Respirator Cartridge Performance on Mixed Vapors from Hanford Tank Headspaces and Exhausters - 20427

Between 2016 and 2018, the Hanford Tank Operations Contractor - Washington River Protection Solutions (WRPS) - conducted a series of tests of air-purifying respirator (APR) chemical cartridges commonly used at Hanford tank farms to determine the period of time for which the cartridges would provide adequate performance when used in APRs and powered-air-purifying respirators (PAPRs) to protect workers when exposed to a mixture of vapors exiting tank headspaces. Although cartridge manufacturers provide service life estimating tools for individual chemical compounds, the projected performance of these cartridges on complex vapor mixtures is not available, and the adequacy of APRs for tank farm applications represents an important workforce concern. The Occupational Safety and Health Administration identifies cartridge testing as a valid approach for establishing cartridge service life. The primary function of the WRPS Cartridge Test Program was to obtain objective data to determine service lives for the APR and PAPR cartridges used at Hanford tank farms. WRPS contracted with Pacific Northwest National Laboratory to analyze the test data and offer an independent analysis of and recommendations based on respirator cartridge performance. A total of 28 APR and 10 PAPR cartridge tests were conducted between 2016 and 2018 on 12 different tank headspaces and tank farm exhauster slipstreams. Two APR cartridges from SCOTT (now 3M) and two PAPR cartridges from MSA Safety, Inc. and 3M were evaluated using a cartridge testing system specifically designed to measure and monitor test conditions and sample cartridge inlet and outlet vapor streams for important chemical compounds. Testing focused on analysis of approximately 61 tank vapor chemicals of potential concern (COPCs) that have been previously detected in tank vapors at levels above 10% of their occupational exposure limits (OELs). Each test was conducted over 16 hours of run time. Evidence of chemical breakthrough was assessed by comparing inlet and outlet COPC concentrations over the duration of each test. The breakthrough threshold was normally defined as exceeding 10% of the compounds OEL at the cartridge outlet. Ammonia breakthrough was observed in a majority of the cartridge tests and occurred earlier than breakthrough of any other chemical compound. Several other COPCs did exhibit breakthrough behavior, including mercury, 1,3-butadiene, furan, 2,5 dihydrofuran, and N-nitrosodimethylamine (NDMA), but only in a very limited number of cartridge tests and only after ammonia breakthrough had occurred. In addition, tests results suggest that breakthrough of some of these COPCs may have been affected by competition with and breakthrough of other non-COPC organics, such as ethanol and acetone, with substantially lower toxicological hazard. Comparison of cartridge manufacturers' service life estimates with the experimentally derived breakthrough times indicates that manufacturers' estimates are generally conservative, even in the presence of the complex mixed vapor streams experienced in these tests. With consideration of appropriate safety margins, these results provide valuable insights on cartridge performance to inform industrial hygiene professionals in establishing appropriate cartridge change-out schedules for APR and PAPR use in the Hanford tank farms. Remote Home Energy Score Assessments (Feasibility Study)

The delivery of Home Energy Scores (HES) has been significantly impacted over the last year by the recent pandemic and ongoing limitations to person-to-person interactions. There are also historic challenges in providing HES to more remote geographies where assessor infrastructure is not in place. Alternative approaches to in-person, on-site home energy assessments could help address these current restrictions, while also potentially providing opportunities for the efficient delivery of HES in certain use cases after COVID-related restrictions are lifted. From the program administrator’s perspective, there needs to be confidence that the remote scores closely match what they would have been if the assessment had been performed on-site. The recommendations shown on a report generated from a remote score should closely match those of an onsite assessment. A remote assessment should be an option for all HES Partners and have direction on how to deliver those scores. From the HES partner’s and assessor’s perspective, there needs to be understanding of what level of experience is needed, what system infrastructure is required, the time expenditure of the remote assessment process, and the limitations of a remote assessment. From the homeowner’s perspective, there needs to be an awareness and comfort with the time commitment, the level of knowledge of the home, the equipment needed, and any physical requirements of the remote assessment process. During this study, Earth Advantage assessed methods for delivering Home Energy Score assessments remotely through web-based technology platforms and resident interaction in a diverse array of home types in different geographic locations. Earth Advantage developed remote assessment test protocols and integrated those testing protocols into existing Home Energy Score programs being overseen by USDOE Home Energy Score partners New York State Energy Research & Development Authority (NYSERDA), the Oregon Department of Energy (ODOE), and the City of Portland (PDX). Earth Advantage staff acted as the Remote assessor and gathered HES data remotely during the video sessions with participants. Authorized Home Energy Score assessors performed the onsite assessments that were then used to compare with the remote assessment data. This allowed the research to effectively test the efficacy of various remote assessment approaches in a diverse array of home-types. Earth advantage identified the key components of a remote assessment infrastructure which included Remote Home Energy Score Assessments Page vi processes, tools, services, methods and mechanisms that would better enable remote assessments. This report details methods, results, and findings of the HES remote assessment research. In addition, the report provides recommendations and best practices that could be used as guidance for the Home Energy Score administrator and the HES partners seeking to effectively conduct remote assessments.

Sample screening of uranium ore concentrates using portable spectrophotometers: investigating the correlation between visible colors and chemical signatures

A research collaboration between the Japan Atomic Energy Agency and the Department of Energy’s National Nuclear Security Administration examined nuclear forensic signatures and analytical methods for tracing the origins of uranium ore concentrates (UOCs). Here, this study focuses on utilizing portable spectrophotometers capable of reflectance measurements in the visible light spectrum as a potential rapid screening tool for nuclear forensics analysis. Unlike laboratory-based near-infrared spectroscopy or digital image analysis, this research investigated the potential to correlate visible color measurements with key nuclear forensics signatures using seven types of UOC samples with known origins and three UOC certified reference materials. Results demonstrated that distinct color groups, quantified using CIELAB values, correlated with major uranium compounds. Furthermore, the findings indicated that trace elements can influence the UOC colors, providing additional insights into material characteristics. Although this approach requires further validation across a broader range of UOC species, this study demonstrated that simple colorimetric analysis using visible spectrophotometry, which does not require complex sample preparation or data processing, can serve as a practical and novel rapid tool for preliminary screening and attribution in nuclear forensics investigations.

Impedance Methods for Analyzing Stability Impacts of Inverter-Based Resources: Stability Analysis Tools for Modern Power Systems

Power systems around the world are undergoing a major transformation because of the increasing shares of renewable energy, growing deployment of energy storage systems, proliferation of distributed energy resources, electrification of other sectors, and so on. In the United States, wind and solar provided almost 10% of electricity in 2019. The U.S. Energy Information Administration, in its 2020 Annual Energy Outlook, forecasted that the share of electricity from renewables will reach 38% by 2050, of which more than 80% will come from wind and solar. Wind and solar, along with battery energy storage systems, interface with the grid using power electronic inverters; hence, they are collectively referred to as inverter-based resources (IBRs). The increasing annual share of electricity from IBRs in a power system means that during more times of the year, the system will operate at a much higher concentration of IBRs. Figure 1 presents the hourly share of wind and solar generation in the Electric Reliability Council of Texas (ERCOT) system in Texas in 2019. While the annual wind share was at 20%, the instantaneous percentage share was much higher. Moments of high shares of IBRs (>50%) will continue to grow as more IBRs will be deployed in a power system.

SUSTAINING NUCLEAR SECURITY REGIMES THROUGH CONTINUOUS LEARNING EXPERIENCES

As Member States plan, implement, and ultimately sustain their nuclear security regimes, human resource development supporting these regimes are paramount. Human resource development broadly includes programs addressing education, training, and knowledge management. The International Atomic Energy Agency’s Implementing Guide, Sustaining a Nuclear Security Regime, highlights the importance of national-level support for assigning resources that help ensure States are able to develop and retain sufficient human resources in the short, medium, and long term. Determining the resources needed to support education, training, and knowledge management is not an easy task, and knowledge management is a practice often overlooked when States plan for and allocate human resources for a nuclear security regime. The paper highlights the importance of implementing knowledge management practices as part of sustaining a nuclear security regime. Given the availability of secure web-based knowledge management tools, a nuclear security human resource development program should not depend solely on direct human interactions. To that end, the paper will offer an approach for planning and implementing a knowledge management system by using the U.S. Department of Energy/National Nuclear Security Administration’s Nuclear Smuggling Detection and Deterrence Knowledge Management Website as a case study. This example offers useful lessons learned for States considering or actively developing their own nuclear security knowledge management efforts and human resource development.

User guide for the Geospatial Risk Analysis Tool (V.1.0.1)

Developed by the Pacific Northwest National Laboratory (PNNL), the Geospatial Risk Analysis Tool (GRAT) links to Hybrid Single-Particle Lagrangian Integrated Trajectory (HYSPLIT), a complete system for computing simple air parcel trajectories, as well as complex transport, dispersion, chemical transformation, and deposition simulations. The HYSPLIT model was developed by the National Oceanic and Atmospheric Administration (NOAA) Air Resources Laboratory and the Australian Bureau of Meteorology Research Center in 1998. GRAT is used to batch process meteorological data into ARL format. While HYSPLIT GUI limits users to convert meteorological data up to 6 date time points per operation, GRAT enables users to convert a significantly large amount of data (For example, 10 years of meteorological data measured with an interval of 5 minutes) within one operation. Incorporated with the Potential source distribution function (PSDF), GRAT can also be used to determine the areas influenced by the emission of hazardous chemicals.

Quantifying policy gaps for achieving the net-zero GHG emissions target in the U.S. light-duty vehicle market through electrification

The U.S. light-duty vehicle (LDV) industry, a major greenhouse gas (GHG) emitting sector, is embracing decarbonization. Considering only electrification pathways, this study uses publicly-available tools – MA3T and VISION on vehicle market penetration, fleet accounting and life-cycle analysis to quantify the policy gaps for LDVs to achieve the net-zero GHG emissions target in nine vehicle penetration cases under two electricity mix scenarios, including the U.S. administration's decarbonization strategy – 100% clean electricity by 2035. The MA3T model is a multinomial discrete choice model for market share projection by vehicle technology, and the VISION is a vehicle stocks and GHG emissions projection model by using vehicle and travel characteristics. This study projects the impacts of technology and policy enforcement on shaping the dynamics and decarbonization of the LDV market. Additionally, achieving the expected improvement of battery technology and charging infrastructure is critical but can only reduce the 2050 GHG emissions to 48–54% of the 2020 level under the electricity renewable mix scenario. It is almost impossible to achieve a 100% battery electric vehicle stock by 2050 and the 2050 net-zero target in the LDV industry unless ban of internal combustion engine technology is implemented starting in 2035 and under the 2035 100% clean electricity scenario. These extreme conditions also sacrifice most from the consumer welfare perspective. A greater policy forcing intensity accelerates plug-in electric vehicle penetration, while with declining marginal effect and reduced consumer welfare. Among the investigated policy scenarios, the policy forcing intensity equivalent to a fuel tax of $1–2 per gasoline gallon reduces the most GHG emissions while keeping a positive consumer welfare.
