Solar Finance and Ownership Options

Communities facing specific solar project development opportunities or proactively planning their solar development strategies will need to have a basic understanding of solar financing and ownership options. How solar is financed and owned has large implications on how the solar project impacts local economic benefits, risk, and capital needs. This fact sheet provides a brief introduction to these considerations for local officials and community constituents to familiarize them with how local benefits and risks contrast across the basic ownership structures available.

Xcel Energy’s electric carbon emissions reduction trajectories in the context of 1.5°C and 2°C warming pathways

In 2015 the Paris Agreement established the goals of limiting global average warming to well below 2°C and pursuing efforts to limit warming to below 1.5°C. A large and growing number of scenarios have been developed by the climate research community that explore global energy and emissions pathways that would achieve those goals. We draw on the most recent database of such scenarios to update a previous analysis of Xcel Energy’s emissions reduction goals in light of evolving climate science. We assess the outlook for the role of the US electricity sector in current economy-wide and global emissions pathways and compare it to Xcel Energy’s near-term resource plans to 2030. We find that global scenarios that achieve the 1.5°C goal span a range of US/North America electricity sector emissions reductions by 2030 of about 65-85%. Xcel Energy’s emissions reductions to date have exceeded those of the US electricity sector as a whole, and its projected trajectory to 2030 under current approved resource plans falls within this range. Scenarios achieving the 2°C goal have a wider range of reductions (about 40-85%). In scenarios achieving either goal, electricity sector emissions fall faster than economy-wide emissions, a robust feature of mitigation scenarios, which typically rely on low carbon electricity to achieve climate targets.

Preparing Solar Photovoltaic Systems Against Storms. Pre-Storm Solar PV Checklist: Utility-Scale Ground-Mounted Systems

Through funding provided by the U.S. Department of Energy, the National Renewable Energy Laboratory (NREL) has used subject matter experts to compile a set of checklists to help Puerto Rico and other communities prepare for storms. Renewable energy and distributed energy systems have the potential to provide power to neighborhoods, vulnerable residents, and certain facilities within a community, if those systems are designed to provide power during a grid disruption. The storm-hardening checklists provide storm preparation actions that can increase the chances that solar photovoltaic (PV) systems are available when communities need them most. Virtual Community Trains

When access to transit solutions is restricted to parts of a community, a division occurs what leads to disadvantaged socioeconomic conditions that only grows over time. This restriction causes difficulties in accessing needed resources such as medical facilities, employment, healthy food, education, healthy food, and more. To solve this restricted access, Labyrinth Smart Mobility and partners are developing a virtual community train that encourages scalability, energy efficiency, and equitability to all regardless of individual circumstances and limitation. The implementation of virtual community trains allows access to resources previously out of reach. The virtual community train enables one operator to drive a lead vehicle. This lead vehicle would then provide direction to a follow vehicle through vehicle-to-vehicle communication. Labyrinth Smart Mobility in conjunction with partners used various methods and resources to prove market feasibility, technical feasibility, economic need and viability, and more as well as design system requirements and architecture emphasis efficiency and safety. In doing so, Labyrinth Smart Mobility and partners will continue these advancements to further develop the virtual community train.

First inclusive triple-differential measurement of the muon-antineutrino charged-current cross section using the NOvA Near Detector

We present the first measurement of the triple-differential muon antineutrino charged-current inclusive cross section, using the NOvA Near Detector and $12.5 \times 10^{20}$ protons on target in the NuMI beam. This sample of muon antineutrino interactions is the largest ever published, with approximately 1 million selected muon antineutrino events. The triple-differential cross section is measured in the final-state kinetic energy, the scattering angle, and the available energy of the interaction. The measurement enables phase-space regions populated by differing neutrino reaction processes to be isolated and the transition regions between them to be defined. The results are compared with the predictions of the main event generators used in the neutrino community and we observe energy- and angle-dependent discrepancies across a broad range of energies and interaction types

Incorporating Residential Smart Electric Vehicle Charging in Home Energy Management Systems

Electric vehicles (EVs) are expected to drastically increase residential electricity consumption and could provide a significant source of flexible demand. Aggregating smart EV charge controllers with other smart home devices through a home energy management system can lead to more optimal outcomes that benefit homeowners, utilities, and grid operators. Control strategies should consider occupant convenience by accounting for the need for fully charged EVs near the EV departure time. In this paper, we develop an EV charging framework that accounts for occupant convenience using OCHRE, a residential energy model, and foresee, a home energy management system. We simulate a community with high EV penetration and show that integrated, smart EV charging reduces peak demand and smooths night-time energy consumption. Simulation results show that the proposed control strategy nearly eliminates peak period EV charging and reduces the daily peak demand from EVs by 23%.

Advancing Clean Energy Equity

This year’s Financial Innovations Roundtable (June 16-17, 2022) focused on advancing clean energy equity and was co-hosted by the University of New Hampshire's Carsey School of Public Policy and the Federal Reserve Bank of New York. Clean energy technologies are better than ever, with costs continuing to decline. Yet the low-income and under-resourced communities – particularly communities of color, Native communities, and other traditionally marginalized populations – that are disproportionately impacted by climate and severe weather-related events lag in clean energy investments. Community Development Financial Institutions (CDFIs) have a long track record of providing access to capital to low- and moderate-income communities nationwide. Green Banks, established at state and local levels, use innovative financing to attract private capital and incentivize investments in clean and renewable energy. Together, the nation's network of more than 1,300 CDFIs and 21 Green Banks have the financing expertise and deep market understanding and relationships to finance a transition to clean energy. This event explored how Green Banks and CDFIs can funnel creditworthy projects to market and efficiently raise capital for them. Building on the Carsey School White Paper, Clean Energy Project Development for Low-Income Communities: Strengthening the Ecosystem for Delivering Solar Energy and Deep Efficiency Retrofits (Hangen, 2022), the FIR sought to identify options and create opportunities for Green Banks, CDFIs, and impact investors to collaborate in offering a range of products, approaches, and tools to better serve communities and individuals who have thus far been left out of the transition to clean energy. The event had 101 participants from a variety of sectors including CDFIs, Green Banks, mission-driven clean energy organizations, government agencies, banks, and impact investment professionals.
