This presentation captures ERA Project's effort in using integrated cost-schedule-risk analysis tool, identifying and capturing explicit relationships between program funds, schedule, and discrete risks. The project team merged a myriad of cost and schedule data for timely, objective, uncertainty analysis of the ITD's budget and schedule. The project team conducted detailed schedule uncertainty analysis showing schedule activities and how their interrelationships were impacted, representing an impressive advance beyond routine Gantt charts. Furthermore, the ERA Project collected discrete risk events including their impacts to costs and/or schedule and interwove these risks into cost and schedule logic networks, providing the foundation to conduct cost and schedule analyses. The team integrated this data into the analysis model, providing probabilistic results that were then used by the ERA Project's senior management for decision-making purposes. The ERA Project management team, through technical and pathfinder expertise in integrating cost, schedule, risk, and technical content, consistently provided risk-informed recommendations to Implementing Centers and ISRP senior management which ultimately ensured the successful ARMD Key Decision Point (KDP) review of the ERA Phase 2 ITD Portfolio and increased the likelihood of achieving technical objectives within cost and schedule constraints.

Artificial intelligent decision support for low-cost launch vehicle integrated mission operations

The feasibility, benefits, and risks associated with Artificial Intelligence (AI) Expert Systems applied to low cost space expendable launch vehicle systems are reviewed. This study is in support of the joint USAF/NASA effort to define the next generation of a heavy-lift Advanced Launch System (ALS) which will provide economical and routine access to space. The significant technical goals of the ALS program include: a 10 fold reduction in cost per pound to orbit, launch processing in under 3 weeks, and higher reliability and safety standards than current expendables. Knowledge-based system techniques are being explored for the purpose of automating decision support processes in onboard and ground systems for pre-launch checkout and in-flight operations. Issues such as: satisfying real-time requirements, providing safety validation, hardware and Data Base Management System (DBMS) interfacing, system synergistic effects, human interfaces, and ease of maintainability, have an effect on the viability of expert systems as a useful tool.

Gains in operational flexibility, safety margins, and cost efficiencies via integrated Plant Reload Optimization platform

The U.S. Department of Energy Light Water Reactor Sustainability Program Risk-Informed Systems Analysis Pathway Plant Reload Optimization Project aims to develop an integrated, comprehensive framework offering an all-in-one solution for reload evaluations with a special focus on optimizing core design. Optimizing the fuel loading pattern is one of the most important considerations in reducing the amount of new fuel used in the core. Due to thousands of possible core configuration options, finding optimal solutions is an unachievable task for a human. The Plant ReLoad Optimization platform, which supports artificial-intelligence-based reactor core designing, is now fully capable of handling realistic problems. The Plant ReLoad Optimization platform development project aims to build a reactor core design tool that includes reactor safety and fuel performance analyses and uses artificial intelligence to support the optimization of core design solutions. The NSGA-II (Non-dominated Sorting Genetic Algorithm II) optimizer was developed and tested within RAVEN (Risk Analysis and Virtual ENvironment) to handle many constraints by using an augmented objectives methodology. The demonstration was performed with constrained multiobjective optimization of a 17 × 17 pressurized-water reactor core loading patterns to minimize fuel cost and maximize fuel cycle length.

Defining Safe and Efficient Interconnection Policies for Energy Storage and Solar + Storage to Improve Integration and Reduce Costs

Energy storage has a unique and pivotal role to play in the transition to a low-carbon economy because it can help the electric grid accommodate more renewable energy. However, a number of barriers currently impede the process of connecting energy storage systems to the distribution grid. The Toolkit and Guidance for the Interconnection of Energy Storage and Solar-Plus-Storage (the “BATRIES Toolkit”), which is the publication subject to this Final Technical / Scientific Report, provides vetted solutions to eight regulatory and technical barriers to the interconnection of standalone storage and solar-plus-storage systems (referred to as “energy storage”) to the distribution grid. These recommendations are based on over a year of research and analysis by utility and industry experts. The BATRIES Toolkit also includes model language that utilities and utility regulators can use to update state interconnection rules to reduce the costs and time to safely interconnect energy storage and solar-plus-storage systems. The solutions are nationally applicable and can be applied in diverse states and markets across the U.S.

Increased Fidelity and Associated Computational cost of Detailed Integral Experiment Benchmarks [Slides]

It does not seem like the system is significantly more sensitive to diameters of components near the center of the core. Intuitively it is, but was not detectable with simulations run to a Monte Carlo k eff uncertainty of 0.00002. The system is more sensitive to heights of components near the center of the core. Most (if not all) Zeus style benchmarks have perturbed core component heights individually.

Research and development of low cost processes for integrated solar arrays

Si reduction, purification and sheet generation work has been concentrated on gaining information about a reduction process combined with purification (higher purity arc furnace with gas blowing and gradient freezing), transport process with purification and polycrystal sheet growth potential (SiF2), plastic deformation for sheet generation, and float zone sheet recrystallization.

Induction as Knowledge Integration

Two key issues for induction algorithms are the accuracy of the learned hypothesis and the computational resources consumed in inducing that hypothesis. One of the most promising ways to improve performance along both dimensions is to make use of additional knowledge. Multi-strategy learning algorithms tackle this problem by employing several strategies for handling different kinds of knowledge in different ways. However, integrating knowledge into an induction algorithm can be difficult when the new knowledge differs significantly from the knowledge the algorithm already uses. In many cases the algorithm must be rewritten. This paper presents Knowledge Integration framework for Induction (KII), a KII, that provides a uniform mechanism for integrating knowledge into induction. In theory, arbitrary knowledge can be integrated with this mechanism, but in practice the knowledge representation language determines both the knowledge that can be integrated, and the costs of integration and induction. By instantiating KII with various set representations, algorithms can be generated at different trade-off points along these dimensions. One instantiation of KII, called RS-KII, is presented that can implement hybrid induction algorithms, depending on which knowledge it utilizes. RS-KII is demonstrated to implement AQ-11, as well as a hybrid algorithm that utilizes a domain theory and noisy examples. Other algorithms are also possible.

Logistics: An integral part of cost efficient space operations

The logistics of space programs and its history within NASA are discussed, with emphasis on manned space flight and the Space Shuttle program. The lessons learned and the experience gained during these programs are reported on. Key elements of logistics are highlighted, and the problems and issues that can be expected to arise in relation to the support of long-term space operations and future space programs, are discussed. Such missions include the International Space Station program and the reusable launch vehicle. Possible solutions to the problems identified are outlined.

Parametric Cost Modeling of a Mid-Lift-to-Drag Ratio Vehicle for Human Mars Entry, Descent, and Landing

Cost is one of the biggest obstacles to sending humans to Mars. However, spacecraft costs are typically estimated after the preliminary vehicle and mission concepts have been designed. By automating the cost estimation process, the effect of any change in vehicle or mission design on the mission cost can be determined more rapidly. This paper uses the tool SAPE-C (Systems Analysis for Planetary Entry, Descent, and Landing-Cost). SAPE-C integrates the cost modeling software SEER-H (System Estimation and Evaluation of Resources-Hardware) with a number of systems analysis tools and enables large design tradespace exploration early in the design process. SAPE-C is used to analyze several tradespaces of the Mid-Lift-to-Drag ratio rigid entry vehicle for human Mars missions. Key findings include quantifying the impacts of payload, vehicle length, and main engine specific impulse on the overall cost of the vehicle, and how the payload per lander and number of landers affects the cost of a campaign to Mars.

AC and DC Hybrid Distribution Grids with Solar Integration: Architecture, Stabilization and Cost Assessment

In this project, a holistic analysis of architecture, stabilization, and cost/efficiency analysis in hybrid AC and DC distribution grids are conducted. Particularly, versatile and cost-efficient multiport converters are developed to not only integrate solar sources and other DERs in DC grids, but also facilitate the interactive operation of DC sub-grids and conventional AC distribution grids. Meanwhile, a universal and extended impedance-based stabilization approach with a decentralized and adaptive virtual impedance loop is developed in hybrid AC and DC distribution grids, which comprehensively covers the active stabilization of DC sections, AC sections, and interface inverters interlinking both AC and DC sections. Furthermore, to quantitatively evaluate the cost and efficiency of hybrid AC and DC distribution grids and quantify the improvement of hybrid AC and DC grids over conventional pure AC grids, the project team develops an alpha-version tool to monitor and calculate the efficiency and cost of the DC, AC, or hybrid AC and DC grids.

A fast method of numerical quadrature for p-version finite element matrices

A new technique of numerical quadrature especially suited for p-version finite element matrices is presented. This new technique separates the integrand into two parts, and numerically operates on each part separately. The objective of this scheme is to minimize the computational cost of integrating the entire element matrix as opposed to minimizing the cost of integrating a single function. The efficiency of the new technique is compared with Gaussian quadrature and found to take a small fraction of the computational effort.

Social cost considerations and legal constraints in implementing modular integrated utility systems

Social costs associated with the design, demonstration, and implementation of the Modular Integrated Utility System are considered including the social climate of communities, leadership patterns, conflicts and cleavages, specific developmental values, MIUS utility goal assessment, and the suitability of certian alternative options for use in a program of implementation. General considerations are discussed in the field of socio-technological planning. These include guidelines for understanding the conflict and diversity; some relevant goal choices and ideas useful to planners of the MIUS facility.

Cost Benefit Analyses through Integrated Online Monitoring and Diagnostics (Final Report)

The objective of this research is to improve the economic competitiveness of advanced reactors through the optimization of cost and plant performance, which can be achieved by coupling intelligent online monitoring with asset management decision-making. As advanced reactors are early in the development life-cycle, online monitoring systems and associated sensor networks can be incorporated directly into the design without constraints related to retrofitting and system upgrades
