A coal-to-nuclear (C2N) transition means siting a nuclear reactor at the site of a recently retired coal power plant. Three overarching questions from the C2N transition guide this research: where in the United States are retired coal facilities located and what factors make a site feasible for transition; what factors of technology, cost, and project timeline drive investor economics over such a decision; and how will C2N impact local communities? The study team evaluated the siting characteristics of recently retired plants and those operating coal-fired power plant sites run by a utility or an independent power producer utilizing publicly available data to screen U.S. coal power plant sites to nuclear-feasible locations. After screening all retired coal sites to a set of 157 potential candidates and screening operating sites to a set of 237 candidates, the study team estimates that 80% of retired and operating coal power plant sites that were evaluated have the basic characteristics needed to be considered amenable to host an advanced nuclear reactor. For the recently retired plant sites evaluated, this represents a capacity potential of 64.8 GWe to be backfit at 125 sites. For the operating plant sites evaluated, this represents a capacity potential of 198.5 GWe to be backfit at 190 sites. This report evaluates a case study for the detailed impacts and potential outcomes from a C2N transition. Based on the nuclear technology choices and sizes evaluated to replace a large coal plant of 1,200 MWe generation capacity at the case study site, nuclear overnight costs of capital could decrease by 15% to 35% when compared to a greenfield construction project, through the reuse of infrastructure from the coal facility. Nuclear replacement designs can have a lower capacity size because nuclear power plants run at higher capacity factors than coal power plants. In the case study replacing coal capacity with 924 GWe of nuclear capacity, the study team found regional economic activity could increase by as much as $\$275 million$ and add 650 new, permanent jobs to the region of analysis. The evaluated site choice in the report is hypothetical for analysis purposes only and based on available data and documented assumptions. Consequently, the findings only inform at a general level. A community, investor, or other interested stakeholder can use these results to set up a detailed, in-depth analysis for a specific application of interest, such as evaluating a C2N transition of a specific coal power plant and a specific nuclear technology design. The report was subjected to independent peer reviews by experts in systems engineering and regional economic modeling to evaluate analysis and assumptions.

This is the second report from Lawrence Berkeley National Laboratory (LBNL) in support of developing a minimum energy performance standards (MEPS) program for ACs in Tunisia. This report builds upon a market and regulatory assessment that characterized Tunisia’s market and regulations for ACs (LBNL 2022). The current report is organized in the style of the technical support documents (TSDs) produced for U.S. appliance efficiency standards and comprises the following: a description of our analytical framework (Section 1) followed by several analyses of the context for and impacts of adopting a MEPS for ACs in Tunisia: an energy-use analysis (Section 2), engineering analysis (Section 3), life-cycle cost (LCC) analysis (Section 4), and national impact analysis (Section 5). The report concludes with policy recommendations (Section 6).
The state of Washington recently updated their current state commercial energy code, which is the 2018 Washington State Energy Code (2018 WSEC-C) to an updated version named the 2021 WSEC-C. This report assesses the life cycle costs and savings and greenhouse gas emissions impacts of the 2021 WSEC-C compared to the 2018 WSEC-C, as requested by the Washington State Building Code Council (SBCC).

In this presentation, we continue a discussion begun in September 2023, with staff from the University of Manchester and the Central Laser Facility-Harwell in the UK exploring the possibilities for cooperative work of mutual interest in the technology underpinning petawatt laser driven Multi-Probe radiography. Since the September Seminar, the US and UK staff have exchanged lists of ideas for possible cooperation and this presentation comprises brief descriptions of five topics that LANL staff would offer for consideration in the area of laser driven radiation sources, applications of machine learning and experiments at Omega (in the US) and Gemini (in the UK).
The objective of this research is to improve the economic competitiveness of advanced reactors through the optimization of cost and plant performance, which can be achieved by coupling intelligent online monitoring with asset management decision-making. As advanced reactors are early in the development life-cycle, online monitoring systems and associated sensor networks can be incorporated directly into the design without constraints related to retrofitting and system upgrades
Utilizing biomass resources, such as cellulosic biomass and waste, can greatly contribute to decarbonization efforts in the U.S. economy. The U.S. bioenergy sector includes corn ethanol production, biodiesel, renewable diesel production, and the utilization of biomass wastes for electricity generation being the primary applications. Within the electricity sector, biopower can play a crucial role as a stable low-carbon resource. Enhancing the electricity mix's diversity could enhance grid reliability. If the issues regarding hot gas cleanup can be resolved, flexible biopower resources like biomass gasification facilities could complement the integration of variable renewable energy sources due to their quick ramp-up and ramp-down times. The criticality of bioenergy deployment lies in its ability to decarbonize hard-to-electrify sectors, such as aviation, where alternative decarbonization options may not be viable in the short term. Moreover, bioenergy has the potential to be converted into process heating, building materials, and plastics, which are not considered in this study. A set of pathways was carefully chosen to represent viable options for converting ample herbaceous and woody cellulosic feedstocks into fuels, chemicals, and electricity in this study. In conclusion, biomass pathways provide flexibility by generating various types of bioenergy and bioproducts, including electricity, hydrogen, liquid fuels, biochemicals, and bioplastics. When paired with carbon dioxide capture and storage (CCS), specific bioenergy approaches can effectively extract carbon dioxide from the atmosphere, thus providing an effective decarbonization option for the transportation sector.
