Northwest Colorado Local Energy Analysis: October 2025 Results

The U.S. Department of Energy's (DOE) Communities Local Energy Action Program (Communities LEAP) provided customized technical assistance to the Northwest Colorado region to assist in developing strategies that facilitate long-term economic benefits through locally driven energy planning and development. The region sought technical assistance to model alternatives energy projects in response to the expected retirement of coal-fired powers plant and associated coal mines by 2030. Northwest Colorado faces a potential economic gap due to the loss of tax revenue, labor income, and jobs within the region due to the impending closure of the Craig and Hayden Power Stations and related mining operations at Trapper and Colowyo mines.

Quantifying Socioeconomic Impacts of Electricity Generating Technologies

The levelized cost of energy (LCOE) and other cost metrics used in energy planning do not account for out-of-market impacts of the technology choice. While a decision-maker at the utility or asset owner level may compare multiple forms of electricity generating technology using LCOE, a decision-maker over energy policy or community stakeholders may be interested in considering impacts beyond those that LCOE measures. This report quantifies economic impacts such as jobs and wage growth across electricity generation technologies then develops an approach to systematically compare socioeconomic metrics across technology choices. To address additional workforce related impacts, this report also compares the typical workforce education requirements and annual income levels for multiple types of electricity generating facilities. The grid scale electricity generating technologies analyzed in this report produce power using conventional hydroelectric dams, coal, natural gas, nuclear reactors, solar PV, land-based wind turbines, geothermal heat, and woody biomass combustion. Although it doesn’t generate electricity itself, the economic impacts associated with battery storage equipment manufacturing and installation were also analyzed.

Lahaina Energy Partnership Community Workshop: Technical Assistance Task Updates and Discussion [Slides]

The Lahaina Energy Partnership (LEP) is an initiative funded by the U.S. Department of Energy (DOE) to support energy planning and rebuilding efforts in Hawaii's historic town of Lahaina on Maui as the community recovers from a devastating fire on August 8, 2023, with technical assistance provided by NLR. This presentation provides an update on NLR's technical assistance efforts for May 2026.

Estimating Return on Investment for Energy Technical Assistance Programs

The U.S. Department of Energy's Office of State and Community Energy Programs engaged the National Laboratory of the Rockies to assess the return on investment (ROI) of technical assistance (TA) programs that support state, local, and Tribal energy planning. Although TA delivers value through capacity building, stakeholder engagement, and knowledge transfer, these benefits are often intangible and challenging to monetize. This study reviews existing ROI frameworks and synthesizes the most relevant elements into a hybrid approach tailored to energy TA programs. The proposed framework integrates monetary and non-monetary outcomes through early logic model development, baseline data collection, and the use of proxies for intangible benefits. As a case study, this paper applies this approach to the Communities Local Energy Action Program (Communities LEAP), demonstrating how ROI can inform program design, data strategy, and performance assessment. Findings underscore that ROI should be applied selectively and planned from the outset to ensure data alignment and attribution accuracy. The framework offers TA practitioners a structured approach that can be leveraged for future programs to evaluate and communicate the multifaceted value of TA investments.

Manufacturing Cost Analysis for PEM Electrolyzers and Perspectives for Future Cost Reduction

Electrolyzer capital costs strongly influence the total levelized cost of hydrogen production and have implications for hydrogen deployment. Current electrolyzer costs are high, and large cost reductions may be needed to achieve competitive hydrogen costs and targets. Understanding pathways for cost reduction via R&D and deployment is a critical research area for informed energy planning and enabling hydrogen use. This work presents bottom-up cost estimates of polymer electrolyte membrane (PEM) electrolyzer systems tied to design specifications and discusses perspectives for cost reduction opportunities based on ongoing research. We use a detailed manufacturing and process model for a 1 MW PEM electrolyzer stack and balance of plant (BOP) for rigorous cost estimation. This allows for robust estimates of component and manufacturing costs and examination of key cost contributors. Stack costs are dominated by material costs such as iridium and platinum catalysts, especially at high manufacturing rates; power electronics and hydrogen purification equipment are the largest contributors to BOP cost. At higher manufacturing rates, better equipment utilization could reduce stack costs significantly, and we estimate that experience and bulk purchasing will allow for cost reductions to some BOP components. Still, many well-established BOP technologies and stack material costs are less likely to see significant cost reductions at high manufacturing rates. As such, manufacturing scale is limited in how much it can reduce electrolyzer costs, and additional advances for cost reduction may be needed to achieve cost targets. It will likely take many combined strategies to achieve significant cost reductions for electrolyzers and enable low-cost hydrogen production. We can use our manufacturing cost model to quantify potential cost reductions from the considerations described above and demonstrate pathways to lower cost electrolyzers. This allows for better understanding of cost reduction strategies and enables more informed research, development, and deployment for electrolyzers.

Strategic Planning for Energy-Resilient Communities

Distributed energy resources (DERs) offer flexibility and community benefits in both blue- and black-sky conditions. Outside of a power disruption, they can provide significant cost savings and reduce grid stress during times of high demand. During a disruption to the central grid, these technologies can meet critical energy needs through the use of battery storage. However, communities must consider many planning and design dimensions and tradeoffs to integrate energy systems that meet financial and resilience goals. This presentation, given at the 2026 State Energy Conference of North Carolina, defines resilience in an energy context, discusses strategies and best practices for planning resilient energy systems and sites, including resilience hubs and microgrids, highlights NLR tools and capabilities for helping communities in this space, and features successful case studies in North Carolina related to energy resilience.

NASA's return to the moon will require advanced battery, fuel cell and regenerative fuel cell energy storage systems. This paper will provide an overview of the planned energy storage systems for the Orion Spacecraft and the Aries rockets that will be used in the return journey to the Moon. Technology development goals and approaches to provide batteries and fuel cells for the Altair Lunar Lander, the new space suit under development for extravehicular activities (EY A) on the Lunar surface, and the Lunar Surface Systems operations will also be discussed.

Structural dynamics of the renewable energy economy: A longitudinal input-output insights for a resilient transition

As countries accelerate their energy transitions, understanding how renewable energy (RE) systems structurally integrate into national economies is essential. This study presents a longitudinal economic input-output (EIO) analysis of the renewable energy sector in South Korea from 2016 to 2022. We develop a novel EIO-based framework that disaggregates the RE sector both by energy source (thermal, hydro, nuclear and renewable) and by industrial function (manufacturing, generation, and services), allowing for a detailed assessment of production dynamics, value-added creation, and import dependency. By quantifying backward and forward linkages and induced economic effects, the analysis reveals persistent structural vulnerabilities in renewable manufacturing and increasing sectoral interdependencies. Results reveal that while the renewable energy sector's production and value-added shares have increased, critical segments remain highly import-dependent, particularly in equipment manufacturing. The analysis highlights systemic gaps in domestic supply chain resilience and offers sector-specific insights for reducing vulnerability and enhancing energy security. Although applied to South Korea as a case study, the proposed framework is designed to be transferable to other national contexts where renewable energy planning requires economic structural insights. The findings offer policy-relevant guidance for enhancing domestic energy resilience and aligning industrial strategy with long-term decarbonization goals.

Flat-plate module efficiency versus cost tradeoffs

The Five Year Research Plan energy cost methodology and in depth analyses based on the extensive data that are relevant to PV systems are used to facilitate the accomplishment of the $0.15/kWh energy cost goal. An equation is given for the five year energy cost methodology. The allocation guidelines are designed to be consistent with flat solar array (FSA) milestones for module cost, module efficiency, and the programmatic goal for energy cost. They are research targets that appear to be achievable, given prior accomplishments and planned activities in the areas of low cost silicon purification, low cost sheet material, high efficiency cell processing, low cost, long life encapsulants, and automated fabrication method. Extensive sensitivity analysis work has been performed that shows that these guidelines represent an efficient way to meet the intent of the DOE program.

Practical applications of low, medium, and high altitude aircraft remote sensing data to land use planning

Remotely sensed data is gaining wider acceptance in land use planning activities because of several inherent advantages offered by the technology. Scope of applications have increased to meet planners broadening responsibilities and needs for more comprehensive and specific information in response to new legislative mandates. Specific data needs associated with the land use planning process are varied. To illustrate how remote sensing surveys can be designed to meet a variety of goals at several planning levels, specific examples of the use of remotely sensed data and analysis techniques in four planning oriented land use surveys are discussed. These examples illustrate the use of aerial photography at the state planning level in Maryland and county level in Jefferson Parish, Louisiana. Special applications of aerial photography are demonstrated by energy planning in San Bernardino County, California and water management planning in New Castle County, Delaware.

Energy burden aware and thermal resilience informed thermal energy storage system planning for disadvantaged communities

Disadvantaged communities often face a disproportionate energy burden because they need to allocate a higher percentage of their income to energy costs. More importantly, climate change-induced extreme weather events, such as heat waves and severe cold snaps, exacerbate these communities’ energy burdens. As a result, low- and medium-income communities are more likely to experience energy supply disruptions, increased health risks, and elevated energy bills because of inadequate thermal insulation and airtightness in their houses. Thermal energy storage (TES) systems, such as large-scale (community-level) geothermal energy storage and small-scale (building-level) phase change material (PCM)–based storage, have a great potential to improve building energy efficiency and to enhance thermal comfort, load shifting, and integration with renewable energy. The objective of this study is to optimally allocate building level PCM-based TES systems at the community level by considering energy equity and extreme weather effects. To this end, we developed an energy burden and thermal resilience–informed TES system planning framework, which includes three modules: (1) a community-level energy burden and thermal resilience assessment module, (2) building-level a TES system integration and assessment module, and (3) a community-level optimal planning module. Case studies were conducted on four disadvantaged communities in Montgomery and Shelby Counties in Tennessee with energy burdens >10% and with high percentages of people of color. The results indicate that this comprehensive planning framework can assist disadvantaged communities in reducing their energy burden and in bolstering their resilience against the adverse effects of climate change.

Exploring the interplay between distributed wind generators and solar photovoltaic systems

This study investigates the spatial and temporal dynamics of wind and solar energy generation across the continental United States, focusing on energy availability, reliability, variability, and cooperation. Using data from the National Renewable Energy Laboratory, we analyze the performance of wind turbines and photovoltaic systems, revealing distinct patterns in energy production and reliability. The classification of wind and solar zones based on energy availability and reliability provides valuable insights for renewable energy planning and grid integration strategies. Overall, this methodology contributes to understanding wind and solar interactions, which will lead to informing effective renewable energy deployment and grid integration efforts.

Super-Resolution for Renewable Energy Resource Data with Wind from Reanalysis Data and Application to Ukraine

With a potentially increasing share of the electricity grid relying on wind to provide generating capacity and energy, there is an expanding global need for historically accurate, spatiotemporally continuous, high-resolution wind data. Conventional downscaling methods for generating these data based on numerical weather prediction have a high computational burden and require extensive tuning for historical accuracy. In this work, we present a novel deep learning-based spatiotemporal downscaling method using generative adversarial networks (GANs) for generating historically accurate high-resolution wind resource data from the European Centre for Medium-Range Weather Forecasting Reanalysis version 5 data (ERA5). In contrast to previous approaches, which used coarsened high-resolution data as low-resolution training data, we use true low-resolution simulation outputs. We show that by training a GAN model with ERA5 as the low-resolution input and Wind Integration National Dataset Toolkit (WTK) data as the high-resolution target, we achieved results comparable in historical accuracy and spatiotemporal variability to conventional dynamical downscaling. This GAN-based downscaling method additionally reduces computational costs over dynamical downscaling by two orders of magnitude. We applied this approach to downscale 30 km, hourly ERA5 data to 2 km, 5 min wind data for January 2000 through December 2023 at multiple hub heights over Ukraine, Moldova, and part of Romania. With WTK coverage limited to North America from 2007–2013, this is a significant spatiotemporal generalization. The geographic extent centered on Ukraine was motivated by stakeholders and energy-planning needs to rebuild the Ukrainian power grid in a decentralized manner. This 24-year data record is the first member of the super-resolution for renewable energy resource data with wind from the reanalysis data dataset (Sup3rWind).

On the Feasibility of Deep Geothermal Wells Using Numerical Reservoir Simulation

This study examines the geothermal energy extraction potential from the basement rock within the Denver–Julesburg Basin, focusing on the flow performance and heat extraction efficiency of different geothermal well configurations. It specifically compares U-shaped, V-shaped, inclined V-shaped, and pipe-in-pipe configurations against enhanced geothermal system setups. Through numerical modeling, we evaluated the thermal behavior of these systems under various operational scenarios and fracture conditions. The results suggest that while closed-loop systems offer moderate temperature increases, Enhanced geothermal system configurations show substantial potential for high-temperature extraction. This underscores the importance of evaluating well configurations in complex geological settings. The insights from this study aid in strategic geothermal energy planning and development, marking significant advancements in geothermal technology and setting a foundation for future explorations and optimizations.

Energy and remote sensing applications

The nature of the U.S. energy problem is examined. Based upon the best available estimates, it appears that demand for OPEC oil will exceed OPEC productive capacity in the early to mid-eighties. The upward pressure on world oil prices resulting from this supply/demand gap could have serious international consequences, both financial and in terms of foreign policy implementation. National Energy Plan objectives in response to this situation are discussed. Major strategies for achieving these objectives include a conversion of industry and utilities from oil and gas to coal and other abundant fuels. Remote sensing from aircraft and spacecraft could make significant contributions to the solution of energy problems in a number of ways, related to exploration of energy-related resources, the efficiency and safety of exploitation procedures, power plant siting, environmental monitoring and assessment, and the transportation infrastructure.

Space Shuttle launch pad rescue plan

The final preparation of the Space Shuttle Orbiter for flight involves the loading of large quantities of hazardous propellants. Additionally, many pyrotechnially operated mechanical joints are armed and ready for flight. The personnel manning at the pad is minimized during these operations to reduce the risk. Upon completion of propellant loading, the flight crew must be boarded onto the vehicle which at this point has tremendous potential energy. Plans have been made to safely and quickly evacuate the crew should some unforeseen contigency occur. Both aided and unaided egress scenarios have been planned. Personnel protective equipment is an important consideration to assure the highest chance for survival. Rapid movement of personnel is enhanced by the use of the slidewire system and specially prepared armored personnel carriers. The end result is a system that provides a reasonable chance of survival should an emergency occur during late countdown at the pad.
