Improbability of Post-Closure Criticality in Compacted Criticality Control Overpacks after Room Closure at Waste Isolation Pilot Plant

As part of its periodic re-certification of the Waste Isolation Pilot Plant (WIPP), an operating repository in bedded salt for the disposal of transuranic (TRU) waste from atomic energy defense activities, the United States Environmental Protection Agency expects a re-evaluation of features, events, and processes, such as post-closure nuclear criticality. Although salt creep beneficially encapsulates the TRU waste in the closed WIPP repository, the spacing between an array of waste packages is disrupted as the salt creep closes disposal rooms and containers lose structural integrity. For most TRU waste, the possibility of post-closure criticality is exceedingly small either because the salt neutronically isolates TRU waste canisters or because closure of a disposal room from salt creep does not sufficiently compact the low mass of fissile material. The criticality evaluation was updated, however, because of the introduction of criticality control overpack (CCO) containers, which may dispose up to 380 fissile gram equivalent plutonium-239 in each container. The criticality potential is evaluated through high-fidelity geomechanical modeling of a disposal room filled with CCO containers during two representative conditions: (1) large salt block fall, and (2) gradual disposal room closure from salt creep. Geomechanical models of roof fall demonstrate three tiers of CCO containers are not greatly disrupted. Geomechanical models of gradual room closure from salt creep (without brine seepage and subsequent gas generation to permit maximum room closure) were used to predict irregular arrays of closely packed CCOs after 1000 years, when room closure has asymptotically approached maximum compaction. Models of spheres or cylinders with 380 fissile gram equivalent of plutonium (as oxide) at the predicted irregular compacted spacing demonstrate that an array of CCO containers is not critical when surrounded by salt and magnesium oxide, provided the mass of hydrogenous material shipped in CCO containers (usually plastics) is controlled or boron carbide (a neutron poison) is mixed with the fissile contents.

Automated Traffic Management System and Method

A data management system and method that enables acquisition, integration, and management of real-time data generated at different rates, by multiple heterogeneous incompatible data sources. The system achieves this functionality by using an expert system to fuse data from a variety of airline, airport operations, ramp control, and air traffic control tower sources, to establish and update reference data values for every aircraft surface operation. The system may be configured as a real-time airport surface traffic management system (TMS) that electronically interconnects air traffic control, airline data, and airport operations data to facilitate information sharing and improve taxi queuing. In the TMS operational mode, empirical data shows substantial benefits in ramp operations for airlines, reducing departure taxi times by about one minute per aircraft in operational use, translating as $12 to $15 million per year savings to airlines at the Atlanta, Georgia airport. The data management system and method may also be used for scheduling the movement of multiple vehicles in other applications, such as marine vessels in harbors and ports, trucks or railroad cars in ports or shipping yards, and railroad cars in switching yards. Finally, the data management system and method may be used for managing containers at a shipping dock, stock on a factory floor or in a warehouse, or as a training tool for improving situational awareness of FAA tower controllers, ramp and airport operators, or commercial airline personnel in airfield surface operations.

GPS Position and Heading Circuitry for Ships

Circuit boards that contain radio-frequency (RF) and digital circuitry have been developed by NASA to satisfy a requirement of the Port of Houston Authority for relatively inexpensive Global Positioning System (GPS) receivers that indicate the azimuthal headings as well as the positions of ships. The receiver design utilizes the unique architecture of the Mitel commercial chip-set, which provides for an accurate GPS-based heading-determination device. The major components include two RF front ends (each connected to a separate antenna), a surface-acoustic-wave intermediate-frequency filter between second- and third-stage mixers, a correlator, and a reduced-instruction- set computer. One of the RF front ends operates as a master, the other as a slave. Both RF front ends share a 10-MHz sinusoidal clock oscillator, which provides for more accurate carrier phase measurements between the two antennas. The outputs of the RF front ends are subjected to conventional GPS processing. The commercial-based chip-set design approach provides an inexpensive open architecture GPS platform, which can be used in developing and implementing unique GPS-heading and attitude-determination algorithms for specific applications. The heading is estimated from the GPS position solutions of the two antennas by an algorithm developed specifically for this application. If a third (and preferably a fourth) antenna were added, it would be possible to estimate the attitude of the GPS receiver in three dimensions instead of only its heading in a horizontal plane.

Epoxy-coated containers easily opened by wire band

Epoxy coating reduces punctures, abrasions, and contamination of synthetic cellular containers used for shipping and storing fragile goods and equipment. A wire band is wound around the closure joint, followed by the epoxy coating. The container can then be easily opened by pulling the wire through the epoxy around the joint.

Optical properties of marine stratocumulus clouds modified by ship track effluents

The angular distribution of scattered radiation deep within a cloud layer was measured in marine stratocumulus clouds modified by the emissions from ships. These observations, obtained at thirteen discrete wavelengths between 0.5 and 2.3 microns, were obtained as the University of Washington Convair C-131A aircraft flew through a pair of roughly parallel ship tracks off the coast of southern California on 10 July 1987. In the first of these ship tracks, the cloud droplet concentration increased from 40 to 107/cu cm (125/cu cm in the second ship track). Simultaneous to this spectacular change, the aircraft measured interstitial aerosol (Aitken nucleus) concentration that increased from 400 to 1000/cu cm and cloud liquid water content that increased from 0.03 to 0.75 g/cu m. Broadband pyranometer measurements showed that the upwelling flux density increased from 150 to 280 W/sq m. These in-situ microphysics and broadband pyranometer results, together with AVHRR satellite images obtained with the NOAA-10 satellite, are described in detail by Radke et al., (1989). Internal scattered radiation measurements at selected wavelengths obtained with the cloud absorption radiometer (King et al., 1986) for a 100 km section of marine stratocumulus clouds containing these two ship track features are presented.

Ocean Data Acquisition System

The Ocean Data Acquisition System (ODAS) is a low cost instrument with potential commercial application. It is easily mounted on a small aircraft and flown over the coastal zone ocean to remotely measure sea surface temperature and three channels of ocean color information. From this data, chlorophyll levels can be derived for use by ocean scientists, fisheries, and environmental offices. Data can be transmitted to shipboard for real-time use with sea truth measurements, ocean productivity estimates and fishing fleet direction. The aircraft portion of the system has two primary instruments: an IR radiometer to measure sea surface temperature and a three channel visible spectro-radiometer for 460, 490, and 520 nm wavelength measurements from which chlorophyll concentration can be derived. The aircraft package contains a LORAN-C unit for aircraft location information, clock, on-board data processor and formatter, digital data storage, packet radio terminal controller, and radio transceiver for data transmission to a ship. The shipboard package contains a transceiver, packet terminal controller, data processing and storage capability, and printer. Both raw data and chlorophyll concentrations are available for real-time analysis.

Survey Report on Commercial Off-The-Shelf (COTS) Tracking Tools

Radioactive/nuclear (R/N) materials are integral parts of many business sectors such as medicine, industry, and research. In the United States alone, approximately 3 million packages containing R/N materials are shipped annually via highways, rail, air, and water. These materials are utilized in medical diagnostics and treatments, industrial radiography, and scientific research. The secure and efficient transportation of R/N materials is paramount to public safety and national security. Recent incidents involving the loss of R/N materials during transportation highlight significant security and safety concerns. For instance, in December 2024, a package containing four encapsulated Selenium-75 sources was reported lost in transit from the Czech Republic to Madrid, raising alarms about the security of such shipments. Similarly, a Germanium-68 pin source was reported lost in transit in New Jersey in December 2024, underscoring the risks associated with transporting radioactive materials.

FGGE/ERBZ tape specification and shipping letter description

The FGGE/ERBZ tape contains 5 parameters which are extracted and reformatted from the Nimbus-7 ERB Zonal Means Tape. There are three types of files on a FGGE/ERBZ tape: a tape header file, and data files. Physical characteristics, gross format, and file specifications are given. A sample tape check/document printout (shipping letter) is included.

Direct delivery of automated spacecraft using the Shuttle - Thoughts for the designer

Following an outline of the main functions of the Tracking and Data Relay Satellite System (TDRSS) and the Astrophysics Transient Explorer (ATREX), the design options of the delivery into orbit of automated spacecraft, ATREX in particular, on board the Shuttle are discussed. The proportional counters used as detectors in ATREX need protection from humidity, so the spacecraft will be shipped in a sealed container filled with dry nitrogen and not opened until it is safely in the clean room at the launch site. The spacecraft and its booster will be loaded into a canister maintaining low humidity, to protect them all the way through the payload changeout room and into the Shuttle itself. After launching the Shuttle into orbit, the spacecraft will be tested on board the Shuttle just before releasing it. The future applications of this technique in Extravehicular Activity (EVA) and Gamma Ray Astronomy Observatories are discussed.

Secular Variation Across the Oceans: a Retrospective Study from 35 Years of Shipboard Total Field Measurements in the NE Atlantic

This is a pilot study to determine whether secular variation information can be retrieved from underway shipboard total field measurements with sufficient accuracy to complement geomagnetic data from land-based observatories. Applying the various new techniques described in this report, we extracted values of the total field at 42,677 crossovers or ship track intersection points contained in data sets collected between 18 degrees N and 50 degress N in the NE Atlantic, and extending temporally from 1955 to 1990. We used an edited subset of these total field values to derive the secular variation at 30,140 different locations in the study area, and compared the results with DGRF secular variation over the study area, calculated at 5 year intervals. The derived and DGRF values agree well, showing that indeed marine data can be a source for secular variations. However the analysis demonstrated that due to inherent noise in the marine data, only minor improvements on the DGRF values for the secular variation can be achieved.

Conductive Container for Semiconductor Devices

Container for semiconductor components not only protects them against mechanical damage but ensures they are not harmed by electrostatic discharges. Container holds components in fixed positions so they can be serialized and identified from their locations. Suitable for holding components during both storing and shipping. Originally developed for microwave diodes, container concept readily adaptable to transistors and integrated circuits.

WFIP3 - SHIP site - NREL Profiling Lidar (Windcube v2.1) / Reviewed data

This dataset contains reviewed data from the profiling lidar (Windcube v2.1) deployed on WFIP3's SHIP. The reviewed files herein are based on the lidar's RTD files (i.e., the real-time raw data files at near 1 Hz resolution). The data have been corrected for the motion of the ship.
