CP‐SyNet: A tool for generating customised cyber‐power synthetic network for distribution systems with distributed energy resources

Abstract The integration of distributed energy resources and advancement in information technology has enabled the transition of traditional power distribution systems to active cyber‐physical distribution systems. A growing amount of research has been done on the modelling, analysis, and optimisation of power distribution system behaviour. However, existing publicly available distribution test feeders are limited in numbers and have minimal features. Furthermore, these test feeders do not include cyber models and are not customisable. To bridge this gap, we propose and develop Cyber‐physical synthetic distribution system network (CP‐SyNet), a tool for generating customisable cyber‐physical synthetic distribution test feeders. CP‐SyNet generates three‐phase unbalanced test feeders according to users' requirements, while simultaneously considering both the cyber side and the physical side of the network for cyber‐physical analysis. The physical test network is developed using a graph‐theoretical approach that employs information from existing test feeders. The cyber side considers an equivalent communication network by transforming the physical topology into possible and feasible simulated network. Two examples are presented to demonstrate the feasibility of the proposed framework to generate cyber‐physical test feeders.

A Trilevel Model for Segmentation of the Power Transmission Grid Cyber Network

Network segmentation of a power grid's communication system can make the grid more resilient to cyberattacks. Here we develop a novel trilevel programming model to optimally segment a grid communication system, taking into account the actions of an information technology (IT) administrator, attacker, and grid operator. The IT administrator is allowed to segment existing networks, and the attacker is given a budget to inflict damage on the grid by attacking the segmented communication system. Finally, the grid operator can redispatch the grid after the attack to minimize damage. The resulting problem is a trilevel interdiction problem that we solve using a branch and bound algorithm for bilevel problems. We demonstrate the benefits of optimal network segmentation through case studies on the 9-bus Western System Coordinating Council (WSCC) system and the 30-bus IEEE system. These examples illustrate that network segmentation can significantly reduce the threat posed by a cyberattacker.

A real-time multiphysics model of a pressurized solid oxide electrolysis cell (SOEC) for cyber-physical simulation

Solid oxide electrolysis cells (SOEC) can play important roles in integrated energy systems (IES) as the hydrogen production hub and the resilience energy hub. When tied to a microgrid with high renewable penetration, the SOEC is subjected to rapid load transitions in response to the intermittent renewable generations that occur not only in diurnal cycles but also in short timeframes (e.g., sub-minute). The cyber-physical simulation approach can derisk operability research but requires a real-time dynamic SOEC model. In the present work, a real-time multiphysics model for pressurized SOEC is developed and validated in the pressure range from 1.4 to 8bar. Further, the accuracy of the single repeating unit (SRU) assumption in SOEC stack simulation is quantified. A guidance of more than 45 cells in one SOEC stack is recommended to safely apply the SRU assumption. Modeling results suggest that at a given current density, more power is consumed by SOEC at elevated operating pressures. The anode air and cathode stream have major impacts on thermal management, highlighting the potential benefit of integrating SOEC with other thermal processes in IES. To achieve high hydrogen production efficiency, the SOEC could operate at the maximum endothermic point to maximize the use of thermal energy. The real-time execution of the developed SOEC model is also demonstrated, which only takes 0.1% of the fixed time step of 5ms. The developed model establishes the basis for cyber-physical simulation of SOEC hybrid systems.

Cyber-physical systems have the potential to greatly improve both the economic and the environmental efficiency of our current infrastructure. However, the necessary fusing of the cyber world with the physical world that results from these technologies also creates a host of new attack opportunities. In this work, we discuss how deception can be employed to effectively defend these systems.

Review of internal cyber attacks in nuclear facilities and an artificial neural network model for implementing internal cyberforensics

Deployment of digital technologies within a modern shift in cyber defense systems is essential for protecting the energy production units. One of the important components of defense is cyberforensics: once an attack has been detected to locate its origin. In this paper, a review of well-known cyberattacks in nuclear facilities is provided, with the lessons learned leading to the development of a machine learning approach implementing identification of internal at- tacks in the facility's data networks. Our approach may be seen as one of the layers in a defense-in-depth strategy that identifies if the attack comes from inside, which may result in identifying faster the attacker's origin. The presented model exploits network packet examination to cast accurate predictions on detailing the origin of malicious network connections. The approach fuses multiple mathematical functions within an artificial neural network to provide a response in the form of 0/1, i. e., whether the attack is identified as internal or not. The utilization of a variety of test cases is developed to explore the relevance and validity of the predictive approach. The proposed implementation is examined with network data packet variance, and the results obtained exhibit a highly accurate detection rate.

Performing Numerical Analysis of Cybersecurity Options Using Dynamic Risk Analysis Tool EMRALD

Cyberattacks can have many different attack paths, durations, and goals. There are also many different mitigation options involving hardware, software, and/or humans. Considering a cyber threat should involve defense-in-depth methods and a quantitative or numerical evaluation of overall effectiveness against dynamic, time-dependent attacks to make cost and risk-informed decisions. Typical cyberattack modeling methods only provide a qualitative evaluation. The main areas of cybersecurity are confidentiality, integrity, and availability. For companies with cyber-physical systems such as advanced nuclear reactors, cyber-related safety is a requirement set by North American Electric Reliability and the U.S. Nuclear Regulatory Commission. They are also concerned about availability or reliability as a business case. As cyber threats are evolving to a business-for-hire structure, more attacks may focus on disrupting business success and reliability, causing financial and economic stability risk. Companies want to know business reliability and recovery from those threats, and that requires modeling physical behavior of the targets. Dynamic-state-based and Markov-based modeling provides a method for better cyber scenario modeling with different tools having issues such as state-base explosion. Dynamic modeling enables time and conditional features not found in other numerical evaluation methods. EMRALD (Event Modeling Risk Assessment using Lined Diagrams) is a dynamic risk analysis modeling and simulation tool and has features that reduce modeling issues. It has been used to model different time-dependent events including plant behavior and operator procedures. As a general modeling tool, EMRALD can also be used to model cyberattack scenarios with varying mitigation options and quantify effectiveness, producing numerical data for risk-informed decisions. This paper uses EMRALD to demonstrate that dynamic numerical risk analysis can be used for cyber threat modeling to provide insights for design decision-making and optimize defense strategies. Adaptive Hierarchical Cyber Attack Detection and Localization in Active Distribution Systems

Development of a cyber security strategy for the active distribution systems is challenging due to the inclusion of distributed renewable energy generations. Here this paper proposes an adaptive hierarchical cyber attack detection and localization framework for distributed active distribution systems via analyzing electrical waveforms. Cyber attack detection is based on a sequential deep learning model, via which even minor cyber attacks can be identified. The two-stage cyber attack localization algorithm first estimates the cyber attack sub-region, and then localize the specified cyber attack within the estimated subregion. We propose a modified spectral clustering-based network partitioning method for the hierarchical cyber attack ‘coarse’ localization. Next, to further narrow down the cyber attack location, a normalized impact score based on waveform statistical metrics is proposed to obtain a ‘fine’ cyber attack location by characterizing different waveform properties. Finally, compared with classical and state-of-art methods, a comprehensive quantitative evaluation with two case studies shows promising estimation results of the proposed framework.

Achieving Cyber-Resilience for Power Systems using a Learning, Model-Assisted Blockchain Framework

The secure integration and management of distributed energy resources (DER) and power aggregators in the electric grid requires secure communications and a physics-aware Command and Control (C2) strategy. A Blockchain (BC)-based overlay network was developed to provide a security layer for the existing power grid network that mitigates risks in current and legacy network and C2 protocols. By integrating a Model-Assisted Machine Learning (MAML) framework with a Secure Blockchain Overlay Network (SBON) a defense-in-depth strategy was achieved. In our approach, the MAML framework leveraged a smart contract framework to gather network data and learn the dynamics of DER to develop detection strategies for attacks targeting sensors and actuators used by DER. The MAML framework learned dynamical systems models for individual DERs to detect sensor attacks. For DER we utilized a Digital Twin (DT) to accelerate the learning process for a model resistant to stealthy attacks. The project created DT for PV inverters and BESS. The DTs were coupled with a model-assisted, data-driven learning of DER behavior. Specifically, we evaluated architectures for model-based learning with model-free fine-tuning. Additionally, differential privacy techniques were used to obfuscate data, while still allowing the computation of attack detection results based on obfuscated data. The SBON developed leverages a private permissioned blockchain network orchestrated with the Hyperledger Fabric framework. To connect the cyber world, which orchestrates the blockchain fabric, and the physical world where the power network resides, we developed a system implementation to enable the secure interaction of the physical world and the abstracted blockchain.

Cyber Security Analysis for Nuclear Reactor Control Systems (Final Technical Report)

This project investigated the cyber-security impacts of moving from an all analog, point-to-point, instrumentation and control (I&C) system to a digital I&C system based on Modbus and a shared communication medium. A formalism called a hybrid attack graph was expanded to support the nuclear research reactor system. The hybrid attack graph allows one to check a system for vulnerabilities, in this case cyber-security vulnerabilities, and to document the attack vectors (scenarios) causing those vulnerabilities. In parallel, a simulation of the system was developed to model both the physical reactor parameters and operations, as well as the network interconnects and communications. This simulation platform was modeled on the nuclear research reactor located at Washington State University. The simulation platform provided a sandbox to evaluate and quantify the impact of identified and proposed vulnerabilities in the system and to determine the effectiveness of countermeasures at stopping these attacks. The simulation and hybrid attack graph tools were integrated to provide a streamlined process of generating attack scenarios, playing those scenarios out in the simulation, and then analyzing the results to correlate system state to states in the hybrid attack graph. This process was used to (1) quantify the impact of attack scenarios and (2) to determine if the system moved through the hybrid attack graph as anticipated. The hybrid attack graph tool was extended and customized to produce a tool to automatically identify critical assets (CAs) and critical digital assets (CDAs) as defined by NRC Regulatory Guide 5.71. This tool was verified using the nuclear research reactor at Washington State University. Finally, a series of educational modules covering the findings of the different aspects of this research have been created.
