Accelerating the commercialization on new technologies

It is suggested that federal programs for hastening the adoption of alternative energy sources must operate within the free market structure. Five phases of the free market commercialization process are described. Federal role possibilities include information dissemination and funding to stimulate private sector activities within these five phases, and federally sponsored procedures for accelerating commercialization of solar thermal small power systems are considered.

Assessment of Carbon Fiber Electrical Effects

The risks associated with the use of carbon fiber composites in civil aircraft are discussed along with the need for protection of civil aircraft equipment from fire-released carbon fibers. The size and number of carbon fibers released in civil aircraft crash fires, the downwind dissemination of the fibers, their penetration into buildings and equipment, and the vulnerability of electrical/electronic equipment to damage by the fibers are assessed.

Large-scale fiber release and equipment exposure experiments

Outdoor tests were conducted to determine the amount of fiber released in a full scale fire and trace its dissemination away from the fire. Equipment vulnerability to fire released fibers was assessed through shock tests. The greatest fiber release was observed in the shock tube where the composite was burned with a continuous agitation to total consumption. The largest average fiber length obtained outdoors was 5 mm.

Line-focus concentrating collector program

The Line-Focus Concentrating Collector Program has emphasized the development and dissemination of concentrating solar technology in which the reflected sunlight is focused onto a linear or line receiver. Although a number of different types of line-focus concentrators were developed, the parabolic trough has gained the widest acceptance and utilization within the industrial and applications sectors. The trough is best applied for application scenarios which require temperatures between 140 and 600 F. Another concept, the bowl, is investigated for applications which may require temperatures in the range between 600 and 1200 F. Current technology emphases are upon the reduction of system installation cost and the implementation of production oriented engineering.

Sulfur Isotropic Studies of Archean Slate and Graywacke from Northern Minnesota: Evidence for the Existence of Sulfate Reducing Bacteria

Sulfur isotopic studies of pyrite from metasediments in the 2.6 b.y. old Deer Lake greenstone sequence, Minnesota, were conducted in order to evaluate the possible importance of sulfate reducing bacteria in sulfide formation. Pyrite occurs as ovules up to 2 cm in diameter within graphitic slates, and as fine disseminations in metagraywacke units. SEM studies indicate the pyrite is framboidal in morphology. Delta notation values of pyrite from the Deer Lake sediments range from -2.3 to 11.1 0/00, with a peak at approximately +2 o/oo. Isotopic data is consistent with either high temperature inorganic reduction of circulating seawater sulfate, or low temperature bacterial reduction. However, the lack of sulfide bands or massive occurrences in the sediments, the restriction of pyrite mineralization to the sediments, and the absence of evidence for hot spring activity suggest that a diagenetic origin of pyrite is more feasible. Sulfide in such an environment would be produced principally by the action of sulfate reducing bacteria.

The economic basis for national science and technology policy

National science and technology policy is concerned with societal choices with respect to the rate and directions of technological change and the adoption and use of new technology in society. Such policy choices occur primarily in connection with management of the creation, dissemination, and use of scientific and technical information. Two categories of policy instruments discussed are market-oriented approaches, and direct public action. Possibilities for increased use of market-oriented approaches that can provide benefits to society in the form of an increased rate of innovation and of more 'appropriate' technology, better suited to the needs of consumers are indicated.

T and F comparisons via broadcasting satellite and navigation technology satellite

The preliminary time/frequency dissemination experiments were made using the BSE. In order to establish the technique of the doppler shift canceling, the phase control servo including the satellite link and the precompensating frequency control using the measured values or using the orbital data of the satellite are tested. The amount of the residual doppler shift at the control station can be reduced to the order of 1 part in 10 to the 12th power or less by use of the first and the second methods. The method using the orbit data is expected to give a control capability of a few parts in 10 to 11th power. Thus, the maximum value of the doppler shift at the farther most place of the country is estimated to be + or - 2 x 10 to the -10 power without any correction. The experiment of the international time comparison via the NTS 1 was made for about one year since October 1978. The data of time difference between UTC(USNO) and UTC(RRL) are in good agreement with those via the portable clock of the USNO. By applying the correction for ionospheric delay the standard deviation of the data can be reduced to about one-half.

Microprocessor user support at Langley Research Center

The use of microprocessors pose significant problems including: (1) a long learning process for proficient use of microprocessors; (2) the requirement for extensive support in both hardware and software; and (3) the need for coordination and sharing of the creative effort to avoid unnecessary duplication. To address these problems, Langley Research Center has established a microprocessor users committee to provide an advisory interface for management and users, and is training microprocessor users. A newsletter is published to disseminate information among microprocessor users. Both cross software on the central computer complex and microprocessor development systems are used to support the design of microprocessor based systems. Each of these activities is reviewed with special emphasis given to the microprocessor support available from the central computer complex. The effectiveness of the approach being taken at Langley is assessed and specific hardware and software development efforts that are targeted toward enhancing the existing microprocessing support are discussed.

Study of adaptive methods for data compression of scanner data

The performance of adaptive image compression techniques and the applicability of a variety of techniques to the various steps in the data dissemination process are examined in depth. It is concluded that the bandwidth of imagery generated by scanners can be reduced without introducing significant degradation such that the data can be transmitted over an S-band channel. This corresponds to a compression ratio equivalent to 1.84 bits per pixel. It is also shown that this can be achieved using at least two fairly simple techniques with weight-power requirements well within the constraints of the LANDSAT-D satellite. These are the adaptive 2D DPCM and adaptive hybrid techniques.
