NASA/DOD Aerospace Knowledge Diffusion Research Project: US Scientific and Technical Information Policy - Paper 57

In fiscal year 1994, the United States government spent about $68 billion for science and technology. Although there is general agreement among policy makers that the results of this expenditure can be used to enhance technological innovation and improve economic competitiveness, there is no coherent scientific and technical information (STI) policy. The absence of a cohesive policy and STI policy framework means that the transfer and utilization of STI goes uncoordinated. This chapter examines the U.S. government's role in funding science and technology, reviews Federal STI activities and involvement in the transfer and use of STI resulting from federally-funded science and technology, presents issues surrounding the use of federally-funded STI, and offers recommendations for improving the transfer and use of STI.

Optimizing Input/Output Using Adaptive File System Policies

Parallel input/output characterization studies and experiments with flexible resource management algorithms indicate that adaptivity is crucial to file system performance. In this paper we propose an automatic technique for selecting and refining file system policies based on application access patterns and execution environment. An automatic classification framework allows the file system to select appropriate caching and pre-fetching policies, while performance sensors provide feedback used to tune policy parameters for specific system environments. To illustrate the potential performance improvements possible using adaptive file system policies, we present results from experiments involving classification-based and performance-based steering.

The Air Transportation Policy of Small States: Meeting the Challenges of Globalization

The air transport policies of small states are currently at a crossroad. Policy makers in these countries are facing a difficult dilemma: either follow the general trend of liberalization and pay the high cost of the resulting restructuring or maintain the existing regulatory and ownership structures at the risk of isolation thus undermining the viability and sustainability of their air transport sector and their economies in general. This paper proposes to explore the broad issues raised by this difficult dilemma, to outline its special significance in the context of small states and to delineate the options opened to the economic policymakers; in these states. After a brief note on the method of research, we sketch the main elements of the international air transport industry in which the airlines of small states are called upon to act. We then propose to review the main features of the analytical framework of this debate as it pertains to the special circumstances of these states. Then we focus on the challenges facing the airlines of Small States, while the next section proposes a number of the alternative policy options open to the policy makers in these states. The main conclusions are drawn in the final section.

The Use of Remote Sensing Data for Advancing America's Energy Policy

After briefly reviewing America's Energy Policy laid out by the Obama Administration, we outline how a Global Carbon Observing System designed to monitor Carbon from space can provide the necessary data and tools to equip decision makers with the knowledge necessary to formulate effective energy use and practices policy. To stabilize greenhouse gas emissions in the atmosphere in a manner that it does not interfere with the Earth's climate system (which is one of the goals of United Nations Framework for Convention on Climate Change) requires vastly improved prediction of the atmospheric carbon dioxide (CO2) concentrations. This in torn requires a robust understanding of the carbon exchange mechanisms between atmosphere, land, and oceans and a clear understanding of the sources and sinks (i.e. uptake and storage) of CO2. We discuss how the Carbon Observing System from space aids in better understanding of the connection between the carbon cycle and climate change and provides more accurate predictions of atmospheric CO2 concentration. It also enables implementation of greenhouse gas (GHG) mitigation policies such as cap and trade programs, international climate treaties, as well as formulation of effective energy use policies.

Policy-Based Negotiation Engine for Cross-Domain Interoperability

A successful policy negotiation scheme for Policy-Based Management (PBM) has been implemented. Policy negotiation is the process of determining the "best" communication policy that all of the parties involved can agree on. Specifically, the problem is how to reconcile the various (and possibly conflicting) communication protocols used by different divisions. The solution must use protocols available to all parties involved, and should attempt to do so in the best way possible. Which protocols are commonly available, and what the definition of "best" is will be dependent on the parties involved and their individual communications priorities.

Inter-Network Policy

Various embodiments associated an inter-network policy that is implemented for use across multiple networks are described. Individual networks can have individual policies that govern how communications are handled, how resources are allocated, and other metrics. When individual networks work together, these networks can experience problems if their individual policies conflict with one another. Therefore, the inter-network policy can be generated that facilitates the individual networks working together.

A New Approach to Evaluate and Reduce Uncertainty of Model-Based Biodiversity Projections for Conservation Policy Formulation

Biodiversity projections with uncertainty estimates under different climate, land-use, and policy scenarios are essential to setting and achieving international targets to mitigate biodiversity loss. Evaluating and improving biodiversity predictions to better inform policy decisions remains a central conservation goal and challenge. A comprehensive strategy to evaluate and reduce uncertainty of model outputs against observed measurements and multiple models would help to produce more robust biodiversity predictions. We propose an approach that integrates biodiversity models and emerging remote sensing and in-situ data streams to evaluate and reduce uncertainty with the goal of improving policy-relevant biodiversity predictions. In this article, we describe a multivariate approach to directly and indirectly evaluate and constrain model uncertainty, demonstrate a proof of concept of this approach, embed the concept within the broader context of model evaluation and scenario analysis for conservation policy, and highlight lessons from other modeling communities.

NASA’s Revised Planetary Protection Policy and Implementation

NASA has updated its planetary protection policy and implementation approach in response to advances in scientific understanding of solar system targets, upcoming mission opportuni-ties for exploration and sample return, and the private sector’s emerging capability to plan missions to Earth’s Moon and Mars. In September 2021, the NASA Procedural Requirements NPR 8715.24, entitled “Planetary Protection Provisions for Robotic Extraterrestrial Missions” was released which repositions planetary protection in existing NASA mission and program management structures, introduces risk-informed decision making, expands on key roles and responsibilities for both programmatic and the Oÿce of Safety and Mission Assurance, updates the categorization process and streamlines the planetary protection documentation approval and schedule. NASA is working on a more detailed technical standard to accompany NPR 8715.24 which will include the detailed technical requirements to address organic contamina-tion, inadvertent impact avoidance, biological control and management, end of mission disposal and restricted Earth-Return sample safety and assurance. This report to the COSPAR com-munity will describe the current NASA planetary protection policy and its alignment with the revised COSPAR planetary protection policy. NASA’s plans for updating the supporting “Handbook for Implementing Planetary Protection Technical Requirements” and future policies for addressing planetary protection of crewed missions will also be presented.

Impacts of Renewable Energy and Green Hydrogen Policies on Uttar Pradesh's Power Sector Future

This report is part of a broader program focused on supporting Indian states with long-term power system planning. More information about this program can be found at the National Renewable Energy Laboratory's "Supporting India's States With Renewable Energy Integration" web page at https://www.nrel.gov/international/india-renewable-energy-integration.html. The power sector in Uttar Pradesh, India's most populous state, is poised to transform over the next few decades due to a combination of national and state-level policies impacting both the supply and demand of electricity. The Government of Uttar Pradesh has policies and plans to develop in-state solar PV, pumped storage hydropower, and green hydrogen. Power system policymakers and utilities in Uttar Pradesh are faced with the challenges of planning a system that incorporates increasing amounts of renewable energy and storage resources, meets rising electricity demand due to economic development and green hydrogen production, and satisfies operational and reliability requirements. To support these various objectives, the National Renewable Energy Laboratory (NREL), RMI, and the Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) evaluated the least-cost pathways for the state's power sector through 2050. NREL developed a capacity expansion model that identifies investment and operational decisions for every year (2024-2050) for all of India, with detailed representation for the state of Uttar Pradesh, which can provide a framework for recurring planning studies. The main insights from this study can also help inform policy development and investment decisions.

Greenhouse Gas Accounting Procedures in Low Carbon Fuel Policies Overlook the Spatial Variability of Miscanthus-Derived Sustainable Aviation Fuel

Low carbon fuel policies such as the U.S. Renewable Fuel Standard (RFS), Canada Clean Fuel Regulations (CFR), and California Low Carbon Fuel Standard (LCFS) as well as the 45Z tax credit are intended to reduce greenhouse gas (GHG) emissions from transportation. Cellulosic feedstocks, optimized biorefineries, and favorable farming locations can significantly reduce biofuel carbon intensity (CI). Despite advances in field-to-fuel GHG monitoring and flexibility in resource allocation within biorefineries (e.g., governing net electricity production), rigid CI accounting procedures in current policies may limit CI responsiveness across candidate sites and processing facilities. Here, this work examines a hypothetical biomass-to-sustainable aviation fuel (SAF) pathway using miscanthus and alcohol-to-jet (i) to demonstrate how GHG accounting requirements drive estimates of biofuel CIs and (ii) to explore potential CI and financial implications of scenario-specific life cycle assessment (LCA). Results demonstrate that GHG accounting using the CFR/LCFS can reasonably account for distinct levels of net electricity production by a biorefinery, but only the CFR yields similar CI sensitivity to spatially explicit factors (feedstock CI, grid electricity CI) as scenario-specific LCA: most GHG accounting frameworks do not capture CI variation across candidate sites in the United States. Ultimately, this work demonstrates the importance of LCA methodological specifications in low carbon fuel policies and tax credits.

Community Solar Policy Landscape and Pathways to Meaningful Benefits: A Review of Equitable Access and Household Savings

As of August 2024, community solar legislation and policies have been implemented in 24 U.S. states and localities, including the District of Columbia. These policies have driven significant growth in the community solar market. The states that have enacted legislation accounting for over 62.8% of the country's installed capacity. Community solar policy designs are evolving, with many states expanding programs, enhancing equitable access, and ensuring household savings.

Thriving in the Carbon-Aware Market: How to Account for Emissions in the Era of Carbon-Centered Trade Policies

Emerging global policies, such as the European Union's enacted Carbon Border Adjustment Mechanism and similar policies under development in Canada, Australia and the United Kingdom, will place a premium on goods traded into their territories with higher embedded emissions than those produced domestically. U.S. manufacturers could stand to benefit from such policies; given the investments U.S. industry has made to reduce the energy and emission intensities of its operations. For example, the overall GHG intensity of U.S. steel production in 2019 was ~0.96 t CO2/t steel, less than half that of China (~1.97 t CO2/t steel), and bested only by Italy. To realize these benefits, transparent, accurate, interoperable and accepted embedded emissions accounting and calculation methods are required. Achieving this requires overcoming challenges related to data availability, boundary definitions, and product definitions among others, both at individual facilities as well as through value chains. We will present technical findings on methodology considerations and data-availability constraints for determining the emissions of traded goods, using steel as a pilot and leveraging publicly available data. Issues such as determining the appropriate scope for emissions accounting, implications of the specificity of product chosen, emissions allocation in multi-product facilities, and enumeration of emissions for products manufactured across multiple facilities will be discussed. By sharing the results of our efforts, we aim to inform the development and execution of embedded emissions accounting methods from a technical perspective such that U.S. manufacturers can thrive in emerging global markets.

Accelerating Climate Research and Action in Cities through Advanced Science-Policy-Practice Partnerships

Cities have become increasingly recognized as key sites for climate research and action. Recently, these efforts have been significantly advanced through science-policy-practice partnerships. The objective of this paper is to assess how these partnerships are structured, the research and action agenda that underpins them, and how this agenda is being articulated and implemented. The assessment also helps to define some of the conceptual and operational gaps faced by the science-policy-practice community and how they can be addressed. The work evaluates the critical conditions for promoting these advances including the definition and fulfillment of knowledge needs, the integration of different perspectives and approaches, establishment of pathways to finance the urban climate research and action community, and creation and promotion of new partnerships. The paper concludes with a series of strategies and recommendations for how targeted policy adjustments can accelerate and support the production of actionable knowledge and this integrated researcher-policymaker-practitioner community.

Finding and Fixing Food System Emissions: The Double Helix of Science and Policy

Improving estimates of greenhouse gas (GHG) emissions from food production, supply, consumption, and disposal is fundamental to identifying effective policy solutions. Through broader awareness of the food-climate nexus, climate mitigation as well as resilience can be enhanced. However, work is needed to address knowledge gaps, promote better policies and improve public understanding of issues related to the food system and climate change. The intention of this paper is not only to highlight the need for better scientific understanding of the processes through which GHGs are emitted—from production to processing, from supply chains and retail to food preparation and waste (figure 1)—but also to integrate science and policy in order to scale up impact on climate change action.
