Building a Clean Energy Workforce: Best Practices for State Energy Offices

As federal investments into the clean energy economy are underway, State Energy Offices (SEOs) are engaging in efforts to grow the workforce through the creation and/or funding of workforce initiatives that recruit, train and support pathways into energy efficiency and clean energy jobs. This report provides a summary of clean energy workforce development best practices, supplemented by case studies and lessons learned from several SEOs that showcase these strategies in practice. SEOs can reference this resource as they implement, manage, oversee, and/or evaluate efforts their offices are undertaking through various federally funded programs.

Fermilab VALOR Program

The Veteran Applied Laboratory Occupational Retraining (VALOR) Program is an expansion of Fermilab’s established VetTech internship program originally initiated in 2016. The enhanced program seeks to recruit, hire, train, and retain veterans and transitioning service members by providing multiple entry points for full time STEM-based careers at Fermilab. VALOR is comprised of four paid internships/apprenticeships supplemented by professional development opportunities.

Missing-Data Nonparametric Coherency Estimation

Chave recently proposed an estimator for multitaper spectral density where the time series contains missing values. In this article we generalize this technique to a multitaper estimator of coherence and phase and show that one can also obtain bootstrapped confidence intervals. Additionally, we give two examples. The first is a toy example in which the true coherence is known. In the second example we show that the multitaper missing-data coherence estimator computed on real data with a single gap comprising 11% of the data outperforms the Daniell-smoothed coherence estimator where there are no gaps. The case where the two time series have different missing indices is also discussed.

Conservation of beneficial microbes between the rhizosphere and the cyanosphere

Summary Biocrusts are phototroph‐driven communities inhabiting arid soil surfaces. Like plants, most photoautotrophs (largely cyanobacteria) in biocrusts are thought to exchange fixed carbon for essential nutrients like nitrogen with cyanosphere bacteria. Here, we aim to compare beneficial interactions in rhizosphere and cyanosphere environments, including finding growth‐promoting strains for hosts from both environments. To examine this, we performed a retrospective analysis of 16S rRNA gene sequencing datasets, host–microbe co‐culture experiments between biocrust communities/biocrust isolates and a model grass ( Brachypodium distachyon ) or a dominant biocrust cyanobacterium ( Microcoleus vaginatus ), and metabolomic analysis. All 18 microbial phyla in the cyanosphere were also present in the rhizosphere, with additional 17 phyla uniquely found in the rhizosphere. The biocrust microbes promoted the growth of the model grass, and three biocrust isolates ( Bosea sp._L1B56, Pseudarthrobacter sp. _ L1D14 and Pseudarthrobacter picheli_ L1D33) significantly promoted the growth of both hosts. Moreover, pantothenic acid was produced by Pseudarthrobacter sp._L1D14 when grown on B . distachyon exudates, and supplementation of plant growth medium with this metabolite increased B . distachyon biomass by over 60%. These findings suggest that cyanobacteria and other diverse photoautotrophic hosts can be a source for new plant growth‐promoting microbes and metabolites.

U.S. Hydropower Workforce: Challenges and Opportunities

Over the past four years, the National Renewable Energy Laboratory (NREL) has engaged with the hydropower industry, academia, and students to understand the perspectives and challenges of the U.S. hydropower workforce. This engagement and research were sponsored by the U.S. Department of Energy's (DOE's) Water Power Technologies Office as part of an NREL-led project—Water Power Science, Technology, Engineering, and Mathematics (STEM) to Workforce—which has the goal of developing tools and programs to strengthen the water power workforce pipeline. This report shares findings from that research and provides an update on U.S. hydropower workforce trends as a follow-on to NREL's 2019 report, Workforce Development for U.S. Hydropower: Key Trends and Findings (Keyser and Tegen 2019). Recent data from NREL, the Hydropower Foundation's survey efforts, and the hydropower industry are presented.

Case Study - Intentional Inclusion: How embedding inclusion into the fabric of Idaho National Laboratory positioned the organization for a sustainable future

Idaho National Laboratory, a Department of Energy national laboratory headquartered in Idaho Falls, Idaho, set out to embed inclusion into every aspect of its organization. The goal was to ensure the laboratory is a place where everyone feels they are valued, belong and can bring their best selves to work each day. The laboratory viewed inclusion as a journey in which a consistent, collective commitment to intentional decision-making and incremental progress ultimately achieves amazing results. INL’s intentional inclusion strategy has allowed the organization to: • Retain and build a next-generation workforce to transform the world’s energy future and secure the nation’s most critical infrastructure. • Lead inclusively through individual, team-based, and labwide actions that elevate organizational effectiveness. • Grow laboratory cultural acumen by establishing a clear connection between inclusion and mission success. This case study shares how INL brought employees along on the inclusion journey and inspired everyone to keep moving forward together.
