Advanced Free Flight Planner and Dispatcher's Workstation: Preliminary Design Specification

The National Aeronautics and Space Administration (NASA) has implemented the Advanced Air Transportation Technology (AATT) program to investigate future improvements to the national and international air traffic management systems. This research, as part of the AATT program, developed preliminary design requirements for an advanced Airline Operations Control (AOC) dispatcher's workstation, with emphasis on flight planning. This design will support the implementation of an experimental workstation in NASA laboratories that would emulate AOC dispatch operations. The work developed an airline flight plan data base and specified requirements for: a computer tool for generation and evaluation of free flight, user preferred trajectories (UPT); the kernel of an advanced flight planning system to be incorporated into the UPT-generation tool; and an AOC workstation to house the UPT-generation tool and to provide a real-time testing environment. A prototype for the advanced flight plan optimization kernel was developed and demonstrated. The flight planner uses dynamic programming to search a four-dimensional wind and temperature grid to identify the optimal route, altitude and speed for successive segments of a flight. An iterative process is employed in which a series of trajectories are successively refined until the LTPT is identified. The flight planner is designed to function in the current operational environment as well as in free flight. The free flight environment would enable greater flexibility in UPT selection based on alleviation of current procedural constraints. The prototype also takes advantage of advanced computer processing capabilities to implement more powerful optimization routines than would be possible with older computer systems.

Flight Planning

Seagull Technology, Inc., Sunnyvale, CA, produced a computer program under a Langley Research Center Small Business Innovation Research (SBIR) grant called STAFPLAN (Seagull Technology Advanced Flight Plan) that plans optimal trajectory routes for small to medium sized airlines to minimize direct operating costs while complying with various airline operating constraints. STAFPLAN incorporates four input databases, weather, route data, aircraft performance, and flight-specific information (times, payload, crew, fuel cost) to provide the correct amount of fuel optimal cruise altitude, climb and descent points, optimal cruise speed, and flight path.

Program and Project Management Framework

The primary objective of this project was to develop a framework and system architecture for integrating program and project management tools that may be applied consistently throughout Kennedy Space Center (KSC) to optimize planning, cost estimating, risk management, and project control. Project management methodology used in building interactive systems to accommodate the needs of the project managers is applied as a key component in assessing the usefulness and applicability of the framework and tools developed. Research for the project included investigation and analysis of industrial practices, KSC standards, policies, and techniques, Systems Management Office (SMO) personnel, and other documented experiences of project management experts. In addition, this project documents best practices derived from the literature as well as new or developing project management models, practices, and techniques.

Essential Autonomous Science Inference on Rovers (EASIR)

Existing constraints on time, computational, and communication resources associated with Mars rover missions suggest on-board science evaluation of sensor data can contribute to decreasing human-directed operational planning, optimizing returned science data volumes, and recognition of unique or novel data. All of which act to increase the scientific return from a mission. Many different levels of science autonomy exist and each impacts the data collected and returned by, and activities of, rovers. Several computational algorithms, designed to recognize objects of interest to geologists and biologists, are discussed. The algorithms represent various functions that producing scientific opinions and several scenarios illustrate how the opinions can be used.

Sensor-Web Operations Explorer

Understanding the atmospheric state and its impact on air quality requires observations of trace gases, aerosols, clouds, and physical parameters across temporal and spatial scales that range from minutes to days and from meters to more than 10,000 kilometers. Observations include continuous local monitoring for particle formation; field campaigns for emissions, local transport, and chemistry; and periodic global measurements for continental transport and chemistry. Understanding includes global data assimilation framework capable of hierarchical coupling, dynamic integration of chemical data and atmospheric models, and feedback loops between models and observations. The objective of the sensor-web system is to observe trace gases, aerosols, clouds, and physical parameters, an integrated observation infrastructure composed of space-borne, air-borne, and in-situ sensors will be simulated based on their measurement physics properties. The objective of the sensor-web operation is to optimally plan for heterogeneous multiple sensors, the sampling strategies will be explored and science impact will be analyzed based on comprehensive modeling of atmospheric phenomena including convection, transport, and chemical process. Topics include system architecture, software architecture, hardware architecture, process flow, technology infusion, challenges, and future direction.

Cubesat Constellation Design for Air Traffic Monitoring

Suitably equipped global and local air traffic can be tracked. The tracking information may then be used for control from ground-based stations by receiving the Automatic Dependent Surveillance-Broadcast (ADS-B) signal. The ADS-B signal, emitted from the aircraft's Mode-S transponder, is currently tracked by terrestrial based receivers but not over remote oceans or sparsely populated regions such as Alaska or the Pacific Ocean. Lack of real-time aircraft time/location information in remote areas significantly hinders optimal planning and control because bigger "safety bubbles" (lateral and vertical separation) are required around the aircraft until they reach radar-controlled airspace. Moreover, it presents a search-and-rescue bottleneck. Aircraft in distress, e.g. Air France AF449 that crashed in 2009, take days to be located or cannot be located at all, e.g. Malaysia Airlines MH370 in 2014. In this paper, we describe a tool for designing a constellation of small satellites which demonstrates, through high-fidelity modeling based on simulated air traffic data, the value of space-based ADS-B monitoring and provides recommendations for cost-efficient deployment of a constellation of small satellites to increase safety and situational awareness in the currently poorly-served surveillance area of Alaska. Air traffic data has been obtained from the Future ATM Concepts Evaluation Tool (FACET), developed at NASA Ames Research Center, simulated over the Alaskan airspace over a period of one day. The simulation is driven by MATLAB with satellites propagated and coverage calculated using AGI's Satellite ToolKit(STK10).

The purpose of this guide is intended to be a quick reference for a Project-Control Account Manager (P CAM) or technical manager empowered with a project’s cost, schedule, and technical responsibilities of a control account(s) when Earned Value Management (EVM) is required. The overall objective is to support the P CAM in performing their responsibilities as they relate to EVM. In addition, the reference guide describes at a summary level how the scope, schedule, and budget of a project integrate for optimal planning and control of prime contracts and in-house projects.

Pattern-Based Genetic Algorithm for Airborne Conflict Resolution

NASA has developed the Autonomous Operations Planner (AOP) airborne decision support tool to explore advanced air traffic control concepts that include delegating separation authority to aircraft. A key element of the AOP is its strategic conflict resolution (CR) algorithm, which must resolve conflicts while maintaining conformance with traffic flow management constraints. While a previous CR algorithm, which focused on broader flight plan optimization objectives as a part of conflict resolution, had successfully been developed, new research has identified the need for resolution routes the users find more acceptable (i.e., simpler and more intuitive). A new CR algorithm is presented that uses a combination of pattern-based maneuvers and a genetic algorithm to achieve these new objectives. Several lateral and vertical maneuver patterns are defined and the application of the genetic algorithm explained. A new approach to defining a conflicted fitness function using estimates of the local conflict region around a conflicted trajectory is also presented. Preliminary performance characteristics of the implemented algorithm are provided.

Prospects for TTV Detection and Dynamical Constraints with TESS

We consider the potential for the Transiting Exoplanet Survey Satellite (TESS) to detect transit timing variations (TTVs) during both its nominal and extended mission phases. Building on previous estimates of the overall yield of planetary systems from the TESS mission, we predict that during its nominal two-year mission, TESS will observe measurable TTVs in ~30 systems, from which planet will get precise mass measurements from TTVs alone, ~5 planets will have significant constraints placed on their masses from TTVs, and over a dozen systems will be singly transiting TTV systems. We consider a number of different extended mission scenarios, and predict that in a typical scenario, an extended mission will allow TESS to increase the number of systems with measurable TTVs to a total of ~90, from which ~15 planets will have precise mass measurements, another ~15 will have significant constraints placed on their masses, and ~60 will be singly transiting TTV systems. We also describe how follow-up transit observations of multiplanet systems discovered by the TESS mission can be optimally planned to maximize TTV mass and eccentricity constraints.

Reference Guide for Project-Control Account Managers

The purpose of this guide is intended to be a quick reference for a Project-Control Account Manager (P-CAM) or technical manager empowered with a project’s cost, schedule, and technical responsibilities of a control account(s) when Earned Value Management (EVM) is required. The overall objective is to support the P-CAM in performing their responsibilities as they relate to EVM. In addition, the reference guide describes at a summary level how the scope, schedule, and budget of a project integrate for optimal planning and control of prime contracts and in-house projects. Because NASA implements a diverse and unique portfolio of projects, those projects have traditionally created project-specific systems to manage planning and performance analysis. However, establishment and implementation of a project management system that is common across all centers and mission directorates will facilitate the adoption of best business practices. In addition, the application of timely and predictive analysis, as well as, providing all stakeholders with greater insight into project performance will enhance opportunities for project success. Plan It Together: Optimizing Across Generation, Transmission, Distribution, and Distributed Energy Resources

Integrated planning holds the promise of unlocking lower total system cost solutions by connecting previously siloed planning processes. This article summarizes the state of bulk and local grid planning today and details multiple new analytical approaches that can enable more holistic planning methods to develop comprehensive solutions to generation, transmission, distribution, and distributed energy resource needs. These include both iterative approaches as well as cooptimization techniques. In addition to the benefits of these methods, the technical and institutional challenges and associated solutions are also discussed.

Strategic Planning with Unscented Optimal Guidance for Urban Air Mobility

This study proposes a strategic trajectory planning framework to support development of Urban Air Mobility (UAM) traffic networks and optimization of UAM aircraft trajectories that are robust to uncertain wind fields. The development of UAM traffic networks considers static aviation constraints and dynamic weather constraints in urban airspace and the connections to ground transportation networks for preliminary selection of feasible time-optimal routes. The trajectory optimization of UAM aircraft utilizes an unscented optimal guidance approach to generate cost-optimal trajectories constrained on the selected sigma values of probability distribution of uncertain wind fields while ensuring that the end-point constraints are met for reducing wind-induced trajectory uncertainty. Unscented guidance commands are assessed based on trajectory perturbations at subsequent end-points in various wind fields by conducting Monte Carlo simulations.An example of wind-optimal UAM corridor and the associated trajectory-based operation volume is created utilizing the perturbations of the unscented trajectories for preliminary assessment of required aircraft separation minima without knowledge of aircraft navigation performance.

Problem Formulation for Optimal Array Modeling and Planning

In this paper we describe an optimal modeling and planning framework for the future large array of DSN antennas. This framework takes into account the array link performance models, reliability models, constrain models, and objective functions, and determines the optimal sub-array clusters configuration that will support the maximum number of concurrent missions based on mission link properties, antenna element reliabilities, mission requests, and array operation constraints. ..

An optimization framework for interdependent planning goals

This paper describes an approach for optimizing over interdependent planning goals. We have implemented a methodology for representing and utilizing information about interdependent goals and their related utilities using the ASPEN planning and scheduling system.

Exact and explicit optimal solutions for trajectory planning and control of single-link flexible-joint manipulators

An optimal trajectory planning problem for a single-link, flexible joint manipulator is studied. A global feedback-linearization is first applied to formulate the nonlinear inequality-constrained optimization problem in a suitable way. Then, an exact and explicit structural formula for the optimal solution of the problem is derived and the solution is shown to be unique. It turns out that the optimal trajectory planning and control can be done off-line, so that the proposed method is applicable to both theoretical analysis and real time tele-robotics control engineering.
