The crisis in developing software has been known for over thirty years. Problems that existed in developing software in the early days of computing still exist today. These problems include the delivery of low-quality products, actual development costs that exceed expected development costs, and actual development time that exceeds expected development time. Several solutions have been offered to overcome out inability to deliver high-quality software, on-time and within budget. One of these solutions involves software process improvement. However, such efforts often fail because of organizational management issues. This paper discusses business practices that organizations should follow to improve their chances of initiating and sustaining successful software process improvement efforts.
This paper describes JPL's approach to advancing the practice of systems engineering at the Lab. It describes the people, process and technology aspects of the SEA Project, discusses the various products, services and training that were developed, describes the development approach used, and concludes with several observations or 'lessons learned'.
An approach to good laboratory practices of materials testing at NASA White Sands Test Facility is presented. The contents include: 1) Current approach; 2) Data analysis; and 3) Improvements sought by WSTF to enhance the diagnostic capability of existing methods.
From dealing with the inherent uncertainties in outcomes of scientific research to the lack of applicability of current NASA Procedural Requirements guidance documentation, research-based projects present challenges that require unique application of classical project management techniques. If additionally challenged by the creation of a new program transitioning from basic to applied research in a technical environment often unfamiliar with the cost and schedule constraints addressed by project management practices, such projects can find themselves struggling throughout their life cycles. Finally, supplying deliverables to a prime vehicle customer, also in the formative stage, adds further complexity to the development and management of research-based projects. The Biomedical Research and Countermeasures Projects Branch at NASA Johnson Space Center encompasses several diverse applied research-based or research-enabling projects within the newly-formed Human Research Program. This presentation will provide a brief overview of the organizational structure and environment in which these projects operate and how the projects coordinate to address and manage technical requirements. We will identify several of the challenges (cost, technical, schedule, and personnel) encountered by projects across the Branch, present case reports of actions taken and techniques implemented to deal with these challenges, and then close the session with an open forum discussion of remaining challenges and potential mitigations.
One of the major areas of study at NASA Langley Research Center is the development of technologies that support the use of advanced composite materials in aerospace applications. Amongst the supporting technologies are analysis tools used to simulate the behavior of these materials. This presentation will discuss a number of examples of analysis tools and simulation practices conducted at NASA Langley. The presentation will include examples of damage tolerance analyses for both interlaminar and intralaminar failure modes. Tools for modeling interlaminar failure modes include fracture mechanics and cohesive methods, whilst tools for modeling intralaminar failure involve the development of various progressive failure analyses. Other examples of analyses developed at NASA Langley include a thermo-mechanical model of an orthotropic material and the simulation of delamination growth in z-pin reinforced laminates.
NASA s Synthetic Vision Systems (SVS) Project conducted research aimed at eliminating visibility-induced errors and low visibility conditions as causal factors in civil aircraft accidents while enabling the operational benefits of clear day flight operations regardless of actual outside visibility. SVS takes advantage of many enabling technologies to achieve this capability including, for example, the Global Positioning System (GPS), data links, radar, imaging sensors, geospatial databases, advanced display media and three dimensional video graphics processors. Integration of these technologies to achieve the SVS concept provides pilots with high-integrity information that improves situational awareness with respect to terrain, obstacles, traffic, and flight path. This paper attempts to emphasize the system aspects of SVS - true systems, rather than just terrain on a flight display - and to document from an historical viewpoint many of the best practices that evolved during the SVS Project from the perspective of some of the NASA researchers most heavily involved in its execution. The Integrated SVS Concepts are envisagements of what production-grade Synthetic Vision systems might, or perhaps should, be in order to provide the desired functional capabilities that eliminate low visibility as a causal factor to accidents and enable clear-day operational benefits regardless of visibility conditions.
The National Aeronautics and Space Administration (NASA) Organization Design Team (ODT), consisting of 20 seasoned program and project managers and systems engineers from a broad spectrum of the aerospace industry, academia, and government, was formed to support the Next Generation Launch Technology (NGLT) Program and the Constellation Systems Program. The purpose of the ODT was to investigate organizational factors that can lead to success or failure of complex government programs, and to identify tools and methods for the design, modeling, and analysis of new and more-efficient program and project organizations. The ODT conducted a series of workshops featuring invited lectures from seasoned program and project managers representing 25 significant technical programs spanning 50 years of experience. The result was the identification of seven key principles of program success that can be used to help design and operate future program organizations. This paper presents the success principles and examples of best practices that can significantly improve the design of program, project, and performing technical line organizations, the assessment of workforce needs and organization performance, and the execution of programs and projects.
Since the Tropical Rainfall Measuring Mission (TRMM) satellite launch in November 1997, the TRMM Satellite Validation Office (TSVO) at NASA Goddard Space Flight Center (GSFC) has been performing quality control and estimating rainfall from the KPOL S-band radar at Kwajalein, Republic of the Marshall Islands. Over this period, KPOL has incurred many episodes of calibration and antenna pointing angle uncertainty. To address these issues, the TSVO has applied the Relative Calibration Adjustment (RCA) technique to eight years of KPOL radar data to produce Ground Validation (GV) Version 7 products. This application has significantly improved stability in KPOL reflectivity distributions needed for Probability Matching Method (PMM) rain rate estimation and for comparisons to the TRMM Precipitation Radar (PR). In years with significant calibration and angle corrections, the statistical improvement in PMM distributions is dramatic. The intent of this paper is to show improved stability in corrected KPOL reflectivity distributions by using the PR as a stable reference. Inter-month fluctuations in mean reflectivity differences between the PR and corrected KPOL are on the order of 1-2 dB, and inter-year mean reflectivity differences fluctuate by approximately 1 dB. This represents a marked improvement in stability with confidence comparable to the established calibration and uncertainty boundaries of the PR. The practical application of the RCA method has salvaged eight years of radar data that would have otherwise been unusable, and has made possible a high-quality database of tropical ocean-based reflectivity measurements and precipitation estimates for the research community.
This paper describes in brief the Reliability and Maintainability (R&M) Programs performed directly by the reliability branch at Goddard Space Flight Center (GSFC). The mission assurance requirements flow down is explained. GSFC practices for PRA, reliability prediction/fault tree analysis/reliability block diagram, FMEA, part stress and derating analysis, worst case analysis, trend analysis, limit life items are presented. Lessons learned are summarized and recommendations on improvement are identified.
Over the past two decades, risk management and risk analysis have emerged throughout the business community in the United States (US) as prominent planning and development strategies used to mitigate risk of failure and ensure a high return on investment (ROI) for business endeavors (financial and otherwise). They are generic tools that can be applied to any business regardless of the sector (i.e., government, university, private) and have been used by the Federal government in the form of institutional practices aimed at maximizing the probability of success in business activities. One US Federal agency that incorporates risk management and analysis techniques into business and/or engineering activities is the National Aeronautics and Space Administration (NASA). The present work is a discussion on mission, spacecraft and instrument design (as well as technology development) and the role of risk management, analysis and mitigation as a fundamental tool in the design process.
This paper will discuss the adverse effects of deficient cleanroom design practices on airborne particle counts and the rather curious correlation of particle count variations with external environmental pressure fluctuations. Data is also presented that demonstrates that APL building 23 cleanrooms ran well below ISO class 7 (FED class 10,000) during New Horizons and STEREO integration.
Systems Engineering Advancement (SEA) practices at the Jet Propulsion Laboratory is presented. The topics include: 1) SEA background; 2) Three Key Components of change; and 3) Three Support Components of Change.
In this paper, we develop and formally verify practical algorithms for recovery from loss of separation. The formal verification is performed in the context of a criteria-based framework. This framework provides rigorous definitions of horizontal and vertical maneuver correctness that guarantee divergence and achieve horizontal and vertical separation. The algorithms are shown to be independently correct, that is, separation is achieved when only one aircraft maneuvers, and implicitly coordinated, that is, separation is also achieved when both aircraft maneuver. In this paper we improve the horizontal criteria over our previous work. An important benefit of the criteria approach is that different aircraft can execute different algorithms and implicit coordination will still be achieved, as long as they all meet the explicit criteria of the framework. Towards this end we have sought to make the criteria as general as possible. The framework presented in this paper has been formalized and mechanically verified in the Prototype Verification System (PVS).
A practical method for solving plastic deformation problems in the elastic-plastic range is presented. The method is one of successive approximations and is illustrated by four examples which include a flat plate with temperature distribution across the width. a thin shell with axial temperature distribution, a solid cylinder with radial temperature distribution, and a rotating disk with radial temperature distribution.
The FLUKA nuclear transport and reaction code can be developed into a practical tool for calculation of spacecraft and planetary surface asset SEE and TID environments. Nuclear reactions and secondary particle shower effects can be estimated with acceptable accuracy both in-flight and in test. More detailed electronic device and/or spacecraft geometries than are reported here are possible using standard FLUKA geometry utilities. Spacecraft structure and shielding mass. Effects of high Z elements in microelectronic structure as reported previously. Median shielding mass in a generic slab or concentric sphere target geometry are at least approximately applicable to more complex spacecraft shapes. Need the spacecraft shielding mass distribution function applicable to the microelectronic system of interest. SEE environment effects can be calculated for a wide range of spacecraft and microelectronic materials with complete nuclear physics. Evaluate benefits of low Z shielding mass can be evaluated relative to aluminum. Evaluate effects of high Z elements as constituents of microelectronic devices. The principal limitation on the accuracy of the FLUKA based method reported here are found in the limited accuracy and incomplete character of affordable heavy ion test data. To support accurate rate estimates with any calculation method, the aspect ratio of the sensitive volume(s) and the dependence must be better characterized.
This slide presentation reviews the practices that Dryden uses for qualification of the prototypes of aircraft. There are many views of aircraft that Dryden has worked with. Included is a discussion of basic considerations for strength, a listing of standards and references, a discussion of typical safety of flight approaches, a discussion of the prototype design, using the X-29A as an example, and requirements for new shapes (i.e., the DAST-ARW1 , F-8 Super Critical Wing, AFTI/F-111 MAW), new control laws (i.e., AAW F-18), new operating envelope (i.e., F-18 HARV), limited sope add-on or substitute structure (i.e., SR-71 LASRE, ECLIPSE, F-16XL SLFC), and extensively modified or replaced structure (i.e., SOFIA, B747SP). There is a listing of causes for the failure of the prototype.
