Improving the Power Outage Resilience of Buildings with Solar PV through the Use of Battery Systems and EV Energy Storage

Buildings with solar photovoltaic (PV) generation and a stationary battery energy storage system (BESS) may self-sustain an uninterrupted full-level electricity supply during power outages. The duration of off-grid operation is dependent on the time of the power fault and the capabilities of the home energy management system (HEMS). In this paper, building resilience is quantified by analyzing the self-sustainment duration for all possible power outages throughout an entire year. An evaluation method is proposed and exercised on a reference house in California climate zone 9 for which the detailed electricity usage is simulated using the EnergyPlus software. The influence of factors such as energy use behavioral patterns, energy storage capacity from the BESS, and an electric vehicle (EV) battery on the building resilience is evaluated. Varying combinations of energy storage and controllable loads are studied for optimally improved resilience based on user preferences. It is shown that for the target home and region with a solar PV system of 7.2 kW, a BESS with a capacity of 11 kWh, and an EV with a battery of 80 kWh permanently connected to the home, off-grid self-sustained full operation is guaranteed for at least 72 h.

Assessing thermal resilience of an assisted living facility during heat waves and cold snaps with power outages

Extreme hot and cold weather events are becoming more frequent, intense, and longer due to climate change. When these events occur coincidentally with power outages, the resulting extreme indoor temperatures pose a severe health hazard for occupants. This study conducted a holistic modeling and analysis of an assisted living facility, where senior residents live, to assess its thermal resilience performance under a six-day heat wave in 2015 and a three-day cold snap in 2021 with power outages. Impacts of 13 energy efficiency measures on thermal resilience and backup power capacity of the facility were evaluated. Three thermal resilience metrics: the SET (standard effective temperature) degree-hours, the Heat Index, and the Hours of Safety, were used and calculated from the EnergyPlus simulation models. Furthermore, major findings are: (1) the facility would suffer from extreme temperatures during the cold and hot events without a power supply, not meeting the passive survivability requirements; (2) most passive envelope measures improve thermal resilience for both hot and cold events, but making the building envelope airtight results in conflicting performance between the hot and cold events; (3) natural ventilation is an effective measure to mitigate summer indoor overheating; and (4) the energy efficiency package can reduce backup power capacity by 19% for the three-day cold snap. It is recommended that building technologies and design strategies be evaluated to consider co-benefits of energy use, thermal resilience, and backup power needs through building energy codes or policies for existing and new buildings, which are transitioning for decarbonization and climate resilience.

A building performance-based approach to determining energy resilience for grocery stores in the event of a power outage

Evaluating progress toward a built environment that is best equipped to serve communities during a regional power outage will require metrics that capture the energy resilience of the unique buildings and businesses most crucial to the well-being of those nearby. We focused on grocery stores as key buildings for which access, and thus energy resilience, is critical during a disaster when power is unavailable. We evaluated the energy resilience of these buildings by offering and testing building-scale metrics that assess business continuity potential during a power outage. Metrics proposed in this study are calculated based on the unique power loads characteristic to grocery stores, primarily refrigeration and maintaining safe indoor environmental conditions. Building simulations based on varying levels of backup power were carried out against occupant safety and comfort parameters to apply these metrics, with additional criteria imposed on grocery stores to capture the inventory and sales loss from food spoilage resulting from a lack of refrigeration power. Findings from this study demonstrate the feasibility of our proposed metrics and methodology to serve as a low-data burden means for stakeholders to evaluate the energy resilience of grocery stores, with greater implications in helping to understand the impact on community-scale energy resilience.

SPATIOTEMPORAL TRACKING OF WIDE AREA POWER OUTAGE FROM NIGHT-TIME LIGHT IMAGERY

Monitoring progress of power restoration following extreme events is essential for situational awareness about spatio-temporal distribution of populations without power and to help with response efforts. Because of the proprietary nature of restoration data, and the difficulty in obtaining power outage data from utility companies in near real-time (e.g., during hurricane Maria (2017)), this project used satellite derived nighttime lights data from Visible Infrared Imaging Radiometer Suite (VIIRS) Day/Night Band (DNB) to (i) monitor wide area power outage and (ii) estimate impacted customers over time to assist with restoration. A discussion of the methodology and its implementation during hurricanes Maria (2017) and Eta (2020) is presented in this paper. Future work will focus on calibrating estimated customers based on light intensity and density distribution, and generation of restoration profiles for emergency response.

Outage Analysis for Cooperative mmWave UAV Communications With Beam Training Overhead

In this letter, we investigate the tradeoff between reliability and beam training overhead in cooperative millimeter wave (mmWave) unmanned aerial vehicle (UAV) communications. In particular, we analyze how outage probability varies with the number of neighboring UAVs being probed as potential relays for relay selection. Unlike existing work, the limited number of UAV beams as well as UAV orientations are explicitly considered in our analysis. Here we derive the outage probability in closed form and verify our analysis via simulations. The results facilitate us to understand the fundamental limits of cooperative mmWave UAV communications.

Overcoming Communications Outages in Inverter Downtime Analysis

This paper presents two methods of detecting inverter downtime and estimating lost production from downtime events using timeseries system production measurements. The methods focus on distinguishing communications interruptions from true production outages and are successful in most cases. To enable fleet-scale analysis of inverter availability, the methods are designed to be semi-autonomous. The first method uses only inverter and system meter AC power measurements while the second uses cumulative production and expected energy data to classify outages and estimate lost production. The methods are demonstrated using real field data and the results are discussed.

Understand the Costs of an Energy or Water Outage with the Customer Damage Function Calculator

The Customer Damage Function (CDF) Calculator is a free, publicly available web tool that helps users estimate the costs incurred at their site due to an electric grid or water service outage. Developed by the National Renewable Energy Laboratory (NREL) with support from the Federal Energy Management Program (FEMP), the tool is designed to help federal facility owners, building energy managers, and resilience planners understand and quantify the value of resilience to justify investments that would prevent or lessen the impact of a disruption.

A Sequential Model Predictive and Deep Reinforcement Learning-Based Controller for Distribution System Outage Mitigation under Hurricane Events

This paper proposes a proactive outage mitigation framework for power distribution networks to withstand hurricane-induced disruptions. It leverages Model Predictive Control (MPC) to identify safe lines for proactive switching during hurricanes, minimizing the risk of cascading failures and voltage violations. The switching strategies optimized by MPC are sequentially integrated with a Deep Reinforcement Learning agent using the Advantage Actor-Critic algorithm, enabling dynamic line switching to maximize connected buses and minimize voltage violations in real time. Using a probabilistic hurricane model, the framework predicts line failures and adapts to varying conditions to enhance grid resilience. Simulations on the IEEE 123-bus system demonstrate its effectiveness in maintaining high connectivity and minimizing disruptions. Real-time testing with an RTDS confirms the practicality and reliability of the proposed approach.

AGGREGATE: dAta-driven modelinG preservinG contRollable dEr for outaGe mAnagemenT and rEsiliency (Report for Task 13: Functional Specification Report(Deliverable D9))

This report provides functional specification for the AGGREGATE project and associated modules/ tools being developed for outage management and restoration with the Distributed Energy Resources (DERs). This report also provide initial validation of the developed modules and performance metrics. The AGGREGATE team at this stage has been collaborating with General Electric (GE) and Seattle City Light (SCL) to move forward from offline validation to online validation using commercial advanced distribution management system (ADMS). Hence, the functional specifications documents, which outline the requirement of various modules, is provided to address the integration of the modules, including 1) real-time model update and aggregation tools module, 2) observability and controllability metric module, 3) fault location solution service restoration module, 4) transmission-distribution co-simulation module, and 5) advanced distribution management system module. integration of different AGGREGATE modules and functional specification provides the foundation for online multi-scenario testing using SCL system model.

Optimal Portfolio Design of Distributed Energy Resources on Puerto Rico Distribution Feeders with Long Outages after Hurricane Maria

This work details a project to design reliable, resilient, and cost-effective networked microgrids considering grid constraints and resilience metrics focused on Puerto Rico distribution feeder locations with long outages after Hurricane Maria. The project consisted primarily of modeling and simulation tasks that accomplished the following objectives: 1. Selected 10 distribution feeder models in vulnerable areas. The sample feeders are geographically distributed across Puerto Rico and vary in length to capture the wide variety of feeders on the island. 2. Determined the optimal location and sizing of distributed energy resources (DERs) on the identified distribution feeders. The systems considered as part of the microgrid solutions were solar photovoltaic (PV), battery energy storage systems (BESS) and distributed fossil fuel generation (DFFG). 3. Estimated the cost-benefit of the proposed DER portfolios. 4. Provided a set of final recommendations that inform decision making on how to do targeted planning analysis for microgrids that can supply energy to critical infrastructures.

Resilience Strategies to Ensure Water Supply Continuity During Extended Grid Outages

The towns of Edgartown, Oak Bluffs and Tisbury, on the island of Martha’s Vineyard, MA, are concerned about the effect of prolonged grid outages on continuity of their water supply. Water pumping stations operated by the water utilities that currently serve each of the towns currently have backup power generation that can support water delivery for up to one week during peak water demand periods. Sandia advised on options to extend water supply to two weeks.

Analysis of Correlation between Cold Weather Meteorological Variables and Electricity Outages

The significance of the impact of weather on the electric grid has grown as climate change continues to increase the frequency and intensity of extreme weather events. In recent years (2021-2022) in particular, extreme winter weather has affected the grid in locations in the US rarely exposed to extreme low temperatures, snow and icing conditions. Here we analyze the correlation between cold weather meteorological variables and electricity outages during two large winter storm events, Uri (February 2021) and Landon (February 2022) using Random Forest machine learning and Pearson’s correlation coefficient. Our geographical focus across the two storms is the state of Texas. Extrapolation of the method to winter weather impacts over other years and additional locations is proposed.
