Trace Element Sampling and Partitioning Modeling to Estimate Wastewater Composition and Treatment Performance at Coal Generators

The coal combusted at coal-fired power plants (CFPPs) contains several trace elements that impact human heath if released to the environment. Effective combinations of air pollution control devices (APCDs) and water pollution control devices (WPCDs) are critical to reducing these impacts. This work sampled pulverized CFPPs owned and operated by Louisville Gas & Electricity – Kentucky Utilities (LGE-KU) during baseload and cycling conditions. Next, an open-source and easy-to-implement trace element partitioning model was developed using publicly available datasets, literature studies of trace element partitioning, and sampling data to estimate trace element partitioning in APCDs to the gas, liquid, and solid phases exiting CFPPs. These estimates of the liquid phase trace element concentration in FGD wastewater were then used to estimate trace element behavior in WPCDs and evaluate treated wastewater effluent concentrations for compliance with the Effluent Limitation Guidelines (ELG) for the Steam Electric Generating Sector. Finally, cost estimates were developed for established and emerging wastewater treatment trains to identify the most cost-effective approaches for ELG compliance.

(U) Correlated Sampling Using Batch Statistics to Reduce the Uncertainty of Combinations of KSEN Outputs with MCNP6

The relative sensitivity of k eff to the densities of nuclides in a material are combined to compute relative sensitivities to other inputs. When computed in a single Monte Carlo run, the nuclide density sensitivities are correlated, and the statistical uncertainties propagated to other inputs will be incorrect unless those correlations are accounted for. Equations are presented to apply correlated sampling using batch statistics for the sum of an arbitrary number of random tallies and the difference of two random tallies when each is multiplied by a different constant. When correlated sampling is used on a recent benchmark evaluation, the correct statistical uncertainties for certain combinations of sensitivities are dramatically smaller than the incorrect uncertainties. A user-controlled, regular output of MCNP6’s KSEN sensitivities that allows batch statistics to be applied to combinations would be extremely valuable.

Evaluating Optical Techniques to Characterize Solid State Samples for the Pu-238 Supply Program

This report documents steps that have been taken to establish advanced characterization capabilities for solid-state samples to support the 238 Pu Supply Program. The program has already invested significantly in spectroscopy and online monitoring development for liquid processes. Many of the data, analytical methods, and equipment could also be leveraged for the analysis of Np/Pu oxides and Np pellets to help classify material properties and link them to operations. The techniques described in this work include diffuse reflectance spectroscopy (DRS), Raman spectroscopy, and laser-induced breakdown spectroscopy (LIBS). Each technique is sensitive to various chemical and/or elemental species and can provide complimentary information to more standard methods such as powder x-ray diffraction and scanning electron microscopy. These options are remotely deployable via fiber-optic cables. DRS and Raman spectroscopy are already approved for glove box and hot cell work, but LIBS requires US Department of Energy approval for incorporation. Raman spectroscopy does require laser shielding, which means that DRS is the easiest method to implement. However, each technique provides complimentary data, and the most robust sample characterization could be achieved when all three, among other methods, are harnessed together. This report documents some of the progress made testing these capabilities, some of the challenges, and next steps to optimize the technology and integration strategies.

Hanford Waste Treatment Plant Low Activity Waste Facility Stack Effluent Monitoring: Sampling Probe Location Qualification Evaluation (Rev.1)

The Hanford Tank Waste Treatment and Immobilization Plant Low Activity Waste (LAW) facility stack monitor locations were qualified using scale model stacks to mitigate the risk of discovering that sampling locations do not meet the qualification criteria on the full-scale stacks. As required by the American National Standards Institute/Health Physics Society (ANSI/HPS) N13.1-1999 standard, the scale model and its sampling location were geometrically similar to the actual stack and the Reynolds numbers for both the actual and model stacks were >10,000. An additional criterion is that the product of the hydraulic diameter and mean velocity (DV) of the full-scale stack must be between 1/6 DV and 6 DV of the scale model stack tests. Verification tests of the LAW stacks were performed at normal operating conditions. The minimum 1/6 DV value, along with the maximum 6 DV value from the scale model testing, determines the range of stack flow rates for which the full-scale stack may be operated and remain in compliance with the stack verification criterion. For this analysis, the range of qualified flow rates listed is conservatively based on the average DV through 6 DV for LV-S1, LV-S2, and LV-C2, and 1/3 DV to 3 DV for LV-S3. Table S1 lists the operating flow rates along with the conservative lower and upper qualified stack flow rates for each of the LAW facility stacks. For each stack, the operating flow is below the upper qualified stack.
