First concept for a tropical area monitoring project

The first concept of a tropical area monitoring project is presented. The project would develop an operational system capable of monitoring land areas by machine processing of satellite data. LANDSAT images would be processed within a controlled isolable unit to detect changes in forest cover, rangeland, soil integrity, and other factors important to conservation of tropical ecology. An introductory developmental effort is described to demonstrate the use of LANDSAT data in this application. The independent unit, which functions as a user organization within the development project, assures that the technology will be transferable to a user organization through well defined, easily monitored interfaces with the rest of the world.

Aperture and detector cavity considerations for wide and medium field-of-view radiometers

It is anticipated that comparison ground calibration radiometers for the Earth Radiation Budget Satellite System (ERBSS) may well incorporate a receiver cavity to facilitate the electrical substitution calibration capability. The radiometers were specifically developed for direct solar measurements and incorporate narrow fields of view with total included angles of not more than 15 degrees. Special cavity design characteristics are required to achieve the potential accuracy of this type of radiometer. Adequate conical cavity designs have been developed to assure the five reflections which an entering photon must experience before it is allowed to exit the radiometer. Attention is given to the proposed hemispherical aperture configuration, typical paths of unwanted incoming radiation, a resolution of a skew ray into axial components, and aspects of cavity design.

Meteorological satellites

An overview is presented of the meteorological satellite programs that have been evolving from 1958 to the present, and plans for the future meteorological and environmental satellite systems that are scheduled to be placed into service in the early 1980's are reviewed. The development of the TIROS family of weather satellites, including TIROS, ESSA, ITOS/NOAA, and the present TIROS-N (the third generation operational system) is summarized. The contribution of the Nimbus and ATS technology satellites to the development of the operational-orbiting and geostationary satellites is discussed. Included are descriptions of both the TIROS-N and the DMSP payloads currently under development to assure a continued and orderly growth of these systems into the 1980's.

Fabrication and quality assurance processes for superhybrid composite fan blades

The feasibility of fabricating full-scale fan blades from superhybrid composites (SHC) for use large, commercial gas turbine engines was evaluated. The type of blade construction selected was a metal-spar/SHC-shell configuration, in which the outer shell was adhesively bonded to a short, internal, titanium spar. Various aspects of blade fabrication, inspection, and quality assurance procedures developed in the investigation are described. It is concluded that the SHC concept is feasible for the fabrication of prototype, full-scale, metal-spar/SHC-shell fan blades that have good structural properties and meet dimensional requirements.

General purpose aft cargo carrier study, volume 1

The Space Transportation System (STS) documents were reviewed to determine their applicability to the Aft Cargo Carrier (ACC). The ACC requirements were developed to assure that the appropriate STS requirements were met. Payload accommodations/interface was discussed. The configuration, structural details, and subsystems of the ACC design are described. Mission analysis, planning schedules, and cost are summarized.

Verification issues for rule-based expert systems

Verification and validation of expert systems is very important for the future success of this technology. Software will never be used in non-trivial applications unless the program developers can assure both users and managers that the software is reliable and generally free from error. Therefore, verification and validation of expert systems must be done. The primary hindrance to effective verification and validation is the use of methodologies which do not produce testable requirements. An extension of the flight technique panels used in previous NASA programs should provide both documented requirements and very high levels of verification for expert systems.

Evaluating Statistical Process Control (SPC) techniques and computing the uncertainty of force calibrations

In recent years there has been a push within NASA to use statistical techniques to improve the quality of production. Two areas where statistics are used are in establishing product and process quality control of flight hardware and in evaluating the uncertainty of calibration of instruments. The Flight Systems Quality Engineering branch is responsible for developing and assuring the quality of all flight hardware; the statistical process control methods employed are reviewed and evaluated. The Measurement Standards and Calibration Laboratory performs the calibration of all instruments used on-site at JSC as well as those used by all off-site contractors. These calibrations must be performed in such a way as to be traceable to national standards maintained by the National Institute of Standards and Technology, and they must meet a four-to-one ratio of the instrument specifications to calibrating standard uncertainty. In some instances this ratio is not met, and in these cases it is desirable to compute the exact uncertainty of the calibration and determine ways of reducing it. A particular example where this problem is encountered is with a machine which does automatic calibrations of force. The process of force calibration using the United Force Machine is described in detail. The sources of error are identified and quantified when possible. Suggestions for improvement are made.

Formal methods and digital systems validation for airborne systems

This report has been prepared to supplement a forthcoming chapter on formal methods in the FAA Digital Systems Validation Handbook. Its purpose is as follows: to outline the technical basis for formal methods in computer science; to explain the use of formal methods in the specification and verification of software and hardware requirements, designs, and implementations; to identify the benefits, weaknesses, and difficulties in applying these methods to digital systems used on board aircraft; and to suggest factors for consideration when formal methods are offered in support of certification. These latter factors assume the context for software development and assurance described in RTCA document DO-178B, 'Software Considerations in Airborne Systems and Equipment Certification,' Dec. 1992.

International mission planning for space Very Long Baseline Interferometry

Two spacecraft dedicated to Very Long Baseline Interferometry (VLBI) will be launched in 1996 and 1997 to make observations using baselines between the space telescopes and many of the world's ground radio telescopes. The Japanese Institute of Space and Astronautical Science (ISAS) will launch VSOP (VLBI Space Observatory Program) in September 1996, while the Russian Astro Space Center (ASC) is scheduled to launch RadioAstron in 1997. Both spacecraft will observe radio sources at frequencies near 1.7, 4.8, and 22 GHz; RadioAstron will also observe at 0.33 GHz. The baselines between space and ground telescopes will provide 3-10 times the resolution available for ground VLBI at the same observing frequencies. Ground tracking stations on four continents will supply the required precise frequency reference to each spacecraft measure the two-way residual phase and Doppler on the ground-space link, and record 128 Megabit/s of VLBI data downlinked from the spacecraft. The spacecraft data are meaningless without cross-correlation against the data from Earth-bound telescopes, which must take place at special-purpose VLBI correlation facilities. Therefore, participation by most of the world's radio observatories is needed to achieve substantial science return from VSOP and RadioAstron. The collaboration of several major space agencies and the ground observatories, which generally follow very different models for allocation of observing time and for routine operations, leads to great complexity in mission planning and in day-to-day operations. This paper describes some of those complications and the strategies being developed to assure productive scientific missions.

Langley Wind Tunnel Data Quality Assurance-Check Standard Results

A framework for statistical evaluation, control and improvement of wind funnel measurement processes is presented The methodology is adapted from elements of the Measurement Assurance Plans developed by the National Bureau of Standards (now the National Institute of Standards and Technology) for standards and calibration laboratories. The present methodology is based on the notions of statistical quality control (SQC) together with check standard testing and a small number of customer repeat-run sets. The results of check standard and customer repeat-run -sets are analyzed using the statistical control chart-methods of Walter A. Shewhart long familiar to the SQC community. Control chart results are presented for. various measurement processes in five facilities at Langley Research Center. The processes include test section calibration, force and moment measurements with a balance, and instrument calibration.

Space Shuttle ET Friction Stir Weld Machines

NASA and Lockheed-Martin approached the FSW machine vendor community with a specification for longitudinal barrel production FSW weld machines and a shorter travel process development machine in June of 2000. This specification was based on three years of FSW process development on the Space Shuttle External Tank alloys, AL2 195-T8M4 and AL22 19-T87. The primary motivations for changing the ET longitudinal welds from the existing variable polarity Plasma Arc plasma weld process included: (1) Significantly reduced weld defect rates and related reduction in cycle time and uncertainty; (2) Many fewer process variables to control (5 vs. 17); (3) Fewer manufacturing steps; (4) Lower residual stresses and distortion; (5) Improved weld strengths, particularly at cryogenic temperatures; (6) Fewer hazards to production personnel. General Tool was the successful bidder. The equipment is at this writing installed and welding flight hardware. This paper is a means of sharing with the rest of the FSW community the unique features developed to assure NASA/L-M of successful production welds.

An Interface Damage Model for the Simulation of Delamination Under Variable-Mode Ratio in Composite Materials

A thermodynamically consistent damage model for the simulation of progressive delamination under variable mode ratio is presented. The model is formulated in the context of the Damage Mechanics (DM). The constitutive equations that result from the variation of the free energy with damage are used to model the initiation and propagation of delamination. A new delamination initiation criterion is developed to assure that the formulation can account for changes in the loading mode in a thermodynamically consistent way. Interfacial penetration of two adjacent layers after complete decohesion is prevented by the formulation of the free energy. The model is implemented into the commercial finite element code ABAQUS by means of a user-written decohesion element. Finally, the numerical predictions given by the model are compared with experimental results.

Initiation-promotion model of tumor prevalence in mice from space radiation exposures

Exposures in space consist of low-level background components from galactic cosmic rays (GCR), occasional intense-energetic solar-particle events, periodic passes through geomagnetic-trapped radiation, and exposure from possible onboard nuclear-propulsion engines. Risk models for astronaut exposure from such diverse components and modalities must be developed to assure adequate protection in future NASA missions. The low-level background exposures (GCR), including relativistic heavy ions (HZE), will be the ultimate limiting factor for astronaut career exposure. We consider herein a two-mutation, initiation-promotion, radiation-carcinogenesis model in mice in which the initiation stage is represented by a linear kinetics model of cellular repair/misrepair, including the track-structure model for heavy ion action cross-sections. The model is validated by comparison with the harderian gland tumor experiments of Alpen et al. for various ion beams. We apply the initiation-promotion model to exposures from galactic cosmic rays, using models of the cosmic-ray environment and heavy ion transport, and consider the effects of the age of the mice prior to and after the exposure and of the length of time in space on predictions of relative risk. Our results indicate that biophysical models of age-dependent radiation hazard will provide a better understanding of GCR risk than models that rely strictly on estimates of the initial slopes of these radiations.
