Vehicle management and mission planning systems with shuttle applications

A preliminary definition of a concept for an automated system is presented that will support the effective management and planning of space shuttle operations. It is called the Vehicle Management and Mission Planning System (VMMPS). In addition to defining the system and its functions, some of the software requirements of the system are identified and a phased and evolutionary method is recommended for software design, development, and implementation. The concept is composed of eight software subsystems supervised by an executive system. These subsystems are mission design and analysis, flight scheduler, launch operations, vehicle operations, payload support operations, crew support, information management, and flight operations support. In addition to presenting the proposed system, a discussion of the evolutionary software development philosophy that the Mission Planning and Analysis Division (MPAD) would propose to use in developing the required supporting software is included. A preliminary software development schedule is also included.

Mariner Mars 1971 adaptive mission planning.

A formal mission-planning process was developed for the Mariner Mars 1971 missions to allow large-scale mission-plan changes based upon flight experience. A modular approach was taken to the definition of requirements and constraints for elements of the mission. A set of rules for combining these modules was established. The concept of a standard mission day was developed in order to provide a consistent time framework for operations. The resulting process allowed for major mission revisions after the failure of Mariner 8 and again after a dust storm had obscured Mars. It allowed adaptive science planning on a short-term turnaround basis throughout the mission.

Manned space flight nuclear system safety. Volume 6: Space base nuclear system safety plan

A qualitative identification of the steps required to assure the incorporation of radiological system safety principles and objectives into all phases of a manned space base program are presented. Specific areas of emphasis include: (1) radiological program management, (2) nuclear system safety plan implementation, (3) impact on program, and (4) summary of the key operation and design guidelines and requirements. The plan clearly indicates the necessity of considering and implementing radiological system safety recommendations as early as possible in the development cycle to assure maximum safety and minimize the impact on design and mission plans.

Interdisciplinary research on the application of ERTS-1 data to the regional land use planning process

The author has identified the following significant results. Although the degree to which ERTS-1 imagery can satisfy regional land use planning data needs is not yet known, it appears to offer means by which the data acquisition process can be immeasurably improved. The initial experiences of an interdisciplinary group attempting to formulate ways of analyzing the effectiveness of ERTS-1 imagery as a base for environmental monitoring and the resolution of regional land allocation problems are documented. Application of imagery to the regional planning process consists of utilizing representative geographical regions within the state of Wisconsin. Because of the need to describe and depict regional resource complexity in an interrelatable state, certain resources within the geographical regions have been inventoried and stored in a two-dimensional computer-based map form. Computer oriented processes were developed to provide for the economical storage, analysis, and spatial display of natural and cultural data for regional land use planning purposes. The authors are optimistic that the imagery will provide revelant data for land use decision making at regional levels.

Report of the Tape Recorder Action Plan Committee, 21 March 1972

A NASA/AF Tape Recorder Action Plan Committee was formed in January 1972 to investigate tape recorder problems and to recommend an action plan to NASA management. The committee collected data on tape recorder failure history, pinpointed problem areas, discussed needed technical and management changes, and proposed an action plan for the recommended approaches.

Development of a plan for automating integrated circuit processing

The operations analysis and equipment evaluations pertinent to the design of an automated production facility capable of manufacturing beam-lead CMOS integrated circuits are reported. The overall plan shows approximate cost of major equipment, production rate and performance capability, flexibility, and special maintenance requirements. Direct computer control is compared with supervisory-mode operations. The plan is limited to wafer processing operations from the starting wafer to the finished beam-lead die after separation etching. The work already accomplished in implementing various automation schemes, and the type of equipment which can be found for instant automation are described. The plan is general, so that small shops or large production units can perhaps benefit. Examples of major types of automated processing machines are shown to illustrate the general concepts of automated wafer processing.

Application of Earth Resources Technology Satellite data to urban development and regional planning: Test site, County of Los Angeles

The author has identified the following significant results. Signigicant results have been obtained from the analyses of ERTS-1 imagery from five cycles over Test Site SR 124 by classical photointerpretation and by an interactive hybrid multispectral information extraction system (GEMS). Photointerpretation has produced over 25 overlays at 1:1,000,000 scale depicting regional relations and urban structure in terms of several hundred linear and areal features. A possible new fault lineament has been discovered on the northern slope of the Santa Monica mountains. GEMS analysis of the ERTS-1 products has provided new or improved information in the following planning data categories: urban vegetation; land cover segregation; manmade and natural impact monitoring; urban design; land suitability. ERTS-1 data analysis has allowed planners to establish trends that directly impact planning policies. For example, detectable grading and new construction sites quantitatively indicated the extent, direction, and rate of urban expansion which enable planners to forecast demand and growth patterns on a regional scale. This new source of information will not only assist current methods to be more efficient, but permits entirely new planning methodologies to be employed.

Interactive experimenters' planning procedures and mission control

The computerized mission control and planning system routinely generates a 24-hour schedule in one hour of operator time by including time dimensions into experimental planning procedures. Planning is validated interactively as it is being generated segment by segment in the frame of specific event times. The planner simply points a light pen at the time mark of interest on the time line for entering specific event times into the schedule.

The Role of the Manufacturer in Air Transportation Planning

The role of the aircraft manufacturer in the airline industry is considered. The process is illustrated by using a fictitious airline as an example--that is, a case study approach with Mid-Coast Airways serving as the example. Both in slide form and with supporting papers, a brief history of the airline, a description of its route structure and a forecast based on econometric analysis are presented. Once the forecast rationale is explained, information outlines the requirements for additional aircraft and the application of new aircraft across the system using alternative fleet plan options. The fleet plan is translated into financial summaries which indicate the relative merit of alternative aircraft types or operating plans.

The NASA planning process, appendix D

The planning process is outlined which NASA used in making some fundamental post-Apollo decisions concerning the reuseable space shuttle and the orbiting laboratory. It is suggested that the basic elements and principles of the process, when combined, form a useful planning approach for solving urban problems. These elements and principles are defined along with the basic strengths of the planning model.

Planning and management of science programs on Skylab

Discussion of the experience gained in experiment operation planning during the Skylab mission. The Skylab flight planning activity allowed the experimenters to interact with the system and provided the flexibility to respond to contingencies both major and minor. Both these aspects contributed to make efficient use of crew time thus helping to increase the science return from the mission. Examples of the need for real time scheduling response and of the tradeoffs considered between conflicting experiment requirements are presented. General management principles derived from this experience are developed. The Skylab mission experiences, together with previous Apollo mission experiences, are shown to provide a good background for Shuttle flight planning.

Science planning and mission strategy for the 1979 Jupiter/Uranus opportunity

An intensive science and mission planning effort has been underway for several years to develop the next logical candidate mission to the outer planets following the Mariner Jupiter/Saturn 1977 Mission. The highest priority candidate that emerges from this effort is the launch of a MJS-derived Mariner spacecraft to Uranus during the 1979 Jupiter/Uranus opportunity. Since 1972 when the Outer Planets Science Advisory Group recommended MJU79 to follow MJS77, four other science groups have addressed this issue and arrived at the same recommendation. Currently, the planning effort is most intensive and the paper will report the past and present determinations of the various science and mission planning activities, emphasizing science value, technical factors and fiscal constraints.
