A Primer on Organizational Use of Energy Management and Information Systems (EMIS), Second edition

The document provides a high-level overview of Energy Management and Information Systems (EMIS), which are combined hardware and software products that comprise a broad family of tools and services to manage commercial building energy use. It provides a common reference that can be used to understand key distinguishing factors and core attributes of different solutions within the family of EMIS technologies. This is a 2021 update to the original 2015 edition.

Using Systems Theoretic Process Analysis and Causal Analysis to Map and Manage Organizational Information to Enable Digitalization and Information Automation

The overarching goal of this Light Water Reactor Sustainability Program–supported research and development project is to provide planning tools and comprehensive guidance to utilities considering or undertaking full nuclear plant modernization. The results of this research will provide the nuclear industry with a comprehensive and usable solution, including guidance, lessons learned, methods, and planning tools. This research is currently working to provide guidance on digitalization and information automation to enable the evolution of data to information, insight, and action—thereby allowing utilities to operate safely and cost-competitively with all other electrical generation sources. Light Water Reactor Sustainability Program researchers have also recently started investigating how human and technology integration principles, information automation, and digitalization enable data evolution. These researchers are currently in the process of validating the use of System-Theoretic Process Analysis to define high-level safety constraints in the United States Nuclear Regulatory Commission’s problem identification and resolution process (i.e., a plant compliance information gathering activity). The next step in this research, which is described in the following sections of this report, is to map out data evolution in a use case to identify inefficiencies in another aspect of plant compliance information gathering and communication activities—event investigations and root cause analyses.

Working group organizational meeting

Scene radiation and atmospheric effects, mathematical pattern recognition and image analysis, information evaluation and utilization, and electromagnetic measurements and signal handling are considered. Research issues in sensors and signals, including radar (SAR) reflectometry, SAR processing speed, registration, including overlay of SAR and optical imagery, entire system radiance calibration, and lack of requirements for both sensors and systems, etc. were discussed.

Organizational structure and operation of defense/aerospace information centers in the United States of America

U.S. Government aerospace and defense information centers are addressed. DTIC and NASA are described in terms of their history, operational authority, information services provided, user community, sources of information collected, efforts under way to improve services, and external agreements regarding the exchange of documents and/or data bases. Contents show how DTIC and NASA provide aerospace/defense information services in support of U.S. research and development efforts. In a general introduction, the importance of scientific and technical information and the need for information centers to acquire, handle, and disseminate it are stressed.

Quality circles: Organizational adaptations, improvements and results

The effective application in industry and government of quality circles work was demonstrated. The results achieved in quality and productivity improvements and cost savings are impressive. The circle process should be institutionalized within industry and government. The stages of circle program growth, innovations that help achieve circle process institutionalization, and the result achieved at Martin Marietta's Michoud Division and within the National Aeronautics and Space Administration (NASA) are addressed.

The design of flight hardware: Organizational and technical ideas from the MITRE/WPI Shuttle Program

The Mitre Corporation of Bedford Mass. and the Worcester Polytechnic Institute are developing several experiments for a future Shuttle flight. Several design practices for the development of the electrical equipment for the flight hardware have been standardized. Some of the ideas are presented, not as hard and fast rules but rather in the interest of stimulating discussions for sharing such ideas.

The critical role of personality and organizational factors as determinants of reactions to restricted and stressful environments

Research into the impact of personality factors on groups in various settings is reviewed as an introduction to a brief discussion of personality and group behavior research needs relevant to the space program. Significant findings of some earlier research are summarized, and methodological problems are touched on. The study of intergroup and intragroup conflict in a stressful environment, as exemplified particularly by undersea habitats, is seen as being of consequence for long-term space missions. It is concluded that adequate research can only be conducted as an adjunct to data collection from operational stressful environments, and not from laboratory experiments.
