Application of Cyber-Informed Engineering for Protecting BESS

This white paper synthesizes an array of crucial grid services provided by BESS technology, assesses its architecture and communications, and presents a case study for analysis against the principles introduced by Cyber-Informed Engineering (CIE). Furthermore, in walking through the analysis, this paper presents a framework to evaluate risks and solutions when considering BESS components. Asset owners and buyers could perform this analysis to assess their BESS product implementations, alternative inverter-based resources (IBR), and energy management systems (EMS). Battery systems fulfill various roles contingent on the unique market demands and the specific challenges presented by regional grid infrastructures. These roles also vary due to the differing utility models for ownership and operation, which are adapted to meet regional and local capabilities and requirements. Concerns have been raised regarding the potential for adversaries to exploit knowledge of battery operational patterns to orchestrate decisive attacks. However, the security of operational data for these systems may not be the primary vulnerability, as much of this information is already well-understood within the community. Applying a modest degree of subject matter expertise can often yield valuable predictions regarding how a battery will respond under certain conditions, such as grid emergencies, high or low-temperature days, Public Safety Power Shutoff (PSPS) events, and outages. The operational characteristics of batteries are well-documented, and their capabilities, including the risks associated with misoperation and the resulting consequences, are published and understood within the industry. CIE practices represent the next step in gaining functional assurance and providing an acceptable level of risk, regardless of whether a battery vendor can support a trusted and validated supply chain. While this issue has exacerbated supply chain challenges, it is not an isolated condition. This foreign supply route is the primary source of BESS for the U.S. market. Significant efforts are underway through the Bipartisan Infrastructure Law (BIL) to change that. Still, strategic short-term operational mitigations are needed to ensure the security of our operational technology (OT) systems, which are enhanced by instilling trust and are separate from vendors implementing CIE principles.

Development of a scalable, robust electrocatalytic technology for conversion of CO 2 to formic acid via microstructured materials

This project was funded by the Bioenergy Engineering for Product Synthesis (BEEPS) program under the Funding Opportunity Announcement (FOA) DE-FOA-0001916 Topic Area 5 “Rewiring Carbon Utilization”. This FOA sought projects that would electrocatalytically reduce CO 2 to a carbon intermediate and then upconvert to a multi-carbon product or fuel via non-photosynthetic biological system engineering. The project sought to combine the expertise of OCO Chem, whose chief scientist had previously developed an efficient electrocatalytic reactor for conversion of CO 2 to formate with potential to scale, Montana State University investigators who had recently patented a method for laterally grading membranes with the potential of improving reactant distribution and more uniform efficiency across membrane-based reactors, and University of South Florida which had recently discovered a novel C-C bond forming reaction not known to naturally occur in biological systems and which uses C1 substrates and circumvents the central microbial metabolism.

Stationary Direct Methanol Fuel Cells Using Pure Methanol

This project developed stationary direct methanol fuel cells (DMFCs) using pure methanol as the fuel, integrating complementary institutional expertise on platinum group metals free (PGM-free) cathode catalyst (UB), supported anode catalysts (KSU), electrode fabrication, characterization, and optimization (CMU), and multi-phase mass transfer (KU). The proposed cost-effective prototype will deliver reliable and durable performance using a methanol-tolerant PGM-free cathode and a high-performance anode with low PtRu loading. At the end of the project, the research team is expected to deliver a single cell (50 cm 2 ) with ≤3 mg PGM /cm 2 that achieves 300 mW/cm 2 using pure methanol.

Methane Hydrates in Alaska

This paper was prepared for the National Petroleum Council's Study on Natural Gas GHG Emissions. Natural gas is the largest primary energy produced in the United States and its use is growing. Yet getting this gas to homes and businesses creates greenhouse gas emissions. That’s why reducing emissions from America’s natural gas is an urgent priority that requires collaborative solutions. The National Petroleum Council brought together a diverse group of stakeholders with the expertise to analyze this complex issue and identify ways to reduce natural gas GHG emissions for all future supply and demand scenarios. The result: actionable consensus on ensuring a lower-emission natural gas system. The study’s research charts a course forward to meaningfully reduce emissions from the natural gas system, contributing significantly to the United States’ ability to achieve its climate goals. The report concludes that through the implementation of existing policies, voluntary commitments, technologies, and market mechanisms, a 63% reduction in methane emissions can be achieved by 2030. The report went further to identify an additional pathway that methane emissions decrease by 70% and carbon dioxide emissions reduce by 33% through 2050.

Simulation of Direct-Drive Hybrid Using Two Opposed Beams for Inertial Fusion Energy

Xcimer Energy is working to deliver high levels of laser light at the costs required for applications in fusion energy. The architecture of their integrated laser system is unique, in that it naturally supports a target which is illuminated by two opposed beams, and in a manner that can readily complement a reactor. This INFUSE proposal was submitted to investigate a target concept termed the Direct-Drive Hybrid or DDH, and make special use of radiation hydrodynamic simulations and expertise available to the Laboratory for Laser Energetics. The associated capabilities are unique to the field, and take great advantage of investments and advances made by the DOE and DOD over many decades. The primary goals were to stand up the DDH design in calculations for the first time, study and refine the concept, and provide the scientific basis for understanding and projecting proposals by Xcimer Energy. The main accomplishments have been summarized below.

DIY Affordable Window Shading

This document shows how you can easily and affordably shade your windows to keep your home from getting too hot on sunny days. This phenomenon (what researchers call “solar heat gain”) can threaten occupant comfort and safety, especially during heatwaves. Still, many homes lack adequate protection. All of these solutions can be implemented inexpensively using common household items or items that can easily be purchased online. Additionally, you don’t need specialized tools or expertise to install them. Note that these are ideally temporary fixes, so households with sufficient means should still pursue permanent ones (e.g.,shades—preferably on the outside—or specialized windows or films). In their absence, the stopgap measures described below can help protect you and your loved ones during heatwaves and other exceptional events.

MITRE Domain Specific Language (DSL) for synthetic biology workflows (CRADA Final Report)

MITRE is currently developing BioNet, a network designed to facilitate the work of biologist collaborators that are distributed across multiple organizations. BioNet is envisaged to break down traditional barriers in biology, allowing for an integrated, service-based approach to projects which can utilize expertise from any participating entity. This disaggregation fosters innovation by enabling contributions from multiple sources. The public will benefit from the development of the BioNet (to which this project contributes), in that this fostered innovation could positively contribute to our economy.

CalTestBed - Lucent Optics (CRADA Final Report)

The CRADA partner was developing a window film aimed at improving the control of the solar radiation that arrives at a building’s windows, ultimately reducing cooling loads and improving the distribution of daylight. The efforts under this CRADA were aimed at better understanding the performance of one or more prototypes of this film, with the aim of helping to narrow down the film design parameters to values more likely to achieve better performance. The technical means of achieving this project’s goals used LBNL’s world-class test facilities and expertise. These technical means included: (a) measurements of the bidirectional scattering distribution function (BSDF) of film samples, and (b) full-scale measurement of the energy (HVAC, lighting) and comfort (visual, thermal) impacts of at least one film prototype, for two solar angle “seasons” (“high” and “low” solar angle).
