FY 2023 Idaho National Laboratory Site Sustainability Plan

The mission of the Department of Energy (DOE) is to ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. This FY 2022 Idaho National Laboratory Site Sustainability Plan (SSP) was developed to enable and sustain Idaho National Laboratory’s (INL’s) mission to discover, demonstrate, and secure innovative nuclear solutions, clean energy options, and critical infrastructure. DOE Order 436.1, “Departmental Sustainability,” provides requirements and assigns responsibilities for managing sustainability within DOE to ensure that DOE missions are carried out in a sustainable manner, to institute wholesale cultural change to factor sustainability into all DOE decisions, and to ensure DOE achieves sustainability goals. DOE Order 436.1 also requires DOE sites to commit appropriate personnel resources, establish a financing plan that prioritizes the use of life-cycle cost effective private-sector financing, optimize the application of appropriations and budgeted funds, and establish specific performance measures and deliverables designed to achieve the listed requirements. The SSP was developed according to the narrative requirements from the “FY 2022 DOE Site Sustainability Plan Guidance” document issued in September 2021. The SSP contains strategies and activities that will lead to continual energy, water, and waste reductions that move the INL site toward meeting DOE sustainability goals and requirements. The SSP summarizes energy and available fuel use reporting requirements and references criteria for instituting sustainable design. SSP requirements are integrated into each INL site contractor’s Integrated Safety Management System and Environmental Management System (EMS). Finally, the Sustainability Program directives, based on this SSP, are integrated into INL/LTD-21-62463, Annual Laboratory Plan 2021, and operations and acquisition systems.

INL High-Performance and Sustainable Building Strategy

High-performance buildings are reliable, cost effective, and sustainable structures that minimize energy and water use, reduce solid waste and pollutant emissions, and limit the depletion of natural resources. High-performance buildings also provide a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) is the nation’s premier nuclear energy research laboratory, the physical infrastructure requires continual updating and repurposing to help accomplish that mission. INL’s infrastructure must incorporate high-performance sustainable design features to be fiscally responsible and reflect an image of innovation to the public and prospective employees. INL is a large consumer of energy with annual energy costs exceeding $16M. This High-Performance and Sustainable Building Strategy will help engineering and construction project teams design sustainable facilities, reduce life cycle operating costs, and support the INL net-zero plan while providing INL employees with a safe and healthy working environment. With these goals in mind, the recommendations described in this document are intended to form INL’s foundation for sustainable and high-performance building standards. This strategy incorporates the latest federal and Department of Energy (DOE) orders and directives, including DOE Order 436.1A, “Departmental Sustainability,” the DOE Sustainability Plan (SP), the INL Site Sustainability Plan (SSP), and Code of Federal Regulations (CFR). This document identifies the requirements of the “Guiding Principles for Sustainable Federal Buildings” (Guiding Principles) and briefly highlights the Leadership in Energy and Environmental Design (LEED) Gold certification. LEED Gold certification can be used to meet many of the requirements of the Guiding Principles.

Event detection unit

An event detection unit (EDU) for detecting an explosive event is provided. The EDU includes different types of sensors for measuring characteristics of an explosive event. The EDU includes an event notification component. The EDU also includes a processor that receives a measurement from the sensors and generates a combined non-event probability and a combined event probability based on that measurement that indicates a likelihood that an explosive event has not occurred or has occurred. The processor determines whether an explosive event has occurred based on the non-event probabilities and event probabilities. When an explosive event has been determined to occur, the processor directs the event notification component to output a notification that an explosive event has occurred.

NIRP Core Software Suite v.5.1

SAND2023-06610O The Nuclear Incident Response Program (NIRP) Core Software Suite is a set of code that supports multiple applications. It includes miscellaneous base code for data objects, mathematic equations, and user interface components that are used for developing large applications, including those used for data management. Among the types of applications: • Analyst Manager is used for managing contact information, which is also often included in reports and identifies the owners of calculations. • Radionuclide Viewer provides access to the Dose Coefficient File Package (DCFPAK) radiological data, and it complements the Mixture Manager tool. • Mixture Manager creates and manages radionuclides mixtures that are commonly used in other applications. • High Explosive Manager manages explosives and properties. • Chart Viewer is used for data charts such as meteorology charts and other charts specific to data needs. • Unit Converter converts numeric values to/from different units. This package includes object-oriented base code such as data objects describing the date, time, and location of an event; weather conditions; data types that support predefined ranges of values; a unit library, and others. The package also includes mathematic equations such as determining the distance between two points; erf functions; factorial functions; incidence fractions of probit curves; and others. Other features are customized user interface components for text fields; unit selectors (combo boxes); menus; panels; bug-tracking; and automated checks for software updates.
