A proposed national wind power R and D program

An offshore wind power system is described that consists of wind driven electrical dc generators mounted on floating towers in offshore waters. The output from the generators supplies underwater electrolyzer stations in which water is converted into hydrogen and oxygen. The hydrogen is piped to shore for conversion to electricity in fuel cell stations. It is estimated that this system can produce 159 x 10 to the ninth power kilowatt-hours per year. It is concluded that solar energy - and that includes wind energy - is the only way out of the US energy dilemma in the not too distant future.

High power ac/dc variable R dynamic electrical load simulator

A study program was undertaken to investigate various concepts and techniques for identifying and simulating both the steady-state and dynamic characteristics of electrical loads for use during integrated system test and evaluation. The development of hardware capable of providing the simulation capability is discussed. A general purpose simulator was developed with the capability of realizing a variety of models where element values were discretely variable. The different models, each corresponding to real spacecraft equipment, are set up manually for each case by suitable switching and patching. The models are capable of duplicating the dynamic and steady-state response of real loads at full power.

Energy survey - What can R&D do by 1985

Research and development in the field of energy is generally recognized as requiring long lead times before the results are felt. Near term relief from foreign oil dependence will be achieved by reducing energy consumption through conservation and by increasing domestic energy supply through expanded exploration and drilling for oil and natural gas, and by increased coal production. This paper describes the results of an informal survey performed by NASA within its own agency to determine if any research and development activities might be an exception to the general rule of long lead times and thus have significant impact by 1985 on oil and natural gas consumption.

The economic impact of NASA R and D spending: Executive summary

An evaluation of the economic impact of NASA research and development programs is made. The methodology and the results revolve around the interrelationships existing between the demand and supply effects of increased research and development spending, in particular, NASA research and development spending. The INFORUM Inter-Industry Forecasing Model is used to measure the short-run economic impact of alternative levels of NASA expenditures for 1975. An aggregate production function approach is used to develop the data series necessary to measure the impact of NASA research and development spending, and other determinants of technological progress, on the rate of growth in productivity of the U. S. economy. The measured relationship between NASA research and development spending and technological progress is simulated in the Chase Macroeconometric Model to measure the immediate, intermediate, and long-run economic impact of increased NASA research and development spending over a sustained period.

Contractor relationships and inter-organizational strategies in NASA's R and D acquisition process

Interorganizational analysis of NASA's acquisition process for research and development systems is discussed. The importance of understanding the contractor environment, constraints, and motives in selecting an acquisition strategy is demonstrated. By articulating clear project goals, by utilizing information about the contractor and his needs at each stage in the acquisition process, and by thorough analysis of the inter-organizational relationship, improved selection of acquisition strategies and business practices is possible.

Review of R and D on Water Hyacinth Utilization in the Philippine Republic

The operations of a Filipino inventor were observed with a view toward determining the technical-economic potential of his hyacinth utilization concepts if the highly fibrous portion of the plant were separated from the other components. Subjects of particular interest include: (1) water hyacinth harvesting techniques, volumes and costs; (2) hyacinth defibering processes; and (3) uses of hyacinth materials for production of animal feeds, paper fibers, particle boards, acoustic and insulation boards, various vitamins and minerals (especially Vitamin A), food products, pesticides, and medicinal and pharmaceutical products.

On propagation direction of ring current proton ULF waves observed by ATS 6 at 6.6 R sub E

From June 11 to September 16, 1974, the NOAA low-energy proton detector on board the ATS 6 satellite observed 71 cases of ultralow-frequency oscillations of proton flux intensities. The oscillation periods varied from 40 s to 6 min, and the events were observed most frequently during moderate geomagnetic conditions. The flux oscillations occurred at various local times, yet almost two thirds of the events were detected in the near-dusk region of the magnetosphere. For a majority of the events in this set a substantial phase shift in flux oscillation was detected between different energy channels and/or between two oppositely oriented detector telescopes. The phase shift is mainly due to the finite gyroradius effect of the protons gyrating in the geomagnetic field. By examining this finite gyroradius effect on the perturbed particle distribution function associated with the wave in a nonuniform magnetic field, the propagation direction of the wave from particle observations made by a single spacecraft is determined

Evaluating the benefits of government funded R & D aimed at the private sector

Federal funding of technological research and development is discussed with regard to the procedures for an economic analysis with the goals of (1) determining when the public sector should invest in a research and development program, (2) evaluating the likelihood of private sector participation in terms of public sector participation, and (3) considering the major factors in the formulation of a research and development program in terms of defining initiatives. Public sector investments are evaluated, noting procedures for determining whether benefits exceed costs. The role of the public sector research and development planning is described, considering the procedure for private sector implementation decisions and a methodology for evaluating the possibility of private sector commercialization. The economic value of the public sector research and development program is presented with attention given to a specific case of NASA-sponsored research and development aimed toward the commercialization of new public communications services.

Compliance calibration of specimens used in the R-curve practice

The compliance calibrations for the compact (CS) and crack-line-wedge-loaded (CLWL) specimens have been determined by experimental measurements and by boundary-collocation analysis. The CS and CLWL specimen configurations were modeled more accurately than those used in previous analytical investigations. Polynomial expressions for the compliance at various stations along the crack line for CS and CLWL specimens are presented. The compliance calibrations for the center-crack tension (CCT) specimen have been determined theoretically by boundary-collocation and finite-element analysis. The calculated compliance values for the CCT specimen are compared with values obtained from the Irwin-Westergaard expression and from a modification to the Irwin-Westergaard expression proposed by Eftis and Liebowitz. The Eftis-Liebowitz expression was found to be in good agreement (plus or minus 2 percent) with both analyses for crack aspect ratios up to 0.8 and for gage half-span to specimen width ratios up to 0.5.
