A Scalable Quantum Cryptography Network for Protected Automation Communication (Final Report)

This is the final report for a CEDS-funded project aimed at developing a new quantum technology for securing utility communication networks used to control and monitor electrical grid equipment. Securing these control networks represents a unique challenge as the performance of the security solution has a direct impact on the stability and reliability of the electrical grid. Traditional, software-based solutions - developed for information networks - are not suitable for utility control networks because they introduce latency, require burdensome maintenance and upgrades, are often incompatible with legacy equipment, and introduce operational complexity that reduces grid reliability. Consequently, many U.S. utilities do not use existing solutions and, instead, protect their critical control networks through the careful isolation and obscuration of their networked equipment. With more utilities embracing grid automation, the attack surface that utilities must defend from hackers has grown to an unmanageable size. To address this situation, Qubitekk and its partners proposed and developed a hardware-based solution that can secure critical control networks without negatively impacting grid performance. This new solution is based on quantum key distribution (QKD) techniques that guarantee secure key generation and distribution across a utility control network. Through deployment and field testing of a prototype QKD system, we have shown that this solution delivers long-term network security, is technically feasible to implement and maintain on a utility’s distribution substation network and does not negatively impact grid operations. In addition, the project has identified and solved key challenges associated with generating, transmitting, and measuring coherent photonic quantum states on a real-world fiber optic network. These additional findings are playing a critical role in advancing quantum networks for quantum computing applications. An overview of the QKD prototype development effort, field testing activities and results, and additional findings relevant to emerging quantum networks are presented in this report.

Horizontal Split Table Conceptual Design for Validation of Nuclear Data used in Advanced Reactors [Slides]

A methodology to create conceptual designs of benchmark critical experiments for advanced reactors nuclear data testing and validation was developed. A first concept was explored, pebble-bed high-temperature gas cooled reactor, based on the HTR-10 reactor. The very high correlation is a proof of concept that the design is similar to the application, and performing such critical experiments would help nuclear data testing and validation. This proof-of-concept was included in the IER-539 CED-1:Preliminary Design of a New Horizontal Split Table report. Other concepts could be explored if needed, such as Molten-salt reactor, Sodium-cooled fast reactor or Heat pipe reactors/Microreactor.

Critical Experiment Design Phase 2 Report for Integral Request 304

This report documents the second phase of the critical experiment design process (CED-2) conducted as part of integral experiment request (IER) 304. The purpose of IER-304 is to develop a temperature-dependent critical experiment capability at the Sandia National Laboratories critical experiment facility using low-enriched uranium oxide fuel. Only a few benchmark quality critical experiments are currently available to validate criticality safety computational methods at temperatures other than room temperature. Recent advancements in computational techniques such as implementation of on-the-fly Doppler broadening techniques and advanced treatment of thermal scattering data necessitate the development of additional experimental capabilities in this area. The work described in this report developed representative configurations using 7uPCX and BUCCX fuels, analyzed the physics exercised by the different arrays, and analyzed the estimated experimental uncertainties. This report also scopes the information necessary for performing modifications to the reactor to accommodate operation at elevated and reduced temperatures.

International Intercomparison for Nuclear Accident Dosimetry Using Godiva-IV

During the week of August 22, 2022, Integral Experiment Request (IER) 538, an international blind intercomparison for nuclear accident dosimetry (NAD) exercise, was completed using the Godiva-IV critical assembly at the National Criticality Experiments Research Center (NCERC) located in the Device Assembly Facility (DAF) at the Nevada National Security Site (NNSS). This exercise builds upon a series of experiments that include the characterization the radiation fields around Godiva (IER-147) and Flattop (IER-252) and follow up intercomparisons of dosimetry around both Godiva IV and Flattop (IER-148 and IER-253, respectively). The participants consisted of seven Department of Energy laboratories and one laboratory each from the US Navy, United Kingdom, and France. The participants of the exercise were Lawrence Livermore National Laboratory (LLNL); Los Alamos National Laboratory (LANL); Sandia National Laboratory (SNL); Savannah River Site (SRS); Hanford Site, Missions Support and Test Services (MSTS); Y-12 National Security Complex (Y-12); Naval Dosimetry Center (NDC); Atomic Weapons Establishment (AWE); and Institut de Radioprotection et de Sûreté Nucléaire (IRSN). MSTS dosimeters were included in the irradiations but not reported for evaluation. This report primarily discusses the performance of the 24 hour results submitted by participants, though available final results are briefly discussed. Information for each irradiation performed is provided for participating laboratories to produce their own final report which will be incorporated into the CED-4a report.

IER 296 Experiment- Thermal Feasibility Analysis [Slides]

This set of slides summarizes progress, highlights, and issues related to the LANL design engineering effort for the IER 296 critical experiment. The experiment configuration described in Section 5.1.1 of CED-1 IRSN Preliminary Design for Thermal/Epithermal Experiments with MOX FUEL (TEX-MOX) is re-examined in a finite element analysis model using design geometry utilized in the Chlorine Worth Study (CWS) Experiments. Preliminary results and design considerations are presented. Additional analysis has been performed based on comments from the collaborative virtual meeting on 12JAN2023. Specifically, the fuel cladding and gas gap have been included in the thermal analysis.

Air Quality Analysis and Tools For Policy

South Asia is home to some of the most significant air quality challenges in the world. More than 99% of the region’s population is exposed to unhealthy fine particulate matter (PM2.5) concentrations, as defined by the World Health Organization. Recent policy initiatives in South Asia show that air quality policy is a priority, given the health impacts of air pollution. At the same time, capacity and data to assess and address air pollution remains limited in many areas. The main objective of this report is to outline a set of publicly-available tools that can be used to inform policies to improve air quality in South Asia. The report primarily focuses on tools such as emission inventories and integrated modeling systems with country-level resolution and illustrates their air quality assessment capabilities through examples and brief technical summaries. The report focuses on: (a) the Community Emissions Data System (CEDS) that provides historical emissions of key pollutants for all countries in South Asia, and (b) profiles an analysis of Indian air pollution and policy scenarios, using several integrated modeling tools. Both of these examples draw on recent research and data that outlines the scale of the challenge as well as the policy options for reducing air pollution in the region. The report concludes with key recommendations for regional stakeholders working towards mitigating air pollution in South Asia.

Experiment Logistics for an International Blind Intercomparison Exercise for Nuclear Accident Dosimetry at the Armed Forces Radiobiology Research Institute's TRIGA Reactor

This document is the Experimental Set-up and Design (CED-3a) Report for IER-602, “Dosimetry Exercise with Armed Forces Radiobiology Research Institute (AFRRI) - Exercise” The report discusses the structure of the exercise consisting of three reactor exposures, identifying the participating laboratories and their points of contact. The report also includes details of all dosimetry each laboratory will submit to be placed in proximity to AFRRI on aluminum plates or BOMAB phantoms. Each laboratory lists the counting and spectroscopy equipment to be utilized at AFFRI. The exercise is tentatively scheduled for one week in June, 2024 (FY24 Q4).

Godiva IV Shielding Benchmark Overview [Slides]

This presentation shows that Integral experiments increase the level of realism from that of data measurements. Further, Godiva IV is capable of intensities to activate foils. IER 498 uses a relative measurement to provide an intermediate level of realism. With reproducibility and room return management are key components. The test matrix put forward in CED-2 enables numerous cross-comparisons. IER 498 facilitates various additional works using a room return shield to isolate the source. IER 557 demonstrated burst reproducibility sufficient for IER 498.

IER-479/547: Low-Temperature TEX Surrogate Testing and Reflector Design [Slides]

This lecture includes a look into progress in surrogate testing. This includes a new chiller that has been fabricated and testing that has resumed. Additional tests are being conducted, including: using formed aluminum gaskets, extended testing with natural uranium, testing with pseudo-spindle, testing with no vacuum. This lecture includes a look into the Reflector Design. Results for detailed model are consistent with results presented in CED-2. Calculations provide flexibility in the physical design of the reflectors (e.g. reflector segment widths and heights). Provided initial CAD models of reflector components.

NCSP Outlook and Interest for Collaboration on HST Experiments [Slides]

The majority of the NCSP budget goes to Integral Experiments. The goal is to produce needed integral data for criticality safety needs in DOE, largely resulting in ICSBEP benchmarks. NCSP has a well defined process for allocating funding through proposals and expert review. NCSP is a fairly small program and funding is prioritized for experiments that would address DOE criticality safety needs. The majority of the currently identified DOE criticality safety needs are HEU and Pu systems. NCSP has a formal mechanism to ensure quality and benefit through the phase gates and approvals within the CED process.

CYVET: A Cyber-Physical Assurance Framework Based on a Semi-Supervised Vetting Approach

The project is designed to directly address the needs described in the Topic Area 4 (“Cybersecurity Verification and Validation”) of the CEDS’19 Research Call. The proposed CYVET system directly addresses the need to elevate the current industry capabilities to verify and validate OT cybersecurity and associated control system infrastructure. Currently, there is a significant gap in the energy sector’s capability in that regard during infrastructure improvement, equipment procurement, and compliance certification. CYVET provides that needed capability. CYVET is device and architecture agnostic and thus broadly applicable across the energy sector. The goal of this project is to develop and deliver a cybersecurity verification and validation framework testing capability to verify and validate OT equipment, software, and the underlying control system architecture. The primary project objectives are (i) Verification: the synthesis and reconciliation of standards and vendor supplied features, (ii) Validation: the generation, execution, and presentation of testing scripts of verified security features, and (3) Demonstration: apply the developed technology capabilities for verification and validation at a relevant end-user facility in the energy sector.

This design document describes protocol related aspects of Universal Utility Data Exchange (UUDEX). The focus of the design is to describe the interactions between UUDEX Clients and UUDEX Servers in the UUDEX Infrastructure. This design is purposely transport and programming language agnostic.

IER 537: CERBERUS – Copper Critical Experiment Design [Slides]

This document details the CERBERUS copper critical experiment design process, including information on preliminary design criteria, case analysis, and experiment designs. Future work is anticipated and includes the creation of a more detailed model, additional investigation regarding varying interstitial material thickness and varying Cu reflector thickness, cost analysis, and down select to final set of configurations.

A critical review and meta-analysis of energy demand, carbon footprint, and other environmental impacts from carbon fiber manufacturing

The demand for carbon fibers and carbon fiber-reinforced polymers (CFRPs) is rapidly growing due to their outstanding mechanical properties and potential to enhance sustainability, particularly for lightweighting applications. However, carbon fibers are typically produced from fossil-based feedstocks, involve energy-intensive processes, and have limited options for sustainable end-of-life management or circularity. Despite these challenges, the energy demand and lifecycle environmental implications of their production remain poorly understood. Here, we conduct a critical literature review and meta-analysis of carbon fiber manufacturing, revealing significant variations in reported energy demand, carbon footprint, and lifecycle inventory data. Our analysis makes two novel contributions. First, we identify key underlying factors driving these variations. Second, we highlight that carbon fiber, far from being a homogeneous product, has grades varying substantially in mechanical properties, end-use markets, energy intensity of manufacturing processes, and therefore environmental impacts—an aspect often underrepresented in life cycle assessments. We assert that current data are insufficient for reliably evaluating environmental impacts, posing a risk of misleading decision-making. Addressing this gap requires new lifecycle inventory datasets clearly incorporating carbon fiber heterogeneity and key influencing factors identified in this study. Additionally, we propose actionable recommendations, including a checklist, to advance sustainability in the carbon fiber sector.

Universal Utility Data Exchange (UUDEX) Functional Design Requirements - Rev 1

This document provides a set of high-level functional design requirements for Universal Utility Data Exchange (UUDEX). These requirements include a set of use cases, data exchanges supported by UUDEX, both for grid operations and for cyber security data, functional requirements for data exchange, data models used by UUDEX, data exchange architectures, and security considerations. These functional design requirements are intended to be used in more detailed design documents.
