Battery and Fuel Cell Development for NASA's Constellation Missions

NASA's return to the moon will require advanced battery, fuel cell and regenerative fuel cell energy storage systems. This paper will provide an overview of the planned energy storage systems for the Orion Spacecraft and the Aries rockets that will be used in the return journey to the Moon. Technology development goals and approaches to provide batteries and fuel cells for the Altair Lunar Lander, the new space suit under development for extravehicular activities (EY A) on the Lunar surface, and the Lunar Surface Systems operations will also be discussed.

The Clouds and the Earth's Radiant Energy System (CERES) Sensors and Preflight Calibration Plans

The Clouds and the Earth's Radiant Energy System (CERES) spacecraft sensors are designed to measure broadband earth-reflected solar shortwave (0.3-5 microns) and earth-emitted longwave (5- > 100 microns) radiances at the top of the atmosphere as part of the Mission to Planet Earth program. The scanning thermistor bolometer sensors respond to radiances in the broadband shortwave (0.3-5 microns) and total-wave (0.3- > 100 microns) spectral regions, as well as to radiances in the narrowband water vapor window (8-12 microns) region. 'ne sensors are designed to operate for a minimum of 5 years aboard the NASA Tropical Rainfall Measuring Mission and Earth Observing System AM-1 spacecraft platforms that are scheduled for launches in 1997 and 1998, respectively. The flight sensors and the in-flight calibration systems will be calibrated in a vacuum ground facility using reference radiance sources, tied to the international temperature scale of 1990. The calibrations will be used to derive sensor gains, offsets, spectral responses, and point spread functions within and outside of the field of view. The shortwave, total-wave, and window ground calibration accuracy requirements (1 sigma) are +/-0.8, +/-0.6, and +/-0.3 W /sq m/sr, respectively, while the corresponding measurement precisions are +/-O.5% and +/-1.0% for the broadband longwave and shortwave radiances, respectively. The CERES sensors, in-flight calibration systems, and ground calibration instrumentation are described along with outlines of the preflight and in-flight calibration approaches.

Pathways Toward Electric Mobility in Hennepin County, Minnesota

This fact sheet presents the findings from a comprehensive community engagement initiative focused on advancing equitable transportation electrification in Hennepin County. This initiative responds to the critical need for inclusive and sustainable mobility solutions in the face of rising environmental and financial challenges in the transportation sector. This project has two goals. First, to learn what each community's priorities are and share them with the city, county, and state government to inform transportation plans and projects. Second, to bridge divides between government and community, building pathways for community-guided decision making on future transportation plans.

Selection of Global Climate Model Data for Downscaling With Generative Machine Learning and Use in the Power Planning for Alignment of Climate and Energy Systems Project

The range of results from climate models and scenarios is important to the understanding of uncertainty in power planning analysis. A U.S. Department of Energy-funded analytic project called Power Planning for Alignment of Climate and Energy Systems is developing data and analytic methods to reflect the effects of climate change on key variables for power system planning, as part of the Grid Modernization Lab Consortium. This project will select and prepare global climate model results for use in power system planning models. A related report (Evaluation of Global Climate Models for Use in Energy Analysis) assesses the performance of various global climate models from the Coupled Model Intercomparison Project Phase 6 data archive for their historical skill with respect to energy system performance and for their future projections under multiple climate change scenarios. Building from that report, we describe the selection of a climate scenario (Shared Socioeconomic Pathway [SSP] 2-4.5) and five climate models: TaiESM1, EC-Earth3-CC, GFDL-CM4, EC-Earth3-Veg, and MPI-ESM1-2-HR. We describe the model selection criteria, which were based on the quality of the match between model results under historical conditions and on the representation of the range of future values for several variables. These results will be downscaled via an open-source generative machine learning method called Super-Resolution for Renewable Energy Resource Data with Climate Change Impacts.

A scalable planning framework of energy storage systems under frequency dynamics constraints

As the penetration of renewables increases in power systems, the declining system inertia can cause frequency stability issues. Battery energy storage systems (BESSs) respond fast and therefore can relieve the low inertia difficulty but need to be appropriately sized considering the associated cost. This paper presents a novel stochastic optimization model for economically planning BESS capacity while considering the spatial–temporal correlation of wind generation and generator outages under frequency stability constraints, which include the rate-of-change of frequency (RoCoF), frequency nadir (FN), and quasi-steady-state (QSS) frequency. A set of new FN constraints that can be easily linearized is developed. To account for renewable uncertainties, a realistic uncertainty modeling approach, Random Field, is adopted to generate wind generation scenarios by considering both spatial and temporal evolutions of wind speed profiles. The ESS sizing is formulated as a mixed-integer linear programming problem and solved by using a scalable decomposition-and-coordination approach, Surrogate Absolute Value Lagrangian Relaxation (SAVLR). To further improve the scalability and reduce computational burdens, a rolling-horizon-based update is developed and incorporated into SAVLR for providing a practical solution to the long-term planning of very large-scale power systems. Finally, a modified IEEE 118-bus system and the Polish system are used to validate the effectiveness and scalability of the model and solution methodology.

Managing Increased Electric Vehicle Shares on Decarbonized Bulk Power Systems

Transportation electrification and power sector decarbonization - the convergence of these two trends present a complex planning problem requiring realistic, region-specific modeling and analysis to ensure that both can happen rapidly and cost effectively. This project, funded through the U.S. Department of Energy's Vehicle Technologies Office, models the evolution of the U.S. bulk power system (through 2050) in response to large-scale EV charging across all on-road vehicle segments. We will assess the opportunity and value of demand-side flexibility (i.e., "smart" charging) for reducing energy costs, increasing renewable generation shares, and managing future EV loads on the bulk power system. Overall, this study aims to provide an improved understanding of least-cost solutions for managing EV load growth on the grid and will make high-resolution EV load data sets publicly available for further analysis.

Creating A Consistent Historical NASA POWER Solar Radiation Dataset to Support Renewable Energy, Building Energy Efficiency and Agro-Climatology Decisions

Prediction of Worldwide Energy Resources (POWER) project provides irradiance dataset to support renewable energy, building energy efficiency and agricultural needs. These datasets are derived from Global Energy and Water Cycle Experiment Surface Radiation Budget (GEWEX SRB) and Clouds and the Earth’s Radiant Energy System (CERES SYN1Deg). A systematic bias has been reported between these two datasets for the years with overlapping observations. For obtaining a consistent climate data record spanning the entire time record of observations, it is crucial to understand and remove the bias in the irradiance dataset. Inconsistency in solar radiation data can lead to inaccurate conclusions about solar energy potential and obscure real trends in solar radiation patterns that would impact energy availability assessments. In this study, we adapt quantile mapping approach to remove the systematic bias and to improve reliability of shortwave and longwave irradiance data. We present a validation of the bias corrected data against ground truth. For each 1° latitude and 1° longitude grid box across the globe, we match the CDFs of the reference dataset (CERES SYN1Deg) to that of the SRB dataset, thereby, adjusting the irradiance values to match the empirical distribution of two different measurements. The performance of quantile mapping is evaluated by using the metrics such as Mean Absolute Deviation (MAD). The results indicate that the quantile mapping significantly improves the accuracy and reliability of solar irradiance dataset especially for the weather conditions associated with high cloud cover and extreme irradiance values. The initial range of MAD for the studied sites for daily data was 4 to 19 Wm-2. After correction these reduced to 3 to 7 Wm-2. The findings from this study have important implications for solar energy system design, agricultural planning, and climate modeling community. Reducing the inconsistency and biases in solar irradiance dataset can enable better planning and operation of solar energy systems, leading to increased efficiency and cost-effectiveness. Additionally, this work also contributes to the statistical post-processing techniques in the renewable energy domain and highlights the potential of historical and near-real-time NASA POWER dataset as a valuable resource for solar energy research and applications.

Solar radiation for Mars power systems

Detailed information about the solar radiation characteristics on Mars are necessary for effective design of future planned solar energy systems operating on the surface of Mars. A procedure and solar radiation related data from which the diurnally and daily variation of the global, direct (or beam), and diffuse insolation on Mars are calculated, are presented. The radiation data are based on measured optical depth of the Martian atmosphere derived from images taken of the Sun with a special diode on the Viking Lander cameras; and computation based on multiple wavelength and multiple scattering of the solar radiation.

Chapter 9: Impact of Variable Renewable Energy Sources on Bulk Power System Planning and Operations

Wind and solar photovoltaics (PV) have experienced remarkable growth in recent years, with many consequent benefits within and outside of power systems. At the same time, wind and solar PV have unique characteristics relative to the historically dominant dispatchable technologies like coal, gas, and nuclear power plants that have required and will continue to require changes in power system planning and operations. This chapter discusses planning and operational challenges of integrating wind and solar PV into bulk power systems. We first present the key characteristics of wind and solar PV that differentiate it from conventional technologies, such as variable and uncertain electricity generation, asynchronous interconnection to the power system, and near-zero marginal costs. We then link these characteristics to power system planning and operational challenges at low through high wind and solar penetrations. Finally, we discuss near- and long-term solutions to those challenges, such as diversifying the generation mix and wind and solar fleets, improving system flexibility, diversifying ancillary service products, and integrating generation and transmission planning.

NREL Planning Resources for States

This presentation summarizes some NREL resources and capabilities that states might want to access to help with decarbonization planning. It describes three types of resources: already-available, public datasets describing technology costs and future grid evolution; jurisdiction-specific integration studies that require directly partnering with NREL; and an envisioned new data product comprising state-specific standard scenarios that could be collaboratively funded by the states.

Dynamics Informed Optimization for Resilient Energy Systems

Optimal mitigation planning for highly disruptive contingencies to a transmission-level power system requires optimization with dynamic power system constraints, due to the key role of dynamics in system stability to major perturbations. We formulate a generalized disjunctive program to determine optimal grid component hardening choices for protecting against major failures, with differential algebraic constraints representing system dynamics (specifically, differential equations representing generator and load behavior and algebraic equations representing instantaneous power balance over the transmission system). We optionally allow stochastic optimal pre-positioning across all considered failure scenarios, and optimal emergency control within each scenario. This novel formulation allows, for the first time, analyzing the resilience interdependencies of mitigation planning, preventive control, and emergency control. Using all three strategies in concert is particularly effective at maintaining robust power system operation under severe contingencies, as we demonstrate on the Western System Coordinating Council (WSCC) 9-bus test system using synthetic multi-device outage scenarios. Towards integrating our modeling framework with real threats and more realistic power systems, we explore applying hybrid dynamics to power systems. Our work is applied to basic RL circuits with the ultimate goal of using the methodology to model protective tripping schemes in the grid. Finally, we survey mitigation techniques for HEMP threats and describe a GIS application developed to create threat scenarios in a grid with geographic detail.

Envisioning Tomorrow's Sustainable Mobility Systems

In the race to achieve efficient, accessible, affordable, and decarbonized transportation, which mobility solutions and strategies will get us to the finish line? Thought leaders from government, industry, and academia convened in mid-2023 at the National Renewable Energy Laboratory (NREL) to propose answers to this question. They worked to determine the research, development, and deployment challenges and opportunities that should be prioritized to create tomorrow's sustainable mobility systems. Electrification Futures Study: Impact of Electric Vehicles on Bulk Power Systems

This presentation builds on work presented at IEW2019 on "Transportation Scenarios of Electric Technology Adoption and Power Consumption" by providing insights on the impact of demand-side electrification, and electric vehicles in particular, on electricity supply and bulk power systems. This talk summarizes some results from the multi-year and multi-stakeholder Electrification Futures Study (EFS) series of reports. In particular, this work leverages integrated demand and supply modelling of future energy systems to provide insights on system design and operations focusing on demand flexibility and integration of variable renewables.
