rather than onset of significant creep damage, as tertiary creep is meant to represent. It is recommended that the onset of tertiary creep be determined through an alloy specific ratio between onset of tertiary creep and creep rupture time, which would give access to the significantly larger creep rupture time datasets.

Application of Frequency Division Multiplexing and Neural Networks in the Operation and Diagnosis of the Stator Current and Shaft Position Sensors Used in Electric/Hybrid Vehicles

Fast, precise and robust sensing of currents and motor shaft angle is essential for the excellent performance of electric and hybrid vehicles (EV/HEV). Multiplexing techniques are commonly applied in data acquisition systems (DAQs) to digitize the signals sensed in EV/HEV drives. Frequency-division multiplexing (FDM) applied to get the signals from current sensors and resolver angular position sensor has advantages over conventional multiplexing approaches. However, problems such as aging and mechanical imperfections distort the outputs of those sensors, producing measurement errors of the angular position and currents. Conventional techniques designed to compensate for those errors cannot be applied in signals multiplexed in frequency. This paper proposes online techniques to detect and compensate for the distortions in the resolver sensor and current sensors. The demultiplexing process was adjusted to allow distortion detection and compensation. An auto-associative neural network (ANN) compensates for the current measurement error, while an energy-based technique is applied to compensate for the distortions in the resolver outputs. The obtained results show that the distortions were compensated, allowing a more accurate estimation of stator currents and angular position when FDM is applied in EV/HEV DAQs.

Initial Development of Variable Design Lifetimes and Creep-Fatigue Evaluations for ASME Section III, Division 5, Class B Code Rules

This report summarizes the initial development of new ASME Section III, Division 5, Class B rules to address the gaps identified for new high temperature reactor designs. The overall objective is to introduce the design-by-analysis approach, the variable design lifetimes for primary load design, and the strain limits and creep-fatigue damage evaluations for Class B components. It is also desired that the new evaluation procedures do not require stress classification and stress linearization. Further, the data requirements to support the development of design parameters for the new Class B rules would not be overly burdensome, and less extensive than those supporting Class A rules. We have identified the Elastic, Perfectly Plastic (EPP) method as the design by-analysis approach for primary load design, and developed allowable stress criteria for variable design lifetimes, up to 500,000 hours, that only require data typical for the allowable stresses in Section II, Part D, Tables 1A and 1B. We have also adapted the elastic analysis approach from HBB-T-1400 and Section III, Mandatory Appendix XIII, XIII-2400 and XIII-3520(e) for the new Class B creep-fatigue evaluation procedure. A new elastic follow-up-based Isochronous Stress Strain Curve (ISSC) stress relaxation procedure has been developed to provide adequate conservatism commensurate with Class B constructions. No stress classification and stress linearization are required in the new procedure. Future work needed to complete the development is also summarized.

Particle Physics Division Lifting Fixtures Database Restructure

In this project, a thorough investigation is conducted to determine the current placements of all lifting fixtures within the Particle Physics Division (PPD) buildings - as well as whether which ones are still operable. Briefly, the reasoning as to why these lifting fixtures must be found and the database must be updated is covered in the beginning sections of the report. Many tools and fixtures get moved around and forgotten about, and Fermilab’s systems have been updated more than a few times throughout the years, so data can get lost and forgotten about. Considering that many of these lifting fixtures have not been used in years or there is missing, impertinent information that is required by Fermilab’s modern standards and safety regulations. Lifting fixtures found at each site are measured, photographed, and logged; later analyzed to determine if they are under PPD’s purview or another department so that the respective authorities can be notified. Once maximum information is found for all the fixtures they are formatted to 2025 Fermilab standards in an easily accessible digital list for PPD employees.

ECAR-8446 Rev 0 MARVEL BPVC Section III Division 5 HBB Fatigue Acceptance Tests

The objective of this analysis is to evaluate the fatigue and creep behavior of 316 SS materials used in the Primary Coolant System (PCS) and Guard Vessel System (GVS) for the first two years of MARVEL reactor operation. The analysis follows the requirements set forth in ASME BPVC Section III, Division 5, HBB-2800, which mandates a fatigue test if operational conditions exceed allowable thresholds. By determining whether the materials meet the HBB-T-1324(a) and HBB-T-1324(b) criteria, this evaluation establishes whether a fatigue test is necessary, as well as the maximum allowable operational hours and temperatures before fatigue testing would be required. The deliverables of this analysis include calculations validating compliance with fatigue acceptance criteria, determination of maximum operational limits for the two-year period, and identification of conditions under which a fatigue test would be necessary. This ensures that the PCS and GVS can operate safely without premature material degradation and align with the design life requirements outlined in SPC-70731. Additionally, this evaluation provides conservative estimates for Service Level B occurrences and their impact on allowable Service Level A hours and temperatures, offering guidance for future operational assessments and potential life extensions beyond the initial two-year period.
