Transuranic Waste Volume Reduction Methods for Los Alamos National Laboratory

Los Alamos National Laboratory (LANL, or the Lab) is one of the United States’ (U.S.) weapons complex nuclear security laboratories; it is owned by the Department of Energy (DOE) and operated by Triad National Security, LLC. LANL’s mission is to solve national security challenges through scientific excellence, which includes nuclear deterrence and stockpile stewardship. Such activities generate a variety of radioactive waste types, including transuranic (TRU) waste. The National Nuclear Security Administration (NNSA) is under a congressional mandate to produce no fewer than 80 plutonium pits per year by 2030 to meet Department of Defense requirements and support the nuclear deterrent. LANL is responsible for producing at least 30 pits per year by 2026, while the Savannah River Site will produce 50 pits per year by 2030. As of August 2018, the NNSA TRU waste inventory at LANL was at 53% capacity. In order to ensure the nuclear material missions are able to continue uninterrupted, the storage of TRU waste needs to remain below 60% of total capacity. As LANL increases production and prepares to meet the 30 pits per year goal, waste generation will increase substantially. Thus, there is a need to rejuvenate current infrastructure and implement TRU waste reduction methods in the coming years.

Enabling Principles for Dual Participation by Energy Storage as a Transmission and Market Asset

Because the electric transmission system is sized to meet the highest levels of customer demand, much of its designed capacity goes unused during average operating conditions. As a uniquely flexible and scalable asset capable of providing multiple grid services, energy storage can be deployed to support the transmission system and then also provide services to energy markets when not needed for transmission. This paper reviews the technical barriers in transmission planning practices and energy market design that prevent the realization of dual-use energy storage projects that provide both regulated transmission and competitive market services. Current practices create barriers against the identification of energy storage in the transmission planning process and against the participation of a regulated transmission asset in competitive energy markets. A review of regional transmission plans identifies best practices for including energy storage in the planning process by directing planners to proactively identify such projects or by providing clear mechanisms for stakeholders to propose them. Creating a market participation model for dual-use energy storage assets requires establishing when an asset will be allowed to participate in the market, how it will participate in the market, and where it will recover its costs. In answering these questions, key principles must be satisfied, such as prioritizing reliability, incrementally building on existing market design, and balancing competing objectives. Several policy options exist for satisfying those principles, giving grid operators and stakeholders significant flexibility in developing a dual-use participation model in accordance with regional policies and conditions. By objectively framing the issue and identifying policy options, this paper may inform subsequent proceedings on dual-use energy storage and be a resource to regional market operators, utilities, developers, regulators, policymakers, and other stakeholders as they collectively work on this complex issue.

Durable High-Power Membrane Electrode Assemblies with Low Pt Loading

Recent progress in developing and implementing Pt-alloy cathode catalysts and thin (10-15 micron) low resistance membranes has enabled high performance state of art (SOA) membrane electrode assembly (MEA) with low Pt loading. However, these high performing MEAs do not meet durability requirements, especially at peak power, because of complex degradation mechanisms that are sensitive to the materials, MEA design, and fuel cell operating strategy. Specifically, power degradation of the cathode occurs via Pt and Co dissolution as well as deterioration of O 2 transport properties. Additionally, thin membranes are subject to failure due to manufacturing defects in the adjacent gas diffusion media and electrodes and the formation of membrane-attacking radical species caused by high gas crossover. In this project led by General Motors LLC (GM), the objective was to enhance the durability of SOA MEA through optimization of operating conditions, instead of new materials development. Along with our project partners, we have mapped the impact of operating conditions on the durability of SOA MEA. Output of the project include a low Pt loading SOA MEA that exceeds Department of Energy (DOE) 2020 target of >1 W/cm 2 at rated power and pathway to achieve >5000 h of durability. Durability studies in the project provide a detailed understanding of failure modes and operating condition sensitivity on cathode and membrane failure, critical for defining operating conditions and hybridization strategies that can guide system controls to maximize low-Pt MEA life. The project also generated and validated degradation models that will provide future research direction, critical for guiding future cycles of automotive MEA development.

Representative-cell-based Modeling of HTTF in SAM

Although the current nuclear power market is primarily occupied by the light water reactors (LWRs), the TRISO-fueled helium-cooled graphite-moderated high temperature gas reactors (HTGRs) are drawing growing attention as the nuclear power industry marches towards more advanced systems. Compared to that of conventional LWRs, the thermal hydraulics of HTGR cores show extra complexity from their multi-scale heat transfer mechanisms with varying importance during different operation modes or transient stages. The modeling of HTGR cores for the system analysis purpose therefore faces the challenge of reaching reasonable fidelity and accuracy while maintaining sufficient simplicity. Previous development and validation efforts have demonstrated that a “2-D ring model” with reasonable performance can be implemented in the System Analysis Module (SAM) for prismatic HTGR cores. In the current project, an alternative modeling methodology based on “representative cells” is proposed for the typical prismatic core of HTGRs. Different from the previous ring model approach, the proposed methodology first separately models and then combines the small- and large-scale thermal conductions, by connecting representative local heat transfer units (cells) with effective core- wise thermal resistance. A modeling practice for an integral high-temperature test facility (HTTF) elaborates the modeling details. Steady-state validation of the resultant candidate model is performed against a higher-resolution benchmark from a 3D-1D coupled simulation, which shows satisfactory prediction with reasonably captured global parameters and well-represented temperature fields. A postulated pressurized conduction cooldown (PCC) is also simulated and analyzed, demonstrating the model’s capability of transient prediction with physically captured phenomena resolved in both small and large temporal and spatial scales. In general, the current work achieves a preliminary success in proposing a methodology using representative cells to model prismatic HTGR cores in SAM. Future efforts are envisioned with more validation activities and with potential modeling improvements to eventually achieve the high confidence on a high-fidelity robust modeling methodology with reasonable accuracy.

WISP: Watching grid Infrastructure Stealthily through Proxies (Final Technical Report)

The complex interdependencies of cyber systems (sensors and communications), physical grids and associated electricity market operations make protecting electric power grids a significant challenge. The energy sector is constantly under new, targeted, advanced and dangerous cyber-attacks that have the potential to result in the loss of human life. These threats are further exacerbated by our need to modernize the grid. One focus of cyber security research in smart grids is the securing of the SCADA system through advanced intrusion detection systems (IDS) and bad data detection algorithms in state estimation. These methods either require full knowledge of the system topology and parameters or fail to understand the physical behaviors under attack. WISP (Watching grid Infrastructure Stealthily through Proxies) is designed to provide additional protection to the power grid using only publicly available data. In particular, WISP exploits the spatio-temporal nature of the real time locational marginal prices (LMPs), in conjunction with other information such as bids, weather, outages and load data to analyze anomalous power pricing behaviors and then correlate those observations to localize regions of interest and identify potential cyber events. WISP is non-intrusive as the tool is deployed as a service in the Cloud or on premise and provides reliable information to system operators for enhanced situational awareness, without impeding energy delivery functions. The WISP technology comprises three modules: the data-driven anomaly detection core, the vulnerability and risk analysis and the root cause analysis. The data-driven anomaly detection core performs the tasks of feature selection, anomaly detection and attack region localization. The vulnerability and risk analysis module provides system level information of the vulnerable variables and times, assisting the operators in selecting monitoring and protection nodes. The root cause analysis module takes the detection results and identifies potential operational conditions that contribute to the detected anomalies. In Phase I, we have demonstrated the feasibility and effectiveness of WISP. We developed a realistic electricity market simulator capable of generating normal and attack market data under various operational conditions. We developed a series of cyber-attack detection and analysis algorithms and evaluated them under multiple data sources. Finally, we integrated all modules into an end-to-end software, providing functions for data management, data analytics and visualization. Specifically, we have achieved: (i) real-time data acceptance from external utility interfaces with >99% acceptance rate; (ii) high performance anomaly detection algorithms with >98% detection accuracy and <0.1% false alarm rate; and (iii) ultra-low computing delay <50 milliseconds. Additionally, our team developed algorithms to identify the vulnerable variables in electricity market operations and root cause analysis functions to identify major contributors to the price spikes. These ancillary modules are necessary when deploying WISP in real world industry environment. In Phase II, we have demonstrated the effectiveness of WISP software on realistic largescale power systems. We performed red team testing for the Phase I WISP software and identified software vulnerabilities and implemented corresponding mitigation solutions. We adapted the electricity market simulator for the Texas synthetic 2000-bus system and generated datasets for the false data injection attacks. We created database and visualization interfaces for the Texas system and the ISO New England system. We performed software optimization in terms of operation efficiency, computing speed and detection accuracy. Finally, we tested the software on the Texas system and the ISO New England system and evaluated the detection performance. Overall, we achieved above 89% detection rate, below 3% false alarm rate and below 37 seconds of end-to-end detection delay.

ACE: Proton beam upgrade plan at Fermilab

aFor Snowmass and P5, Fermilab recently proposed a new upgrade plan known as Accelerator Complex Evolution (ACE) to occur after PIP-II upgrade in tandem with DUNE/LBNF operation. The first phase of ACE, ACE-MIRT, is the ACE Main Injector Ramp and Targetry upgrade, which would raise the LBNF beam power from 1.2 MW to 2 MW by shortening the Main Injector cycle time to around 0.65s. The second phase of ACE, AC-BR, is the ACE Booster Replacement, which would replace the Booster with a new machine and achieve 2.4 MW for DUNE/LBNF. The implications for the Fermilab neutrino program and future experiments hosted at Fermilab will be discussed.

Abstract for CRADA between National Energy Technology Laboratory and Shell International Exploration & Production, Inc

Introducing CO₂ into geothermal systems as a working fluid in reservoirs can enhance geothermal conductivity, production, and pressure maintenance. A cross-disciplinary interaction of geothermal reservoir stimulation and CO₂ utilization satisfies renewable energy demands and operations that support sustainable energy infrastructure. Challenges to implementing CO₂-stimulated geothermal enhancement (CS-GE) include (1) accurately characterizing and imaging CO₂-stimulated geothermal reservoirs; (2) quantitatively inferring CS-GE evolution under current and future engineered conditions for cost effective operations; and (3) monitoring resources by improving observational methods to advance the understanding of complex geothermal systems for sweep efficiency and, ultimately, cost effectiveness. NETL and Shell will collaborate under this CRADA to develop software to image key features, including CO₂-stimulated fracture imaging, CO₂ fluid sweep imaging and heat transfer and exchange imaging by leveraging available datasets and applying advanced Artificial Intelligence/Machine Learning (AI/ML), multi-level data analytics and data/information fusion to better understand the comprehensive mechanisms of CO₂-stimulated geothermal systems.
