Public attitudes toward programs of large-scale technological changes: Some reflections and policy prescriptions, appendix E

The question of how ready the public is for the implementation of large-scale programs of technological change is considered. Four vital aspects of the issue are discussed which include: (1) the ways in which the public mis-perceives the change process, (2) the ways in which recent history impacts on public attitudes, (3) the ways in which the public divides among itself, and (4) the fundamentals of public attitudes towards change. It is concluded that nothing is so critical in the 1970's to securing public approval for large-scale planned change projects as is securing the approval by change-agents of the public.

Single-stage experimental evaluation of tandem-airfoil rotor and stator blading for compressors. Part 7: Data and performance for stage E

An axial flow compressor stage, having tandem airfoil blading, was designed for zero rotor prewhirl, constant rotor work across the span, and axial discharge flow. The stage was designed to produce a pressure ratio of 1.265 at a rotor tip velocity of 757 ft/sec. The rotor has an inlet hub/tip ratio of 0.8. The design procedure accounted for the rotor inlet boundary layer and included the effects of axial velocity ratio and secondary flow on blade row performance. The objectives of this experimental program were (1) to obtain performance with uniform and distorted inlet flow for comparison with the performance of a stage consisting of single-airfoil blading designed for the same vector diagrams and (2) to evaluate the effectiveness of accounting for the inlet boundary layer, axial velocity ratio, and secondary flows in the stage design.

Space shuttle/food system study. Volume 2, appendix E: Alternate flight systems analysis

The functional requirements of stowage, preparation, serving, consumption, and cleanup were applied to each of the five food mixes selected for study in terms of the overall design of the space shuttle food system. The analysis led to a definition of performance requirements for each food mix, along with a definition of equipment to meet those requirements. Weight and volume data for all five systems, in terms of food and packaging, support equipment, and galley installation penalties, are presented.

Chemical composition of cosmic rays with Z greater than or equal to 30 and E greater than or equal to 325 MeV/N

Results are presented on the chemical composition of VVH cosmic rays from a series of six high-altitude balloon flights of a large-area, high-resolution electronic detector. The charge composition in the 32 less than or equal to Z less than or equal to 45 interval is found to be inconsistent with S-process nucleosynthesis. The energy spectrum of particles with Z greater than or equal to 32 between 600 and 1500 MeV/N at the top of the atmosphere is measured and is found to be consistent with the 25 less than or equal to Z less than or equal to 27 group within experimental error.

Incoherent scatter measurements of E region conductivities and currents in the auroral zone

Data taken by incoherent scatter radar have been used to investigate ionospheric conductivities and electrical currents. During quiet days, the conductivities appear to vary in a way consistent with ionization arising from solar EUV radiation. In the evening hours, enhancements in the northward electric field are found to precede small increases in the conductivities. Strong enhancements of the Hall conductivity relative to the Pedersen conductivity occur during negative bays when the electric field is in a southwestward direction. The ionospheric currents calculated in the geomagnetic east-west direction are in good agreement with the H component measured by a nearby magnetometer; this result indicates that the current causing the ground level magnetic fluctuations is a broad horizontal sheet current. The north-south ionospheric current, however, consistently disagrees with the observed D component in a manner that cannot easily be explained unless currents parallel to the earth's magnetic field are present.

Supernova 1972 e in NGC 5253

New absolute energy distributions of the Type 1 supernova 1972e in NGC 5253 extending to about 700 days after maximum light were obtained. A physical model of the expanding envelope, based on the identification of the feature at 6550 A with H-alpha, is proposed. It is described as a differentially expanding atmosphere, with electron density ranging from 10 to the 10th power near maximum light to about 10 to the 7th power, 340 days later, illuminated by a photosphere with temperature in the range 10,000 K to 7,000 K. More than 200 days after maximum, the spectrum was dominated by four features between 4200 A and 5500 A. Three of these four features matched the blended emissions from over 100 lines of Fe II. Possible identifications of the fourth feature with Mg I lambda 4571 or permitted lines of Fe II are also discussed.

Earth Observatory Satellite system definition study. Report no. 3: Design/cost tradeoff studies. Appendix E: EOS program supporting system trade data. Part 2: System trade studies no. 9 - 19

The relative merits of several international data acquisition (IDA) alternatives for the Earth Observatory Satellite (EOS) are established and rated on a cost effectiveness basis. The primary alternatives under consideration are: (1) direct transmission to foreign ground stations, (2) a wideband video tape recorder system for collection of foreign data and processing and distribution from the United States, and (3) a tracking and data relay satellite (TDRS) system for the relay of foreign data to the United States for processing and distribution. A requirements model is established for the analysis on the basis of the heaviest concentration of agricultural areas around the world. The model, the orbit path and the constraints of EOS and data volume summaries are presented. Alternative system descriptions and costs are given in addition to cost-performance summaries.

Hybrid theory and calculation of e-N2 scattering

A theory of electron-molecule scattering was developed which was a synthesis of close coupling and adiabatic-nuclei theories. The theory is shown to be a close coupling theory with respect to vibrational degrees of freedom but is a adiabatic-nuclei theory with respect to rotation. It can be applied to any number of partial waves required, and the remaining ones can be calculated purely in one or the other approximation. A theoretical criterion based on fixed-nuclei calculations and not on experiment can be given as to which partial waves and energy domains require the various approximations. The theory allows all cross sections (i.e., pure rotational, vibrational, simultaneous vibration-rotation, differential and total) to be calculated. Explicit formulae for all the cross sections are presented.

Na-22, Ne-E, extinct radioactive anomalies and unsupported Ar-40

The possibility that the origin of extinct radioactivities depended on their living long enough for grains to form in the expanding nucleosynthetic envelope, rather than on their living long enough for meteorites to form, is examined. As an example, the interpretation of Na-22 as a detectable extinct radioactivity, with a half life of only 2.6 years, is explored and related to Ne-22 occurrence. Similar arguments involving He-4, Ar-40, K-40, K-41, and calcium, titanium, chromium, manganese, iron, nickel, and cobalt isotopes are briefly presented.
