Public health applications of remote sensing

Remote infrared and multispectral photography were used to identify coastal salt water-fresh water interfaces conducive to encephalitis vector mosquito breeding in Florida, and to determine the environmental conditions that caused an explosive outbreak of anthrax in Louisiana. Multiband photographic inventories were obtained by simultaneously processing three photographic negatives of the same view which record different wavelength portions of the same light. The process enhances differentiation of vegetative communities and sharply delineates edge effects by assigning false colors to differentiate subtle density differences.

A mini-cavity probe reactor.

The mini-cavity reactor is a rocket engine concept which combines the high specific impulse from a central gaseous fueled cavity (0.6 m diam) and NERVA type fuel elements in a driver region that is external to a moderator-reflector zone to produce a compact light weight reactor. The overall dimension including a pressure vessel that is located outside of the spherical reactor is approximately 1.21 m in diameter. Specific impulses up to 2000 sec are obtainable for 220 to 890 N of thrust with pressures less than 1000 atm. Powerplant weights including a radiator for disposing of the power in the driver region are between 4600 and 32,000 kg - less than payloads of the shuttle. This reactor could also be used as a test reactor for gas-core, MHD, breeding and materials research.

Application of Remote Sensing Techniques for Appraising Changes in Wildlife Habitat

An attempt was made to investigate the potential of airborne, multispectral, line scanner data acquisition and computer-implemented automatic recognition techniques for providing useful information about waterfowl breeding habitat in North Dakota. The spectral characteristics of the components of a landscape containing waterfowl habitat can be detected with airborne scanners. By analyzing these spectral characteristics it is possible to identify and map the landscape components through analog and digital processing methods. At the present stage of development multispectral remote sensing techniques are not ready for operational application to surveys of migratory bird habitat and other such resources. Further developments are needed to: (1) increase accuracy; (2) decrease retrieval and processing time; and (3) reduce costs.

An evaluation of space acquired data as a tool for management to wildlife habitat in Alaska

The Bureau of Sport Fisheries and Wildlife ERTS experiment in Alaska attempts to yield information useful for three primary functions in the State. They are: (1) to test the feasibility of using ERTS data, in conjunction with aircraft acquired multispectral photography, to develop effective stratified sampling techniques, (2) to provide near real time assessment and evaluation of the quantity, quality, and distribution of waterfowl breeding habitat through frequent ERTS measurements of hydrologic, phenological and vegetational parameters, and (3) to provide basic mapping of vegetation and terrain in certain remote areas of the State for which little or no biological data now exist.

The Satellite Nuclear Power Station - An option for future power generation.

A new concept in nuclear power generation is being explored which essentially eliminates major objections to nuclear power. The Satellite Nuclear Power Station, remotely operated in synchronous orbit, would transmit power safely to the ground by a microwave beam. Fuel reprocessing would take place in space and no radioactive materials would ever be returned to earth. Even the worst possible accident to such a plant should have negligible effect on the earth. An exploratory study of a satellite nuclear power station to provide 10,000 MWe to the earth has shown that the system could weigh about 20 million pounds and cost less than $1000/KWe. An advanced breeder reactor operating with an MHD power cycle could achieve an efficiency of about 50% with a 1100 K radiator temperature. If a hydrogen moderated gas core reactor is used, its breeding ratio of 1.10 would result in a fuel doubling time of a few years. A rotating fluidized bed or NERVA type reactor might also be used. The efficiency of power transmission from synchronous orbit would range from 70% to 80%.

Study of exothermic processes in shock ignited gases by the use of laser shear interferometry

Report on measurements of maximum exothermic power pulses attainable from a given chemical system. Experimental tests involved the use of a shock tube technique whereby the exothermic process of combustion was controlled by reflected shock, so that it occurred under virtually inviscid flow conditions, while the measurements were performed at a resolution commensurate with the actual rate of chemical reaction. Experimental observations were made by means of a novel method of laser shear interferometry - a cross-breed between holography and the conventional means for measuring refractive index fields, in that, on one hand, it was based on the exploitation of the phase coherence of the laser light beam, recording first a diffraction image of the wave fronts which, for the desired final result, had to be optically reconstructed, and, on the other, it yielded eventually either two-dimensional interferograms or schlieren photographs of the observed phenomena.

Utilization of ERTS-1 for appraising changes in continental migratory bird habitat

The author has identified the following significant results. Information on numbers, distribution, and quality of wetlands in the breeding range of migratory waterfowl is important for the management of this wildlife resource. Using computer processing of data gathered by the ERTS-1 multispectral scanner, techniques for obtaining indices of annual waterfowl recruitment, and habitat quality are examined. As a primary task, thematic maps and statistics relating to open surface water were produced. Discrimination of water was based upon water's low apparent radiance in a single, near-infrared waveband. An advanced technique using multispectral information for discerning open water at a level of detail finer than the virtual resolution of the data was also successfully tested. In another related task, vegetation indicators were used for detecting conditions of latent or occluded water and upland habitat characteristics.

Bioluminescence for determining energy state of plants

Bioluminescence produced by the luciferin-luciferase system is a very sensitive assay for ATP content in extracts of plant materials. The ATP test for seed and pollen viability and vigor is presented, along with prediction of high growth potential and productivity in new crosses and selections of breeding materials. ATP as an indicator for environmental quality, stresses, and metabolic regulation is also considered.

Public health applications of remote sensing of vector borne and parasitic diseases

Results of an investigation of the potential application of remote sensing to various fields of public health are presented. Specific topics discussed include: detection of snail habitats in connection with the epidemiology of schistosomiasis; the detection of certain Anopheles breeding sites, and location of transient human populations, both in connection with malaria eradication programs; and detection of overwintering population sites for the primary screwworm (Cochliomyia americana). Emphasis was placed on the determination of ground truth data on the biological, chemical, and physical characteristics of ground waters which would or would not support the growth of significant populations of mosquitoes.

Applications of space technology to developing nations

The use of imagery from the Landsat spacecraft for the monitoring and management of natural resources in developing countries is discussed. The Landsat imagery can be used to make cartographic maps at scales of 1:250,000 which meet the US National Map Accuracy Standards, providing a means of map updating to correct for river meanders or changing shorelines. The Landsat data can also be used in defining and measuring agricultural areas, identifying pest breeding areas, and monitoring irrigation practices and crop performance. Total volume estimates can be obtained in many cases for surface bodies of water, and subsurface water supplies can be detected from changes in vegetation in some instances.

Physics and potentials of fissioning plasmas for space power and propulsion

Fissioning uranium plasmas are the nuclear fuel in conceptual high-temperature gaseous-core reactors for advanced rocket propulsion in space. A gaseous-core nuclear rocket would be a thermal reactor in which an enriched uranium plasma at about 10,000 K is confined in a reflector-moderator cavity where it is nuclear critical and transfers its fission power to a confining propellant flow for the production of thrust at a specific impulse up to 5000 sec. With a thrust-to-engine weight ratio approaching unity, the gaseous-core nuclear rocket could provide for propulsion capabilities needed for manned missions to the nearby planets and for economical cislunar ferry services. Fueled with enriched uranium hexafluoride and operated at temperatures lower than needed for propulsion, the gaseous-core reactor scheme also offers significant benefits in applications for space and terrestrial power. They include high-efficiency power generation at low specific mass, the burnup of certain fission products and actinides, the breeding of U-233 from thorium with short doubling times, and improved convenience of fuel handling and processing in the gaseous phase.

Application of aerial photography to water-related programs in Michigan

Aerial photography and information system technology were used to generate information required for the effective operation of three water-related programs in Michigan. Potential mosquito breeding sites were identified from specially acquired low altitude 70 mm color photography for the city of Lansing; the inventory identified 35% more surface water areas than indicated on existing field maps. A comprehensive inventory of surface water sources and potential access sites was prepared to assist fire departments in Antrim County with fire truck water-recharge operations. Remotely-sensed land cover/use data for Windsor Township, Eaton County, were integrated with other resource data into a computer-based information system for regional water quality studies. Eleven thematic maps focusing on landscape features affecting non-point water pollution and waste disposal were generated from analyses of a four-hectare grid-based data file containing land cover/use, soils, topographic and geologic (well-log) data.

Multidate mapping of mosquito habitat

LANDSAT data from three overpasses formed the data base for a multidate classification of 15 ground cover categories in the margins of Lewis and Clark Lake, a fresh water impoundment between South Dakota and Nebraska. When scaled to match topographic maps of the area, the ground cover classification maps were used as a general indicator of potential mosquito-breeding habitat by distinguishing productive wetlands areas from nonproductive nonwetlands areas. The 12 channel multidate classification was found to have an accuracy 23% higher than the average of the three single date 4 channel classifications.

Use of LANDSAT data to assess waterfowl habitat quality

The author has identified the following significant results. The capability of mapping ponds over a very large area was demonstrated, with multidate, multiframe LANDSAT imagery. A small double sample of aircraft data made it possible to adjust a LANDSAT large area census. Terrain classification was improved by using multitemporal LANDSAT data. Waterfowl production was estimated, using remotely determined pond data, in conjunction with FWS estimates of breeding population. Relative waterfowl habitat quality was characterized on a section by section basis.
