Redundancy management of electrohydraulic servoactuators by mathematical model referencing

A description of a mathematical model reference system is presented which provides redundancy management for an electrohydraulic servoactuator. The mathematical model includes a compensation network that calculates reference parameter perturbations induced by external disturbance forces. This is accomplished by using the measured pressure differential data taken from the physical system. This technique was experimentally verified by tests performed using the H-1 engine thrust vector control system for Saturn IB. The results of these tests are included in this report. It was concluded that this technique improves the tracking accuracy of the model reference system to the extent that redundancy management of electrohydraulic servosystems may be performed using this method.

Distribution Grid Management in the Presence of Distributed Energy Resources

The global concerns over climate change, government policies, and incentives in support of distributed energy resources (DERs) are accelerating the growth of DERs in distribution networks. The growth in DER penetration levels can create various issues such as over/under voltages, reverse power flows, overloading, and protection miscoordination. State-of-the-art grid automation solutions such as advanced distribution management systems (ADMS) and distributed energy resource management systems (DERMS) can leverage the DERs to improve distribution grid operations. The ADMS offers advanced grid management functions such as Volt-VAR optimization (VVO), fault management, and outage management to the distribution operator to improve situational awareness and optimize network operations. The DERMS solutions aggregate the small-scale BTM DERs to provide grid services including demand response, voltage regulation, and situational awareness. In this presentation, distribution grid management approaches in the presence of DERs using ADMS and DERMS will be discussed.

River Basin Export Reduction Optimization Support Tool; a tool to screen options for reducing nutrient loads while minimizing cost

Abstract Excess loading of nitrogen and phosphorus to river networks causes environmental harm, but reducing loads from large river basins is difficult and expensive. We developed a new tool, the River Basin Export Reduction Optimization Support Tool (RBEROST) to identify the least‐cost combinations of management practices that will reduce nutrient loading to target levels in downstream and mid‐network waterbodies. We demonstrate the utility of the tool in a case study in the Upper Connecticut River Basin in New England, USA. The total project cost of optimized lowest‐cost plans ranged from $18.0 million to $41.0 million per year over 15 years depending on user specifications. Plans include both point source and non‐point source management practices, and most costs are associated with urban stormwater practices. Adding a 2% margin of safety to loading targets improved the estimated probability of success from 37.5% to 99%. The large spatial scale of RBEROST, and the consideration of both point and non‐point source contributions of nutrients, make it well suited as an initial screening tool in watershed planning.

The real world and lunar base activation scenarios

A lunar base or a network of lunar bases may have highly desirable support functions in a national or international program to explore and settle Mars. In addition, He-3 exported from the Moon could be the basis for providing much of the energy needs of humankind in the twenty-first century. Both technical and managerial issues must be addressed when considering the establishment of a lunar base that can serve the needs of human civilization in space. Many of the technical issues become evident in the consideration of hypothetical scenarios for the activation of a network of lunar bases. Specific and realistic assumptions must be made about the conduct of various types of activities in addition to the general assumptions given above. These activities include landings, crew consumables, power production, crew selection, risk management, habitation, science station placement, base planning, science, agriculture, resource evaluation, readaptation, plant activation and test, storage module landings, resource transport module landings, integrated operations, maintenance, Base 2 activation, and management. The development of scenarios for the activation of a lunar base or network of bases will require close attention to the 'real world' of space operations. That world is defined by the natural environment, available technology, realistic objectives, and common sense.

Integrated risk/cost planning models for the US Air Traffic system

A prototype network planning model for the U.S. Air Traffic control system is described. The model encompasses the dual objectives of managing collision risks and transportation costs where traffic flows can be related to these objectives. The underlying structure is a network graph with nonseparable convex costs; the model is solved efficiently by capitalizing on its intrinsic characteristics. Two specialized algorithms for solving the resulting problems are described: (1) truncated Newton, and (2) simplicial decomposition. The feasibility of the approach is demonstrated using data collected from a control center in the Midwest. Computational results with different computer systems are presented, including a vector supercomputer (CRAY-XMP). The risk/cost model has two primary uses: (1) as a strategic planning tool using aggregate flight information, and (2) as an integrated operational system for forecasting congestion and monitoring (controlling) flow throughout the U.S. In the latter case, access to a supercomputer is required due to the model's enormous size.

MCS+: An Efficient Algorithm for Crawling the Community Structure in Multiplex Networks

In this article, we consider the problem of crawling a multiplex network to identify the community structure of a layer-of-interest. A multiplex network is one where there are multiple types of relationships between the nodes. In many multiplex networks, some layers might be easier to explore (in terms of time, money etc.). We propose MCS+, an algorithm that can use the information from the easier to explore layers to help in the exploration of a layer-of-interest that is expensive to explore. We consider the goal of exploration to be generating a sample that is representative of the communities in the complete layer-of-interest. This work has practical applications in areas such as exploration of dark (e.g., criminal) networks, online social networks, biological networks, and so on. For example, in a terrorist network, relationships such as phone records, e-mail records, and so on are easier to collect; in contrast, data on the face-to-face communications are much harder to collect, but also potentially more valuable. We perform extensive experimental evaluations on real-world networks, and we observe that MCS+ consistently outperforms the best baseline—the similarity of the sample that MCS+ generates to the real network is up to three times that of the best baseline in some networks. We also perform theoretical and experimental evaluations on the scalability of MCS+ to network properties, and find that it scales well with the budget, number of layers in the multiplex network, and the average degree in the original network.

Issues for the integration of satellite and terrestrial cellular networks for mobile communications

Satellite and terrestrial cellular systems naturally complement each other for land mobile communications, even though present systems have been developed independently. The main advantages of the integrated system are a faster wide area coverage, a better management of overloading traffic conditions, an extension to geographical areas not covered by the terrestrial network and, in perspective, the provision of only one integrated system for all mobile communications (land, aeronautical, and maritime). To achieve these goals, as far as possible the same protocols of the terrestrial network should be used also for the satellite network. Discussed here are the main issues arising from the requirements of the main integrated system. Some results are illustrated, and possible future improvements due to technical solutions are presented.

Water-management model in Florida from LANDSAT-1 data

A prototype data acquisition and dissemination network and its effectiveness in improving and/or solving hydrologic problems in southern Florida are evaluated. The network utilized LANDSAT MSS imagery and in situ monitoring by LANDSAT-DCS. Results show water level and rain fall measurements were collected and disseminated in less than two hours, a significant improvement over conventional methods which took up to two months. Improved network performance has also aided the development of water budgets and water distribution to the people, funa, and flora in the area. Imagery from LANDSAT was also found to enhance the utility of ground measurements.

Finding diverse ways to improve algebraic connectivity through multi-start optimization

The algebraic connectivity, also known as the Fiedler value, is a spectral measure of network connectivity that can be increased through edge addition. We present an algorithm for producing many diverse ways to add a fixed number of edges to a network to achieve a near optimal Fiedler value. Previous Fielder value optimization algorithms (i.e. the greedy algorithm) output only one solution. Obtaining a single solution is rarely good enough for real-world network redesign problems, as practical constraints (political, physical or financial) may prevent implementation. Our algorithm takes a multi-start optimization approach, adding a random initial edge and then applies a greedy heuristic to improve the Fiedler value. The random choice moves us to a new region of the search space, enabling discovery of diverse solutions. Additionally, we present a Determinantal Point Process framework for quantifying diversity. We then apply a Markov chain Monte Carlo technique to sift through the large number of output solutions and locate a smaller, more manageable collection of highly diverse solutions that can be presented to network redesign engineers. We demonstrate the effectiveness of our algorithm on real-world graphs with varied structures.

Technologies for Networked Enabled Operations

Current point-to-point data links will not scale to support future integration of surveillance, security, and globally-distributed air traffic data, and already hinders efficiency and capacity. While the FAA and industry focus on a transition to initial system-wide information management (SWIM) capabilities, this paper describes a set of initial studies of NAS network-enabled operations technology gaps targeted for maturity in later SWIM spirals (201 5-2020 timeframe).

Authentication of smart grid communications using quantum key distribution

Smart grid solutions enable utilities and customers to better monitor and control energy use via information and communications technology. Information technology is intended to improve the future electric grid’s reliability, efficiency, and sustainability by implementing advanced monitoring and control systems. However, leveraging modern communications systems also makes the grid vulnerable to cyberattacks. Here we report the first use of quantum key distribution (QKD) keys in the authentication of smart grid communications. In particular, we make such demonstration on a deployed electric utility fiber network. The developed method was prototyped in a software package to manage and utilize cryptographic keys to authenticate machine-to-machine communications used for supervisory control and data acquisition (SCADA). This demonstration showcases the feasibility of using QKD to improve the security of critical infrastructure, including future distributed energy resources (DERs), such as energy storage.

Message Mode Operations for Spacecraft: A Proposal for Operating Spacecraft During Cruise and Mitigating the Network Loading Crunch

The NASA Deep Space Network (DSN) is a world-class spacecraft tracking facility with stations located in Spain, Australia and USA, servicing Deep Space Missions of many space agencies. The current system of scheduling spacecraft during cruise for multiple 8 hour tracking sessions per week currently leads to an overcommitted DSN. Studies indicate that future projected mission demands upon the Network will only make the loading problem worse. Therefore, a more efficient scheduling of DSN resources is necessary in order to support the additional network loading envisioned in the next few years: The number of missions is projected to increase from 25 in 1998 to 34 by 2001. In fact given the challenge of the NASA administrator, Dan Goldin, of launching 12 spacecraft per year, the DSN would be tracking approximately 90 spacecraft by 2010. Currently a large amount of antenna time and network resources are subscribed by a project in order to have their mission supported during the cruise phase. The recently completed Mars Pathfinder mission was tracked 3 times a week (8 hours/day) during the majority of its cruise to Mars. This paper proposes an innovative approach called Message Mode Operations (MMO) for mitigating the Network loading problem while continuing to meet the tracking, reporting, time management, and scheduling requirements of these missions during Cruise while occupying very short tracking times. MMO satisfies these requirements by providing the following services: Spacecraft Health and Welfare Monitoring Service Command Delivery Service Adaptive Spacecraft Scheduling Service Orbit Determination Service Time Calibration Service Utilizing more efficient engineering telemetry summarization and filtering techniques on-board the spacecraft and collapsing the navigation requirements for Doppler and Range into shorter tracks, we believe spacecraft can be adequately serviced using short 10 to 30 minute tracking sessions. This claim assumes that certain changes would have to he made in the way the Network traditionally services missions in Cruise. Furthermore, limiting spacecraft to short sessions will free up larger blocks of time in the tracking schedule to help accommodate future tracking demands soon to be placed upon the Network. This paper describes the key characteristics and benefits of MMO, the operational scenarios for its use, the required changes to the ground system in order to make this approach feasible and the results of two simulations: 1) to determine the effects of MMO on projected mission loading on the DSN and, 2) to determine the effect MMO has on spacecraft orbit determination.

Access Control of Web- and Java-Based Applications

Cybersecurity has become a great concern as threats of service interruption, unauthorized access, stealing and altering of information, and spreading of viruses have become more prevalent and serious. Application layer access control of applications is a critical component in the overall security solution that also includes encryption, firewalls, virtual private networks, antivirus, and intrusion detection. An access control solution, based on an open-source access manager augmented with custom software components, was developed to provide protection to both Web-based and Javabased client and server applications. The DISA Security Service (DISA-SS) provides common access control capabilities for AMMOS software applications through a set of application programming interfaces (APIs) and network- accessible security services for authentication, single sign-on, authorization checking, and authorization policy management. The OpenAM access management technology designed for Web applications can be extended to meet the needs of Java thick clients and stand alone servers that are commonly used in the JPL AMMOS environment. The DISA-SS reusable components have greatly reduced the effort for each AMMOS subsystem to develop its own access control strategy. The novelty of this work is that it leverages an open-source access management product that was designed for Webbased applications to provide access control for Java thick clients and Java standalone servers. Thick clients and standalone servers are still commonly used in businesses and government, especially for applications that require rich graphical user interfaces and high-performance visualization that cannot be met by thin clients running on Web browsers

Hybrid Resources: Challenges, Implications, Opportunities, and Innovation

The electric power system has historically been designed to provide reliable energy to loads by using a relatively small number of well-understood generators. The distinction between load, generation, and transmission resources has been quite clear. Most of the responsibility for planning and operating a system - building a highly reliable network from less reliable parts - has been with the system manager, whether that be a utility, a regional market operator, or some similar entity. Given this historical context, many experts were initially perplexed by the rapidly growing popularity of hybrid resources, which combine multiple technologies into a single entity. Rather than depending on a system operator to provide instructions to individual technologies, hybrid resources intentionally take on more operational responsibility by optimizing and scheduling their combined functions. Interconnection queues in many regions reveal a large and growing interest in hybrids, suggesting that project developers and investors see them as providing advantages.
