Electric Distribution System Planning with DERs - High-level Assessment of Tools and Methods

This document addresses analytical tools and methods to support electric distribution system planning with distributed energy resources (DERs) and grid modernization, drawing on leading-edge research and examples from around the United States. In this report, tools include computer models and software, as well as other analytical aids and practices that support distribution system planning. At its core, distribution system planning is about supporting investment decisions. Enhanced and integrated distribution system planning allows utilities to move from a passive reactive role to smart proactive planning with respect to DERs. Distribution system planning can increase transparency around utility distribution system investments before they are brought to the regulatory body for cost recovery, can support deferring traditional infrastructure investments, and can provide information and incentives to customers and third parties about where DERs can help the grid. A growing number of states are beginning to consider a comprehensive distribution system planning process that addresses the costs and benefits of DERs, reflects more choices coming from the customer/third-party domains, is integrated with resource and transmission planning, and incorporates planning scenarios that reflect the dynamic and changing nature of the electricity system

Impact analysis of DERs on bulk power system stability through the parameterization of aggregated DER_a model for real feeders

With an ever increasing percentage of distributed energy resources (DERs) connected behind the meter in the distribution system, it is becoming increasingly important to equip transmission planners with the visibility of DER dynamic performance in distribution system. Not having visibility of the disconnection of DERs with the occurrence of transmission events, could result in an erroneous view of the stability of bulk power system. Here, in this paper, a parameterized aggregated model (DER_a) serves as a representation of the distribution-level dynamics of real residential feeders, which is used for analysis of bulk power system stability. The parameters are obtained by executing dynamic Monte Carlo simulations. Faults are then induced at the substation level causing the DERs to trip which subsequently enables the parameterization of the low and high voltage breakpoints (v l0 , v l1 , v h0 , and v h1 ) of the DER_a model’s partial voltage trip block. These parameters are then utilized to study the effectiveness of the DER_a model to represent the behavior of the aggregated DERs’ response and their impact on the bulk power system. The case study shows the ability of the positive-sequence DER_a model to provide an accurate estimation of DERs that are susceptible to trip due to 3-$\phi$ and 1-$\phi$ faults of transmission.

Online Distribution System State Estimation via Stochastic Gradient Algorithm

Distribution network operation is becoming more challenging because of the growing integration of intermittent and volatile distributed energy resources (DERs). This motivates the development of new distribution system state estimation (DSSE) paradigms that can operate at fast timescale based on real-time data stream of asynchronous measurements enabled by modern information and communications technology. To solve the real-time DSSE with asynchronous measurements effectively and accurately, this paper formulates a weighted least squares DSSE problem and proposes an online stochastic gradient algorithm to solve it. The performance of the proposed scheme is analytically guaranteed and is numerically corroborated with realistic data on IEEE 123-bus feeder.

Phasor Based Control with the Distributed, Extensible Grid Control Platform

This paper describes how to implement Phasor Based Control (PBC) using the Distributed, Extensible Grid Control (DEGC) Platform. PBC is a novel method for controlling distributed energy resources (DER) that coordinates a centralized optimization with distributed feedback controllers to enforce voltage phasor targets. DEGC is an open source software and communication platform designed for general DER control. We deployed PBC at Lawrence Berkeley Lab's FLEXLAB test site, conducting multiple hardware-in-the-loop test runs. Here, we describe how DEGC was used to implement PBC on hardware, and results demonstrating successful deployment.

EMS and DMS Integration of the Coordinative Real-time Sub-Transmission Volt-Var Control Tool under High DER Penetration

This paper proposes an applicable approach to deploy the Coordinative Real-time Sub-Transmission Volt-Var Control Tool (CReST-VCT), and a holistic system integration framework considering both the energy management system (EMS) and distribution system management system (DMS). This provides an architectural basis and can serve as the implementation guideline of CReST-VCT and other advanced grid support tools, to co-optimize the operation benefits of DERs and assets in both transmission and distribution networks. Potential communication protocols for different physical domains of a real application is included. Performance and security issues are also discussed, along with specific considerations for field deployment. Finally, the paper presents a viable pathway for CReST-VCT and other advanced grid support tools, which could be integrated in an open-source standardized-based platform that supports distribution utilities.

Distributionally Robust Decentralized Volt-Var Control With Network Reconfiguration

Here, this paper presents a decentralized volt-var optimization (VVO) and network reconfiguration strategy to address the challenges arising from the growing integration of distributed energy resources, particularly photovoltaic (PV) generation units, in active distribution networks. To reconcile control measures with different time resolutions and empower local control centers to handle intermittency locally, the proposed approach leverages a two-stage distributionally robust optimization; decisions on slow-responding control measures and set points that link neighboring subnetworks are made in advance while considering all plausible distributions of uncertain PV outputs. We present a decomposition algorithm with an acceleration scheme for solving the proposed model. Numerical experiments on the IEEE 123 bus distribution system are given to demonstrate its outstanding out-of-sample performance and computational efficiency, which suggests that the proposed method can effectively localize uncertainty via risk-informed proactive timely decisions.

Multi-Factor-Coupled, Ahead-of-Time Aggregation of Power Flexibility Under Forecast Uncertainty

The increasing penetration of distributed energy resources (DERs) is significantly reshaping the role of distribution systems under active energy management. To aggregate the active-reactive power flexibility of DERs dispersed at the feeder and provide capacity support to the transmission system, it is essential to efficiently identify feasible substation power injection trajectories. This paper introduces a novel ahead-of-time flexibility characterization method to address it. First, a polyhedral non-feeder-level power flexibility region (PFR) is constructed, accounting for various time-dependent, power-coupled, and forecast error uncertainties. Then, a polyhedral feeder-level PFR is analytically derived through a coordinate transformation, which can reveal the uncertainty propagation path, i.e., how uncertainty applies to the feeder-level PFR. To facilitate the high-level application, a tractable chance-constrained Chebyshev centering optimization model is further developed to find a ball-shaped inner approximation of the feeder-level PFR. Finally, the proposed method is validated on a modified IEEE 123-bus test system. Here, both theoretical and experimental results show that, with appropriate robustness parameter settings, the proposed method can make the approximated PFR less conservative with abundant robustness against forecast error uncertainty.

Case Study: Seattle Waterfront Networked Microgrid Evaluation - Case Study for Port Electrification Handbook

Many ports and waterfronts are evaluating alternative electrification efforts, including electrification of passenger and vehicle ferries. In Seattle, the Washington State Department of Transportation, in conjunction with Seattle City Light (the local utility) and the Port of Seattle, are working to deploy a hybrid electric ferry and provide charging at Seattle’s Colman dock. As part of this ferry electrification effort, Seattle City Light is considering including a large battery energy storage system (BESS) to help “buffer” the ferry charging. The “buffer” provides energy arbitrage and spreads out the large amount of power needed to recharge the ferry to times when the ferry is out of the dock – rather than one very large peak for 15 minutes, the battery storage allows it to be a smaller power value over a longer duration. This initial BESS concept served as the jumping off point to explore an expanded microgrid concept via a notional test system that incorporates additional distributed energy resources (DER) and infrastructure upgrades to the local distribution infrastructure at the Seattle Waterfront and neighboring Port of Seattle properties. This case study examined the potential for secondary use of the BESS within a networked microgrid during the scenario of a large-scale power outage, such as a natural disaster.

The economic value of remote sensing of earth resources from space: An ERTS overview and the value of continuity of service. Volume 3: Intensive use of living resources, agriculture. Part 2: Distribution effects

The results of an investigation of the value of improving information for forecasting future crop harvests are described. A theoretical model is developed to calculate the value of increased speed of availablitiy of that information. The analysis of U.S. domestic wheat consumption was implemented. New estimates of a demand function for wheat and of a cost of storage function were involved, along with a Monte Carlo simulation for the wheat spot and future markets and a model of market determinations of wheat inventories. Results are shown to depend critically on the accuracy of current and proposed measurement techniques.

Cardea: Providing Support for Dynamic Resource Access in a Distributed Computing Environment

The environment framing the modem authorization process span domains of administration, relies on many different authentication sources, and manages complex attributes as part of the authorization process. Cardea facilitates dynamic access control within this environment as a central function of an inter-operable authorization framework. The system departs from the traditional authorization model by separating the authentication and authorization processes, distributing the responsibility for authorization data and allowing collaborating domains to retain control over their implementation mechanisms. Critical features of the system architecture and its handling of the authorization process differentiate the system from existing authorization components by addressing common needs not adequately addressed by existing systems. Continuing system research seeks to enhance the implementation of the current authorization model employed in Cardea, increase the robustness of current features, further the framework for establishing trust and promote interoperability with existing security mechanisms.

Systems and methods for advanced grid integration of distributed generators and energy resources

A circuit for a smart photovoltaic (PV) inverter system and the smart PV inverter system are described. The circuit includes one or more strings coupled to an electrical load. Each of the one or more strings further includes one or more string members coupled in series, where each of the one or more string members comprises a voltage source and an inverter. The circuit also includes a controller to receive an output from an operator controller and control the strings, where the controller is configured to control the strings by providing a function command to a first string member of each of the one or more strings based on the output from the operator controller. The voltage source may also receive an output from an energy output device. Further, the inverter may be configured to convert the output of energy output device into an energy source of electrical load.

Enhanced deep neural networks with transfer learning for distribution LMP considering load and PV uncertainties

As the flexibility of generation and demand increases in distribution systems, the residential loads are emerging as a promising means to participate in demand response and the transactive energy market. Market pricing is an instrumental mechanism for the distribution system operator to exploit the full potential of the flexible resources. The distribution locational marginal price (DLMP) can be used to guide the residential load consumption. This type of market signal helps the distribution system operator to optimize the scheduling of all resources while satisfying related network constraints through a day-ahead market. However, solving the optimization problem for large-scale systems can be computationally expensive. To address the scalability and practicability limitations of the DLMP framework, a learning-based approach is proposed in this paper to complement the day-ahead distribution market framework. Here, the proposed approach combines long short-term memory and transfer learning to develop deep neural network that can capture the spatial–temporal correlation of the input data. The model can determine the optimal DLMP for each node in a distribution system without the system parameters required to formulate the optimization problem. Testing results on IEEE 33-bus and 123-bus systems show that the proposed approach can generate a comparable DLMP against the optimization solutions.

Evaluating Emissions Reductions from DERs in REopt Lite

Creating a clear business justification for an energy & water project is essential for developing projects by transforming data and analysis into a compelling story to secure management buy-in. This presentation provides an overview of how distributed energy resources (DERs) can provide cost savings, resilience benefits, and emissions reduction. Many technical and economic factors affect which distributed energy technologies can best meet site goals, and should be considered concurrently. With increasingly integrated and complex systems, back-of-the envelope calculations are no longer sufficient to determine distributed energy project potential. REopt Lite can be used to model emissions and evaluate the impact of DERs on reducing emissions.

Phasor-Based Control for Scalable Solar PV Integration

This project demonstrated that solar PV can be recruited to stabilize the grid, smooth out disturbances, manage power flows, and assist circuit switching operations. It developed a radically new, layered control framework for Distributed Energy Resources (DER) to act in response to real-time, measured conditions on their local distribution circuit, rather than waiting for a price signal to indicate preferred behavior. By enabling resources to act as good citizens on the electric grid, Phasor-Based Control (PBC) facilitates arbitrarily high solar penetration levels.
