RACEE Energy Efficiency Implementation for Holy Cross, Alaska (Final Report)

The Deg Hit’an Athabascan village of Holy Cross is located along the Ghost Creek Slough bank of the Yukon River. Holy Cross is home to almost 170 people who are accustomed to both the advantages and disadvantages of living off the road system - the nearest major road is some 300 miles to the east. On one hand, Holy Cross residents have greater access to practicing traditional activities like subsistence hunting and fishing. Families in the area have fished, hunted, and gathered food together for many generations and the land is imbued with this special history. But compared to Alaskans living on the road system, the residents of Holy Cross pay higher prices for basic necessities since goods are transported via air service and seasonal barge shipments. Holy Cross residents also accumulate higher energy costs, as diesel fuel is the primary fuel source for heating and lighting and costs over $\$6$ per gallon. Affording these high living costs becomes a barrier for Holy Cross residents who want to stay in the village or participate in subsistence activities requiring transportation by boat or ATV.

GIS-Based Graphical User Interface Tools for Analyzing Solar Thermal Desalination Systems & High-Potential Implementation

This project developed a user-friendly, open-source, software that enables a comparative evaluation of solar thermal desalination technology options and employs geospatial data layers to identify regions of high-potential for solar thermal desalination. This was accomplished by integrating solar models with desalination models and enhancing their utility by providing GIS-based data inputs. The developed Solar Energy Desalination Analysis Tool (SEDAT) enables techno-economical evaluation of desalination technologies and selection of regions with the highest potential for using solar energy to power desalination plants. It simplifies the planning, design, and valuation of solar thermal and solar hybrid desalination systems in the U.S. and worldwide. SEDAT uses Dash for integrating various layers of large volumes of GIS data with Python-based models of solar energy generation and desalination technologies. It derives time-series of energy generation and water production, with details of plant performance and suggestions for improving the solar-desalination coupling. It is a one of-a-kind tool of analysis representing a definitive advancement in the state-of-the-art. Of solar desalination modeling This report summarizes the various phases of the tool’s development, and presents examples of the results.

Considerations for Department of Defense Implementation of Zero-Emission Vehicles and Charging Infrastructure

This guide provides a roadmap to comply with Executive Order (EO) 14057 requirements and transition to a zero-emission vehicle (ZEV) fleet efficiently and quickly. EO 14057 on Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability requires the Department of Defense (DoD) to transition its non-tactical vehicles to a 100% ZEV fleet, including 100% of light-duty acquisitions by 2027 and 100% of medium- and heavy-duty acquisitions by 2035. The report covers planning for ZEVs and electric vehicle supply equipment (EVSE), roles and responsibilities of key stakeholders in designing EVSE, and execution issues including acquisition, installation, and ongoing fleet management.

Implementation Strategy - Efficiency Standards and Labeling Programs in Uganda

In 2016, the development of an Energy Efficiency Roadmap (USAID, 2017) undertaken by Agency for International Development (USAID) showed that an energy-saving potential of 310 MW by 2030 was possible at a cost lower than the current supply of electricity. However, the energy efficiency potential is spread out across many technologies and requires the establishment of enabling policies to stimulate efficient use of energy. Chief among these is the establishment of energy- efficiency standards and labeling (EESL) for electric equipment as indicated by Uganda national energy policy legislation (MEMD, 2002). This report first includes an assessment of energy consumption in the residential sector to identify priority products of focus for the EESL program followed by an assessment of the legal and administrative capacity needs of Ugandan institutions to operate and enforce Uganda’s EESL program.

Implementation of ASHRAE Guideline 36 Control Logic into Oak Ridge National Laboratory (ORNL)’s Flexible Research Platform (FRP)

This report presents the initial field test procedure and results for ASHRAE Guideline 36 control logic. The US Department of Energy’s Oak Ridge National Laboratory’s (ORNL’s) two-story Flexible Research Platform (FRP-2) was selected as a test building. The rooftop unit (RTU) system serves as the building’s primary cooling system, and each variable air volume (VAV) box with an electric reheat coil serves as the building’s heating system along with RTU gas furnace. In this study, the control for the RTU and VAV box adopted the practical control sequences from ASHRAE Guideline 36-2018: High-Performance Sequences of Operation. Each story of the FRP-2 building has 5 office zones (thermal zones), for a total of 10 zones.

Recommendations for Radiological Data Assessment Implementation

Since thorough verification, validation, and data quality assessment (DQA) processes may delay incident commanders and elected and appointed officials from making key decisions, the U.S. Department of Homeland Security (DHS) National Urban Security Technology Laboratory (NUSTL) tasked Pacific Northwest National Laboratory (PNNL) to develop tools and guidance for the federal, state, local, tribal, and territorial (FSLTT) responders using research, discussions with select FSLTT responders, and the experiences of subject matter experts in incident response. This report provides NUSTL with recommendations on best practices for verification, validation, and data quality assessment for the data collected by responders during a radiological or nuclear event. The purpose of this report is to inform the development of a DQA toolkit aimed at the needs of data assessors during the response to a radiological incident.

Regional Oscillation Source Localization: Implementation in the ESAMS Tool

In recent years, utilities have made great strides in the use of high-speed wide-area measurements collected from within their footprints. However, it is increasingly clear that analyses at wider scales are needed. On January 11, 2019 an oscillation with significant amplitude observable across the Eastern Interconnection persisted for approximately 18 minutes. The generator responsible for the oscillation was only identified after it tripped itself offline. This event, along with several other similar events, demonstrated the need for increased coordination among utilities to effectively mitigate system-wide oscillations and avoid unnecessary or detrimental operator actions. In response to this need, the Eastern Interconnection Situational Awareness Monitoring System (ESAMS) was upgraded to allow the region where an oscillation is originating to be identified. This report documents the algorithms developed for this task and describes how they were integrated into the ESAMS tool. Results from simulation- and measurement-based tests demonstrate the reliability of the approaches.

Bypass Flow Model Implementation for VERA BWR

The Virtual Environment for Reactor Applications (VERA) has been developed by the Consortium for Advanced Simulation of LWRs (CASL) over the past 10 years to address difficult problems facing commercial light-water reactors (LWRs). VERA comprises several high-fidelity physics packages, each of which models a different aspect of the reactor. These individual pieces are then linked to provide a fully coupled multiphysics solution for various LWR analyses.
