West Valley Demonstration Project (WVDP) Annual Site Environmental Report (ASER) for Calendar Year 2023

The report, prepared for the U.S. Department of Energy West Valley Demonstration Project office (DOE-WVDP), summarizes the environmental protection program at the WVDP for calendar year (CY) 2023. Monitoring and surveillance of the facilities used by the DOE are conducted to verify protection of public health and safety and the environment. The report is a key component of DOE’s effort to keep the public informed of environmental conditions at the WVDP. The quality assurance protocols applied to the environmental monitoring program ensure the validity and accuracy of the monitoring data. In addition to demonstrating compliance with environmental laws, regulations, and directives, evaluation of data collected in 2023 continued to indicate that WVDP activities pose no threat to public health or safety, or to the environment.

Status and Trends in the U.S. Voluntary Power Market: 2023 Data

Voluntary green power, for this report, refers to renewable energy procurement by retail electricity customers above what is otherwise provided by load-serving entities. This report is part of an annual series of reports synthesizing trends in the U.S. voluntary green power market. In 2023, about 9.7 million retail electricity customers procured about 319 million megawatt-hours (MWh) of voluntary green power (Figure ES-1), representing a 17% increase over sales in 2022. Estimated voluntary green power market sales represented about 44% of non-hydropower renewable energy sales and about 8% of all U.S. retail electricity sales in 2023. Most of the remainder of U.S. renewable energy sales reflects renewable energy procured by load-serving entities to comply with state renewable energy mandates, also known as compliance-based procurement. The U.S. voluntary green power market is undergoing a clear shift toward long-term contracts, driven primarily by increasingly ambitious corporate renewable energy procurement targets.

California’s 2023 snow deluge: Contextualizing an extreme snow year against future climate change

The increasing prevalence of low snow conditions in a warming climate has attracted substantial attention in recent years, but a focus exclusively on low snow leaves high snow years relatively underexplored. However, these large snow years are hydrologically and economically important in regions where snow is critical for water resources. Here, we introduce the term “snow deluge” and use anomalously high snowpack in California’s Sierra Nevada during the 2023 water year as a case study. Snow monitoring sites across the state had a median 41 y return interval for April 1 snow water equivalent (SWE). Similarly, a process-based snow model showed a 54 y return interval for statewide April 1 SWE (90% CI: 38 to 109 y). While snow droughts can result from either warm or dry conditions, snow deluges require both cool and wet conditions. Relative to the last century, cool-season temperature and precipitation during California’s 2023 snow deluge were both moderately anomalous, while temperature was highly anomalous relative to recent climatology. Downscaled climate models in the Shared Socioeconomic Pathway-370 scenario indicate that California snow deluges—which we define as the 20 y April 1 SWE event—are projected to decline with climate change (58% decline by late century), although less so than median snow years (73% decline by late century). This pattern occurs across the western United States. Changes to snow deluge, and discrepancies between snow deluge and median snow year changes, could impact water resources and ecosystems. Understanding these changes is therefore critical to appropriate climate adaptation.

Attribution of the record-high 2023 SST using a deep-learning framework

Abstract The global-mean sea surface temperature (SST) reached a record high in 2023, exceeding the 2016 record by 0.14 °C. This unprecedented change in global-mean SST has major implications for our understanding of internal variability and the forced response in our changing climate. In this work, we use neural networks trained on simulated climate data to separate the contributions of internal variability and the forced response within observations. Performing attribution reveals that internal variability was responsible for +0.07 °C of the 2023 global mean SST, due to anomalously warm conditions in the Pacific, Atlantic, and Indian Ocean basins. Furthermore, these results provide a line of evidence for accelerated forced warming in recent years. Continued monitoring of the climate will be critical for understanding the drivers behind this unprecedented SST record.

Workshop summary: Kaons@CERN 2023

Kaon physics is at a turning point – while the rare-kaon experiments NA62 and KOTO are in full swing, the end of their lifetime is approaching and the future experimental landscape needs to be defined. With HIKE, KOTO-II and LHCb-Phase-II on the table and under scrutiny, it is a very good moment in time to take stock and contemplate about the opportunities these experiments and theoretical developments provide for particle physics in the coming decade and beyond. This paper provides a compact summary of talks and discussions from the Kaons@CERN 2023 workshop, held in September 2023 at CERN.

Aerial Captured Data and Processed Models in Beaumont-Port Arthur Region in Feb and Oct, 2023

Our Co-design team is from the University of Texas, working on a Department of Energy-funded project focused on the Beaumont-Port Arthur area. As part of this project, we will be developing climate-resilient design solutions for areas of the region. More on www.caee.utexas.edu.We used a DJI Mavic 2 Pro to capture aerial photos in Beaumont-Port Arthur, TX, in February 2023, including:I. Beaumont Soccer ClubII. Corps’ Port Arthur Resident OfficeIII. Halbouty Pump Station comprises its vicinityIV. Lamar University (Including Exxon Power Plants close to Lamar Univ.)V. MLK Boulevard for aerial images of the industry and the ship channelVI. Salt Water Barrier (include some aerial images about the Big Thicket)Aerial photos taken were through DroneDeploy autonomous flight, and models were processed through the DroneDeploy engine as well. All aerial photos are in .JPG format and contained in zipped files for each location. The processed data package including 3D models, geospatial data, mappings, point clouds, and the animation video of Halbouty Pump Station has various file types:- The Adobe Suite gives you great software to open .Tif files.- You can use LASUtility (Windows), ESRI ArcGIS Pro (Windows), or Blaze3D (Windows, Linux) to open a LAS file and view the data it contains.- Open an .OBJ file with a large number of free and commercial applications. Some examples include Microsoft 3D Builder, Apple Preview, Blender, and Autodesk.- You may use ArcGIS, Merkaartor, Blender (with the Google Earth Importer plug-in), Global Mapper, and Marble to open .KML files.- The .tfw world file is a text file used to georeference the GeoTIFF raster images, like the orthomosaic and the DSM. You need suitable software like ArcView to open a .TFW file. This dataset provides researchers with sufficient geometric data and the status quo of the land surface at the locations mentioned above. This dataset could streamline researchers' decision-making processes and enhance the design as well.In October 2023, we had our follow-up data collection, including:I. Beaumont Soccer ClubII. Shipping and Receiving Center at Lamar UniversityAfter the aerial collection, we obtained aerial photos of those two locations mentioned above, as well as processed data (such as point clouds and models).
