CSP Design Study for Sandia National Laboratories and Kirtland Air Force Base

This report provides a design study to produce 100% carbon-free electricity for Sandia NM and Kirtland Air Force Base (KAFB) using concentrating solar power (CSP). CSP plant designs of 50 MW and 100 MW are assessed to meet the electricity needs of Sandia NM and/or KAFB. Probabilistic modeling is performed to evaluate inherent uncertainties in performance and cost parameters on total construction costs and the levelized cost of electricity. Estimated annual electricity production was ~200 – 300 GWh for the 50 MW plant and ~400 – 700 GWh for the 100 MW plant. The overnight construction costs ranged between ~$300M - $400M for the 50 MW CSP plant and between ~$500M - $800M for the 100 MW CSP plant. The heliostat field was the most significant subsystem cost, followed by the thermal energy storage, power cycle, and fixed operation and maintenance costs. Other considerations such as land availability and permitting, funding options, and interconnections are discussed.

A Review of Sociotechnical Approaches for Nuclear Power Plant Modernization

The current United States nuclear power plant fleet is in need of transforming the way work is performed to remain competitive with other electricity-generating sources. The use of new digital technologies can be applied to significantly reduce operating and maintenance costs. Recent research by the United States Department of Energy Light Water Reactor Sustainability Program has identified new opportunities to leverage advanced digital technologies to transform the way work is performed at existing plants. However, to ensure that the capabilities of people and advanced digital technologies are jointly optimized, a sociotechnical approach should be considered. This work explores recently introduced sociotechnical approaches to address the function allocation and data visualization considerations in the integration of new digital technologies to ensure safety, reliability, and maximizing the capabilities of proposed technological solutions that ensure the economic viability of the existing United States nuclear power plant fleet.

US Potable Water Reuse System Costs

This submission contains a set of U.S.-specific potable reuse capital and operations and maintenance (O&M) cost data ($2020) found in published presentations and reports from engineering consulting firms, utility and water agency press releases or websites, and literature. For any unbuilt facilities, the reported costs found in technical documents are mostly engineer estimates and may be subject to change as construction proceeds. This data set contains a mix of both facility specific and total capital costs, which include conveyance infrastructure. Note that this dataset does not include detailed cost breakdowns for each of the facilities. This submission also contains the sources used to build this dataset in pdf format.

Monte Carlo simulation by computer for life-cycle costing

Prediction of behavior and support requirements during the entire life cycle of a system enables accurate cost estimates by using the Monte Carlo simulation by computer. The system reduces the ultimate cost to the procuring agency because it takes into consideration the costs of initial procurement, operation, and maintenance.

Fuel cell technology program

The results of a solid polymer electrolyte fuel cell development program are summarized. A base line design was defined, and materials and components of the base line configuration were fabricated and tested. Concepts representing base line capability extensions in the areas of life, power, specific weight and volume, versatility of operation, field maintenance, and thermal control were identified and evaluated. Liaison and coordination with space shuttle contractors resulted in the exchange of engineering data.

Large-scale terrestrial solar cell power generation cost: A preliminary assessment

A cost study was made to assess the potential of the large-scale use of solar cell power for terrestrial applications. The incentive is the attraction of a zero-pollution source of power for wide-scale use. Unlike many other concepts for low-pollution power generation, even thermal pollution is avoided since only the incident solar flux is utilized. To provide a basis for comparison and a perspective for evaluation, the pertinent technology was treated in two categories: current and optimistic. Factors considered were solar cells, array assembly, power conditioning, site preparation, buildings, maintenance, and operation. The capital investment was assumed to be amortized over 30 years. The useful life of the solar cell array was assumed to be 10 years, and the cases of zero and 50-percent performance deg-radation were considered. Land costs, taxes, and profits were not included in this study because it was found too difficult to provide good generalized estimates of these items. On the basis of the factors considered, it is shown that even for optimistic projections of technology, electric power from large-sclae terrestrial use of solar cells is approximately two to three orders of magnitude more costly than current electric power generation from either fossil or nuclear fuel powerplants. For solar cell power generation to be a viable competitor on a cost basis, technological breakthroughs would be required in both solar cell and array fabrication and in site preparation.

Fuel cell technology program

A program to advance the technology for a cost-effective hydrogen/oxygen fuel cell system for future manned spacecraft is discussed. The evaluation of base line design concepts and the development of product improvements in the areas of life, power, specific weight and volume, versatility of operation, field maintenance and thermal control were conducted from the material and component level through the fabrication and test of an engineering model of the fuel cell system. The program was to be accomplished in a 13 month period.
