A new methodology to integrate planetary quarantine requirements into mission planning, with application to a Jupiter orbiter

A new methodology is proposed for integrating planetary quarantine objectives into space exploration planning. This methodology is designed to remedy the major weaknesses inherent in the current formulation of planetary quarantine requirements. Application of the methodology is illustrated by a tutorial analysis of a proposed Jupiter Orbiter mission. The proposed methodology reformulates planetary quarantine planning as a sequential decision problem. Rather than concentrating on a nominal plan, all decision alternatives and possible consequences are laid out in a decision tree. Probabilities and values are associated with the outcomes, including the outcome of contamination. The process of allocating probabilities, which could not be made perfectly unambiguous and systematic, is replaced by decomposition and optimization techniques based on principles of dynamic programming. Thus, the new methodology provides logical integration of all available information and allows selection of the best strategy consistent with quarantine and other space exploration goals.

Spacelab operations planning

The paper reviews NASA planning in the fields of ground, launch and flight operations and experiment integration to effectively operate Spacelab. Payload mission planning is discussed taking consideration of orbital analysis and the mission of a multiuser payload which may be either single or multidiscipline. Payload analytical integration - as active process of analyses to ensure that the experiment payload is compatible to the mission objectives and profile ground and flight operations and that the resource demands upon Spacelab can be satisfied - is considered. Software integration is touched upon and the major integration levels in ground operational processing of Spacelab and its experimental payloads are examined. Flight operations, encompassing the operation of the Space Transportation System and the payload, are discussed as are the initial Spacelab missions. Charts and diagrams are presented illustrating the various planning areas.

Formulation of consumables management models: Mission planning processor payload interface definition

Consumables models required for the mission planning and scheduling function are formulated. The relation of the models to prelaunch, onboard, ground support, and postmission functions for the space transportation systems is established. Analytical models consisting of an orbiter planning processor with consumables data base is developed. A method of recognizing potential constraint violations in both the planning and flight operations functions, and a flight data file storage/retrieval of information over an extended period which interfaces with a flight operations processor for monitoring of the actual flights is presented.

VCE testbed program planning and definition study

The flight definition of the Variable Stream Control Engine (VSCE) was updated to reflect design improvements in the two key components: (1) the low emissions duct burner, and (2) the coannular exhaust nozzle. The testbed design was defined and plans for the overall program were formulated. The effect of these improvements was evaluated for performance, emissions, noise, weight, and length. For experimental large scale testing of the duct burner and coannular nozzle, a design definition of the VCE testbed configuration was made. This included selecting the core engine, determining instrumentation requirements, and selecting the test facilities, in addition to defining control system and assembly requirements. Plans for a comprehensive test program to demonstrate the duct burner and nozzle technologies were formulated. The plans include both aeroacoustic and emissions testing.

Definition study of a Variable Cycle Experimental Engine (VCEE) and associated test program and test plan

The Definition Study of a Variable Cycle Experimental Engine (VCEE) and Associated Test Program and Test Plan, was initiated to identify the most cost effective program for a follow-on to the AST Test Bed Program. The VCEE Study defined various subscale VCE's based on different available core engine components, and a full scale VCEE utilizing current technology. The cycles were selected, preliminary design accomplished and program plans and engineering costs developed for several program options. In addition to the VCEE program plans and options, a limited effort was applied to identifying programs that could logically be accomplished on the AST Test Bed Program VCE to extend the usefulness of this test hardware. Component programs were provided that could be accomplished prior to the start of a VCEE program.

Parametric evaluation of the cost effectiveness of Shuttle payload vibroacoustic test plans

Consideration is given to alternate vibroacoustic test plans for sortie and free flyer Shuttle payloads. Statistical decision models for nine test plans provide a viable method of evaluating the cost effectiveness of alternate vibroacoustic test plans and the associated test levels. The methodology is a major step toward the development of a useful tool for the quantitative tailoring of vibroacoustic test programs to sortie and free flyer payloads. A broader application of the methodology is now possible by the use of the OCTAVE computer code.

Terrestrial/land mobile satellite considerations, NASA plans and critical issues

This paper briefly reviews the land mobile market and discusses services that might be provided by hybrid terrestrial/land mobile satellite systems (T/LMSS). In view of the expected urban/suburban patterns of planned terrestrial systems it is suggested that a satellite may prove a cost-effective complement to terrestrial systems for serving thinly populated or large geographical areas. A basic Land Mobile Satellite Service (LMSS) is described, example applications are provided, and the status and rationale for LMSS frequencies in the 806-890 MHz band is given. Next, examples are given of NASA supported land mobile satellite experiments and a preliminary T/LMSS work plan, part of an overall Narrowband Program, is presented for structuring future work. The initiation of the T/LMSS plan depends on pending management/budget decisions. The report closes with a listing of issues and potential problem areas, the solutions of which NASA believes are critical to the success of the proposed T/LMSS effort.
