Investigating the effects of cooperative transmission expansion planning on grid performance during heat waves with varying spatial scales

There is growing recognition of the advantages of interregional transmission capacity to decarbonize electricity grids. A less explored benefit is potential performance improvements during extreme weather events. This study examines the impacts of cooperative transmission expansion planning using an advanced modeling chain to simulate power grid operations of the United States Western Interconnection in 2019 and 2059 under different levels of collaboration between transmission planning regions. Two historical heat waves in 2019 with varying geographical coverage are replayed under future climate change in 2059 to assess the transmission cooperation benefits during grid stress. The results show that cooperative transmission planning yields the best outcomes in terms of reducing wholesale electricity prices and minimizing energy outages both for the whole interconnection and individual transmission planning regions. Compared to individual planning, cooperative planning reduces wholesale electricity prices by 64.3 % and interconnection-wide total costs (transmission investments + grid operations) by 34.6 % in 2059. It also helps decrease greenhouse gas emissions by increasing renewable energy utilization. However, the benefits of cooperation diminish during the widespread heat wave when all regions face extreme electricity demand due to higher space cooling needs. Despite this, cooperative transmission planning remains advantageous, particularly for California Independent System Operator with significant diurnal solar generation capacity. This study suggests that cooperation in transmission planning is crucial for reducing costs and increasing reliability both during normal periods and extreme weather events. It highlights the importance of optimizing the strategic investments to mitigate challenges posed by wider-scale extreme weather events of the future.

Opportunities for iron and steel industrial wastewater treatment and reuse in the United States

Concerns around water security in the United States have heightened the interest in industrial water treatment and reuse to improve water efficiency and operational reliability. Alongside nationwide efforts to expand industrial capacity, primary manufacturing sectors are adopting more resource-efficient technologies. This transition is expected to shift industrial water consumption patterns, driving the need for improved treatment and reuse practices. This study investigates opportunities for water use, treatment, and reuse in the iron and steel sector through a review of academic and industry literature and interviews with industry representatives. It identifies key challenges in water and wastewater management and outlines the conditions under which innovative treatment technologies could be deployed. Based on these insights, the study presents a practical water management action plan. Furthermore, it assesses water quality targets across different process operations, evaluates existing treatment technologies, and highlights challenges and opportunities for improvement relative to future performance expectations. Although water is often perceived as a low-cost commodity, industry feedback suggests that improvements in water use and treatment efficiency are typically prioritized only when they also reduce energy use, carbon emissions, or costs. This study advocates for a direct two-way partnership between industry and research audiences to bring their attention toward sustainable industrial water use, treatment, and reuse.

Status of Pulsed Inductive Thruster Research

The TRW Pulsed Inductive Thruster (PIT) is an electromagnetic propulsion system that can provide high thrust efficiency over a wide range of specific impulse values. In its basic form, the PIT consists of a flat spiral coil covered by a thin dielectric plate. A pulsed gas injection nozzle distributes a thin layer of gas propellant across the plate surface at the same time that a pulsed high current discharge is sent through the coil. The rising current creates a time varying magnetic field, which in turn induces a strong azimuthal electric field above the coil. The electric field ionizes the gas propellant and generates an azimuthal current flow in the resulting plasma. The current in the plasma and the current in the coil flow in opposite directions, providing a mutual repulsion that rapidly blows the ionized propellant away from the plate to provide thrust. The thrust and specific impulse can be tailored by adjusting the discharge power, pulse repetition rate, and propellant mass flow, and there is minimal if any erosion due to the electrodeless nature of the discharge. Prior single-shot experiment,; performed with a Diameter diameter version of the PIT at TRW demonstrated specific impulse values between 2,000 seconds and 8,000 seconds, with thruster efficiencies of about 52% for ammonia. This paper outlines current and planned activities to transition the single shot device into a multiple repetition rate thruster capable of supporting NASA strategic enterprise missions.

An Impedance-Based Complexity Metric for Unmanned Aircraft System Traffic Scenario Classification

This paper introduces an impedance-based metric to capture the complexity of a given unmanned aircraft system traffic scenario. The metric accounts for both the number of aircraft and the traffic flow pattern. The work presented here extends an earlier approach that introduced another scenario complexity metric based on the number of potential conflicts weighted by the conflict resolution cost associated. Complexity measurements for randomly-generated scenarios were produced through high-fidelity fast-time simulations and treated as baseline. Then the impedance based metric was evaluated, for the same scenarios, without the need for an actual flight simulation and a conflict resolution method. The results show that the impedance-based metric has a strong correlation to the baseline data and performs marginally better than the weighted conflict-based complexity metric introduced in the earlier work. The metric computation generates impedance maps which are useful for identifying high complexity regions in a scenario, where flight plan changes might be necessitated. This metric can therefore be used, in conjunction with other complexity metrics, to inform adequate traffic management strategies and classify a traffic scenario as acceptable, unacceptable or acceptable with changes made to flight plans that pass through the high complexity regions. The metric can also be used as a guidance metric for strategic conflict management methods.

An innovative approach for distributed and integrated resources planning for the Space Station Freedom

This paper presents a planning approach to the Space Station Freedom program which takes into account the widely distributed nature of that program. The program management structure is organized into three major levels: a strategic level, a tactical level, and an execution level. For each level, resource availabilities are determined, the resources are distributed, schedules are built independently within the resource limits, the schedules are integrated into a single schedule, and conflicts are resolved by negotiating requirements and/or relaxing contraints. This approach distributes resources to multiple planning entities in such a way that when the multiple plans are collected, they fit together with minimal modification. The up-front distribution is planned in such a way and to a sufficient degree that a fit is virtually assured.

Human Exploration of Mars Design Reference Architecture 5.0

This document reviews the Design Reference Architecture (DRA) for human exploration of Mars. The DRA represents the current best strategy for human missions. The DRA is not a formal plan, but provides a vision and context to tie current systems and technology developments to potential missions to Mars, and it also serves as a benchmark against which alternative architectures can be measured. The document also reviews the objectives and products of the 2007 study that was to update NASA's human Mars mission reference architecture, assess strategic linkages between lunar and Mars strategies, develop an understanding of methods for reducing cost/risk of human missions through investment in research, technology development and synergy with other exploration plans. There is also a review of the process by which the DRA will continue to be refined. The unique capacities of human exploration is reviewed. The possible goals and objectives of the first three human missions are presented, along with the recommendation that the mission involve a long stay visiting multiple sites. The deployment strategy is outlined and diagrammed including the pre-deployment of the many of the material requirements, and a six crew travel to Mars on a six month trajectory. The predeployment and the Orion crew vehicle are shown. The ground operations requirements are also explained. Also the use of resources found on the surface of Mars is postulated. The Mars surface exploration strategy is reviewed, including the planetary protection processes that are planned. Finally a listing of the key decisions and tenets is posed.

National Fire Protection Association Spurs the Safe Adoption of EVs Through Education and Outreach

As electric vehicles (EV) and their charging infrastructure steadily increase in popularity across the U.S., growing pains still exist, impeding their true potential for growth. The barriers include a general lack of knowledge around EV systems, range anxiety, electrical workplace safety practices, code compliance and inspection for charging stations, maintenance garages and workers, insurance concerns, and the potential risks associated with damaged lithium-ion batteries (fires, re-ignition, water immersion, and stranded energy).NFPA partnered with SMEs, training development organizations, and Clean City Coalitions to create a series of common online trainings for each EV ecosystem sector, educating communities on the realities of EV proliferation, myths, facts, statistics, codes, and basic information for each sector to become versed in EV knowledge. We also constructed a workshop program for the many EV stakeholders who should be involved in setting up a strategic, cohesive outlook for the participating towns and cities.

Commercialization is Required for Sustainable Space Exploration and Development

The U.S. Space Exploration policy outlines an exciting new direction in space for human and robotic exploration and development beyond low Earth orbit. Pressed by this new visionary guidance, human civilization will be able to methodically build capabilities to move off Earth and into the solar system in a step-by-step manner, gradually increasing the capability for humans to stay longer in space and move further away from Earth. The new plans call for an implementation that would create an affordable and sustainable program in order to span over generations of explorers, each new generation pushing back the boundaries and building on the foundations laid by the earlier. To create a sustainable program it is important to enable and encourage the development of a selfsupporting commercial space industry leveraging both traditional and non-traditional segments of the industrial base. Governments will not be able to open the space frontier on their own because their goals change over relatively short timescales and because the large costs associated with human spaceflight cannot be sustained. A strong space development industrial sector is needed that can one day support the needs of commercial space enterprises as well as provide capabilities that the National Aeronautics and Space Administration (NASA) and other national space agencies can buy to achieve their exploration goals. This new industrial space sector will someday provide fundamental capabilities like communications, power, logistics, and even cargo and human space transportation, just as commercial companies are able to provide these services on Earth today. To help develop and bolster this new space industrial sector, NASA and other national space agencies can enable and facilitate it in many ways, including reducing risk by developing important technologies necessary for commercialization of space, and as a paying customer, partner, or anchor tenant. This transition from all or mostly government developed and operated facilities and services to commercial supplied facilities and services should be considered from the very earliest stages of planning. This paper will first discuss the importance of space commercialization to fulfilling national goals and the associated policy and strategic objectives that will enable space exploration and development. Then the paper will offer insights into how government can provide leadership to promote the nascent commercial space industry. In addition, the paper describes programs and policies already in place at NASA and offers five important principles government can use to strengthen space industry.

Rapid Cost Assessment of Space Mission Concepts Through Application of Complexity-Based Cost Indices

This slide presentation reviews the development of a rapid cost assessment models for evaluation of exploration missions through the application of complexity based cost indices. In Fall of 2004, NASA began developing 13 documents, known as "strategic roadmaps," intended to outline a strategy for space exploration over the next 30 years. The Third Strategic Roadmap, The Strategic Roadmap for Solar System Exploration, focused on strategy for robotic exploration of the Solar System. Development of the Strategic Roadmap for Solar System Exploration led to the investigation of a large variety of missions. However, the necessity of planning around scientific inquiry and budgetary constraints made it necessary for the roadmap development team to evaluate potential missions not only for scientific return but also cost. Performing detailed cost studies for each of the large number of missions was impractical given the time constraints involved and lack of detailed mission studies; so a method of rapid cost assessment was developed by us to allow preliminary analysis. It has been noted that there is a strong correlation between complexity and cost and schedule of planetary missions. While these correlations were made after missions had been built and flown (successfully or otherwise), it seemed likely that a similar approach could provide at least some relative cost ranking. Cost estimation relationships (CERs) have been developed based on subsystem design choices. These CERs required more detailed information than available, forcing the team to adopt a more high level approach. Costing by analogy has been developed for small satellites, however, planetary exploration missions provide such varying spacecraft requirements that there is a lack of adequately comparable missions that can be used for analogy.
