The Japanese regard success in R and D in high temperature superconductivity as an important national objective. The results of a detailed evaluation of the current state of Japanese high temperature superconductivity development are provided. The analysis was performed by a panel of technical experts drawn from U.S. industry and academia, and is based on reviews of the relevant literature and visits to Japanese government, academic and industrial laboratories. Detailed appraisals are presented on the following: Basic research; superconducting materials; large scale applications; processing of superconducting materials; superconducting electronics and thin films. In all cases, comparisons are made with the corresponding state-of-the-art in the United States.

Advanced waste management technology evaluation

The purpose of this program is to evaluate the feasibility of steam reforming spacecraft wastes into simple recyclable inorganic salts, carbon dioxide and water. Model waste compounds included cellulose, urea, methionine, Igapon TC-42, and high density polyethylenes. These are compounds found in urine, feces, hygiene water, etc. The gasification and steam reforming process used the addition of heat and low quantities of oxygen to oxidize and reduce the model compounds. The studied reactions were aimed at recovery of inorganic residues that can be recycled into a closed biologic system. Results indicate that even at very low concentrations of oxygen (less than 3%) the formation of a carbonaceous residue was suppressed. The use of a nickel/cobalt reforming catalyst at reaction temperature of 1600 degrees yielded an efficient destruction of the organic effluents, including methane and ammonia. Additionally, the reforming process with nickel/cobalt catalyst diminished the noxious odors associated with butyric acid, methionine and plastics.

Low-Cost Quality Control and Nondestructive Evaluation Technologies for General Aviation Structures

NASA's Advanced General Aviation Transport Experiments (AGATE) Program has as a goal to reduce the overall cost of producing private aviation aircraft while maintaining the safety of these aircraft. In order to successfully meet this goal, it is necessary to develop nondestructive inspection techniques which will facilitate the production of the materials used in these aircraft and assure the quality necessary to maintain airworthiness. This paper will discuss a particular class of general aviation materials and several nondestructive inspection techniques that have proven effective for making these inspections. Additionally, this paper will discuss the investigation and application of other commercially available quality control techniques applicable to these structures.

Revolutionary/Unconventional Aeropropulsion Technology Evaluation through Thermodynamic Work Potential: A Revolutionary Aeropropulsion Concepts Program Research Initiative

This report is intended as a status report for activities covered May through July 2002 under the auspices of NASA Glenn's Revolutionary Aeropropulsion Concepts (RAC) project. This is the first phase I quarterly report and as such, considerable focus will be given to defining the basic need and motivation driving this research effort. In addition, background research has been ongoing for the past several months and has culminated in considerable information pertaining to the state-of-the-art in work potential analysis methods. This work is described in detail herein. Finally, the proposed analysis approach is described, as are the various ancillary concepts required for its implementation.

Development of a Test Facility for Air Revitalization Technology Evaluation

An active fault tolerant control (FTC) law is generally sensitive to false identification since the control gain is reconfigured for fault occurrence. In the conventional FTC law design procedure, dynamic variations due to false identification are not considered. In this paper, an FTC synthesis method is developed in order to consider possible variations of closed-loop dynamics under false identification into the control design procedure. An active FTC synthesis problem is formulated into an LMI optimization problem to minimize the upper bound of the induced-L2 norm which can represent the worst-case performance degradation due to false identification. The developed synthesis method is applied for control of the longitudinal motions of FASER (Free-flying Airplane for Subscale Experimental Research). The designed FTC law of the airplane is simulated for pitch angle command tracking under a false identification case.

Gate Drive Technology Evaluation and Development to Maximize Switching Speed of SiC Discrete Devices and Power Modules in Hard Switching Applications

To understand the limitation of maximizing the switching speed of SiC low current discrete devices and high current power modules in hard switching applications, double pulse tests are conducted and the testing results are analyzed. For power modules, the switching speed is generally limited by the parasitics rather than the gate drive capability. For the discrete SiC device, the conventional voltage source gate drive (VSG) is not sufficient to maximize the switching speed even if the external gate resistance is minimized. The limitation of existing current source gate drives (CSG) are analyzed, and a CSG dedicated for SiC discrete devices is proposed, which can provide constant current during the switching transient regardless of the high Miller voltage and large internal gate resistance. Compared with the conventional VSG, the proposed CSG achieves 67% faster turnon time and 50% turn-off time, and 68% reduction in switching loss at full load condition.

Evaluating Tools and Technologies for Monitoring Baleen Whales During Offshore Wind Foundation Installation

Impacts to baleen whales are of particular concern in the context of offshore wind development because of their conservation status, the overlap of their habitat with current and planned offshore wind energy facilities, and their expected sensitivity to low-frequency sounds, such as those produced during pile driving. Therefore, this report focuses on monitoring technologies capable of detecting this species group. The scope of this report is to assess the current state of technologies and methods for monitoring baleen whales in low- and no-light conditions in conjunction with offshore wind foundation installation. This work considers the performance of various sensing technologies that can be used to observe the presence of baleen whales near offshore construction activities. The scope of work includes: 1. Technology Performance Metrics – Identify metrics that can be used to assess technology performance. 2. Technology Evaluation – Synthesize the past performance of technologies with respect to the performance metrics based on available literature. 3. Technology Characterization Framework – Describe a potential framework to characterize technology performance with a standardized approach. 4. Technology Research and Development Needs – Identify future needs and opportunities for research, development, and deployment to improve technologies.

The 1980 US/Canada wheat and barley exploratory experiment, volume 1

The results from the U.S./Canada Wheat and Barley Exploratory Experiment which was completed during FY 1980 are presented. The results indicate that the new crop identification procedures performed well for spring small grains and that they are conductive to automation. The performance of the machine processing techniques shows a significant improvement over previously evaluated technology. However, the crop calendars will require additional development and refinements prior to integration into automated area estimation technology. The evaluation showed the integrated technology to be capable of producing accurate and consistent spring small grains proportion estimates. However, barley proportion estimation technology was not satisfactorily evaluated. The low-density segments examined were judged not to give indicative or unequivocal results. It is concluded that, generally, the spring small grains technology is ready for evaluation in a pilot experiment focusing on sensitivity analyses to a variety of agricultural and meteorological conditions representative of the global environment. It is further concluded that a strong potential exists for establishing a highly efficient technology or spring small grains.
