Module-OT: A Hardware Security Module for Operational Technology

Increased penetration levels of renewable energy and other types of distributed energy resources (DERs) on the modern electric grid-combined with technological advancements for electric system monitoring and control-introduce new cyberattack vectors and increase the cyberattack surface of energy systems. According to the IEEE Std. 1547-2018, DERs must use Modbus, Distributed Network Protocol 3 (DNP3), or Smart Energy Profile 2.0 (SEP2) as their communication protocol. Previous research identified several vulnerabilities and security breaches in each one of these communication protocols; despite this, existing standards for DERs do not recommend cybersecurity measures. In order to reduce vulnerabilities in power distribution systems, this paper presents a novel open-source hardware security module that improves both information and operational security to better protect data and communications on the distribution grid. The security hardware is called “module for operational technology,” or simply Module-OT, and it has been validated and tested in an emulated distribution system application. Module-OT is integrated within a communication system in the transport layer of the Open Systems Interconnection (OSI) model. It improves system security through encryption, authentication, authorization, certificate management, and user access control. The main advancement of Module-OT is the addition of hardware cryptographic acceleration that improves the overall communication performance in terms of end-to-end latency.

Probabilistic Voltage Sensitivity Analysis to Quantify Impact of High PV Penetration on Unbalanced Distribution System

From an operational and planning perspective, it is important to quantify the impact of increasing penetration of photovoltaics on the distribution system. Most existing impact assessment studies are scenario-based where derived results are scenario specific and not generalizable. Moreover, stochasticity in the temporal behavior of spatially distributed PVs requires a large number of scenarios that increase with the size of the network and the level of penetration. Therefore, we propose a new computationally efficient analytical framework of voltage sensitivity analysis that allows for stochastic analysis of voltage change due to random changes in PV generation. We first derive an analytical approximation for voltage change at any node of the network due to change in power at other nodes in an unbalanced distribution network. The quality of this approximation is reinforced via bounds on the approximation error. Then, we derive the probability distribution of voltage change at a certain node due to random changes in power injections/consumptions at multiple locations of the network. The accuracy of the proposed PVSA is illustrated using a modified version of the IEEE 37 bus test system. As a result, the proposed PVSA can serve as a powerful tool for proactive monitoring/control and ease the computational burden associated with perturbation based cybersecurity mechanisms.

Anomaly Detection and Mitigation for Wide-Area Damping Control using Machine Learning

In an interconnected multi-area power system, wide-area measurement based damping controllers are used to damp out inter-area oscillations, which jeopardize grid stability and constrain the power flows below to their transmission capacity. The effect of wide-area damping control (WADC) significantly depends on both power and cyber systems. At the cyber system layer, an adversary can inflict the WADC process by compromising either measurement signals, control signals or both. Stealthy and coordinated cyber-attacks may bypass the conventional cybersecurity measures to disrupt the seamless operation of WADC. This paper proposes an anomaly detection (AD) algorithm using supervised Machine Learning and a model-based logic for mitigation. The proposed AD algorithm considers measurement signals (input of WADC) and control signals (output of WADC) as input to evaluate the type of activity such as normal, perturbation (small or large signal faults), attack and perturbation-and-attack. Upon anomaly detection, the mitigation module tunes the WADC signal and sets the control status mode as either wide-area mode or local mode. The proposed anomaly detection and mitigation (ADM) module works inline with the WADC at the control center for attack detection on both measurement and control signals and eliminates the need for ADMs at the geographically distributed actuators. Here, we consider coordinated and primitive data-integrity attack vectors such as pulse, ramp, relay-trip and replay attacks. The performance of the proposed ADM algorithms was evaluated under these attack vector scenarios on a testbed environment for 2-area 4-machine power system. The ADM module shows effective performance with 96:5% accuracy to detect anomalies.

Bayesian GAN-Based False Data Injection Attack Detection in Active Distribution Grids With DERs

Advancements in information and communication technologies have revolutionized monitoring and control capabilities within smart grids. However, it also brings new vulnerabilities to data acquisition systems and state estimation functions, which attackers can subtly tamper with the measurement data through compromising the communication network. Moreover, the high penetration of renewable energy sources with the inherited characteristics of uncertainty and variability further complicates the design of effective intrusion detection systems. In this paper, a Bayesian deep learning-based approach is developed to detect cyber attacks and maintain the security of smart grids. Our method specifically addresses the prevalent issue of imbalanced data in real power systems, which arises from the predominance of normal system operations over compromised or attacked states. Employing a novel Bayesian GAN-based technique, our approach successfully discriminates between secure and compromised measurement data, even in scenarios with significant data imbalance. Furthermore, the proposed method accommodates various practical application factors, ensuring accurate intrusion detection despite the presence of measurement noise. The feasibility and effectiveness of the proposed detection mechanism are validated by testing on IEEE 13-node and 123-node test systems. Simulation results and comparisons with literature methods demonstrate the superiority of proposed cybersecurity solutions.

CAN-D: A Modular Four-Step Pipeline for Comprehensively Decoding Controller Area Network Data

Controller area networks (CANs) are a broadcast protocol for real-time communication of critical vehicle subsystems. Original equipment manufacturers of passenger vehicles hold secret their mappings of CAN data to vehicle signals, and these definitions vary according to make, model, and year. Without these mappings, the wealth of real-time vehicle information hidden in the CAN packets is uninterpretable, severely impeding vehicle-related research, including CAN cybersecurity and privacy studies, aftermarket tuning, efficiency and performance monitoring, and fault diagnosis to name a few. Guided by the four-part CAN signal definition, we present CAN-D (CAN-Decoder), a modular, four-step pipeline for identifying each signal's boundaries (start bit and length), endianness (byte ordering), signedness (bit-to-integer encoding), and by leveraging diagnostic standards, augmenting a subset of the extracted signals with meaningful, physical interpretation. En route to CAN-D, we provide a comprehensive review of the CAN signal reverse engineering research. All previous methods ignore endianness and signedness, rendering them incapable of decoding many standard CAN signal definitions. Incorporating endianness grows the search space from 128 to 4.72E21 signal tokenizations and introduces a web of changing dependencies. In response, we formulate, formally analyze, and provide an efficient solution to an optimization problem, allowing identification of the optimal set of signal boundaries and byte orderings. In addition, we provide two novel, state-of-the-art signal boundary classifiers—both of which are superior to previous approaches in precision and recall in three different test scenarios—and the first signedness classification algorithm, which exhibits a $>$ 97% F-score. Altogether, CAN-D is the only solution with the potential to extract any CAN signal that is also the state of the art. In evaluation on 10 vehicles of different makes, CAN-D's average $\ell ^1$ error is five times better (81% less) than all previous methods and exhibits lower average error, even when considering only signals that meet prior methods’ assumptions. Finally, CAN-D is implemented in lightweight hardware, allowing for an on-board diagnostic (OBD-II) plugin for real-time in-vehicle CAN decoding.

Design and Implementation of Full-Scale Industrial Control System Test Bed for Assessing Cyber-Security Defenses

In response to the increasing awareness of the Ethernet-based threat surface of industrial control systems (ICS), both the research and commercial communities are responding with ICS-specific security solutions. Unfortunately, many of the properties of ICS environments that contribute to the extent of this threat surface (e.g. age of devices, inability or unwillingness to patch, criticality of the system) similarly prevent the proper testing and evaluation of these security solutions. Production environments are often too fragile to introduce unvetted technology and most organizations lack test environments that are sufficiently consistent with production to yield actionable results. Cost and space requirements prevent the creation of mirrored physical environments leading many to look towards simulation or virtualization. Examples in literature provide various approaches to building ICS test beds, though most of these suffer from a lack of realism due to contrived scenarios, synthetic data and other compromises. In this paper, we provide a design methodology for building highly realistic ICS test beds for validating cybersecurity defenses. We then apply that methodology to the design and building of a specific test bed and describe the results and experimental use cases.

D2U: Data Driven User Emulation for the Enhancement of Cyber Testing, Training, and Data Set Generation

Whether testing intrusion detection systems, conducting training exercises, or creating data sets to be used by the broader cybersecurity community, realistic user behavior is a critical component of a cyber range. Existing methods either rely on network level data or replay recorded user actions to approximate real users in a network. Our work is the first to produce generative models trained on actual user data (sequences of application usage) collected on endpoints. Once trained to the user's behavioral data, these models can generate novel sequences of actions %that appear to come from the same distribution as the training data. These sequences of actions are then fed to our custom software via configuration files, which replicate those behaviors on end devices. Notably, our models are platform agnostic and could generate behavior data for any emulation software package. In this paper we present our model generation process, software architecture, and an initial evaluation of the fidelity of our models. Our software is currently deployed in a cyber range to help evaluate the efficacy of defensive cyber technologies. We suggest additional ways that the cyber community as a whole can benefit from more realistic user behavior emulation. The data used to train our model, as well as sample configuration files produced by the model, are available at [redacted].

Detect the Unobservable: Abnormality Detection in mixed Autonomy for Lane Change Maneuver with Following Vehicles’ Trajectories Only

Highly Automated Vehicles (HAVs) and Advanced Driver-Assistance Systems (ADAS) are transforming modern transportation with enhanced mobility, safety, and efficiency. Despite their advantages, cybersecurity vulnerabilities in these systems can lead to abnormal behavior, posing significant risks to surrounding human-driven vehicles (HDVs) in mixed traffic environments. Here, this article addresses the challenge of detecting abnormal lateral movements of HAVs/ADAS vehicles using only trajectory profiles of following HDVs. Specifically, we propose a novel modeling approach that captures both normal and abnormal lateral behaviors through vehicle kinematics, integrated decision-making processes, vehicle control using symbolic regression for lane change vehicles. Additionally, we introduce an abnormality detection framework that relies on observable HDV data, even in occlusion scenarios. The framework evaluates the sensitivity of various car-following models to detect abnormal behaviors, providing insights into the interaction between HAVs/ADAS and HDVs in mixed autonomy systems.

Engineering Controls Database

Cyber-Informed Engineering (CIE) addresses the reality that cyber attacks on engineered systems can have consequences far beyond data loss or disruption of digital networks. When control systems are compromised, safety, reliability, and performance of the physical process itself may be threatened. This database is meant to establish clear examples and guidance for defining and applying engineered controls in CIE. It explains what engineered controls are, how they differ from information security measures, and how they are integrated into system design. The goal is to ensure that resilience is engineered into systems from the outset. Unlike cybersecurity protections that defend the digital layer, engineered controls act directly at the physical and algorithmic levels to guarantee that unacceptable consequences are prevented or limited. CIE keeps the consequences of a cyber attack from impacting the safety, reliability, and performance of engineered systems.
