The Osa Peninsula, located in the southern region of Costa Rica’s Pacific Coast, is one of the most biologically-diverse places on Earth and is a popular ecotourism destination. However, the area faces watershed degradation and loss of biodiversity due to deforestation, pollution from agriculture, and human settlement. The NASA DEVELOP National Program worked with Osa Conservation to analyze land use and land cover change in the Osa Peninsula to better understand threats to river water quality and mangrove health. This project used Landsat 5 Thematic Mapper (TM), Landsat 8 Operational Land Imager (OLI), and Terra Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) to create a land cover time series map from 1987 to 2017. These time series data were used to compare land use over time, as well as patterns in water quality, mangrove health, erosion, and deforestation. The time series also helped to identify the impact of the creation of protected areas and the 1996 Forest Law 7575, which aimed to support reforestation and riparian health. Osa Conservation will use and distribute results to the National System of Conservation Areas (SINAC), Ministry of Environment and Energy (MINAE), and local communities to inform land management decisions, policy enforcement, education and outreach initiatives, and watershed restoration and monitoring.

Snowmass2021: Vera C. Rubin Observatory as a Flagship Dark Matter Experiment

Establishing that Vera C. Rubin Observatory is a flagship dark matter experiment is an essential pathway toward understanding the physical nature of dark matter. In the past two decades, wide-field astronomical surveys and terrestrial laboratories have jointly created a phase transition in the ecosystem of dark matter models and probes. Going forward, any robust understanding of dark matter requires astronomical observations, which still provide the only empirical evidence for dark matter to date. We have a unique opportunity right now to create a dark matter experiment with Rubin Observatory Legacy Survey of Space and Time (LSST). This experiment will be a coordinated effort to perform dark matter research, and provide a large collaborative team of scientists with the necessary organizational and funding supports. This approach leverages existing investments in Rubin. Studies of dark matter with Rubin LSST will also guide the design of, and confirm the results from, other dark matter experiments. Supporting a collaborative team to carry out a dark matter experiment with Rubin LSST is the key to achieving the dark matter science goals that have already been identified as high priority by the high-energy physics and astronomy communities.

An Alternative to Solution Experiments for Nuclear Data Validation: Reflection and Interaction of Juxtaposed Uranium (RAIJU) Experiment Design

The need for solution experiments was thoroughly discussed at the recent NCERC (National Criticality Experiments Research Center) Futures Meeting in September 2022 for multiple applications including criticality safety, training, and nuclear data. However, this capability does not exist anywhere in the United States. NCERC, located at the Nevada National Security Site and operated by LANL (Los Alamos National Laboratory) is the only general-purpose critical experiments laboratory in the United States. However, solution experiments are not authorized at NCERC, and obtaining that authorization would be too time consuming and costly to happen in the foreseeable future. An alternative is needed – an experimental configuration with the homogeneity of liquid experiments, but without being a liquid. This project, Reflection and Interaction of Juxtaposed Uranium (RAIJU) will fill the gap in capability within LANL, the U.S. Department of Energy, and the international community and will support current and future nuclear material processing needs.

The Postdoc Accord in Theoretical High Energy Physics

We present the results of a survey meant to assess the opinion of the high-energy physics theory (HET) community on the January 7th postdoc acceptance deadline - specifically, whether there is a preference to shift the deadline to later in January or February. This survey, which served for information-gathering purpose only, is part of a community conversation on the optimal timing of an acceptance deadline and whether the community would be better served by a later date. In addition, we present an analysis of data from the postdoc Rumor Mill, which gives a picture of the current hiring landscape in the field. We emphasize the importance of preserving a universal deadline, and the current results of our survey show broad support for a shift to a later date. A link to the survey, frequently asked questions, a running list of supporters, and next steps can be found on our companion web page.

Assessing Community Preferences Regarding Solar Development

Preparing a plan regarding solar development in your community requires bringing together people from a variety of backgrounds and perspectives, who often have strong feelings and preferences about the amount and location of local solar PV projects developed in their community. The planning process should be designed in an inclusive way, where meaningful community engagement is prioritized. With a topic such as solar development, which can elicit strong reactions among community members, proactive community engagement that is perceived as fair will likely lead to more favorable outcomes. Whether your community hosts large tracts of forest, brownfields, residential neighborhoods, and/or large buildings and parking lots, there are a variety of ways community members might envision growth of solar energy. The engagement process can help clarify how and where solar is preferred, so that local government can respond to future solar development requests or to initiate solar projects that are preferred by the community.

LA100 Equity Strategies. Chapter 9: Equitable Community Solar Access and Benefits

The LA100 Equity Strategies project integrates community guidance with robust research, modeling, and analysis to identify strategy options that can increase equitable outcomes in Los Angeles' clean energy transition. This chapter focuses on community solar as a means to provide equitable access to local solar and storage benefits in Los Angeles. Specifically, NREL identified potential community solar sites that could host 30 kilowatts (kW)1 of solar or more and evaluated economic and equity metrics under various program design options. Analysis included a Baseline scenario (business-as-usual) and an Equity scenario, which modeled program enhancements to increase access and benefits to low-income customers. Both scenarios modeled the economics of solar and storage under the LADWP Feed-in Tariff (FiT) program (LADWP 2023b) and the LADWP Feed-in-Tariff Plus Pilot program (LADWP 2023d) compared to a community solar financial model. This research was guided by input from the community engagement process, and associated equity strategies are presented in alignment with that guidance.

Software defined grid energy storage

Today, consumer battery installations are isolated, physical devices. Virtual power plants (VPPs) allow consumer devices to aggregate for grid services, but they are are vertically integrated, vendor controlled systems (e.g., Tesla’s VPP). Consumer batteries are therefore unable to participate in energy markets or other grid services outside what their vendor provides. We describe a software system that provides software control of multiple, networked battery energy storage systems in the electric grid. The system introduces two new ideas that enable flexible and dependable management of energy storage. The first is a virtual battery, which can either partition a battery or aggregate multiple batteries. The second is a reservation-based API which allows asynchronous control of batteries to meet contractual guarantees in a safe and dependable manner. Virtual batteries and a reservation-based API address the unique challenges of achieving high and efficient utilization of energy storage systems, including heterogeneity of battery systems such as varying C-rates, participation in energy markets, utility bill management systems, community resource sharing, and reliability. Using a testbed comprised of sonnen Inc. storage units installed in several homes and a lab, we demonstrate that virtualized batteries can seamlessly replace physical batteries, flexibly manage energy storage resources, isolate multiple clients using a shared battery, and create new energy storage applications.

Multi-package development at Fermilab with Spack

The Spack package manager has been widely adopted in the supercomputing community as a means of providing consistently built on-demand software for the platform of interest. Members of the high-energy and nuclear physics (HENP) community, in turn, have recognized Spack’s strengths, used it for their own projects, and even become active Spack developers to better support HENP needs. Code development in a Spack context, however, can be challenging as the provision of external software via Spack must integrate with the developed packages’ build systems. Spack’s own development features can be used for this task, but they tend to be inefficient and cumbersome. We present a solution pursued at Fermilab called MPD (multi-package development). MPD aims to facilitate the development of multiple Spack-based packages in concert without the overhead of Spack’s own development facilities. In addition, MPD allows physicists to create multiple development projects with an interface that insulates users from the many commands required to use Spack well.
