A Redundancy-Guided Approach for the Hazard Analysis of Digital Instrumentation and Control Systems in Advanced Nuclear Power Plants

We report digital instrumentation and control (I&C) upgrades are a vital research area for the nuclear industry. Despite their performance benefits, deployment of digital I&C in nuclear power plants (NPPs) has been limited. Digital I&C systems exhibit complex failure modes including common cause failures (CCFs), which can be difficult to identify. This paper describes the development of a redundancy-guided application of the Systems-Theoretic Process Analysis and fault tree analysis for the hazard analysis of digital I&C in advanced NPPs. The resulting Redundancy-Guided Systems-Theoretic Hazard Analysis (RESHA) is applied for the case study of a representative state-of-the-art digital reactor trip system. The analysis qualitatively and systematically identifies the most critical CCFs and other hazards of digital I&C systems. Ultimately, the RESHA can help researchers make informed decisions for how, and to what degree, defensive measures such as redundancy, diversity, and defense in depth can be used to mitigate or eliminate the potential hazards of digital I&C systems.

Stability Quantification for Consensus-Based Power Flow Control between Transmission and Distribution Power Systems

With increasing integration of distributed energy resources (DERs), distribution systems (DS) with DERs are expected to provide proactive grid services. The result is that power references, or known as dispatch signals, required for DS can become faster changing than in legacy power system. Consensus-based integral controls have been proposed for the purpose of coordinating power generations of DERs in DS to match the power references. These existing controls assume the integral control signal to be sufficiently slow or constant, and ignore the potential dynamics of the integral controller when tracking more varying power references. Therefore, in this paper we present an improvement for such controls by deriving the stability condition utilizing generalized Nyquist criterion. The stability condition is quantified by a set of integral gains that guarantee stability in closed-loop system without assuming a constant integral signal. A rule-of-thumb criterion is also derived to instruct the design of the consensus topology that can provide faster convergence rate for the closed-loop system. Here, the stability and convergence improvements developed in this paper are demonstrated and verified through numerical examples.

Time-Varying Feedback Optimization for Quadratic Programs with Heterogeneous Gradient Step Sizes

Online feedback-based optimization has become a promising framework for real-time optimization and control of complex engineering systems. This tutorial paper surveys the recent advances in the field as well as provides novel convergence results for primal-dual online algorithms with heterogeneous step sizes for different elements of the gradient. The analysis is performed for quadratic programs and the approach is illustrated on applications for adaptive step-size and model-free online algorithms, in the context of optimal control of modern power systems.

Consensus-Based Control and Optimization of Power System Inertia

The integration of distributed energy resources (DERs), such as solar, wind, and energy storage systems, into power grids through inverter-based resources reduces power system inertia, leading to faster frequency dynamics and potential grid instability. To address this challenge, this paper proposes a distributed, consensus-based approach for the real-time control and optimization of inertia sources (synchronous generators and/or DERs) during system disturbances, enhancing both system stability and economic performance. The distributed control and optimization approach assumes each inertia source exchanges information solely with its neighbor ones, making it easily scalable to large power grid networks. The impacts of the communication connectivity among the inertia sources as well as their generation capacity limits on the distributed approach are investigated. We also demonstrate the approach’s robustness in scenarios involving communication time delays and packet losses, validating its effectiveness through numerical simulations on a 4-bus test system and a two-area 8-bus test system.

Electrical Systems of Pumped Storage Hydropower Plants: Electrical Generation, Machines, Power Electronics, and Power Systems

Adjustable-speed (AS) pumped storage hydropower (PSH) technology has the potential to become a large, consistent contributor to grid stability enabling higher penetrations of wind and solar energy on the future U.S. power system. AS-PSH has high-value characteristics, such as fast response to provide ancillary services to the grid, because it is a power converter interface with the grid (like battery storage), but at the same time it has the energy content large enough to supply both short-term (seconds-to-minutes) and long-term (minutes-to-hours) of energy needs, like more conventional power plants. However, designs must be optimized to lower the capital expenditure (CapEx) and to provide a high-quality grid interface capability (e.g. power quality, ancillary service provider, fault-tolerant or fault ride-through capability), which is a primary factor in the acceptance of AS-PSH into a utility’s generation mix. This CapEx will be greatly affected by the cost savings associated with the civil structure, turbine design, power electronics, control systems, or unique generator designs. A holistic design must be considered to get a full picture of the benefits of the technology proposed. The AS-PSH can be controlled to reduce the impact of transient disturbance on a power system and at the same time can be controlled to minimized subsequent component fatigue and potential oscillation modes within the plant, with the overall impact in reducing the operational expenditures (OpEx).Generating clean power to meet standards such as Institute of Electrical and Electronics Engineers (IEEE) 519 and International Electrotechnical Commission (IEC) 1000-3-2 will be a continuing challenge. For many technology developers, however, improved AS-PSH technologies will become a key component of generator-storage systems of the future given the prospects of increased performance and decreasing costs, and the ever-increasing penetration of renewables (e.g wind power and solar power).

Consensus-Based Approach for Active Power Control and Reserve Estimation in Distributed PV Systems

With the increased adoption of distributed energy resources (DER), they are expected to contribute to power system reliability services and enhance power system stability. This paper presents a distributed consensus control approach for the real-time active power reserve estimation and power management in distributed PV (photovoltaic) systems. The proposed method estimates the cumulative active power reserve from numerous PV generators using only the sparse communication network for a DER aggregator to provide active power regulation services. The real-time active power reserve estimation using the proposed approach can be used by DER aggregators to manage curtailment in distributed PV systems to maintain stipulated reserves and further to provide power system frequency regulation. Using the proposed approach, the DER aggregator only requires measurements at the feeder substation and it does not require information from individual DER units, thereby improving system resiliency. The proposed distributed consensus control method is validated on IEEE 123 testbed using PSCAD simulations.

Guest Editorial: Control interactions in power electronic converter dominated power systems

The modern power systems have undergone significant transformations at the generation, transmission, distribution, and utilization levels due to the remarkable advancements in power electronic converter technology. Power electronic converters are now prevalent in various applications, including wind turbine converters, photovoltaic inverters, flexible AC transmission systems (FACTS) and high-voltage DC (HVDC) converters, distributed generators, microgrids, and electric vehicles. The widespread adoption of power electronic converters has revolutionized the power system by providing fast and flexible controllability. However, their unique characteristics, such as fast response, multi-time scale dynamics, reconfigurable control, and varying sizes and capacities, have introduced new stability challenges, fundamentally altering the dynamics of modern power systems.

Graph Convolutional Network-Based Topology Embedded Deep Reinforcement Learning for Voltage Stability Control

Topological variations in power system is a common phenomenon and can impose significant challenges to traditional controllers of power system. Recent study revealed the strength of deep reinforcement learning (DRL) based approaches in power system preventive and corrective control. But topological variations are difficult to capture using classical fully connected neural network (FCN) model and has not been explicitly modeled in previous work. Hence, we develop a Graph Convolutional Network (GCN) based DRL framework to tackle topology changes in control design of power system. The GCN model exploits the graph structure of the power network and helps the DRL agent to embed the topology information during learning process. Our GCN based approach is evaluated using the IEEE-39 bus system and it outperforms the FCN-based DRL scheme in terms of training convergence and control performance considering grid topology changes.

Cyber Resilient Flexible Alternating Current Transmission Systems (XFACTS)

This report summarizes the activities conducted under the DOE-OE funded project DEOE0000897, Cyber Attack Resilient Flexible AC Systems – XFACTS. Hitachi Energy (HE), in collaboration with ABB Inc. (ABB), Bonneville Power Administration (BPA), University of Illinois at Urbana-Champaign (UIUC), Iowa State University (ISU), and University of Idaho (UI) pursued the development of a system of defense for Flexible Alternating current Transmission Systems against cyber-attacks (XFACTS). A FACTS substation enhanced with XFACTS defense mechanisms will be capable of mitigating cyberattacks especially those that seek to control electrical parameters like voltage or current and interrupt the power flow in AC lines. It empowers existing FACTS controllers and associated intelligent electronic devices to detect and mitigate malicious intents to depress system voltages, destabilize power flows, trip AC circuit breakers, corrupt currents, and voltages, even if the malicious commands and the measurements have correct syntax. The XFACTS functions utilize the physics of active power electronic systems, control and protection, electric power engineering principles, and state estimation to bring more in-depth cyber defense closer to the protected FACTS substation devices.

Method for controlling fiber growth in a laser heated pedestal growth system by controlling a laser power output, a pedestal feedstock rate of motion, and a draw rate

One or more embodiments relate to a method for controlling fiber growth and fiber diameter in a laser heated pedestal growth (LHPG) system so as to provide long, continuous single-crystal optical fibers of uniform diameter. The method generally provides three independent parameter feedback controls to control the molten zone height, laser power, and fiber drawing rates simultaneously in order to reduce the mismatch between instantaneous diameter changes and current diameter. The method permits the growth of fibers with non-uniform diameters along the fiber's length. The method also provides the capability to stop the LHPG system, remove the exhausted pedestal feedstock with a second pedestal feedstock, and restart the LHPG system to provide a continuous fiber.
