Associative ionization of N/2D/ and O

Recent laboratory measurements have shown that N(2P) atoms, and thus probably hot N(2D) atoms, will recombine with atomic oxygen via an associative ionization process at the gas kinetic rate. In the present paper the likelihood of the associative ionization of N(2D) and O playing a significant role in the normal ionosphere is investigated in the light of several recent studies. It is concluded that the associative ionization process is not an important factor and that a more probable cause for disagreements in the various determinations of the recombination coefficient, is the difference in excited states of the ions in the various experiments.

A connection between block and convolutional codes

Convolutional codes of any rate and any constraint length give rise to a sequence of quasi-cyclic codes. Conversely, any quasi-cyclic code may be convolutionally encoded. Among the quasi-cyclic codes are the quadratic residue codes, Reed-Solomon codes and optimal BCH codes. The constraint length K for the convolutional encoding of many of these codes (Golay, (48, 24) QR, etc.) turns out to be surprisingly small. Thus using the soft decoding techniques for convolutional decoding, a new maximum likelihood decoding algorithm for many block codes is established. Conversely an optimal quasi-cyclic code will yield a convolutional encoding with optimal local properties and therefore with good infinite convolutional coding properties.

Review of the Lightning Strike Incident at Launch Complex 37 on July 27, 1967, and Comparison to a Gemini Lightning Strike

The Launch Complex 37 lightning strike of July 27, 1967, was reviewed and compared to a similar incident on the Gemini Program. Available data indicate little likelihood of damaging currents having been present in SA-204 Launch Vehicle or the ground equipment during the July 27th incident. Based on the results of subsystem and system testing after the strike, anticipated results of future testing, the six months elapsed time between the strike-and launch, and the fact that much of the critical airborne electrical/electronic equipment has been removed since the strike for other reasons, no new actions are considered necessary at this time in the Gemini case, significant failures occurred in both airborne and ground circuits. Due to the resultant semi, condlictor uncertainty, and the relatively' short time prior to planned launch, all critical airborne components containing semiconduetors were replaced, and a sophisticated data comparison task was implemented.

Comparison of stability and control parameters for a light, single-engine, high-winged aircraft using different flight test and parameter estimation techniques

The longitudinal and lateral stability and control parameters for a high wing, general aviation, airplane are examined. Estimations using flight data obtained at various flight conditions within the normal range of the aircraft are presented. The estimations techniques, an output error technique (maximum likelihood) and an equation error technique (linear regression), are presented. The longitudinal static parameters are estimated from climbing, descending, and quasi steady state flight data. The lateral excitations involve a combination of rudder and ailerons. The sensitivity of the aircraft modes of motion to variations in the parameter estimates are discussed.

Estimating crop proportions from remotely sensed data

The classification/pixel-count method for estimating the proportion of wheat in each segment is theoretically biased even if all distributional assumptions are met. Alternative ways to estimate crop proportions are examined and their performance testing is considered. Topics covered include general linear functional estimates, the method of moments, and maximum likelihood estimators.

Methods of extending crop signatures from one area to another

Efforts to develop a technology for signature extension during LACIE phases 1 and 2 are described. A number of haze and Sun angle correction procedures were developed and tested. These included the ROOSTER and OSCAR cluster-matching algorithms and their modifications, the MLEST and UHMLE maximum likelihood estimation procedures, and the ATCOR procedure. All these algorithms were tested on simulated data and consecutive-day LANDSAT imagery. The ATCOR, OSCAR, and MLEST algorithms were also tested for their capability to geographically extend signatures using LANDSAT imagery.

Digital adaptive controllers for VTOL vehicles. Volume 1: Concept evaluation

A digital self-adaptive flight control system was developed for flight test in the VTOL approach and landing technology (VALT) research aircraft (a modified CH-47 helicopter). The control laws accept commands from an automatic on-board guidance system. The primary objective of the control laws is to provide good command-following with a minimum cross-axis response. Three attitudes and vertical velocity are separately commanded. Adaptation of the control laws is based on information from rate and attitude gyros and a vertical velocity measurement. The final design resulted from a comparison of two different adaptive concepts--one based on explicit parameter estimates from a real-time maximum-likelihood estimation algorithm, the other based on an implicit model reference adaptive system. The two designs were compared on the basis of performance and complexity.

Large Area Crop Inventory Experiment (LACIE). Evaluation of three-category classification

The author has identified the following signficant results. Examination of both machine estimates and stratified areal estimates produced by clustering and classification reveal no significant differences between the proportion estimates and ground truth estimates. When testing the variances of the machine estimates, a significant reduction in the variances was found when the number of starting dots was increased from 30 to 45. The variances were again reduced, although not significantly, when the number of starting dots was increased from 45 to 60. From these results, 60 starting dots are recommended for a three-category classifier. When examining the variances of the estimates for the four estimation procedures (using 60 dots), no significant differences were found between procedures. Thus, only the machine clustering may be used to produce an estimate, and the stratified areal estimate computations and maximum likelihood classification can be deleted.

Identification evaluation methods

Methods for airplane parameter estimation, the equation error method, output error method, and two advanced methods are presented and their basic properties described. The advanced methods include the maximum likelihood and extended Kalman filter method. For a better understanding of the estimation techniques a first-order scalar differential equation is used as a model of the system under test. Application of the methods to a general multivariable linear system is briefly outlined. A note on the parameter estimation in the frequency domain is also presented. Numerical examples along with the comparison of results from various methods are given.

Aircraft identification experience

Important aspects of estimating the unknown coefficients of the aircraft equations of motion from dynamic flight data are presented. The primary topic is the application of the maximum likelihood estimation technique. Basic considerations that must be addressed in the estimation of stability and control derivatives from conventional flight maneuvers are discussed. Some complex areas of estimation (such as estimation in the presence of atmospheric turbulence, estimation of acceleration derivatives, and analysis of maneuvers where both kinematic and aerodynamic coupling are present) are also discussed.

Aviation accidents and the theory of the situation

Social-psychological factors effecting the performance of flight crews are examined. In particular, a crew member's perceptual-psychological constructs of the flight situation (theories of the situation) are discussed. The skills and willingness of a flight crew to be alert to possible errors in the theory become critical to their effectiveness and their ability to ensure a safe flight. Several major factors that determine the likelihood that a faulty theory will be detected and revised are identified.

An assessment of the risk arising from electrical effects associated with the release of carbon fibers from general aviation aircraft fires

A Poisson type model was developed and exercised to estimate the risk of economic losses through 1993 due to potential electric effects of carbon fibers released from United States general aviation aircraft in the aftermath of a fire. Of the expected 354 annual general aviation aircraft accidents with fire projected for 1993, approximately 88 could involve carbon fibers. The average annual loss was estimated to be about $250 (1977 dollars) and the likelihood of exceeding $107,000 (1977 dollars) in annual loss in any one year was estimated to be at most one in ten thousand.

A computer program for estimation from incomplete multinomial data

Coding is given for maximum likelihood and Bayesian estimation of the vector p of multinomial cell probabilities from incomplete data. Also included is coding to calculate and approximate elements of the posterior mean and covariance matrices. The program is written in FORTRAN 4 language for the Control Data CYBER 170 series digital computer system with network operating system (NOS) 1.1. The program requires approximately 44000 octal locations of core storage. A typical case requires from 72 seconds to 92 seconds on CYBER 175 depending on the value of the prior parameter.

Economic aspects of spectrum management

Problems associated with the allocation of the radio frequency spectrum are addressed. It is observed that the current method very likely does not allocate the resource to those most valuing its use. Ecomonic criteria by which the effectiveness of resource allocation schemes can be judged are set forth and some thoughts on traditional objections to implementation of market characteristics into frequency allocation are offered. The problem of dividing orbit and spectrum between two satellite services sharing the same band but having significantly different system characteristics is discussed. The problem is compounded by the likelihood that one service will commence operation much sooner than the other. Some alternative schemes are offered that, within proper international constraints, could achieve a desired flexibility in the division of orbit and frequency between the two services domestically over the next several years.

The sensitivity of a very long baseline interferometer

The theoretical sensitivity of various methods of acquiring and processing interferometer data are compared. It is shown that for a fixed digital recording capacity one bit quantization of single sideband data filtered with a rectangular bandpass and sampled at the Nyquist rate yields the optimum signal to noise ratio. The losses which result from imperfect bandpass, poor image rejection, approximate methods of fringe rotation, fractional bit correction, and loss of quadrature are discussed. Also discussed is the use of the complex delay function as a maximum likelihood fringe estimator.

Cycles till failure of silver-zinc cells with completing failures modes: Preliminary data analysis

One hundred and twenty nine cells were run through charge-discharge cycles until failure. The experiment design was a variant of a central composite factorial in five factors. Preliminary data analysis consisted of response surface estimation of life. Batteries fail under two basic modes; a low voltage condition and an internal shorting condition. A competing failure modes analysis using maximum likelihood estimation for the extreme value life distribution was performed. Extensive diagnostics such as residual plotting and probability plotting were employed to verify data quality and choice of model.
