Swing Contract-Based Valuation for Distributed Energy Resources in Transactive Energy Systems: A Reinforcement Learning Approach

With the proliferation of distributed energy resources (DERs) and power grids with high fractions of renewable energy, market constructs are evolving to allow DERs to participate in multiple possible markets, at different levels of grid hierarchy. The effective participation of DERs in market environments is aided by swing contract-based pricing mechanisms, whereby DERs have a two-part compensation structure – one for their reservation/commitment and another for performancedriven ex-post payment for their actual mobilization during dispatch. In this paper, we propose a reinforcement learningbased (Q-learning) approach that allows a rational DER agent to select the market it wants to participate in within a composite market environment where individual markets are coordinated by possibly different actors. The proposed Q-learning framework aids DERs in their self-valuation by implicitly maximizing their own payoff through market participation, assuming a swing contract-based compensation structure. We complement our work through simulation-based investigations where factors affecting the DER decision making process, such as parametric uncertainties in market (and grid) environments, are studied.

Job Scheduler-Driven Power Gateway for High Performance Computing

Power gateways in the form of a microgrid can incorporate multiple distributed energy resources (DER) in either grid forming or grid following mode and support high performance computing (HPC) power profiles including the large load-follow requirements observed in multi-user HPC systems. The microgrid’s flexibility to operate in either grid forming or grid following mode and to actively switch between these modes enables baseline power from multiple non-baseline DER while maintaining high power quality metrics for the HPC system. But this enormous flexibility in demand response and time of use shifting is generally programmed independently of any integration with an HPC job scheduler which can better inform the load shaping by the microgrid. While there are many existing approaches where the HPC job scheduler takes in information from the grid to make queue scheduling decisions, this work takes the opposite view and explores a scheduler where the jobs in the queue can directly impact the settings of the grid. Several HPC scheduler strategies are tested where the jobs in the queue directly impact the settings of a microgrid designed for HPC operation which is driving a datacenter with three classes of HPC architectures. The scheduler operation is shown using a microgrid with 64 kW of solar capacity and 320 kWh of battery over a period of 21 days operating with significant low-follow swings, a throttled grid, cloudy conditions, switching between grid following and grid forming modes, and a wide range of battery states-of-charge all while maintaining high quality power metrics. The scheduler provides a mechanism for the job queue to directly impact a power gateway like a microgrid and to improve HPC power outcomes such as maximizing renewable energy usage

Cybersecurity Assessment Tools for Distributed Energy Resources

This growing number of smart devices that support DERs can increase the number of access points outside a utility’s administrative domain, which can increase the potential for cyberattack. With the integration of DERs at federal sites, the cybersecurity vulnerabilities of DER systems must be understood and addressed. This presentation covers two NREL tools available. The Distributed Energy Resource Cybersecurity Framework (DER-CF) is a web-based holistic tool for evaluating cybersecurity posture including governance, physical security and technical management. The Distributed Energy Resource Risk Manager (DER-RM) extends the DER-CF by applying it to the NIST risk management framework process. It will be downloadable application that runs locally and documents all the major requirements for achieving Authority to Operate the DER.

Charting a Path for Reliable, Resilient and Affordable Clean Energy: A Roadmap for Three Communities in Utah

The roadmap identifies strategies to align deployment of distributed energy resources with the continued growth of utility-scale solar. The strategies outlined in the roadmap have been developed through collaborative discussions with project partners, but may not represent the opinions of, or positions of, all partner organizations and parties involved in the "Renewable Energy Impacts and Solutions in Utah" project. Rather, the strategies outlined in this Roadmap represent a suite of tools and actions that Salt Lake City, Park City, and the City of Moab can consider as each city works towards their community renewable electricity goals. While this Roadmap was developed to inform three communities as they progress towards their specific community energy goals, much of the analysis presented in the roadmap was conducted for Utah as a whole. Other communities in Utah can use the scenarios and strategies outlined in the roadmap to leverage the full potential of distributed energy resources to provide benefits to the community.

Robust Medium-Voltage Distribution System State Estimation using Multi-Source Data

Due to the lack of sufficient online measurements for distribution system observability, pseudo-measurements from short-term load or distributed renewable energy resources (DERs) forecasting are used. However, the accuracy of them is low and thus significantly limits the performance of distribution system state estimation (DSSE). In this paper, a robust DSSE that integrates multi-source measurement data is proposed. Specifically, the historical low-voltage (LV) side smart meters are used to forecast load and DERs injections via the support vector machine (SVM) with optimally tuned parameters. By contrast, the online smart meters at LV side are utilized to derive equivalent power injections at the MV/LV transformers, yielding more accurate pseudo-measurements compared to the forecasted injections. Furthermore, to deal with bad data caused by communication loss, instrumental errors and cyber attacks, robust DSSE that relies on generalized maximum-likelihood (GM)-estimation criterion is developed. The projection statistics are developed to adjust the weights of each measurement, leading to better balance between pseudo- and real-time measurements. Numerical results conducted on modified IEEE 33-bus system with DG integration demonstrate the effectiveness and robustness of the proposed method.

A Smart and Flexible Microgrid with a Low-cost Scalable Open-source Controller (Final Report)

This report contains information regarding the activities carried out in the project "A Smart and Flexible Microgrid with a Low-cost Scalable Open-source Controller. The project aims at developing a community-based flexible microgrid (FMG) with smart grid features, including multiple utility feeders and dynamic boundaries that utilize intelligent switches and ultra-high-speed communication links already in a smart grid. The project also aims at developing a corresponding controller for such an FMG with low cost and high scalability. With distributed renewable energy resources (DERs) and the intelligent microgrid controller, the FMG will achieve aggressive emission reduction, increased energy use efficiency, and reliability improvement goals. The FMG and its controller design will be scalable for different geographic areas, load sizes, distributed generation source number and types, and even multiple MGs within a distribution electric power system. In order to achieve these project objectives, three main development tasks were carried out: FMG design, FMG controller development, and FMG controller testing. The fourth task was technology to market.

Subordinated Gaussian Processes for Solar Irradiance

Traditionally the power grid has been a one-way street with power flowing from large transmission-connected generators through the distribution network to consumers. This paradigm is changing with the introduction of distributed renewable energy resources (DERs), and with it, the way the grid is managed. There is currently a dearth of high fidelity solar irradiance datasets available to help grid researchers understand how expansion of DERs could affect future power system operations. Realistic simulations of by-the-second solar irradiances are needed to study how DER variability affects the grid. Irradiance data are highly non-stationary and non-Gaussian, and even modern time series models are challenged by their distributional properties. We develop a subordinated non-Gaussian stochastic model whose simulations realistically capture the distribution and dependence structure in measured irradiance. We illustrate our approach on a fine resolution dataset from Hawaii, where our approach outperforms standard nonlinear time series models.
