Standards and Best Practices - Two NASA Examples

Formal international standards as well as promotion of community or recommended practices have their place in ensuring "FAIRness" of data. Data management in NASA's Earth Observation System Data and Information System (EOSDIS) has benefited from both of these avenues to a significant extent. The purpose of this paper is to present one example of each of these, which promote (re)usability. The first is an ISO standard for specifying preservation content from Earth observation missions. The work on this started in 2011, informally within the Earth Science Information Partners (ESIP) in the US, while the European Space Agency (ESA) was leading an effort on Long-Term Data Preservation (LTDP). Resulting from the ESIP discussions was NASA's Preservation Content Specification, which was applied in 2012 as a requirement for NASA's new missions. ESA's Preserved Data Set Content (PDSC) document was codified into a document adopted by the Committee on Earth Observation Satellites (CEOS). It was recognized that it would be useful to combine PCS and PDSC into an ISO standard to ensure consistency in data preservation on a broader international scale. This standard, numbered ISO 19165-2 has been under development since mid-2017. The second is an example of developing recommendations for "best practices" within more limited (still fairly broad) communities. A Data Product Developers' Guide (DPDG) is currently being developed by one of NASA's Earth Science Data System Working Groups (ESDSWGs). It is for use by developers of products to be derived from Earth observation data to improve product (re)usability. One of the challenges in developing the guide is the fact that there are already many applicable standards and guides. The relevant information needs to be selected and expressed in a succinct manner, with appropriate pointers to references. The DPDG aims to compile the most applicable parts of earlier guides into a single document outlining the typical development process for Earth Science data products. Standards and best practices formally endorsed by the Earth Science Data and Information System (ESDIS) Standards Office (ESO), outputs from ESDSWGs (e.g., Dataset Interoperability Working Group, and Data Quality Working Group), and recommendations from Distributed Active Archive Centers and data producers are emphasized.

Principal axes and moments of inertia of deformable systems

Information about principal axes and moments of inertia is presented in terms of formulas involving solely quantities which can be expressed in literal form whenever central principal axes can be located by inspection for at least one state of a deformable system composed of particles and rigid bodies. Two illustrative examples are worked out in detail.

Materials, Processes, and Environmental Engineering Network

Attention is given to the Materials, Processes, and Environmental Engineering Network (MPEEN), which was developed as a central holding facility for materials testing information generated by the Materials and Processes Laboratory of NASA-Marshall. It contains information from other NASA centers and outside agencies, and also includes the NASA Environmental Information System (NEIS) and Failure Analysis Information System (FAIS) data. The data base is NEIS, which is accessible through MPEEN. Environmental concerns are addressed regarding materials identified by the NASA Operational Environment Team (NOET) to be hazardous to the environment. The data base also contains the usage and performance characteristics of these materials.

Application of the informational reference system OZhUR to the automated processing of data from satellites of the Kosmos series

The structure and potential of the information reference system OZhUR designed for the automated data processing systems of scientific space vehicles (SV) is considered. The system OZhUR ensures control of the extraction phase of processing with respect to a concrete SV and the exchange of data between phases. The practical application of the system OZhUR is exemplified in the construction of a data processing system for satellites of the Cosmos series. As a result of automating the operations of exchange and control, the volume of manual preparation of data is significantly reduced, and there is no longer any need for individual logs which fix the status of data processing. The system Ozhur is included in the automated data processing system Nauka which is realized in language PL-1 in a binary one-address system one-state (BOS OS) electronic computer.

Advanced Information Processing System (AIPS)-based fault tolerant avionics architecture for launch vehicles

An avionics architecture for the advanced launch system (ALS) that uses validated hardware and software building blocks developed under the advanced information processing system program is presented. The AIPS for ALS architecture defined is preliminary, and reliability requirements can be met by the AIPS hardware and software building blocks that are built using the state-of-the-art technology available in the 1992-93 time frame. The level of detail in the architecture definition reflects the level of detail available in the ALS requirements. As the avionics requirements are refined, the architecture can also be refined and defined in greater detail with the help of analysis and simulation tools. A useful methodology is demonstrated for investigating the impact of the avionics suite to the recurring cost of the ALS. It is shown that allowing the vehicle to launch with selected detected failures can potentially reduce the recurring launch costs. A comparative analysis shows that validated fault-tolerant avionics built out of Class B parts can result in lower life-cycle-cost in comparison to simplex avionics built out of Class S parts or other redundant architectures.

Next Generation Multimedia Distributed Data Base Systems

The paradigm of client/server computing is changing. The model of a server running a monolithic application and supporting clients at the desktop is giving way to a different model that blurs the line between client and server. We are on the verge of plunging into the next generation of computing technology--distributed object-oriented computing. This is not only a change in requirements but a change in opportunities, and requires a new way of thinking for Information System (IS) developers. The information system demands caused by global competition are requiring even more access to decision making tools. Simply, object-oriented technology has been developed to supersede the current design process of information systems which is not capable of handling next generation multimedia.

Information Management System for the California State Water Resources Control Board (SWRCB)

A study was made to establish the requirements for an integrated state-wide information management system for water quality control and water quality rights for the State of California. The data sources and end requirements were analyzed for the data collected and used by the numerous agencies, both State and Federal, as well as the nine Regional Boards under the jurisdiction of the State Board. The report details the data interfaces and outlines the system design. A program plan and statement of work for implementation of the project is included.

Fire Analysis of the Thomas Fire in California Using NASA Data in a GIS

These maps are an analysis of the Thomas Fire that occurred in California during December 2017. Using a variety of NASA Earth science data from five National Aeronautics and Space Administration (NASA) sources (including four Earth Observing System Data and Information System Distributed Active Archive Centers and NASA Fire Information for Resource Management System), as well as ancillary data from Ventura County, Santa Barbara County, and the Department of Homeland Security, this analysis sought to identify forest fire risk zones, create a fire occurrence density map, examine the vegetation and subsequent burn scar, capture the affected parcels, and capture the affected vegetation.

An Overview of the NOAA Drought Task Force

The charge of the NOAA Drought Task Force is to coordinate and facilitate the various MAPP-funded research efforts with the overall goal of achieving significant advances in understanding and in the ability to monitor and predict drought over North America. In order to achieve this, the task force has developed a Drought Test-bed that individual research groups can use to test/evaluate methods and ideas. Central to this is a focus on three high profile North American droughts (1998-2004 western US drought, 2006-2007 SE US drought, 2011- current Tex-Mex drought) to facilitate collaboration among projects, including the development of metrics to assess the quality of monitoring and prediction products, and the development of an experimental drought monitoring and prediction system that incorporates and assesses recent advances. This talk will review the progress and plans of the task force, including efforts to help advance official national drought products, and the development of early warning systems by the National Integrated Drought Information System (NIDIS). Coordination with other relevant national and international efforts such as the emerging NMME capabilities and the international effort to develop a Global Drought Information System (GDIS) will be discussed.
