Lead Service Line Inventory at the Materials and Fuels Complex

In 1986, Congress amended the Safe Drinking Water Act prohibiting the use of lead in pipes for providing water. This was due to research on lead poisoning showing lead was extremely detrimental to the development of kids and cognitive abilities in adults. Now, because of the amendment of 1986, the EPA 2021 Lead and Copper Rule Revision came out since then to promote progress in the inventory and elimination of lead pipes. The Idaho Department of Environmental Quality(IDEQ) adopted this rule for the state which means every water system in Idaho fall under the new regulation. By October 16, 2024, the INL must report to the IDEQ, the pipe materials in a Lead Service Line Inventory(LSLI) in hopes of finding lead. If lead is found, a Lead Service Line Replacement Plan is required. This poster only specifically talks about the results for the largest site out on the desert, Materials and Fuels Complex(MFC), as the INL also consists of ATR, INTEC, SMC, and CFA.

Latest Development to the Mass Tracking System (MTG)

This poster informs about the ongoing development project of the Mass Tracking System (MTG) taking place in Fuels Conditioning Complex at MFC. The information is about the MTG utilization, the possible complications in the future with the system and the solution for those complication. Furthermore, the poster reports about the progress and the future plans of the project after brief insight on how the MTG operates in the facility. Essentially, the project is separated in three different phases starting with the back-end development focusing on conversion and migration phases and finalizing with the front-end development of the website phase to provide FCF with versatile and efficient system.

Report on the Incorporation of Post-Irradiation Examination Results of Yttrium Hydride for Advanced Moderator Handbook

Department of Energy’s (DOE’s) Microreactor program (MRP) aims to provide the fundamental data to enable the development of microreactors. As such, material property data of critical materials for microreactor technologies are researched. Because substoichiometric yttrium dihydride (YHx, where x<2) is considered as a potential solid neutron moderator, its material property data has been combined in the Advanced Moderator Material Handbook which includes thermodynamic and thermophysical properties of YHx with the exception of irradiated material’s properties due to limited PIE. To fill the knowledge gap for the irradiated YHx, specimens and irradiation capsules were prepared at Los Alamos National Laboratory (LANL). Specimens were irradiated in the Advanced Test Reactor (ATR) at Idaho National Laboratory’s (INL’s). post-irradiation examination (PIE) was performed at INL’s Materials and Fuels Complex (MFC). This report compiles the PIE results of irradiated YHx specimens through fiscal years 2022 and 2023 (FY22-23) . The PIE data will directly be incorporated into the newer version of the Advanced Moderator Material Handbook. The main takeaways include that (i) the geometrical stability and mechanical integrity of YHx was intact with couple exceptions after high-temperature irradiations (600-800°C), (ii) hydrogen content variation due to manufacturing or irradiation in YHx caused visible surface discoloration, that is also related to the microstructural changes, (iii) qualitative comparisons of PIE methods implied that H retention was significantly higher at 600°C as compared to 800°C, (iv) thermal properties included signatures correlated with the H loss or re-gain, (v) importance of manufacturing readiness and initial as-manufactured specimens history was emphasized, (vi) the needs of targeted irradiations focusing on temperature and time parameters and very targeted PIE were specified.

FUEL PERFORMANCE STUDIES AT IDAHO NATIONAL LABORATORY MAKING USE OF THE BYRON FUEL SHIPMENT

In December of 2023 a shipment of commercially irradiated fuel rods from the Byron Generating Station in Illinois was successfully shipped to the Materials and Fuels Complex (MFC) at Idaho National Laboratory (INL). The make-up of the rods includes a mix of cladding types from traditional ZirloTM, advanced zirconium alloys, and chrome coated ZirloTM. Burnups range from regular end of life values to over 70 GWd/MTU rod average. The R&D plan for the rods involves multiple projects from developing licensing data for new claddings to integral transient tests to support burnup extension efforts in the United States. The R&D began in early 2024 with the nondestructive examinations of the rods after which they will be sectioned for microscopy, mechanical testing, and analytical chemistry. Additionally, many rod segments will be refabricated into new test pins and inserted into a static water capsule for integral Reactivity Initiated Accident (RIA) and Loss of Coolant Accident (LOCA) testing at the TREAT reactor.

12th World Conference on Neutron Radiography Program

This program is for the 12th Annual World Neutron Conference hosted by INL, held in Idaho Falls. Included is the conference schedule, abstracts from presenters, outings, a tour of EBR-1, and facilities at MFC including: TREAT, HFEF, and IMCL. INL researcher abstracts are found on the following pgs: 26, 42, 52, 103, 119, 169, 170, 173, and 182. The 12th World Conference on Neutron Radiography (WCNR-12) is an international forum that brings together researchers, engineers, industry practitioners and university students to promote, discuss and disseminate a wide range of topics in neutron imaging. This weeklong conference focuses on the latest methods, instrumentation and facilities, improvements in data processing and interpretation, and new applications of neutron imaging. Ever-improving neutron imaging instruments and new methods push the frontiers of science and address industrial needs. Many user facilities at large research centers with powerful neutron imaging beamlines address the research needs of an increasingly diverse range of applications. Recent developments in accelerator-based sources could expand the user base for neutron imaging by making compact neutron sources available at facilities beyond large neutron sources at major research centers. Industrial practitioners continue to use neutron imaging for practical industrial applications following industry standards. The World Conference on Neutron Radiography series is organized by the International Society for Neutron Radiography (ISNR) to promote the field of neutron imaging and foster interaction and communication between experts and users in the field (see isnr.de). WCNR-12 continues a series of meetings initiated and started in San Diego, California, in December 1981. In intervals of about four years, the conference moved between the United States, Japan and Europe until the most recent one (WCNR-11) in Sydney, Australia, in 2018 (see previous ISNR proceedings here: https://www.isnr.de/index.php/conferences.)

Fuel Salt Synthesis for the Molten Chloride Reactor Experiment: Scale-up, Operations, and Production Update

Over the previous 5 years, Idaho National Laboratory (INL) has been working with Southern Co. and TerraPower on the Advanced Reactor Demonstration Program (ARDP) funded Molten Chloride Reactor Experiment (MCRE) project. As part of this effort, INL has developed a fuel synthesis process to produce the NaCl-UCl3 fuel salt that MCRE will need for operation. Dr. Phillips will present on process development and scale-up testing and results, as well as provide an update on the current status of fuel production for MCRE. To date, the fuel synthesis process has been demonstrated at full scale using depleted uranium, and the equipment necessary for production of the fuel for MCRE has been installed in the Fuel Manufacturing Facility (FMF) at the INL’s Materials and Fuels Complex (MFC). The NaCl-UCl3 produced to-date has been shown to be of 99.99% purity or greater, and be within tolerance for all relevant parameters. Overall process efficiency in terms of uranium utilization has been demonstrated to be above 90%. The synthesis operation has also been shortened to allow for completion of the reaction within a single 10 hour working shift. Consequently, the process developed is expected to be capable of meeting all project objectives for efficiency, purity, scale, and scheduling. Production of NaCl-UCl3 fuel salt for MCRE is projected to begin during the Summer of 2025.

Defining Probe Closure Offset and Scan Stitching Methodology for Element Contact Profilometry in the Hot Fuel Examination Facility

The Element Contact Profilometer (ECP) is a non-destructive post-irradiation examination (PIE) method established in the Materials and Fuels Complex (MFC) Hot Fuel Examination Facility (HFEF). The ECP suspends a fuel rod with a standard end-fitting in a vertical orientation and draws it between two opposed Sony probes with sapphire rod tips, which measure the diameter directly as a function of vertical stage position through contact profilometry. The ECP is equipped with concave rollers, which pinch the rod to maintain a consist position between these sapphire probe tips. A schematic of the analysis head is shown in Figure 1. The gripper that suspends the rod end-fitting is able to rotate to allow measuring of any azimuthal angle around the rod. This system is used to characterize the diameter of full-length light water reactor (LWR) irradiated fuel rods at multiple azimuthal angles in support of the Advanced Fuels Campaign (AFC).

ECAR-8823 Rev 0 Structural Evaluation of the MARVEL Support Frame in Dry Critical Configuration

The purpose of this ECAR is to structurally evaluate the MARVEL reactor support frame during the dry critical (DryCrit) start-up testing. The ECAR includes evaluation of the DryCrit configuration for tip-over of the frame during a seismic event, floor loading of the frame on the MFC-720 (TREAT) operating floor, stress analysis of the adapter ring, and stress analysis of the frame itself for gravity and seismic loads.

SPC-71260 Rev 0 MARVEL Heat Extraction Subsystem Secondary Coolant Equipment (SCE) Design/Build

A. The Microreactor Applications Research Validation and Evaluation (MARVEL) reactor will offer experimental capabilities that are not currently available at DOE’s national laboratories. Idaho National Laboratory (INL), operated for the U.S. Department of Energy (DOE) by Battelle Energy Alliance, LLC (BEA) (Contractor hereafter) is procuring services for the design, analysis, fabrication, testing and delivery of a Secondary Coolant Equipment system (SCE). This specification contains the requirements for design, analysis, fabrication, testing and delivery of the SCE as described herein. The MARVEL reactor is a microreactor which uses eutectic sodium-potassium alloy (NaK) as a primary coolant. The primary coolant is circulated through four primary loops by natural convection of the coolant. In each loop is a closed well which will accommodate an intermediate heat exchanger (IHX) for extracting heat from the loop. These wells will be referred to in this specification as the “IHX wells.” It is intended for the IHX containment to also be filled with NaK. The MARVEL design team has determined that a Heat Extraction System (HES) using pumped NaK will be used to extract heat from the IHXs and deliver it to a downstream system for power generation or alternate process heat users. This Heat Extraction System will enable MARVEL operations including the ability to test, demonstrate, and address issues related to installation, startup, and operations. In addition, it will allow down-stream utilization of process heat for various uses. The objective of this specification is to develop the final design for the HES Secondary Coolant Equipment system (SCE) that will be used as the core of the HES. This system provides control of the NaK circulation between the MARVEL reactor and the subsequent process heat utilization systems. It does not include design of the Intermediate Heat Exchangers and piping inside the T-REXc pit in which the reactor is located. B. The MARVEL microreactor will be installed in the Transient Reactor Test Facility (TREAT) building in the Transient Reactor Test (TREAT) Micro-Reactor Experiment Cell (T-REXc) C. An INL Subcontractor has developed a conceptual design for this system per SPC-71145, referred to in that specification as the Process Heat Extraction System. SPC-71260 is based on the pumped NaK loop concept developed under SPC-71145. D. The SCE system design and (as option scope) fabrication shall be provided by the awardee of the subcontract (Subcontractor hereafter) pertaining to this Specification. Prior to shipment, the SCE will be fabricated, assembled, and tested at the Subcontractor’s facility. After successful completion of acceptance testing, the SCE and associated equipment will be shipped to the Materials and Fuels Complex (MFC) at the INL (Contractor’s Facility hereafter) to be installed by others in TREAT/T-REXc.

COR-0011 Rev 6 MARVEL Project Code of Record

This Code of Record identifies the codes, standards, and procedures necessary to design, develop, construct, and startup the Microreactor Applications Research Validation and Evaluation (MARVEL) Project at the Materials and Fuel Complex (MFC) Transient Reactor Test (TREAT) Facility and the Idaho National Laboratory (INL). The MARVEL Project is an INL test microreactor funded by the United States Department of Energy (DOE) via the Microreactor Program (MRP). The goal of the project is to establish an operational nuclear applications test bed that can generate combined heat and power to enable integration and R&D with end-user technologies, as well as allow microreactor technologists to test next-generation control systems. The microreactor is a thermal reactor utilizing Uranium Zirconium Hydride (UZrH) fuel with review and authorization by the Department of Energy Idaho Operations Office (DOE-ID) for National Environmental Policy Act (NEPA) compliance, safety review, and supplemental readiness assessments for startup and operation. To enable rapid deployment, the MARVEL reactor will reside in the Transient Reactor Test (TREAT) Facility and utilize the existing operating Category B reactor facility, approved facility safety basis, operating crews, and recent re-start experience.

Benchmarking the Suitability of Novec$^{\mathrm{TM}}$ 4710 for Application in Flux Compression Generators

Here, an experimental study evaluated the feasibility of replacing traditional insulating gases such as SF 6 with C 4 F 7 N (3M TM , Novec 4710) in flux compression generator (FCG) applications. Currently available data indicate that Novec 4710 could offer certain performance benefits over SF 6 . However, the available literature is focused on low frequency (50–60 Hz) and dc at static pressures. To evaluate the performance of Novec 4710 under the pulsed dynamic pressure and temperature conditions found in an FCG, we report a performance comparison between three sets of identical FCGs using air, SF 6 , and Novec 4710 as the insulating gas. The generators used in this study had a single stage, directly seeded design with an armature diameter of 25 mm and a stator diameter of 46 mm. To highlight the performance of the different gases rather than any wire insulation, the stator was constructed with uninsulated wire. Furthermore, the generators were seeded aggressively, making the performance difference between the different gases more apparent. The performance was monitored with a pair of differential Rogowski coils that captured the generators’ di / dt while also using high-speed videography to capture possible gaseous breakdown signatures. The data gathered during this study indicate that Novec 4710 performs at least as well as SF 6 in FCG applications, if not significantly better.
