Forecasting the Impact of Dual-credit Policy (2021-2023) on China's Electric Vehicle Market

China is well known for its ambition on large-scale vehicle electrification which currently is mainly driven by fuel economy and electric vehicle policies. This study adopts the New Energy and Oil Consumption Credits (NEOCC) model, a vehicle policy analysis tool developed by the Oak Ridge National Laboratory, to systematically quantify the potential impacts of the “Passenger Cars Corporate Average Fuel Consumption and New Energy Vehicle Credit Regulation” which was released in June 2020 for the timeframe 2021-2023, so called dual-credit policy (2021-2023). It is found that, under the dual-credit policy (2021-2023), the sales of low fuel consumption conventional vehicles will increase faster than they were in 2018-2020, and the share of plug-in electric vehicles (PEVs) could reach 11.4% by 2023 if it keeps the expansion as it was in 2017. Besides, the BEVs with long electric range (such as 400 km) and the plugin hybrid SUVs would be the most popular PEV types.

West Valley Demonstration Project (WVDP) Annual Site Environmental Report (ASER) for Calendar Year 2021

The report, prepared for the U.S. Department of Energy West Valley Demonstration Project office (DOE-WVDP), summarizes the environmental protection program at the WVDP for calendar year (CY) 2021. Monitoring and surveillance of the facilities used by the DOE are conducted to verify protection of public health and safety and the environment. The report is a key component of DOE’s effort to keep the public informed of environmental conditions at the WVDP. The quality assurance protocols applied to the environmental monitoring program ensure the validity and accuracy of the monitoring data. In addition to demonstrating compliance with environmental laws, regulations, and directives, evaluation of data collected in 2021 continued to indicate that WVDP activities pose no threat to public health or safety, or to the environment.

Calendar Year 2021 Underground Test Area Annual Sampling Letter Report Nevada National Security Site, Nevada (Rev. 1) WITH ROTC-1

This calendar year (CY) 2021 annual sampling letter report presents Plan implementation and a summary of field activities, sampling methods, well completion diagrams, and analytical laboratory results from sampling of wells on Pahute Mesa. The CY 2021 letter report also presents data from samples collected in CY 2019. These CY 2019 results were not reported in previous sampling reports because they were not available from the specialized laboratory (Lawrence Livermore National Laboratory [LLNL]) at the time of the previous reports’ publication.

Effective climate sensitivity distributions from a 1D model of global ocean and land temperature trends, 1970–2021

Abstract Current theoretically based Earth system models (ESMs) produce Effective Climate Sensitivities (EffCS) that range over a factor of three, with 80% of those models producing stronger global warming trends for 1970–2021 than do observations. To make a more observationally based estimate of EffCS, a 1D time-dependent forcing-feedback model of temperature departures from energy equilibrium is used to match measured ranges of global-average surface and sub-surface land and ocean temperature trends during 1970–2021. In response to two different radiative forcing scenarios, a full range of three model free parameters are evaluated to produce fits to a range of observed surface temperature trends (± 2σ) from four different land datasets and three ocean datasets, as well as deep-ocean temperature trends and borehole-based trend retrievals over land. Land-derived EffCS are larger than over the ocean, and EffCS is lower using the newer Shared Socioeconomic Pathways (SSP245, 1.86 °C global EffCS, ± 34% range 1.48–2.15 °C) than the older Representative Concentration Pathway forcing (RCP6, 2.49 °C global average EffCS, ± 34% range 2.04–2.87 °C). The strongest dependence of the EffCS results is on the assumed radiative forcing dataset, underscoring the role of radiative forcing uncertainty in determining the sensitivity of the climate system to increasing greenhouse gas concentrations from observations alone. The results are consistent with previous observation-based studies that concluded EffCS during the observational period is on the low end of the range produced by current ESMs.

Snowmass 2021 Computational Frontier CompF4 Topical Group Report Storage and Processing Resource Access

Computing plays a significant role in all areas of high energy physics. The Snowmass 2021 CompF4 topical group's scope is facilities R&D, where we consider "facilities" as the computing hardware and software infrastructure inside the data centers plus the networking between data centers, irrespective of who owns them, and what policies are applied for using them. In other words, it includes commercial clouds, federally funded High Performance Computing (HPC) systems for all of science, and systems funded explicitly for a given experimental or theoretical program. This topical group report summarizes the findings and recommendations for the storage, processing, networking and associated software service infrastructures for future high energy physics research, based on the discussions organized through the Snowmass 2021 community study.

Contrasting changes in ozone during 2019–2021 between eastern and the other regions of China attributed to anthropogenic emissions and meteorological conditions

Ozone pollution is one of the most severe air quality issues in China that poses a serious threat to human health and ecosystems. During 2019–2021, the maximum daily 8-h average ozone concentrations in eastern China (110–122.5°E, 26–42°N) and the rest of China (ROC) show different decreasing patterns, with ozone concentrations in eastern China decreasing by 14.9 μg/m 3 , which is much larger than 4.8 μg/m 3 in ROC. Here, based on two independent methods, the atmospheric chemical transport model (GEOS-Chem) simulations and the machine learning (ML) model (LightGBM) predictions, the reasons for the differences in ozone changes between eastern China and ROC during the warm season (April to September) are investigated. According to the GEOS-Chem (LightGBM) results, changes in the meteorological conditions contributed to an ozone decrease by 7.3 (6.8) μg/m 3 in eastern China due to decreased chemical production and an ozone decrease by 6.8 (7.0) μg/m 3 in ROC attributed to the weakened horizontal and vertical advection. With the influence of meteorological factors excluded, the observations show that changes in anthropogenic emissions resulted in an ozone decrease by 7.6 (8.1) μg/m 3 in eastern China and an ozone increase by 2.0 (2.2) μg/m 3 in ROC, which is primarily induced by the changes in NO x emissions. The surface measurements and satellite retrievals also indicate that the reduction in NO x emissions in ROC is less efficient than that in the more developed eastern China, leading to contrasting changes in ozone concentrations between eastern China and ROC during 2019–2021. In conclusion, our results highlight the critical need to reduce ozone precursor emissions in the rest regions of China apart from eastern China.

Trends in Global Tropical Cyclone Activity: 1990–2021

Abstract This study investigates global tropical cyclone (TC) activity trends from 1990 to 2021, a period marked by largely consistent observational platforms. Several global TC metrics have decreased during this period, with significant decreases in hurricane numbers and Accumulated Cyclone Energy (ACE). Most of this decrease has been driven by significant downward trends in the western North Pacific. Globally, short‐lived named storms, 24‐hr intensification events of ≥50 kt day −1 , and TC‐related damage have increased significantly. The increase in short‐lived named storms is likely due to technological improvements, while rapidly intensifying TC increases may be fueled by higher potential intensity. Damage increases are largely due to increased coastal assets. The significant decrease in hurricane numbers and global ACE are likely due to the trend toward a more La Niña‐like base state from 1990 to 2021, favoring North Atlantic TC activity and suppressing North and South Pacific TC activity.

Anthropogenic Contributions to the 2021 Pacific Northwest Heatwave

Abstract Daily maximum temperatures during the 2021 heatwave in the Pacific Northwest United States and Canada shattered century old records. Multiple causal factors, including anthropogenic climate change, contributed to these high temperatures, challenging traditional methods of attributing human influence. We demonstrate that the observed 2021 daily maximum temperatures are far above the bounds of Generalized Extreme Value distributions fitted from historical data. Hence, confidence in Granger causal inference statements about the human influence on this heatwave is low. Alternatively, we present a more conditional hindcast attribution study using two regional models. We performed ensembles of simulations of the heatwave to investigate how the event would have changed if it had occurred without anthropogenic climate change and with future warming. We found that global warming caused a ∼0.8°C–1°C increase in heatwave temperatures. Future warming would lead to a ∼5°C increase in heatwave temperature by the end of the 21st century.

The Influence of Land‐Surface Conditions on the 2020–2021 Western US Drought

Abstract In summer 2021, 90% of the western United States (WUS) experienced drought, with over half of the region facing extreme or exceptional conditions, leading to water scarcity, crop loss, ecological degradation, and significant socio‐economic consequences. Beyond the established influence of oceanic forcing and internal atmospheric variability, this study highlights the importance of land‐surface conditions in the development of the 2020–2021 WUS drought, using observational data analysis and novel numerical simulations. Our results demonstrate that the soil moisture state preceding a meteorological drought, due to its intrinsic memory, is a critical factor in the development of soil droughts. Specifically, wet soil conditions can delay the transition from meteorological to soil droughts by several months or even nullify the effects of La Niña‐driven meteorological droughts, while drier conditions can exacerbate these impacts, leading to more severe soil droughts. For the same reason, soil droughts can persist well beyond the end of meteorological droughts. Our numerical experiments suggest a relatively weak soil moisture‐precipitation coupling during this drought period, corroborating the primary contributions of the ocean and atmosphere to this meteorological drought. Additionally, drought‐induced vegetation losses can mitigate soil droughts by reducing evapotranspiration and slowing the depletion of soil moisture. This study highlights the importance of soil moisture and vegetation conditions in seasonal‐to‐interannual drought predictions. Findings from this study have implications for regions like the WUS, which are experiencing anthropogenically‐driven soil aridification and vegetation greening, suggesting that future soil droughts in these areas may develop more rapidly, become more severe, and persist longer.

National and subnational short-term forecasting of COVID-19 in Germany and Poland during early 2021

During the COVID-19 pandemic there has been a strong interest in forecasts of the short-term development of epidemiological indicators to inform decision makers. In this study we evaluate probabilistic real-time predictions of confirmed cases and deaths from COVID-19 in Germany and Poland for the period from January through April 2021. We evaluate probabilistic real-time predictions of confirmed cases and deaths from COVID-19 in Germany and Poland. These were issued by 15 different forecasting models, run by independent research teams. Moreover, we study the performance of combined ensemble forecasts. Evaluation of probabilistic forecasts is based on proper scoring rules, along with interval coverage proportions to assess calibration. The presented work is part of a pre-registered evaluation study. We find that many, though not all, models outperform a simple baseline model up to four weeks ahead for the considered targets. Ensemble methods show very good relative performance. The addressed time period is characterized by rather stable non-pharmaceutical interventions in both countries, making short-term predictions more straightforward than in previous periods. However, major trend changes in reported cases, like the rebound in cases due to the rise of the B.1.1.7 (Alpha) variant in March 2021, prove challenging to predict. Multi-model approaches can help to improve the performance of epidemiological forecasts. However, while death numbers can be predicted with some success based on current case and hospitalization data, predictability of case numbers remains low beyond quite short time horizons. Additional data sources including sequencing and mobility data, which were not extensively used in the present study, may help to improve performance.

Foreword to special issue: Papers from the 63rd annual meeting of the APS Division of Plasma Physics, November 8–12, 2021

The 63rd annual meeting of the APS Division of Plasma Physics (DPP) was held on November 8–12, 2021 in Pittsburgh at the David Lawrence Convention Center with both a live (in person) component and a virtual component. Following guidance from an APS COVID task force, all in-person attendees were fully vaccinated and masked. More than 800 physicists attended, safely, in-person. With both virtual and on-site participants, discussions were lively, and the research presentations showed unmatched mastery in the modern observation, theory, simulation, and manipulation of plasma. The presentations included four invited review talks, 97 invited talks, four tutorials, and four presentations from this year's prize and award recipients. There were more than 1200 contributed poster presentations and 725 contributed oral presentations. Including both in-person and remote attendees, DPP 2021 had a record of 2232 participants. As a hybrid meeting, in-person presentations of all invited presentations were broadcast live and were accompanied by a Q&A discussion. Contributed oral and poster presentations were prerecorded along with options to schedule in-person discussions on demand. Five mini-conferences were held: “Gatekeeper Workshop: Creating a Diverse, Equitable, and Inclusive Pipeline,” “Collisionless Shocks in Laboratory and Space Plasmas,” “The High Repetition Rate Frontier in High-Energy-Density Physics,” “Measuring and Modeling Plasma Surface Interactions,” and “The Second Mini-Conference on Machine Learning, Data Science and Artificial Intelligence in Plasma Research.” Finally, on the day before the official start of the meeting, an afternoon “for students, by students” included lightning talks, plasma trivia, and an informal occasion to connect with other students, learn how to get the most from the DPP Annual Meeting, and share successful ways to connect with colleagues and advance their professional careers.

Preface for the Sherwood Fusion Theory 2021–2022 special collection

The Sherwood Fusion Theory conference has a 60-year history and has been held nearly annually for at least five decades. With theoretical and computational research directed toward fusion energy as an organizing principle, the typical Sherwood program encompasses a wide range of plasma physics topics pertaining to a variety of confinement concepts along with advancements in algorithms and numerical methods for fusion plasma simulations. Additionally, the typical annual meeting comprises roughly a dozen invited talks plus a small number of plenary speakers and several poster sessions. The program committee presents several awards each year to graduate (or undergraduate) students with outstanding poster presentations. Beginning in 2021, both invited speakers and student poster award winners were asked to submit manuscripts for this special collection, which combines contributions from the 2021 and 2022 Sherwood meetings.

Unprecedented Beaufort Sea ice loss in late summer 2021 and its relationship to an extended period of unusually stormy weather

Previous case studies have linked cyclone-induced atmospheric forcing and/or upper-ocean processes to notable Arctic sea ice loss events in the summers of 2012 and 2016. This study examines a more recent and noteworthy case in late summer 2021 in which substantial sea ice loss followed a period of surface meteorological extremes in the Beaufort Sea region of the Arctic. We focus on the period from mid-August to mid-September 2021 that coincided with the Office of Naval Research THINICE Pilot Field Campaign and investigate stormy and windy conditions with respect to air-sea processes impacting sea ice conditions. We find that during the stormy first half of the campaign, cyclone-induced energy fluxes into the marginal ice zone and surrounding waters preconditioned the ice pack for more rapid melt later in the campaign. The second half of the campaign, in contrast, was marked by non-cyclone wind events that enhanced turbulent (namely sensible) heat fluxes into the ice and upper ocean that increased melt. Moreover, this latter period had enhanced advection of the Beaufort Sea ice pack into above-freezing waters, increasing bottom melt to >1 cm d −1 over the remainder of the campaign. While findings are shown to vary by surface type and at relatively small (i.e. ice-floe) scales, insights are offered on the roles of late summer coupled processes on rapid ice loss events in today’s Arctic environment.

Molecular and Epidemiological Investigation of Fluconazole-resistant Candida parapsilosis —Georgia, United States, 2021

Abstract Background Reports of fluconazole-resistant Candida parapsilosis bloodstream infections are increasing. We describe a cluster of fluconazole-resistant C parapsilosis bloodstream infections identified in 2021 on routine surveillance by the Georgia Emerging Infections Program in conjunction with the Centers for Disease Control and Prevention. Methods Whole-genome sequencing was used to analyze C parapsilosis bloodstream infections isolates. Epidemiological data were obtained from medical records. A social network analysis was conducted using Georgia Hospital Discharge Data. Results Twenty fluconazole-resistant isolates were identified in 2021, representing the largest proportion (34%) of fluconazole-resistant C parapsilosis bloodstream infections identified in Georgia since surveillance began in 2008. All resistant isolates were closely genetically related and contained the Y132F mutation in the ERG11 gene. Patients with fluconazole-resistant isolates were more likely to have resided at long-term acute care hospitals compared with patients with susceptible isolates (P = .01). There was a trend toward increased mechanical ventilation and prior azole use in patients with fluconazole-resistant isolates. Social network analysis revealed that patients with fluconazole-resistant isolates interfaced with a distinct set of healthcare facilities centered around 2 long-term acute care hospitals compared with patients with susceptible isolates. Conclusions Whole-genome sequencing results showing that fluconazole-resistant C parapsilosis isolates from Georgia surveillance demonstrated low genetic diversity compared with susceptible isolates and their association with a facility network centered around 2 long-term acute care hospitals suggests clonal spread of fluconazole-resistant C parapsilosis. Further studies are needed to better understand the sudden emergence and transmission of fluconazole-resistant C parapsilosis.

Bacterial response to the 2021 Orange County, California, oil spill was episodic but subtle relative to natural fluctuations

ABSTRACT An oil spill began in October 2021 off the coast of Orange County, California, releasing 24,696 gallons of crude oil into coastal environments. Although oil spills, such as this one, are recurrent accidents along the California coast, no prior studies have been performed to examine the severity of the local bacterial response. A coastal 10-year time series of short-read metagenomes located within the impacted area allowed us to quantify the magnitude and duration of the disturbance relative to natural fluctuations. We found that the largest change in bacterial beta-diversity occurred at the end of October. The change in taxonomic beta-diversity corresponded with an increase in the sulfur-oxidizing clade Candidatus Thioglobus, an increase in the total relative abundance of potential hydrocarbon-degrading bacteria, and an anomalous decline in the picocyanobacteria Synechococcus . Similarly, changes in function were related to anomalous declines in photosynthetic pathways and anomalous increases in sulfur metabolism pathways as well as aromatic degradation pathways. There was a lagged response in taxonomy and function to peaks in total PAHs. One week after peaks in total PAH concentrations, the largest shifts in taxonomy were observed, and 1 week after the taxonomy shifts were observed, unique functional changes were seen. This response pattern was observed twice during our sampling period, corresponding with the combined effect of resuspended PAHs and increased nutrient concentrations due to physical transport events. Thus, the impact of the spill on bacterial communities was temporally extended and demonstrates the need for continued monitoring for longer than 3 months after initial oil exposure. IMPORTANCE Oil spills are common occurrences in waterways, releasing contaminants into the aquatic environment that persist for long periods of time. Bacterial communities are rapid responders to environmental disturbances, such as oil spills. Within bacterial communities, some members will be susceptible to the disturbance caused by crude oil components and will decline in abundance, whereas others will be opportunistic and will be able to use crude oil components for their metabolism. In many cases, when an oil spill occurs, it is difficult to assess the oil spill’s impact because no samples were collected prior to the accident. Here, we examined the bacterial response to the 2021 Orange County oil spill using a 10-year time series that lies within the impacted area. The results presented here are significant because (i) susceptible and opportunistic taxa to oil spills within the coastal California environment are identified and (ii) the magnitude and duration of the in situ bacterial response is quantified for the first time.

The Pacific Northwest Heat Wave of 25–30 June 2021: Synoptic/Mesoscale Conditions and Climate Perspective

Abstract An unprecedented heat wave occurred over the Pacific Northwest and southwest Canada on 25–30 June 2021, resulting in all-time temperature records that greatly exceeded previous record maximum temperatures. The impacts were substantial, including several hundred deaths, thousands of hospitalizations, a major wildfire in Lytton, British Columbia, Canada, and severe damage to regional vegetation. Several factors came together to produce this extreme event: a record-breaking midtropospheric ridge over British Columbia in the optimal location, record-breaking midtropospheric temperatures, strong subsidence in the lower atmosphere, low-level easterly flow that produced downslope warming on regional terrain and the removal of cooler marine air, an approaching low-level trough that enhanced downslope flow, the occurrence at a time of maximum insolation, and drier-than-normal soil moisture. It is shown that all-time-record temperatures have not become more frequent and that annual high temperatures only increased at the rate of baseline global warming. Although anthropogenic warming may have contributed as much as 1°C to the event, there is little evidence of further amplification from increasing greenhouse gases. Weather forecasts were excellent for this event, with highly accurate predictions of the extreme temperatures. Significance Statement This paper describes the atmospheric evolution that produced an extreme heat wave over the Pacific Northwest during June 2021 and puts this event into historical perspective.

COVID-19 prevention at institutions of higher education, United States, 2020–2021: implementation of nonpharmaceutical interventions

Background, In early 2020, following the start of the coronavirus disease 2019 (COVID-19) pandemic, institutions of higher education (IHEs) across the United States rapidly pivoted to online learning to reduce the risk of on-campus virus transmission. We explored IHEs’ use of this and other nonpharmaceutical interventions (NPIs) during the subsequent pandemic-affected academic year 2020–2021. Methods, From December 2020 to June 2021, we collected publicly available data from official webpages of 847 IHEs, including all public (n = 547) and a stratified random sample of private four-year institutions (n = 300). Abstracted data included NPIs deployed during the academic year such as changes to the calendar, learning environment, housing, common areas, and dining; COVID-19 testing; and facemask protocols. We performed weighted analysis to assess congruence with the October 29, 2020, US Centers for Disease Control and Prevention (CDC) guidance for IHEs. For IHEs offering ≥50% of courses in person, we used weighted multivariable linear regression to explore the association between IHE characteristics and the summated number of implemented NPIs. Results, Overall, 20% of IHEs implemented all CDC-recommended NPIs. The most frequently utilized NPI was learning environment changes (91%), practiced as one or more of the following modalities: distance or hybrid learning opportunities (98%), 6-ft spacing (60%), and reduced class sizes (51%). Additionally, 88% of IHEs specified facemask protocols, 78% physically changed common areas, and 67% offered COVID-19 testing. Among the 33% of IHEs offering ≥50% of courses in person, having < 1000 students was associated with having implemented fewer NPIs than IHEs with ≥ 1000 students. Conclusions, Only 1 in 5 IHEs implemented all CDC recommendations, while a majority implemented a subset, most commonly changes to the classroom, facemask protocols, and COVID-19 testing. IHE enrollment size and location were associated with degree of NPI implementation. Additional research is needed to assess adherence to NPI implementation in IHE settings.

Utah FORGE Groundwater Levels: Updated 2021

Contains Utah FORGE ground water data for wells WOW2 and WOW3. The data was updated on October 5th, 2021 and contains legacy data. Groundwater data includes the level, offset, date, and time for each measurement. Temperature, drift, water elevation and other parameters are recorded. Figures in the data include a water elevation over time plot. Legacy data ranges from year 1976 to 2019 and updated data ranges from year 2019 to 2021.
