Operating Experience Data Analysis for Digital Instrumentation and Control System Reliability and Risk Assessment in Nuclear Power Plants

The implementation of advanced digital instrumentation and control (DI&C) systems in U.S. nuclear power plants (NPPs) can bring significant advancements in reliability, monitoring, and control capabilities. However, these systems also introduce new challenges, particularly in assessing risks such as common-cause failures (CCFs) and establishing robust reliability estimates for DI&C components. Addressing these challenges is critical for ensuring the safe and efficient operation of NPPs. Recently, Idaho National Laboratory was tasked by the U.S. Nuclear Regulatory Commission (NRC) to conduct a DI&C reliability study using operating experience data from the nuclear industry. The two operating experience data sources for the study are the Institute of Nuclear Power Operations’ Industry Reporting and Information System (IRIS) and the NRC’s Licensee Event Report database which is hosted at Idaho National Laboratory at https://lersearch.inl.gov/LERSearchCriteria.aspx. This report provides a comprehensive examination of DI&C systems, including their architecture, operational advantages, and associated challenges. It reviews existing industry DI&C studies and failure mode taxonomies, along with reliability data from various industries. Through a detailed analysis of these databases, the study provides insights into DI&C system performance. Considerations should be given to incorporate DI&C failure data into the NRC's Integrated Data Collection and Coding System and updating the Reliability and Availability Data System to support ongoing DI&C reliability studies. Recommendations are also provided for modeling DI&C reliability and CCF in probabilistic risk assessment, thereby supporting risk-informed decision-making and enhancing the reliability and safety of NPPs.

Analysis of different operating strategies of thermal energy storage with radiant cooling system

Thermal energy storage systems in building cooling applications have been explored extensively as a peak load-shifting technology. Thermal energy storage performance has been recognized and studied from an energy cost-savings point of view because of peak-valley price differences, but not many studies have been conducted from an energy savings viewpoint. This study experimentally investigates the performance of the energy storage-retrofitted to a ceiling-type radiant cooling system. To study the performance, a water-based storage system was designed and developed for an academic office building equipped with a radiant cooling system. The water in the storage tank was cooled to a certain storage temperature in the nighttime, and the same water was used during the daytime for meeting the cooling load. Different combinations of charging and discharging schedules were analyzed. The key objective of the study was to achieve energy savings and energy-cost savings simultaneously. This objective was accomplished by identifying the major factors contributing to the energy consumption of the storage-retrofitted cooling system and devising novel operating strategies, leading to an enhanced energy savings potential. Two operating strategies comprising 24 operating scenarios were compared and the storage was used to dispatch the load for 3 hours of the day as a full storage unit. Results showed that in hot and dry climate conditions, using the storage with the radiant cooling system offered energy savings of 3% to 14%. The energy-cost analysis was also performed using a time-of-day electricity tariff plan. The energy-cost savings varied from 17.5% to 22.4% for these operating scenarios.

Better Buildings Workforce Accelerator – Technical Assistance Project: Northwest Energy Efficiency Council – A Replicable Analysis for Building Operator Certification Diversity, Equity, and Inclusion Objectives

The Northwest Energy Efficiency Council (NEEC) requested technical assistance through the U.S. Department of Energy (DOE) Better Buildings Workforce Accelerator (BBWA) program, with the objective of developing a replicable analytical approach to understanding Building Operator Certification (BOC) program participants and measure progress towards diversity, equity, and inclusion objectives. The technical assistance advances NEEC’s progress towards their goal of recruiting more diverse students to the BOC training and certification program. This report develops a replicable geospatial analysis of BOC program participants based on DEI indicators that can be applied at a national level, provides a step-by-step guide on repeating and updating the analysis, and presents recommendations for future data collection and analysis.

Microbial Taxa Distribution Data From 16S rRNA Analysis Of Desalination Operations At Carlsbad, CA And Tampa Bay, FL

This data set list the distribution of microbial taxa from three sets of sampling campaigns from unit operations in two large desalination facilities in the US conducted between March and May 2021. The desalination plants include the Claude "Bud" Lewis Carlsbad Desalination Plant in Carlsbad, California and the Seater Desalination facility in Tampa Bay, Florida.

Simulation-Based Analysis of Feeder Operation with Different PV Smart Inverter Functions on an Actual Distribution System: Preprint

High penetration of photovoltaics (PV) in distribution feeders can cause problems, such as overvoltage, reverse power flow, and large net load changes. Traditional voltage regulation devices, such as capacitors and voltage regulators, can solve some of these problems but might have some delays. Today, smart inverters are gradually being used to provide voltage regulation and frequency support in distribution systems. Different smart inverter settings have been recommended in various rules and standards; however, the potential benefits and their impacts on distribution system operation are not well compared and studied. This paper presents a comparison of different smart inverter settings as applied to a distribution system. An actual feeder model from San Diego Gas & Electric Company is used to conduct the simulation. Additionally, a load disaggregation method is proposed to disaggregate the load and PV profile for each load location using advanced metering infrastructure net load measurements. Then, different smart inverter settings are applied to the PV systems in the feeder, and the simulation results are compared. The results show that the implementation of specific functions of smart inverters can reduce voltage exceedances, and the utility can determine the specific inverter setting based on its operational requirements.

Differentiation strategies of soil rare and abundant microbial taxa in response to changing climatic regimes

Despite the important roles of soil microbes, especially the most diverse rare taxa in maintaining community diversity and multifunctionality, how different climate regimes alter the stability and functions of the rare microbial biosphere remains unknown. We reciprocally transplanted field soils across a latitudinal gradient to simulate climate change and sampled the soils annually after harvesting the maize over the following 6 years (from 2005 to 2011). By sequencing microbial 16S ribosomal RNA gene amplicons, we found that changing climate regimes significantly altered the composition and dynamics of soil microbial communities. A continuous succession of the rare and abundant communities was observed. Rare microbial communities were more stable under changing climatic regimes, with lower variations in temporal dynamics, and higher stability and constancy of diversity. More nitrogen cycling genes were detected in the rare members than in the abundant members, including amoA, napA, nifH, nirK, nirS, norB and nrfA. Random forest analysis and receiver operating characteristics analysis showed that rare taxa may act as potential contributors to maize yield under changing climatics. The study indicates that the taxonomically and functionally diverse rare biosphere has the potential to increase functional redundancy and enhance the ability of soil communities to counteract environmental disturbances. With ongoing global climate change, exploring the succession process and functional changes of rare taxa may be important in elucidating the ecosystem stability and multifunctionality that are mediated by microbial communities.

Wind Turbine Generator Reliability Analysis to Reduce Operations and Maintenance (O&M) Costs

Wind turbine major systems (blades, pitch, main bearing, gearbox, and generator) are integrated into a composite system. Specifications for these systems and components are developed to achieve symmetry of operation, avoiding negative interaction. For instance, the main bearing, gearbox, and generator (drivetrain) components are interdependent, functioning in unison for efficient energy production. Hence, wind resource and grid interactions affecting the drivetrain impact the performance and reliability of the turbine generator. This paper discusses generator reliability covering the technology evolution over the last 20 years. EPRI's Wind Network for Enhanced Reliability (WinNER) web-based tool and Shermco Industries databases are presented, and conclusions are drawn regarding failures specific to generator design, manufacturing, and operating conditions. Additionally, this paper compares the life expectancy of stator-fed configurations and doubly fed generator systems.

Critical Roles of Information, Analysis, Research, and Operations in the Cyber Realm

PNNL has developed an adaptive cyber integration framework (ACIF) to facilitate the timely sharing of cyber threat information along with the advancement of situational awareness tools to enhance protection against and respond to critical infrastructure cybersecurity threats. The ACIF comprises components implemented iteratively to achieve research and mission goals. The ACIF components include data generation technologies, analytic tools development and maturation, data enrichment and fusion, trust building with stakeholders, investigative research, analytic rigor, production, and dissemination. Each component, its importance to the ACIF, and how they can be adopted and applied across other information-sharing sectors and domains are discussed in this paper.

2D analysis of tokamak divertor-plasma detachment-bifurcation with operational parameters and geometries

UEDGE simulations with density scans for various input power, transport coefficients and outer poloidal leg length are performed to study the conditions for the existence of a bifurcation-like drop of T e at the outer strike point, commonly referred to as a detachment cliff, when transitioning to a detached plasma from an attached plasma in the outer divertor as the upstream density increases (McLean et al., 2015). The simulation results show that a detachment cliff tends to occur with a higher power input regardless of diffusivities and leg length. Further analysis of change of plasma profiles at a cliff indicate that, in addition to the sharp reduction of the E x B drift fluxes in the outer divertor studied in Jaervinen et al., (2018), the substantial change of the Mach number in the outer divertor and the decrease of the outer mid-plane T e due to the radiation front moving across the separatrix into the confinement region above the X-point consistently occur for all UEDGE density scans that have a detachment cliff. UEDGE time-dependent simulation of the evolution of a detachment cliff shows that the rapid increase of radiation above the X-point occurs in a time scale of ~0.3–0.5, which could possibly be the trigger for the formation of a detachment cliff, quicker than the Mach number change in a time scale of ~1 ms and the drop of T e in a time scale of ~2–3 ms in the outer divertor.

Prevalence of typical operational problems and energy savings opportunities in U.S. commercial buildings

In the United States, as much as 30% of the 19 EJ that commercial buildings consume is considered excess. Much of the excess energy is due to the inability to manage building operations efficiently. Because almost 20% of the total primary energy consumption is associated with commercial buildings, significant energy reductions in this sector are needed to mitigate climate change. Therefore, many cities and states are mandating periodic “tune-ups” of these buildings to eliminate excess energy consumption. Although the benefits of tune-ups and retro-commissioning are clear, focusing these mandates to look for specific opportunities has been a challenge because of the lack of studies that document the prevalence of opportunities. Therefore, we analyzed building automation system data from 151 buildings across the United States to document common operational problems and opportunities to improve building operations. This analysis showed that opportunities to improve building operations exist in almost every building. These opportunities were not strongly correlated with building vintage or size, but were reflective of how the buildings are operated. The prevalence of the top 20 opportunities ranged between 74% and 23%, with 40% of these associated with air-handling units. The rest of the opportunities are associated with schedules, chilled and hot-water distribution, and zone controls. Of the 151 buildings, 69 of them implemented corrective actions of some or all opportunities that were identified. Implementation varied across the Re-tuning categories, with 60% for schedule opportunities, 50% for zone opportunities, over 40% for the air-handling unit and hot-water opportunities, and 35% of the chilled-water opportunities. There was wide variation in whole building energy savings, ranging from 0 to 50% and 0 to 18 $/m2 with median percent annual whole building savings of 12% and median normalized annual cost savings of $1.75/m2. In addition to documenting these key findings, the paper provides a list of opportunities that can be automatically and continuously identified and corrected and offers a list of those opportunities that should be the focus of the mandates.
