Capabilities of the Navy variable stability X-22A for V/STOL flying qualities R and D

The X-22A V/STOL Flight Research Facility which provides in-flight simulation capability applicable to hover, low speed, and transition flight investigation of fixed wing V/STOL flying is described. The variable stability system, the guidance and display equipment, the data acquisition and processing system, and the ground simulator are included. Research programs involving the STOL flying qualities for landing approach, the control system, display, and guidance requirements for VTOL aircraft instrument approach and landing, and the expansion of the adverse weather operation capabilities of the Navy's VTOL aircraft are briefly summarized.

Identification and promulgation of objectives for OAST R and T programs, Task 2

Overall perspectives and guidelines are discussed for defining and promulgating NASA's Office of Aeronautics and Space Technology (OAST) objectives to meet national needs and goals in aeronautical, space, and nuclear technology. Emphasis is placed on the practicality of ultimately instituting objective-setting processes within the normal OAST operation, and of establishing quantitative measures to be used as a working management tool in determining the degree to which the objectives have been or are being met.

Substorm processes in the magnetotail - Comments on 'On hot tenuous plasmas, fireballs, and boundary layers in the earth's magnetotail' by L. A. Frank, K. L. Ackerson, and R. P. Lepping

Various theories regarding the magnetotail are reviewed and discussed. These include the work of Dungey (1961) and Eastman et al., (1976) regarding the generation of the magnetotail, Frank et al., (1976) concerning the so-called magnetotail fireball and its characteristics, and Hones et al., (1976 and 1976a) on the formation of a neutral line across the near-earth plasma sheet near the substorm onset. A detailed discussion of a fireball encounter during 0900-1400 UT in April 1974 is presented, noting plasma and magnetic phenomena observed, and magnetic records from the earth. A critique is made by Hones of the interpretation of this fireball made by Frank et al. In an accompanying reply, Frank et al. comment on the observations made by Hones, with attention to the most evident discrepancy between the two theories, i.e., the generation of large closed magnetic loops in the plasma sheet during magnetic substorms.

The year for shaping a digital operations R&D program

Digital systems which deal with functions outside the aircraft in commercial aviation are discussed with attention to navigation and communication. New systems of air traffic control (ATC) are described, including time division multiple access (TDMA) to ground-based ATC units and to the Navstar/GPS (global positioning system). Such innovations are expected to come on-line before the mid-1980s, and greatly increase air safety, while at the same time making a pilot's work easier.

Maintenance of NASTRAN (R) as a state-of-the-art computer program

The maintenance requirements for a large, general purpose, finite element computer program are presented. The program is maintained as state-of-the-art on three computer systems (IBM, CDC, and UNIVAC) with respect to both finite element and computer technology. There are four primary areas involved in the maintenance effort: (1) error correction; (2) incorporation of advances in technology; (3) documentation; and (4) new level generation. The complexity of the maintenance effort is compounded by the sizes of the program (400,000 lines of code) and the documentation (7000 pages divided into seven manuals).

Impact of propulsion system R and D on electric vehicle performance and cost

The efficiency, weight, and manufacturing cost of the propulsion subsystem (motor, motor controller, transmission, and differential, but excluding the battery) are major factors in the purchase price and cost of ownership of a traffic-compatible electric vehicle. The relative impact of each was studied, and the conclusions reached are that propulsion system technology advances can result in a major reduction of the sticker price of an electric vehicle and a smaller, but significant, reduction in overall cost of ownership.

NSSDC and WDC-A-R/S document availability and distribution services

Documents available from the National Space Science Data Center (NSSDC) and the World Data Center A for Rockets Satellites are described. The availability, costs, ordering procedures for documents presently available, and the procedures for obtaining future documents are given. NSSDC, established by NASA to further the widest practicable use of reduced data obtained from space science investigations and to provide investigators with an active repository for such data, is responsible for the active collection, organization, storage, announcement, retrieval, dissemination, and exchange of data received from satellite experiments. Information on sounding rocket investigations is also collected.

The boundary line in the H-R diagram for stellar chromospheres and the theory of convection

Ultraviolet emission-line spectra of A, F, and early G stars have been observed with the International Ultraviolet Explorer. For supergiants, classical chromospheric and transition-layer emission is seen only on the red side of the Cepheid instability strip. For luminosity classes III-V, chromospheric emission can be detected for spectral types F2 and later. For none of the A stars was normal chromospheric emission detected, regardless of their rotational velocities or peculiarities (i.e., Am or Ap).

The D/H ratio in the atmosphere of Uranus - Detection of the R sub 5 /1/ line of HD

Observations of Uranus during the 1975, 1976, and 1978 apparitions reveal a weak absorption at the wavelength of the R5(1) line of HD with equivalent width 1.0 + or - 0.4 mA. The D/H ratio in Uranus' atmosphere implied by this line and other published spectra is (0.000048 + or - 0.000015), and may not be significantly different from that in the atmospheres of Jupiter and Saturn. In addition, the spectra exhibit two weak absorptions at 6044.76 + or - 0.02 and 6045.54 + or 0.02 A which were not identifiable. No trace of absorption is visible near these wavelengths or near the HD wavelength in a laboratory spectrum of 4.92 km-am CH4 which was obtained in an attempt to identify these absorption features and to verify that the HD feature does not arise from CH4.

Modified aerospace R&QA method for wind turbines

This paper describes the Safety, Reliability and Quality Assurance (SR&QA) approach developed for the first large wind turbine generator project, MOD-OA. The SR&QA approach to be used had to assure that the machine would not be hazardous, would operate unattended on a utility grid, would demonstrate reliable operation, and would help establish the quality assurance and maintainability requirements for wind turbine projects. The final approach consisted of a modified Failure Modes and Effects Analysis (FMEA) during the design phase, minimal hardware inspections during parts fabrication, and three documents to control activities during machine construction and operation.

Comment on 'magnetosheath burst of predominantly medium nuclei observed with Imp 8 on February 16, 1974' by T. P. Armstrong, S. M. Krimigis, and R. P. Lepping

Armstrong et al. (1978) have observed a unique series of bursts with an unusually high content of Z greater than 2 particles and a high degree of collimation from the direction of the sun. The bursts were observed only with the CPME (Charged Particle Measurement Instrument) on Imp 8, but not with the CPME on Imp 7 nor with the ULET (Ultralow Energy Telescope) on Imp 8, whose response characteristics matched those of the CPME on Imp 7. The present comparison of the measurements made with the CPME and ULET cast doubt on the correctness of the reported observations.
